Gaza, destroying a building used by Hamas’s Izzeddin al-Qassam Brigades (IQB), a partially constructed home, and a well, causing no reported injuries; makes another air strike destroying an IQB building in Gaza City’s al-Zaytun neighborhood, damaging several surrounding buildings but causing no serious injuries. In the West Bank, the IDF conducts late-night patrols in Kifl Haris nr. Salfit. Israeli authorities deport detained Hamas-affiliated PC mbr. The IDF makes an air strike on a car driving in Gaza City, assassinating Army of Islam (AOI) cmdr. Islam Yasin and killing his brother Muhammad Yasin (also a mbr. of AOI—a radical Islamist group at odds with Hamas). In the West Bank, the IDF patrols without incident in 2 villages nr. PA PM and negotiations adviser Ahmed Qurai‘ from crossing into Jordan via the Allenby crossing, citing a previously unannounced decision by the government that from now on only Pres. Abbas and PM Fayyad would receive special treatment; Israeli security officials say the decision had to do with Qurai‘’s recent statements denouncing Israel’s settlement policy. The PASF for the 1st time arrests a Palestinian for selling goods made in a Jewish settlement, enforcing the PA’s 4/2010 law prohibiting the sale of settlement-produced products (see Quarterly Updates in JPS 156–57); the defendant is jailed in Bethlehem pending trial. In a bid to secure the backing of rightwing coalition partners for a package of U.S. guarantees for a short extension of the settlement freeze, Netanyahu proposes legislation that would require those becoming Israeli citizens to pledge a loyalty oath to “the State of Israel as a Jewish and democratic state,” as opposed to simply “the State of Israel” as it is now worded. Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. The IDF retaliates with a late-night air strike on an IQB training site in the Shaykh Ridwan area of Gaza City, destroying a building, damaging 30 surrounding buildings and 3 cars, and injuring 6 Palestinian civilians. In the West Bank, the IDF makes a brief incursion into Tulkarm early in the morning to photograph the entrances of a police station, the local PASF and PA General Intelligence headquarters, and a PASF medical services building, withdrawing without incident; blocks Palestinians from joining a solidarity rally with Jewish settlers outside Bayt Fajjar village (site of a mosque arson on 10/4), sparking clashes between stonethrowing Palestinian youths and soldiers (no serious injuries reported); patrols late at night, without incident in 2 villages n. of Jenin; conducts late-night arrest raids, house searches in ‘Ayn Bayt al-Ma’a r.c. and Zawata village, both nr. Nablus. The Israeli daily Ha’Aretz reports that nearly 350 housing units are currently under construction in West Bank settlements, including 56 in Keddumim nr. In the West Bank, the IDF patrols in Tulkarm in the morning, making no arrests; occupies a Palestinian home in Hebron as an observation post; conducts evening and late-night patrols in villages nr. In continued retaliation for the 7/30 Grad strike, the IDF carries out a predawn air strike on c. Gaza assassinating senior Hamas military cmdr. and rocket maker Issa Batran, marking the 1st Israeli assassination in Gaza since Operation Cast Lead (OCL) ended in 1/09. (Israel attempted to assassinate Batran during OCL, making an air strike on his home, killing his wife and 5 of his children.) Later in the day, unidentified Palestinians fire a Qassam rocket fr. Several hrs. later, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. In response, the IDF carries out 3 air strikes targeting a training camp for the Hamas-affiliated police in Gaza City (wounding 5 policemen and 16 bystanders, damaging 30 surrounding buildings) and smuggling tunnels on the Rafah border (causing no reported injuries). In the West Bank, the IDF patrols in Bayt Liqya village nr. Ramallah at midday without incident; conducts late-night arrest raids, house searches nr. Hebron. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in (a 45- mbr. Spanish delegation and a 30-mbr. German delegation take part), Ni‘lin, and Dayr Nizam/al-Nabi Salih. In the West Bank, the IDF patrols in 2 villages nr. Tulkarm in the morning, making no arrests; conducts late-night arrest raids, house searches in Tulkarm; makes a late-night raid on the Qalqilya home of the PA Undersecy. for Civil Affairs Ma‘ruf Zahran while he is on vacation in Turkey, searching the home and arresting his son. Jewish settlers escorted by IDF troops enter Nablus to pray at Joseph’s Tomb. In 2 separate incidents nr. Overnight, the Israeli navy acting on “prior intelligence” fatally shoots 5 al-Aqsa Martyrs Brigades (AMB) mbrs. diving off the Gaza coast and the Palestinian fisherman manning their boat, wounding and capturing 2 other AMB divers. The AMB claims the men were unarmed and on a training mission; Israel claims they were en route to Israel to stage an attack. Later in the day, the IDF carries out an air strike on the n. Gaza border area, seriously wounding 1 Hamas mbr. preparing to launch a Qassam rocket. IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging construction materials in the industrial zone, wounding 1 Palestinian. In Gaza, 1 IDF soldier is killed by friendly fire when IDF infantry and tank units on the Gaza border are mobilized to halt 3 unarmed Palestinians nr. the border fence, and the tank crew accidentally fires on the infantry unit on the Israeli side of the border; the Palestinians are not injured. After unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries, the IDF makes an air strike on an alleged weapons depot in Gaza City, destroying it and lightly injuring 8 Palestinian civilians (including 1 woman and 2 children). Later in the evening, unidentified Palestinians fire another rocket toward Israel, but it lands harmlessly nr. the Erez crossing. Late in the evening, IDF troops on the central Gaza border e. of Dayr al-Balah shoot, wound an unarmed Palestinian outside his home 500 m fr. the border. In the West Bank, the IDF fatally shoots 2 Palestinian farmers in a field nr. Nablus who allegedly tried to attack soldiers with an ax and pitchforks; there are no independent witnesses to the incident. The IDF also announces plans to seize 49 d. of Palestinian land in Beitunia for construction of a new checkpoint on Route 443 as a step to reopening the road to Palestinian traffic in accordance with an Israeli High Court ruling; conducts late-night house searches in al-Bireh but makes no arrests. Early in the morning, IDF troops on the Gaza border e. of Gaza City open fire and direct artillery strikes on armed Palestinians operating nr. Juhur al-Dik village, killing 1 armed Palestinian and hitting a Palestinian home and lightly injuring 3 girls (ages 5–12), then making a brief incursion 400 m into the area. Around the same time, IDF troops on the n. Gaza border nr. Bayt Lahiya make a brief incursion to arrest 6 Palestinians collecting scrap material fr. destroyed homes and a brick factory nr. the border (they are released after 12 hrs. of questioning). Several hrs. later, the IDF makes an air strike on Gaza killing Islamic Jihad mbr. Faris Jabir, who Israel claims was part of a squad preparing an attack on the Qarni border crossing. (Palestinians notably do not claim his death as an assassination.) In the West Bank, the IDF bulldozes 6 wells and 5 agricultural storehouses nr. the separation wall northwest of Hebron, confiscating electrical generators and irrigation equipment. Two yrs. after Israel’s High Court ruled that a section of the separation wall in Bil‘in must be rerouted, the IDF begins work to move the barrier; residents welcome the change but stress that it falls far short of their demands that the wall be removed altogether. In the West Bank, the IDF demolishes the only elementary school, 11 Palestinian homes, 10 animal pens, and a greenhouse in Khirbat Tana, displacing at least 120 Palestinians (mostly children) and marking the apparent first stage of Israel’s implementation of a 2/09 court order to raze the village (see 12/10/09); demolishes another Palestinian home in al-Tur nr. In Gaza, a PRC mbr. injured in the 1/5 Israeli air strike on al-Qarara dies. The UN reports that since 12/23, 1 Palestinian has been killed