Shimon Peres has told her of a plan to return Golan Heights to Syria in exchange for Soviet permission to let 20,000 Soviet Jews emigrate [DT 11/2]. Al-Fajr reports formal charges of "incitement" have been filed against Ziad Abu 'Ain, who has been detained for 3 months under administrative detention order [FJ 11/1]. Kach movement sent threat letters to several Palestinian restaurant owners in Tel Aviv last week; Progressive List for Peace received similar threats by phone at their Tel Aviv office last week [FJ 11/1]. Israel's balance of payments deficit this year is expected to reach $5 billion, the same as last year [FT 11/7]. Eilat opens new duty-free port in efforto revive town's economy [LT 11/2].

Arab World: Jewish Week reports Israeli factory has marketed almost $12 million worth of agricultural machinery to Saudi Arabia, Jordan, Morocco, Iraq, and the oil-producing emirates of the Persian Gulf; according to the reporthe Arab govts. are aware of the transactions but choose not to take official notice [JW 11/1]. Jewish Week reports Sudan's former first Vice President Maj. Gen. 'Umar al-Tayyib went on trial last week, accused of conspiring with Israel and the U.S. to fly 10,000 Ethiopian Jews to Israel in Operation Moses; if found guilty, al-Tayyib could be hanged. Former Pres. Ja'far Numayri is named as coconspirator in the case [JW 11/1].

Occupied Palestine/Israel: Ariel Sharon accuses P.M. Shimon Peres of "withholding information about important diplomatic talks from the govemment" [BG 10/18]. Knesset votes 39-22 to limit partially MK Muhammad Mi'ari's parliamentary immunity following speech he made in E. Jerusalem in which he expressed solidarity with Fahd Qawasmeh and Yasir Arafat [JP 11/7]. Nazareth district court finds Golan Heights Druze man Rafik Kalani, 20, guilty of giving information on Israeli army strength to Syria; Kalani allegedly confessed to the charges UP 10/16]. Galilee Palestinians demonstrate outside P.M. Shimon Peres' office while members of the Regional Committee of Arab Local Council Heads meet with Interior Ministry officials over $8 million in budget deficits plaguing the Arab councils inside the green line; Umm al-Fahm town has not been able to pay municipal employees for 5 months [FJ 11/18].

Arab World: King Hussein states there is "no truth at all" to PLO claims that last minute changes had been introduced toa statement Britain said 2 PLO delegates had agreed to sign; Hussein acknowledges that PLO rep. Muhammad Milham "was not aware, apparently, ofthe details" in the statement, negotiated by Jordan on behalf of the PLO, until it was shown to him in London [WP 10/16]. About 1,000 Sudanese demonstrators march on the U.S. embassy in Khartoum, buming the U.S. flag, after speech there by Yasir Arafat [NYT 10/16].

Other Countries: Pres. Reagan states he will "never" apologize to Pres. Mubarak for the interception of the Egyptian plane [NYT, WP 10/16]. British cabinet ministers have categorically denied the U.S. exerted any pressure to have the joint Jordanian-Palestinian delegation meeting cancelled [CSM 10/16]. Italian Defense Ministry spokesman states U.S. evidence allegedly implicating Muhammad 'Abbas in the Achille Lauro affair arrived in Italy 30 minutes after 'Abbas had already been allowed to leave and it originally came from Israeli intelligence sources [WP 10/16]. Arab World: 2 Palestinians killed in clash with Israeli troops in security zone; no Israeli casualties reported [JP 10/16]. 2 Arabs on flight from Iraq are arrested in Rome airport carrying suitcase bombs; they carry false Moroccan passports [CT 10/16].

Occupied Palestine/Israel: Israeli Knesset passes, by vote of 60-0, law banning future election lists that advocate racism [FJ 8/9]. Clause proposed by Justice Minister Moshe Nissim bans election lists which reject the legitimacy of Israel as the "state of the Jewish people." Progressive List for Peace and the Democratic Front for Peace and Equality (Israeli Communist party) abstained in Knesset vote; PLP spokesman Kamil Dahir submits resignation in protest of abstention vote. Two Palestinians are found dead near car in West Bank village of Tubas, in what police say was apparently an accidental detonation of a car bomb [WP 7/31]. Palestinian sources speculate they may have been murdered [FJ 8/2]. U. S. Asst. Defense Sec. Richard Perle announces Israel agrees to participate in Strategic Defense Initiative research [BG 7/31]. Jane's Defence Weekly reports that Israel's clandestine arms sales to China have bolstered its international weapons trade to $1.2 billion annually [MJ 8/16].

Arab World: Jordanian and PLO officials say 2 Palestinians acceptable to Israel - Hanna Siniora and Fayez Abu Rahmeh - are intended only as "consultants" to joint Palestinian-Jordanian delegation [WP 7/31]. Al-Fajr English newspaper reports sources in Tunis say PLO condemns new West Bank committee set up by local pro-Jordanian figures to lobby for joint Jordanian-Palestinian moves [FJ 8/2].

Occupied Palestine/Israel: Albert Buchris, 32, from Afula, shot to death in Nablus market. Nablus and 2 nearby refugee camps put under curfew; residents are teargassed, house-to-house searches are conducted for the weapon used in the killing. Al-Najah University is closed [WP, LAT 7/31, JTA 8/1].

