In the West Bank, Israeli settlers assault 4 Palestinian children in al-Juwaya in the Masafer Yatta area. Israeli settlers also open fire at Palestinians traveling between ‘Asira al-Qibliya and ‘Urif; no injuries are reported. Israeli forces injure a man in a drone strike in Jenin before raiding the city and its refugee camps, uprooting streets and causing damage to homes. Israeli forces also shoot and injure a Palestinian man during a raid in Qusra, others suffer tear-gas related injuries. Elsewhere, Israeli forces shoot and injure 2 Palestinians during a raid in Qalqilya. Israeli forces also demolish 3 homes in al-Walaja, displacing 16 people. Meanwhile, Israeli forces demolish 2 structures in Jalbun and declare the village a closed military zone. Israeli forces also arrest 35 Palestinians during raids in and around Yatta, Bethlehem, Jenin, and Ramallah. In Gaza, Israeli forces bomb Nuseirat refugee camp, Dayr al-Balah, Gaza City, Khan Yunis, and Rafah, killing at least 76 people. Israeli forces also fire tank shells at the Nasser Hospital in Khan Yunis, causing damage. 10 children die of hunger at al-Shifa and Kamal Adwan hospitals. Al-Awda Hospital in Jabalia refugee camp, the last functional hospital in northern Gaza, suspends operations due to a lack of fuel and medical supplies. In Lebanon, Israeli forces bomb Kafra, killing 2 civilians. Israeli forces also bomb Siddikine, Majdal Zoun, Khreibeh, Ibl al-Saqi, Bint Jbeil, and Ainata. More than 29,954 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,325 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 404 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,592 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 240 Israeli soldiers have been killed and 1,429 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 112 trucks carrying aid enter Gaza. Hamas official Basem Naim says there is still a wide gap between the Hamas position and the ceasefire proposal it has received, adding that Hamas’s non-negotiable demands are a final lasting ceasefire and not a pause, a total withdrawal of Israeli forces from Gaza, and the freedom of movement for Palestinians in Gaza. PA president Mahmoud Abbas meets with UNRWA commissioner-general Philippe Lazzarini in Ramallah. Abbas also sends letters to various heads of state rejecting Israel’s post-war plans for Gaza and calling for intervention to save Palestinians in Gaza. Foreign Minister Riad al-Maliki says Palestinian factions will discuss the establishment of a new technocratic PA government during a meeting in Moscow on 2/29 and that he thinks Hamas understands that if the party is included in the technocratic government it would be boycotted internationally. Al-Maliki also says that the resignation of the PA government on 2/26 was done to show the PA’s readiness to engage with international partners on the future of the PA. Israel’s Channel 12 reports that the Israeli war cabinet has removed National Security Minister Itamar Ben-Gvir’s power to manage the Haram al-Sharif compound and will not severely restrict Muslim worshippers from praying there during Ramadan. U.S. State Department spokesperson Matthew Miller says that the U.S. encourages Israel to allow Muslim worshippers to enter the Haram al-Sharif compound during Ramadan. Energy Minister Eli Cohen says Israel should not normalize relations with Saudi Arabia if it means the establishment of a Palestinian state. Prime Minister Benjamin Netanyahu meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag, discussing aid deliveries to Gaza. Axios reports that the U.S. is considering airdropping humanitarian aid to Gaza as the Israeli invasion has hindered aid reaching northern Gaza and severely limited the amount that can reach the south. USAID administrator Samantha Power says at the Karem Abu Salem (Kerem Shalom) crossing that the U.S. has urged Israel to open more crossings to facilitate aid deliveries. Canada says it is considering airdropping aid in Gaza. President of Refugees International Jeremy Konydyk says aid delivered by air is negligible and helps Israel’s strategy of blockading Gaza. In the West Bank, Israeli settlers assaulted Palestinians in Fasayil, injuring 1. Israeli forces raided Nablus and took measurements for a punitive demolition of a home belonging to the family of a Palestinian killed during an Israeli raid on Jenin on 3/7. Israeli forces also issued 15 stop-work orders for structures in al-Jiftlik and demolition orders for 4 homes and 1 agricultural structure in Idhna. Haaretz reported that the Israeli military had conducted a psychological warfare operation against Israelis during the 2021 Operation Guardian of the Wall to garner support among the Israeli public for the Israeli military’s attacks on Gaza. The military used the social media platforms Twitter, Facebook, Instagram, and TikTok to upload propaganda from fake profiles. The campaign was launched 2 days into Israel assault on Gaza, as Israeli military personnel feared they were losing public support. (AP, HA 3/22) 

