In the West Bank, Israeli settlers threw stones at Palestinians harvesting olives in the Masafer Yatta area, injuring 2. Israeli settlers also attempted to kidnap a child in Khirbet al-Farisiyya. Elsewhere, armed Israeli settlers posing as soldiers vandalized a mosque in Menizel. Israeli forces raided Nur Shams refugee camp and attacked it with drones, killing 13 Palestinians, including 5 children, banned movement in and out of the refugee camp, and uprooted pavement with bulldozers. An Israeli soldier was killed in an IED explosion and 9 others were wounded. Israeli forces also shot and killed 3 Palestinians, including 2 minors, during raids in Budrus, Tulkarm, and Dheisheh refugee camp. Elsewhere, Israeli forces shot and injured 16 others during a raid in Budrus and al-Arroub refugee camp. Israeli forces also demolished the family home in Qibya of a Palestinian alleged to have killed a settler before he was shot and killed by Israeli forces near Kafr Qaddum on 7/6. Around 184 Palestinians were arrested during late-night raids in Hebron, Ramallah, Dheisheh refugee camp, Tubas, Beita, Qalqilya, al-Eizeriya, Umm Safa, and Aqabat Jaber refugee camp, including 50 Palestinians workers from Gaza staying in Dheisheh refugee camp who had been expelled to the West Bank. In Gaza, around 285 Palestinians were killed in Israeli airstrikes. Israeli forces also assassinated the first female member of the Hamas political bureau Jamila al-Shanti, the head of the military wing of the Popular Resistance Committee Rafat Harb Hussein Abu Halal, and Hamas’ Jehad Mheisen. Israeli airstrikes also bombed the 12th century Church of Saint Porphyrius, killing at least 8 people sheltering in it and targeted 5 bakeries, killing many people waiting to purchase bread. Rockets were fired at Israel; no fatalities were reported. In Lebanon, Israeli forces shot and killed a journalist and injured 1 other in Hula. Israeli forces also attacked parts of South Lebanon with combat helicopters and killed 3 people it claimed were firing anti-tank missiles at Israel. Israel said 30 rockets were fired at Israel. The Gaza Ministry of Health said as of 5 p.m. at least 3,785 Palestinians had been killed, including at least 1,524 children, and 12,500 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 81 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 22 children. More than 1,434 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,562 have been injured since 10/7. The number of Israelis killed rose from 10/18 as Israel released the names of Israelis killed on 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 21,900 housing units have been destroyed and 121,000 have been damaged in Israeli airstrikes since 10/7, constituting around 30% of all homes in Gaza. The UN reported that 74 Palestinian households, comprised of 545 people, have been displaced from Bedouin communities in Area C of the West Bank due to settler violence and access restrictions. (BTselem, UNOCHA 10/19)

Haaretz reported that on 10/12 a group of 20-25 Israeli settlers and soldiers abducted 3 Palestinians from the depopulated Wadi al-Seeq community before assaulting, undressing, and urinating on 2 of them, putting 1 of their faces in feces, and attempted to sodomize 1 of them. The 3 Palestinians were abused for 6 hours before they were dropped off at an abandoned building and photographed. The settlers and soldiers also stole their phones, a car, and $544 in cash. Palestinian officials said that Israeli authorities have warned that Israeli forces will target the Gaza Power Plant if it tries to resume operations. (UNOCHA 10/19)

Palestinian officials also said Israel has arrested 4,000 workers from Gaza, holding them in military bases, and have arrested 1,070 Palestinians in the West Bank and Gaza, doubling the total number of Palestinian prisoners held by Israel. (AJ 10/21)