Arab World: Syria delivers 50 Soviet-made T-54 tanks to Amal in south Beirut [DT 7/31].

Occupied Palestine/Israel: Shops in East Jerusalem go on general strike again to protest closure of Hospice Hospital [FJ 8/2]. Proposal to erect a settlement on spot where two Afula schoolteachers were murdered is presented to Zionist Executive by Jewish Agency Settlement Department Cochairman Nissim Zvilli [JP 7/29]. Shimon Barda, head of the "Lifta Gang," is convicted by the Jerusalem district court of conspiring to blow up the Dome of the Rock. Sentencing will follow [JP 7/30]. Knesset finance committee freezes IS 354 million for Kiryat Arba's local council until Attomey General Zamir gives legal opinion on council's proposal to dismiss Palestinian workers [JP 7/30]. Knesset appoints seven-minister committee to make recommendations regarding punishment of those convicted of politically motivated killings [BG 7/29]. Voice of America reports Israel seeks American banks to operate in Israel, to boost ailing Israeli banking system; at least one is reportedly interested [JTA 7/3 1]. Koterit Rashit reports Israeli firms are studying 70 proposed business projects in China, including construction of 2 hotels and an airport. The Daily Telegraph cites report in Jane's Defence Weekly stating secret military links were opened between Israel and China in 1979, a $3 billion arms deal was recently concluded, and Israeli military advisers have served with Chinese ground and air force units [JC, DT 7/29].

Arab World: The United Arab Emirates is second state to confirm attendence at upcoming Arab summit meeting. Syria, Lebanon, and South Yemen will not attend [FT 7/30, LT 8/2]. Kuwait, Bahrain, Saudi Arabia, Iraq, and Egypt back the summit call [JP 7/30, FT 7/31].

Arab World: Israeli planes attack Palestinian base used by the PFLP-GC in eastern Lebanon; no casualty reports [WP 7/30].

Social/Economic/Political

Occupied Palestine/Israel: Knesset passes, on first reading, bill to outlaw racial incitement. Bill would amend Basic Law and penal law to prevent Knesset lists from running in elections if they negate existence of Israel, negate democratic nature of state, incite to racism, or are believed to be fronts for illegal activity [JP 7/10]. Israeli military government extends Employment Service Law and the National Insurance Institute Law to occupied territories; settlers are now eligible for unemployment compensation and income benefits [JP 7/9]. Israeli military authorities issue new military order requiring all local Palestinian newspapers to publish official ads from military governorate without alterations. Arab newspaper owners reject order and decide to confront it [FJ 7/12].

Arab World: Amal leader Nabih Birri and Druze leader Walid Jumblatt, meeting in Damascus with Syrian government and Lebanese religious leaders, discuss a new security plan for Lebanon with Syrian-backed Palestine National Salvation Front. Plan requires all militias to disarm [MG 10/7].

Other Countries: Forum '85, nine-day NGO conference preceding official UN conference concluding Decade for Women, begins in Nairobi; 10,000 women participate in 1,800 workshops, seminars, and films. Eight women from occupied territories are prevented by Israelis from travelling to symposium; half a dozen make the trip [JP 7/14, NS 7/28].

Arab World: Two Lebanese students backed by Syrian National Socialist party kill 15 Lebanese (including 2 South Lebanese Army soldiers) and themselves in 2 suicide car bomb attacks at security zone checkpoints. Two IDF soldiers are also injured [LT, JP, PI, LAT, TI 7/10].

Occupied Palestine/Israel: High Court rejects petition by MK Kahane to cancel Knesset's 12/18 decision to strip Kahane of parliamentary immunity with regard to freedom of movement; orders Kahane to pay IS 500,000 court costs [JP 4/2]. Foreign Min. official David Kimche tells UN diplomat Jean-Claude Aime that Israel does not want UNIFIL troops to be deployed along Israel-Lebanon border after IDF withdrawal [JP 4/2]. Inner cabinet unanimously approves plan to exchange 1,150 prisoners held by Israel for 3 IDF soldiers held by PFLP-GC in Syria (see 5/20/85) [JP 5/22].

Other Countries: US State Dept. spokesman Bernard Kalb, referring to 3/31 report by West Bank Data Base Project, states US opposed to W. Bank settlements, feels that settlement activity does not preclude chances for negotiated settlement [JP, JTA 4/2].

Occupied Palestine/Israel: Border Police shoot and injure 4 students after stonethrowing incident during Land Day protest outside Bethlehem U. [LAT, JP 4/2]. IDF order settlers to evacuate hill near Umm Safa after they began clearing land for an illegal settlement in response to 3/31 killing of settler in Ramallah [JP 4/2].

Arab World: Action in S. Lebanon: IDF convoy attacked with RPGs near Jwaiyeh. 8 Katyushas fired at IDF position, Douer; no casualties reported. 2 SLA soldiers killed during ambush near 'Arab Salim [JP 4/2]. IDF soldier injured 3/30 in Douer, S. Lebanon, dies of wounds [JP 4/2].
