In the West Bank, a Palestinian man dies in a village nr. Hebron of complications related to health issues he developed in Israeli prison. The IDF conducts a house search in al-‘Arub r.c. nr. Hebron, sparking minor clashes; patrols in villages nr. Hebron, Ramallah, Tulkarm, and Jenin. During a patrol nr. Nablus, IDF troops assault a Palestinian man accused of throwing stones. Israeli settlers raze land nr. Bethlehem in preparation for the construction of a new bypass road. IDF troops on the Gaza border e. of Khan Yunis open fire on Palestinian farmers and land nr. the border fence, injuring 1. The union of public workers begins a general strike in protest of unpaid salaries since 6/2/2014. In Syria, 14 Palestinian factions meet in Damascus to discuss the recent ISIS attacks on Yarmouk r.c. PLO Exec. Comm. mbr. Majdalani says of the meeting, “We agreed that there would be permanent cooperation with the Syrian leadership and the formation of a joint operations room with Syrian govt. forces and the Palestinian factions that have a significant presence in the camp or around it.” Aknaf Bayt al-Maqdis—the main armed group opposing ISIS in the camp, an anti-govt. faction, and a Hamas offshoot—does not participate in the meeting. World Bank releases 6-volume report, prepared at request of Israeli and Palestinian negotiators, saying West Bank and Gaza Strip require at least $3 b. in aid over next decade. (NYT 9/12)

White House announces Israeli PM Rabin, PLO Chmn. Arafat will attend 9/13 signing of DoP. (NYT 9/12)

Pres. Clinton speaks by telephone with Saudi King Fahd, Syrian Pres. al-Asad, Jordanian King Hussein, and Israeli PM Rabin in effort to secure support for agreement. Occupied Palestine/Israel: A general strike is observed on W. Bank and the Gaza Strip marking the beginning of 9th month of the intifadah [NYT 8/10, FJ 8/14].

Arab World: Assistant Sec. of State Richard Murphy meets with officials in Jordan and Egypt, declines to meet with Palestinians; two Palestinians he was to have met are close to PLO chairman Yasir Arafat. [WP 8/10]. In an interview in al-Sharq al-Awsat PLO chairman Yasir Arafat refuses to state whether he supports Palestinian government-in-exile [NYT 8/10]. In Damascus George Habash, leader of Popular Front for the Liberation of Palestine, endorses formation of Palestinian government-in-exile [NYT 8/10].

Occupied Palestine/Israel: Troops shoot, kill 14-year-old in Qalqiliyyah [NYT 8/10, FJ8/14]. In Qalqiliyyah 8 others are shot, 9 seriously affected by tear gas [FJ 8/14]. In Jenin 4 Palestinians are shot; in Bayt Rima 5 Palestinians are shot, in Gaza 5 Palestinians are shot [NYT 8/10]; in Jenin 2 Palestinians are shot [FJ 8/14]. In Tel Aviv 2 Palestinians are killed, 1 injured after the shack they were sleeping in was set afire [FJ 8/14]. At Beach camp 13 Palestinians are treated for exposure to tear gas [FJ 8/14]. Demonstrations occur in Tulkarm, Khan Yunis, Jabalya, Nusayrat, and Beach camps and Gaza City, Hebron, Dayr Ghassanah.

Arab World: Israeli Air Force bombers attack positions in S. Lebanon knocking out radio station used to broadcast PLO messages to the territories; 3 people are killed, 5 wounded. It was the 12th Israeli air raid into Lebanon this year; police estimate that over 60 people have been killed, 120 wounded [NYT 8/10]

Occupied Palestine/Israel: A 1-day general strike in support of Jerusalem Electric Company closes most shops in E. Jerusalem [FJ 8/23]. Israeli police announce arrest of 4 Palestinians in connection with 4 murders, including assassination of Nablus Mayor Zafir al-Masri in 1986, and 3 attempted murders in Nablus and Jenin [FJ 8/23]. In Rahat village, 1,500 demonstrators inside mosque prevent court-ordered demolition of mosque by Israeli soldiers and police [FJ 8/23]. Arab World: Maronite leader Camille Chamoun dies in Lebanon [MEI 8/28]. Arab committee studying terrorism ends session in Damascus; meeting was attended by an official delegation of the PLO [FJ 8/23]. Khalid Yasin, member of DFLP, is released from Israeli prison after 14 years, arrives in al-Baddawi refugee camp in N. Lebanon [FJ 8/23].

Other Countries: Scotland Yard reveals arrest of Isma'il Hasan Suwan, Palestinian researcher, in connection with attempted assassinationf Naji al-'Ali and seizure of large arms and explosive cache believed to be for use by PLO guerrillas in Europe [NYT 8/19; FJ 8/23].

Military Action

Occupied Palestine/Israel: More than 50 Israeli soldiers raid al-Najah University in Nablus, confiscate books and files from administrative and student council offices [FJ 8/23]. In Gaza, 2 Israelis are injured in gunfire attack [FJ 8/23].

Cease-fire reduces shelling in and around Beirut; 200 Marines of Alpha Company evacuate position near university school of science, move to base on 6th Fleet ships, 1400-1500 Marines remain onshore; heavy fighting continues around Baddawi, Arafat forces establish positions in Tripoli, area around Arafat's HQthere is shelled.

Casualties:

Amal reports 2 civilians killed, nearly 80 injured in recent fighting with LAF; Beirut airport reopens; general strike in South Lebanon to protest closing of Awali bridges, schools, shops in West Beirut closed in support.

Political Responses:

Palestinians/ Lebanese: Arafat meets mayor of Tripoli, other leaders, promises to do everything he can to avert all out fighting in city.

Arab Governments: Kuwait's parliament votes to halt $265 m. annual aid to Syria because of alleged support of PLO rebels; foreign ministers of Kuwait, Saudi Arabia, North Yemen, Tunisia and Algeria fly to Damascus to consult Assad on PLO fighting.

US and Other Countries: Reagan Administration reportedly plans to establish closer political, economic, and strategic relations with Israel as keystone of Middle East policy, Eagleburger's visit last week to Israel laid groundwork; House approves foreign aid bill with largest sum ever for Israel, $2.61 b. in military and economic aid.

Military Action:

Artillery fire between rival militias in Chouf mountains.

Casualties:

General strike in most Muslim-dominated areas of Lebanon marks first anniversary of Israeli invasion; demonstrations in Nabatieh and Rashidieh camp; one man killed in exchange of fire between townships south of Beirut; detainees at Ansar continue protest, burn 20 tents.

Political Responses:

Israel/ Occupied Territories: Labor Party calls for judicial inquiry into government's handling of Lebanon war; Deputy PM Ehrlich says Sharon gave inaccurate information to Cabinet to justify military operations.

Palestinians/ Lebanese: Fateh rebels want formation of provisional committee, election of new leaders; Arafat meets Saudi leaders in Jeddah; Habash seeks support for end to armed confrontations, settlement of Fateh dispute by Central Committee and senior PLO leaders; Lebanese FM travels to Washington for talks with Reagan, Shultz.