The Jordanian parliament voted to recommend expelling the Israeli ambassador to the country in protest over Israeli finance minister Bezalel Smotrich’s comments on 3/19 in Paris that the Palestinian people do not exist while standing in front of a map depicting Greater Israel, including all of Palestinian and Jordan. In the West Bank, Israeli forces punitively demolished the family home of 1 Palestinian man accused of killing 1 Israeli settler in October 2022, blowing up the house in Hebron with explosives. Israeli forces also violently dispersed Palestinian protesters in Burqa, causing tear-gas related injuries. Elsewhere, Israeli forces demolished 2 agricultural structures in al-Walaja. 24 Palestinians were arrested during late-night raids in Beitunia, al-Bireh, Ramallah, Aqabat Jaber refugee camp, Jenin, Deir Sharaf, Tayasir, Aida refugee camp, and Beit Kahil. White House press secretary Karine Jean-Pierre told reporters that the White House is “deeply dismayed by the Israeli announcement” from 10/12 to legalize settlement outposts and expand settlements. Jean-Pierre said the settlement activity “creates facts on the ground” that reduce the chances of a two-state solution. (MEE, TOI 2/16)

In the West Bank, armed Israeli settlers attacked Palestinians working their land near Tuba, injuring 1 Palestinian; 1 settler was also reported injured. Israeli forces subsequently arrested 1 Palestinian. A video of the incident showed Israeli settlers firing several shots and aiming their gun at Palestinians. 20 Palestinians were arrested during late-night raids in Jenin, Ya‘bad, Jalazun refugee camp, al-‘Amari refugee camp, Qalandia refugee camp, Hebron, Bayt Awa, Bethlehem, and Aida refugee camp. In East Jerusalem, 3 Palestinians were arrested in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Beit Lahiya and northwest of Khan Yunis; no injuries were reported. The Israeli supreme planning council approved expanding the road leading to the Israeli settlement Har Gilo south of Jerusalem. The widening of the road is a planned precursor to building a new settlement next to Har Gilo, which will completely enclose al-Walaja. The new settlement, if constructed, will add 560 new settlement units next to Har Gilo. (HA 9/12; PCN 9/13)

Religious Zionist party chairman Bezalel Smotrich called for Israel to ban Palestinian parties in Israel during a speech on counterterrorism at Richman University. Smotrich’s party list, which is merged with Jewish Power, is polling to become the 4th largest in Israel at the 11/1 elections. (HA 9/12)

Israeli prime minister Yair Lapid met with German chancellor Olaf Scholz and foreign minister Annalena Baerbock during the 2d day of his visit to Germany. Prime Minister Lapid said that the 2 countries are in talks with Germany about buying the Arrow 3 missile defense system from Israel. (ALM, HA, MEE, REU, REU 9/12)

