Thousands of Palestinians hold Nakba Day rallies in cities across the West Bank; the IDF violently disperses protesters in al-Khader, causing no serious injuries. The IDF also patrols in al- ‘Arub r.c. nr. Hebron, injuring 1 Palestinian in clashes. Jewish settlers uproot around 150 trees south of Nablus and also set fire to Palestinian agricultural lands in Bayt Furik village nr. Nablus. There is also a ‘‘price tag’’ attack in in Umm al-Qutuf village in Wadi Ara, a Palestinian village inside the Green Line, in which suspected Jewish extremists vandalize a mosque and 3 vehicles. Fatah and Hamas representatives hold reconciliation talks in Cairo. Hamas official Moussa Abu Marzouq says the sides have pledged to complete formation of a long-anticipated unity government within 3 months (see QU 168 for details). (JP, MNA 5/14)

Egypt’s upper house holds a special session to discuss recent clashes (5/7) in al-Aqsa Mosque and demands the immediate expulsion of Israeli ambassador Ya’akov Amitai in protest, but the government takes no immediate action. (ToI 5/14)

In Cairo, reps. of 15 small Palestinian factions initial the national unity deal agreed by Fatah and Hamas on 4/27. Fatah and Hamas plan to sign the text on 5/4. (WP, WT 5/4)

In the West Bank, Jewish settlers illegally enter Nablus to pray at Joseph’s Tomb and refuse to leave, barricading themselves inside the tomb and sparking stone-throwing clashes with Palestinians. The IDF conducts late-night arrest raids, house searches in Hebron, arresting Hamas-affiliated fmr. PC mbr. Issa alJabari. Palestinians report the arson of a mosque in Hawara nr. Nablus, blaming Jewish settlers. OCHA reports that since 4/27, 3 Gazan children have been injured when they accidentally triggered unexploded IDF ordnance (UXO). (WP 5/4; PCHR, WJW 5/5; OCHA 5/6)

In the West Bank, the IDF patrols in Bayt Dajan village nr. Nablus in the morning, photographing several homes, the local council building, and a mosque; patrols in 2 villages nr. Ramallah, firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing youths in 1 incident, causing no serious injuries; patrols in 2 villages nr. Tulkarm in the afternoon, checking Palestinian IDs but making no arrests. (PCHR 2/17; OCHA 2/18)

Early in the day, Egyptian military and ruling party officials announce that Mubarak will make a televised address later in the day and “meet the demands of the protesters.” The statement’s title, “communiqué no. 1 of the army command,” and accompanying TV footage showing DM Field Marshal Hussein Tantawi and military chief of staff Gen. Anan chairing a meeting of senior army officers without Mubarak or Suleiman present spark rumors that the military has staged a coup. Raising expectations, Gen. Anan and Gen. Hassan al-Roueini (military cmdr. of Cairo) separately go to Tahrir Square to tell protesters that “all your demands will be met today.” When Mubarak gives his statement, however, he only turns over powers to Suleiman temporarily and makes some constitutional amendments, but vows again not to step down before his term expires and that he will oversee the reform process. Suleiman follows with a separate speech telling Egyptians to “go back home and to work. Do not listen to foreign[ers] whose aim is to . . . weaken Egypt.” The immediate reaction of protesters listening to the addresses in Tahrir Square is deep anger and frustration, with demonstrators chanting “Leave! Leave! Leave!” as Mubarak’s speech unfolds. Senior military officers soon after tell the Egyptian press that the speeches were not seen in advance by the Supreme Council of the Egyptian Armed Forces and were “in defiance of the armed forces.” (AP, Huffington Post, NYT, WP 2/10; NYT, WP, WT 2/11)

Mbrs. of the Popular Front for the Liberation of Palestine (PFLP) claim responsibility for firing 2 manufactured Grad rockets fr. Gaza into Israel; the missiles hit nr. Netivot, causing no damage or injuries. Egypt allows a token delegation of around 85 international activists to cross into Gaza to demonstrate with Gazans for an end to Israel’s siege, while in Cairo, Egyptian authorities disperse another 1,000 international activists calling on Egypt and Israel to open the Gaza border. Inside Israel, about 1,000 Israeli Palestinian and Jewish peace activists march to the Erez crossing in solidarity with the internationals in Egypt. Israeli police arrest a Jewish settler teenager connected to the outlawed right-wing group Kahane Chai suspected in the 12/11 arson of a mosque in Yasuf. In the West Bank, the IDF demolishes 2 animal shelters on a Palestinian farm located nr. an unauthorized Israeli settlement outpost northeast of Hebron, saying they had been erected illegally; conducts late-night arrest raids, house searches nr. Hebron. Jewish settlers fr. Shavei Shomron and Einav settlements set up an outpost on a hill nr. Nablus overlooking the spot where a settler was ambushed and killed on 12/24. Jewish settlers at another settlement outpost northwest of Hebron raze 1,500 d. of surrounding Palestinian agricultural land, saying they plan to build a park and swimming pools. Egypt announces that Gaza- and Damascus-based Hamas officials have agreed on a cease-fire offer to be present to Israel (see Quarterly Update). Israel agrees to send an envoy to Cairo on 1/15 to be briefed on the plan. Meanwhile, Israel’s intense air, naval, and ground assaults on Gaza continue.

