PM Rabin addresses new Knesset, offering to travel to Arab capitals, inviting Palestinian delegation and Arab country leaders to Jerusalem, and calling for Palestinian acceptance of autonomy. Yitzhak Shamir addresses Knesset, offers praise for old admin., warnings and criticism for the new. Knesset approves new cabinet by a vote of 67 to 53, 17 new cabinet mbrs. sworn in. Pres. Faisal Husseini, not considered part of the Palestinian negotiating team by PM Rabin because he is from Jerusalem, and therefore not among Rabin's 7/13 "invitees," offers counter-invitation fr Rabin to call him at home in Jerusalem. Husseini's position is seen as direct challenge to Syria, which sees Rabin as "carbon copy" of Shamir. (MM 7/14)

Fateh and Hamas sign new, more elaborate agreement to end violence in Gaza Strip as a result of NRC mediation (see 7/8, 10). Eightteen committees have been set up to enforce the agreement. (Qol Yisra'el 7/14 in FBIS 7/14)

Israeli undercover unit disguised as Arabs infiltrate, join 20 Hamas marchers in Gaza city. Hamas activist attacks 1 soldier, IDF opens fire; in ensuing confusion, 1 Hamas activist dies (from IDF bullets) as Hamas reportedly believes undercover IDF are Fateh activists. Occupied Palestine/Israel: F.M. Shamir says he will never concede territories in exchange for peace. Survey shows 45,000 settlers are now in occupied territories among 1.3 million Palestinians (MEI 9/14).

Arab World: At Tunis press conference, PLO Deputy Chairman Abu lyad says PLO opposes terrorist acts, individual and state-sponsored, following Karachi and Istanbul incidents (FJ 9/12). U.S. Assistant Secretary of State Murphy in Damascus for talks with Syrian President al-Asad; Asad stresses importance of international conference (MEI 9/14). Syria has ordered most of Abu Nidal's group in Damascus to leave, and detained 14 (including Abu Nidal's nephew 'Abd al-Karim al-Banna, who was released after two weeks following Libyan intervention), according to al-Ittihad (Abu Dhabi) (AFP 9/7).

Other Countries: Nonaligned movement conference in Hararends; accuses U.S. of ''state terrorism" in bombing of Libya; calls on U.S. to "end unprovoked aggression against Libyas well as military maneuvers in Gulf of Sidra (NYT 9/8). Pakistan's President Zia al-Haq says Pan Am terrorists have no apparent connection to any government; will be tried in Pakistan (under threat of death penalty); says Palestinian hijacking in Pakistan showed "bad taste" but would not reduce Pakistan's support for Palestinian cause (NYT 9/8).

Arab World: Israeli journalist Uri Avneri is expelled from Jordan to Egypt after reportedly holding contacts with Jordanian and PLO officials in Amman; Avneri retums to Israel, states he met with senior Jordanian and Palestinian personalities, including at least 1 cabinet minister and PNC members, denies he was expelled. (Avneri's trip was approved by P.M. Peres, Foreign Minister Shamir, and Defense Minister Rabin) [JP 3/7; WP 3/8]. Syrian Foreign Minister Faruq al-Shar' concludes 2 days of apparently unproductive talks in England with senior British officials; he states in press conference that Israel is main obstacle to peace in the M.E., that Syria allows Abu Nidal group to maintain political press office in Damascus but it "has nothing to do with violence" [WP, MG, LT 3/6].

Arab World: SLA soldier is killed by roadside bomb; Israelis kill 2 Arab guerrillas in S. Lebanon "security zone"; Lebanese security sources say Israeli troops kill 1 farmer, injure another in raid outside "security zone" [MG 3/7].

Occupied Palestine/Israel: PM Shamir reacts to Hussein-Arafat talks; says if Hussein wants peace, he should realize the address for talks in Jerusalem.

MILITARY ACTION:

Arab World: 6-man team of US artillery spotters at Beit Meri, guiding fire from US 6th Fleet offshore, comes under attack 6 miles east of Beirut; USS Sims fires 20 rounds into surrounding area. Israel reports 400 Phalangists join Haddad's army; press for Israel to appoint Haddad's successor.

Occupied Palestine/Israel: Students of West Bank vocational institutes and colleges strike to protest renewed attempts by Jordan Ministry of Education to impose comprehensive exam. Heads of Jewish settlements in occupied Golan complain that Israeli gov't. neglecting development there. PM Shamir says there is no chance for revival of Reagan peace initiative. Dr. Khalil Budeiri, 1st Palestinian opthamologist and respected patriot, dies.

Arab World: Arafat arrives in Yemen Arab Republic with loyalists aboard Greek ship; 10 marriages and 1 birth took place on board during weeklong voyage.

Other Countries: US presidential candidate, Jesse Jackson, invited to Damascus for talks by Pres. Hafez al-Assad.

Arab World: 1 Israeli soldier killed in Sidon ambush.

Cease-fire appears to hold, despite minor clashes near airport; WAFA says 5 Israelis tried to move on the airport and failed; IDF jets fly over Beirut in mock raids; PLO commander Salah Taamari reportedly surrenders to IDF in Sidon.