In the West Bank, Israeli forces shot and killed Shireen Abu Akleh, a prominent Palestinian-American Al Jazeera journalist, while her and colleagues, wearing press uniforms, were covering a raid in Jenin refugee camp, 1 other journalist was injured (for more see below). Israeli forces subsequently raided the home of Abu Akleh in East Jerusalem, where her friends and family were gathered; the Israeli forces confiscated Palestinian flags. Israeli forces also shot and killed 1 Palestinian with a baton round in al-Bireh; several others were also injured with baton rounds. Elsewhere, Israeli forces demolished 19 structures in Masafer Yatta, including 9 residential structures and delivered demolition notices for another 19 structures, including 6 homes. The demolitions followed a high court of justice ruling on 5/4, allowing Israel to displace more than 1,000 Palestinians in the area. Israeli forces also demolished 1 Palestinian-owned home in al-Walaja and 1 Palestinian-owned home in al-Twana. 8 Palestinians were arrested during late-night raids in Nur Shams refugee camp, Beita, and Silwad. After Israeli forces killed Abu Akleh, Israel’s prime minister Naftali Bennett said it was Palestinian gunfire that killed her. Later, after B‘Tselem, among others, had proved that it could not have been the Palestinians Israel claimed had hit Abu Akleh; Israel later acknowledged that it may have been their soldiers that killed Abu Akleh with a shot to the head, as her colleagues and other eyewitnesses had said. Israel said it would investigate the incident and offered that the PA join their investigation, which the PA rejected, calling for an international investigation and referring the case to the ICC. According to the PA, Israel claimed that the PA had rejected the joint investigation before Israel had offered it as a possibility to the PA. PA civil affairs minister Hussein Sheikh said that Israel deliberately had targeted her for assassination. The Israeli diaspora minister Nachman Shai acknowledged in an interview “that Israel’s credibility is not very high in such events.” Several countries called for an investigation into Abu Akleh’s death. Israel later said that its initial investigation into the death of Abu Akleh was inconclusive. Israel’s interior minister Ayelet Shaked signed an order to merge the unrecognized village of Dahmash with the city of Ramle, despite opposition to the merger from the village’s Palestinian residents. The residents of Dahmash had begun making their own plans for merging with Sdot Dan Regional Council because the council includes several farming communities like Dahmash, but the interior ministry advised against this due to Sdot Dan being predominantly Jewish. United Arab List leader Mansour Abbas told reporters that his party would give the Israeli government coalition another chance after temporarily suspending its membership of the coalition last month after days of Israeli-led violence at the Haram al-Sharif compound during the month of Ramadan. In the West Bank, Israeli settlers attacked Palestinian property in Jalud, vandalizing 1 car and trees, and stealing a generator and construction material. Israeli forces demolished 4 residential structures, 1 agricultural structure, and 1 stone oven in al-Fakhit and al-Markaz, displacing 10. 6 Palestinians were arrested during late-night raids in Nablus, Jenin, Abu Dis, and Qalqilya. B’Tselem and the Palestinian Centre for Human Rights published a joint report saying that Israel did not investigate its own deadly response to the Great March of Return protests, despite Israel’s claims to the contrary. The report found that Israel only investigated “exceptional” cases and that only 1 soldier was convicted for wrongdoing and received a suspended sentence and demotion. The 2 human rights groups said in the report that Israel failed to review its own open-fire regulation, which led to more than 200 protesters killed and some 8,000 wounded by live ammunition. 1 Palestinian Israeli woman was sentenced to 2.5 years in prison by an Israeli court for taking 12 photos of restricted areas and allegedly sending them to a Hezbollah contact. (HA 12/2)

U.S. secretary of state Antony Blinken spoke to Israeli prime minister Naftali Bennett in a phone call. The official readout provided by the Department of State said the 2 spoke about COVID-19, Iran, and U.S. opposition to Israeli settlement activity. According to sources speaking to Haaretz, the call was primarily aimed at getting Israel to drop plans to build a new settlement at the Qalandia Airport, called Atarot airport by Israel. German development bank KFW signed a financing agreement worth $10 million with the PA to improve the water supply in Gaza City and Jabalia refugee camp. (WAFA 12/2)

In the West Bank, Israeli settlers vandalized Palestinian property in al-Bireh, drawing the star of David and writing racist slogans on a building and a vehicle. Israeli forces demolished 3 houses in al-Walaja and 1 agricultural structure in al-Khader. Israeli forces also sprayed herbicides on olive crops in Battir, damaging 70 olive seedlings. 7 Palestinians were arrested during late-night raids in and around Jenin, Ya‘bad, Husan, Bayt Awa, and Hebron; Israeli forces shot 1 Palestinian with live ammunition protesting the raid in Husan. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber. PA prime minister Mohammed Shtayyeh said during a cabinet meeting that the PA had only received 10% of the usual contributions to its economy that it receives from foreign donors, leading to a very difficult financial situation. Prime minister Shtayyeh also pointed to Israeli deductions in the PA’s tax revenue and the COVID-19 pandemic as contributing to the PA’s financial hardship. (WAFA 11/9; MEMO 11/10)

Jordanian king Abdallah II and foreign minister Ayman Safadi met with head of the United Arab List Mansour Abbas in Amman, to discuss the 2-state solution and King Abdallah’s custodianship of the holy places in Jerusalem. Israel’s environmental protection minister Tamar Zandberg of Meretz (Vigor) said that the Israeli government was violating the coalition agreement by continuing to expand settlements in the West Bank. Environmental Protection Minister Zandberg also said she was dismayed by the targeting of Palestinian rights organizations in the West Bank. (HA 11/9)