Combat notes: Under cover of air strikes and heavy shelling, IDF troops take up new positions in s. Gaza’s al-Fukhari area nr. the Sufa crossing (occupying several homes and expelling the residents) and al-Shuka village; Israeli fire is so intense that rescuers cannot reach the wounded or retrieve the dead. The IDF reports carrying out approximately 120 air strikes today (70 of them after nightfall) that kill 10s of Palestinians. Targets include at least 24 groups of armed Palestinians, 16 smuggling tunnels, at least 10 suspected weapons depots (including a Rafah mosque), and 24 rocket launching sites (killing senior IQB cmdrs. Walid Za‘abud and Muhammad Dash nr. al-Zaytun). Air strike target areas include Bani Suhayla, Bayt Lahiya, Gaza City (areas northwest of the city and al-Nasser, al-Sabra, al-Sha‘af, Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk, al-Zaytun), Khan Yunis, Khuza, al-Mughraqa, Nussayrat r.c., al-Qarara, Rafah, al-Shabura r.c., Twam, Yibna r.c. Heavy artillery and tank fire are reported in and around Bayt Lahiya (white phosphorous suspected), al-Bureij r.c., Gaza City (al-Sabra, al-Tuffah), Jabaliya town and r.c. Naval bombardment centers on Rafah’s Tal al-Sultan neighborhood.

Palestinians fire 14 rockets and 2 mortars, including 4 Grads (2 each in Ashdod and Beersheba), into Israel, causing no injuries. Gaza medical workers put the estimated Palestinian toll at 1,018 dead (including an estimated 300 children), 4,700 injured. The IDF reports 27 soldiers wounded (1 severely, 2 moderately, 24 lightly), mostly in ground fighting with Palestinians n. Gaza, including 7 soldiers wounded (1 severely, 1 moderately, 5 lightly) by a Palestinian antitank missile. The Israeli toll stands at 13–14 dead, more than 150 wounded.

Humanitarian notes: The IDF allows at least 108 truckloads of humanitarian aid into Gaza during the lull. Nablus, arrests a 10th grader; raids a mosque in al-Bireh, arresting 1 Palestinian; fires on residential areas of Khan Yunis, wounding a man on his roof; conducts house searches, arrest raids in Nablus, Rafah. Meanwhile in Washington, Israeli DM Shaul Mofaz briefs U.S. VP Dick Cheney, Powell on Israel’s latest thinking regarding evacuating settlements, maintaining security control in Gaza postwithdrawal. In Cairo, Israeli FM Silvan Shalom meets with Egyptian pres. Husni Mubarak and FM Ahmad Maher, who provide assurances that Egypt would secure its border with Gaza following an Israeli pullout. Israeli authorities demolish 7 Israeli Arab homes, a mosque in unrecognized villages in the Negev. Young Fatah mbrs. in Rafah waylay, essentially kidnap Arafat aide Ramzi Khoury, Gaza governor Muhammad al-Kidwa at the border crossing as they return fr. Israeli-Palestinian clashes continue for the 13th straight day, leaving 3 Palestinians dead, 185 injured. The most severe exchanges are outside Nablus, where a mosque is torched, allegedly by Jewish settlers, and Palestinians throw stones a funeral procession for a Jewish settler. IDF troops and helicopters escorting the funeral procession respond with gunfire, call in extra attack helicopters, tanks. The riot degenerates into a gunfight btwn. the PA police and IDF and armed Jewish settlers. The IDF also deploys attack helicopters against Palestinian gunmen nr. Bethlehem. In Hebron, 1 IDF soldier is shot, seriously wounded. Israeli border police prevent an ambulance fr. taking 4 seriously wounded Palestinians into Jordan for treatment. Israeli govt. declares 1-week freeze on signing contracts for govt.-subsidized housing, including those affecting construction i the o.t. Freeze also is called on planning and early proceedings of new roads in o.t. About 3,000 units in early stages in o.t. are affected by the freeze, and govt. is still unsure about what to do with 4,000 completed units unattached to infrastructure, 12,000 in various stages of construction, and about 500 completed units that have been populated in the o.t. The Jerusalem Report states that 100 of the 142 settlements in the o.t. are "political settlements" according to PM Rabin, and can therefore expect significant cuts in govt. aid.