in a smuggling tunnel collapse on the Rafah border. In the West Bank, the IDF makes a late-night incursion into Zabbuba village nr. Jenin, patrolling streets but making no arrests; conducts late-night arrest raids, house searches n. of Jerusalem. Israel approves the construction of a new Jewish settlement neighborhood in Jerusalem funded by U.S. settlement financier Irving Moskowitz to build 4 apartment buildings (24 units total) on East Jerusalem’s Mount of Olives, creating Israeli territorial contiguity between Mount Scopus and the Mount of Olives, completely surrounding the Old City of Jerusalem with Jewish settlements; the U.S. issues a stern protest stating the project harms the peace process. Early in the morning, the IDF makes 2 incursions into s. Gaza nr. Abasan and Khuza to bulldoze land to clear lines of sight. Later, unidentified Palestinians fire a rocket into Israel, causing no damage or injuries; the IDF immediately carries out an air strike on smuggling tunnels on the Rafah border (causing no reported injuries). In the West Bank, the IDF fires rubbercoated steel bullets, stun grenades, tear gas at stone-throwing Palestinians and nonviolent international (and, in the case of Bil‘in, Israeli) activists taking part in protests against the separation wall in Bil‘in and Ni‘lin (10s suffer tear gas inhalation at both sites); fires stun grenades and tear gas at Palestinian and international activists taking part in a nonviolent protest against the separation wall in al-Ma‘sara, also beating several protesters (moderately injuring 2 Palestinian children, ages 10 and 13); conducts late-night house searches in al-‘Arub r.c. (1 seriously); though the SCG is a rival of Hamas, Israel says it holds Hamas responsible for the foiled attack. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at stone-throwing Palestinians and nonviolent international and Israeli activists taking part in protests against the separation wall in Bil‘in (10s suffer tear gas inhalation). The UN reports that in the previous wk., 2 Palestinian militants were killed mishandling explosives, and 1 Palestinian was killed and 1 injured in a smuggling tunnel collapse on the Rafah border. As agreed on 9/30, Israel releases 19 Palestinian female prisoners in exchange for a 2-min. video fr. Hamas proving that captured IDF soldier Cpl. Shalit is still alive. A 20th prisoner is expected to be released on 10/3. After Palestinians fire 3 rockets fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a marble factory and an iron warehouse in Gaza City suspected of being used to manufacture weapons. Israeli security forces prevent thousands of Palestinians fr. entering East Jerusalem for Friday prayers at the al-Aqsa Mosque. The overcrowded conditions at Qalandia checkpoint cause at least 35 Palestinians to faint. Additional checkpoints are also erected in the Old City. (PCHR 10/8)

Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. Abu Zuhri was detained in al-Arish in 4/09 on charges of entering Egypt illegally through a smuggling tunnel on the Rafah border. (Agence France-Presse 10/13; JPI 10/22)

At Abbas’s request, the UN Human Rights Council (HRC) defers until 3/10 a vote to endorse the UN’s Goldstone report (see 9/15). The move is supported by Israel and the U.S. but is immediately denounced by Palestinians. (WP 10/2; WP 10/3; JR 10/26)

Israel imposes a general closure on the West Bank for the 2-day Yom Kippur holiday. The IDF conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. Jewish settlers fr. Kiryat Arba nr. Hebron attack Palestinians exiting the nearby al-Ras Mosque and throw stones, empty bottles at Palestinian vehicles; no serious injuries are reported. (PCHR 10/1)

Outraged by rumors that right-wing Jews plan to invade the al-Aqsa Mosque compound to mark Yom Kippur, Palestinians throw stones at French tourists visiting the mosque, mistaking them for Jewish activists. Israeli police disperse the crowd of approximately 150 Palestinians with stun grenades, leading to a number of disturbances throughout East Jerusalem. Palestinians also throw rocks, Molotov cocktails, and garbage at Israeli border police.