Colombia’s president Iván Duque Márquez opened a trade office to Israel in Jerusalem, during a visit. The PA condemned the move and called on Colombia to reverse the decision. (TOI 11/9; WAFA 11/10)

UN humanitarian agencies and the Association of International Development Agencies, representing more than 80 NGOs, issued a statement in support of the 6 Palestinian rights organizations that were declared terrorist organizations by Israel’s defense minister Benny Gantz on 10/22. In the West Bank, 1 Palestinian succumbed to injuries inflicted by Israeli forces on 8/3 in Jenin. Israeli forces demolished 1 poultry farm in al-Walaja, 1 rainwater collection well in Khallet al-Dabe’, 1 car wash in al-Lubban ash-Sharqiya, and 1 agricultural structure in al-Fakhit. Israeli forces also handed an evacuation order to Palestinians near Tuqu’ for their livestock, forcing them to remove their livestock and dismantle their agricultural structures within 14 days. Elsewhere, Israeli forces violently dispersed Palestinians protesting Israeli construction at al-Ibrahimi Mosque, leading to tear-gas related injuries; 3 were arrested. 9 other Palestinians were arrested during late-night raids in and around Jaba‘, Huwwara, and Yatta. In East Jerusalem, Israeli forces summoned 2 Palestinian activists for questioning after they protested the arrest of a local activist in Sheikh Jarrah on 8/10. In Israel, Israeli authorities said they shot down a drone entering the Israeli-occupied Golan Heights from Lebanon, claiming the drone was operated by Hezbollah. The Israeli government gave its initial approval for the construction of more than 2,000 new settlement units in the West Bank and 863 housing units for Palestinian villages in Area C, including 150 units in Ma‘asara, 270 in Bir al-Basha, 223 in al-Masqufa, 160 in Khirbet ‘Aaba, and 50 in Khirbet Zakariya. Of the advanced settlement expansion plans, 908 are expected to get final approval next week, including 58 in Beit El, 285 in Har Brakha, and 105 in Alon Shvut. An Israeli official told Haaretz that the move was a “calculated risk” made by the government vis-à-vis the U.S. Biden administration. The Meretz party wrote a letter to Israeli defense minister Benny Gantz, calling the decision to expand Israeli settlements “a dangerous move.” The U.S. later criticized Israel’s decision to expand Israeli settlements, on 8/13, saying that settlement activity is an obstacle to a 2-state solution. IDF chief of staff Aviv Kochavi said the Israeli army will take harsher measures against Israeli soldiers who do not follow regulations, in response to the killing of 40 Palestinians by Israeli forces in the West Bank since May. The statement came after Chief of Staff Kochavi met with senior staff of the Israeli central command on 8/8 and urged them to take steps to reduce lethal shootings. Kochavi said the military will back soldiers who make mistakes in their judgements in relation to lethal shootings, but not if the soldiers act reckless. (HA 8/12)

Israel’s police commissioner Kobi Shabtai inaugurated a new police department focused on combatting crime in Palestinian Israeli communities, which seeks to increase the number of Palestinian Israeli police officers by 300%. 69 Palestinian citizens of Israel have been killed in Israel since 2021 and only 23% of the cases have been solved, whereas 71% of the cases involving Jewish Israelis have been solved by Israeli police. Israeli foreign minister Yair Lapid visited Morocco to meet with his Moroccan counterpart and open the new Israeli mission to Morocco as part of the 2 countries’ normalization deal. The 2 foreign ministers signed cooperation agreements related to air travel, culture, sports, and youth. Foreign Minister Lapid said the 2 countries would open mutual embassies within 2 months. The Israeli government and settlers in the settlement outpost Evyatar agreed to a compromise where the settlers would leave the outpost in exchange for Israel establishing a military post there, re-examine if Israel can legalize the outpost allowing the Israeli settlers to return, while leaving all structures intact. Palestinians from nearby Beita and Yatma have protested near the settlement outpost on a near-daily basis since it was established on 5/3. The Palestinian owners of the land had petitioned the Israeli attorney general not to allow the compromise deal between the Israeli government and the settlers. The PA justice minister Mohammed al-Shalaldeh said the medical report about the death of Nizar Banat on 6/24 confirmed that he was subject to physical violence before his death. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020.
