Israeli PM Ariel Sharon approves the construction of 3,500 new housing units in Ma’ale Adumim to link the Jewish settlement to East Jerusalem; claims the building would not violate the road map because the construction was approved in principle in 1999 and the project is of “strategic importance” to Israel. The IDF fatally shoots 2 armed Hamas mbrs. attempting to infiltrate Gaza’s Tal Katifa settlement fr. the sea; demolishes 3 Palestinian homes in Khan Yunis completely, 10 partially; conducts arrest raids, house searches nr. Jenin and in Balata r.c., Nablus, Qabatya nr. Jenin, Salfit; imposes a curfew, fires on residential areas of Burqa. 71 prominent Palestinians issue a public call for nonviolent protest against the Yasin assassination, renunciation of violence; the AMB, Izzeddin al-Qassam Brigades denounce the statement. 3 Palestinians (fr. The IDF raids Nabi Salih village nr. Ramallah, rounding up and detaining the 500 residents outside in the rain for 2 hrs., searching homes, photographing and fingerprinting all men before releasing all residents, withdrawing; conducts a similar but smaller operation in Burqa village nr. Nablus, rounding up residents, firing on homes, arresting 1 man. The IDF also erects signs around Qalqilya warning that “any Israeli who enters” the city will be fined $780; imposes a curfew on, conducts arrest raids in al-‘Arub r.c., Nablus; bulldozes 2 dunams of land in Khan Yunis. Hamas leader ‘Abd al-Aziz Rantisi proposes a 10 yr. truce with Israel in exchange for Israel’s withdrawal to 1967 borders, stressing that the deal would not include Hamas’s recognition of Israel or an end of the conflict. (REU 1/25; VOP 1/25 in WNC 1/27; HA, WP 1/26) (see 1/7)

An al-Aqsa Martyrs Brigade (AMB) gunman opens fire on an IDF checkpoint outside Jerusalem, killing 2 IDF soldiers; the gunman escapes toward al-Khadir village; the IDF seals al-Khadir, conducts house-to-house searches, arresting 3 Palestinians. The IDF raids Rafah, sparking an exchange of gunfire that leaves 1 Palestinian dead and 11 wounded, demolishing 7 Palestinian homes, damaging 2 others; fires on Palestinians at Qarni and Surda crossings for no apparent reason, wounding 3; shoots, wounds a 16-yr.-old Palestinian who breaks curfew in Asira nr. Nablus; fires on stone-throwing youths in Burqa nr. Nablus, wounding 3; fires on Palestinian farms nr. Netzarim settlement, killing 1 horse, wounding another; conducts arrest raids, house searches nr. Hebron, Nablus. The IDF also arrests a Palestinian farmer harvesting his olive grove nr. Islamic Jihad mbrs. fire on the Jewish enclave of Hebron, causing no injuries; the IDF tightens its closure on the Palestinian section of the city. The IDF also sends 5 armored vehicles into Silat al-Dahir (under curfew for 7 days) to occupy several homes under construction for use as military outposts; confiscates 100s of dunams of Palestinian land nr. Morag settlement; bulldozes Palestinian land in al-Qarara; conducts arrest sweeps in Dayr Istya (occupying 1 home as an observation post), Kfar Dik; reinforces the closure on Nablus by digging a trench across a road, establishing a new checkpoint; recloses the Birzeit+nRamallah road. In Washington, Bush, Powell hold "an unusually blunt" mtg. with Sharon on how to proceed with the cease-fire plan. Sharon says he will not move onto the 6 wk. cooling-off stage until violence completely ceases for 10 days; only after 8 wks. of total calm would Israel make any confidence-building gestures. Bush stresses the PA's progress in reducing violence to date, urges Sharon to be "more receptive" to the cease-fire proposals, recommends that the cooling-off period begin immediately. Occupied Palestine/Israel: After 10 days Israeli authorities lift curfew on the village of Burqa; villagers are forbidden to harvest olive crop [FJ 10/23].

Arab World: Christian Science Monitor reports that Israel's Labor party asked PLO through the Soviets to calm the uprising in order to help with the election [CSM 10/ 17].

Other Countries: Leaders of the American Jewish Congress, the American Jewish Committee, and the Anti-Defamation League of B'nai B'rith declare that the American-Israel Public Affairs Committee is out of step with the feelings of the American Jewish community; the three groups have agreed to form a joint political committee to work on behalf of Israel [NYT 10/17]. UNRWA releases its annual report at UN headquarters. In 1987 it spent $207 million to help 2.3 million Palestinian refugees. UNRWA reports that 47 workers are being detained by Israeli authorities [NYT 10/18].

Occupied Palestine/Israel: Demonstrations erupt throughout the Gaza Strip: in Rafah 5 Palestinians are shot, injured; in Khan Yunis troops injure 4 people with plastic bullets; in Beach camp 3 Palestinians are injured by Israeli troops. In Salfit 4 Palestinians are wounded by soldiers. In Nablus troops wound 4 Palestinians. In Kufr Thulth troops arrest 15 Palestinians [FJ 10/ 23].

Arab World: PLO statement terms meeting between U.S. sec. of state Shultz and 2 Palestinian American professors an "important political step" [WP 3/28].

Occupied Palestine/Israel: Palestinians use axes, iron bars, stones, and cars in attack on Israeli troops conducting early morning raid in village of Maythalun, north of Tubas; 3 Palestinians are shot dead. At least 1 Palestinian youth is killed in Salfit; Israeli sources claim youth was killed when soldiers came to aid of tour bus that had mistakenly entered village [WP 3/28; FJ 4/3]. Army uses tear gas, rubber bullets to break up demonstration in Ramallah. There are also demonstrations inHebron, Bethlehem, Bayt Sahur village, and Burqa village. Occupied Palestine/Israel: In Bayt Ummar, village north of Hebron, Israeli forces fire into crowd of stone throwers, killing 3, wounding at least 7. In nearby Bayt Fajjar, residents burn bus used to transport workers to Israel; at least 10 are wounded in clash between villagers and army. At least 1 is shot during demonstration in Halhul. In village of Jabal al-Mukabir, soldiers close off 2 roads after stone throwers attack Jewish houses. Police use military-delegated emergency powers to impose curfew on Jerusalem refugee camp after violent demonstrations in 4 E. Jerusalem neighborhoods [NYT, WP 2/8]. Violent demonstrations and clashes with police are reported in Jerusalem's Thuri quarter, 'Isawiyyah village, and nearby Silwan village.