An Al Jazeera investigation into the bombing of al-Ahli Arab Hospital found that evidence presented by Israel misrepresented the event, ruling out that footage used by Israel showed a misfired rocket hit the hospital and saying that no footage from live streams suggest that rockets were fired from Gaza at the moment of the bombing. The U.S. said it had intercepted 3 cruise missiles and several drones fired by Houthi forces in Yemen. The Defense Department said the missiles and drones were heading north in the Red Sea, potentially toward Israel. Rockets and drones also attacked the U.S. Ain al-Asad air base and another compound hosting U.S. military forces near Baghdad International Airport. It was unclear who attacked the bases. Egyptian machinery reportedly entered Gaza to repair roads near the Rafah crossing to facilitate the transfer of humanitarian aid. However, Hamas denied that repairs had begun. Israel has bombed the Rafah crossing at least 4 times since 10/7. At least 100 trucks are waiting to enter Gaza near the crossing while others are waiting at El Arish Airport. UN officials said UN observers will inspect aid to Gaza before it enters through the Rafah crossing (AJ, AP, REU 10/19)

Israel said Hezbollah has granted Hamas permission to fire rockets at Israel and “will bear the consequences.” Defense Minister Yoav Gallant told soldiers near the Gaza fence to get ready for a ground invasion. (AP, HA, REU 10/19)

UK prime minister Rishi Sunak traveled to Israel for meetings with Israeli prime minister Benjamin Netanyahu and President Isaac Herzog. Sunak said upon his arrival that he “stands with Israel” and that the UK is on the forefront of the effort to avoid further escalation of the conflict. 6 UK nationals were killed in Operation Al-Aqsa Flood and 9 are still missing. Sunak also met with Saudi crown prince Mohammed bin Salman in Riyadh, who called Israel’s targeting of civilians in Gaza “a heinous crime and brutal attack.” Sunak will later travel to Egypt, Turkey, and Qatar. In an Oval Office address, U.S. president Joe Biden compared Hamas to Russian president Vladimir Putin and his attack on Ukraine, saying both want to annihilate their neighbors. Biden further claimed that Hamas uses Palestinians as human shields and said he had told President Abbas he supports the Palestinian people. Biden also said he will send an “unprecedented” aid package for Israel to Congress for approval. The package was reportedly worth $14 billion. Israel had asked the U.S. for weapons, including precision-guided munitions, JDAMs, Iron Dome replenishment, and mortar shells. The U.S. Senate unanimously adopted a resolution affirming Israel’s right to self-defense and condemning Hamas and Iran. 10 Republican senators said they will introduce legislation to redirect $100 million in planned humanitarian aid to Palestinians to replenishing the Iron Dome. House minority leader Hakeem Jeffries said he had received a briefing that suggested the al-Ahli Arab Hospital bombing was caused by a rocket misfired by Islamic Jihad. In the West Bank, Israeli settlers threw stones at Palestinian houses and vehicles in Kafr Qaddum, causing damage. Israeli forces raided the homes of 4 of the Palestinians accused of participating in the killing of an Israeli settler on 12/16 and took measurements for punitive demolitions in Silat al-Harithiya; the forces also violently dispersed Palestinians protesting the raids, injuring 1 with live ammunition. Israeli forces also violently dispersed Palestinians protesting an Israeli incursion near Ramallah, inuring 1 with live ammunition and 1 minor with a rubber-coated bullet. Palestinian member of the Knesset for United Arab List and chairperson of Knesset’s interior committee Walid Taha said he had canceled all official meetings for the week in protest over Israel’s interior minister Ayelet Shaked’s opposition to a bill that would provide electricity to Palestinian homes built in Israel without a permit. Israel’s ambassador to the UN Gilad Erdan wrote a letter to UN secretary-general António Guterres demanding that he acts to prevent UN funding from going to Palestinian rights organizations deemed terrorist organizations by Israel. The Israeli government approved plans to allow an additional 15,000 work permits for Palestinian construction workers from the West Bank, bringing the total work permits for West Bank construction workers to 80,000. Haaretz reported that Israeli public security minister Omer Bar-Lev of the Labor party ordered his ministry officials and Israeli police officials to submit all proposed demolitions in bedouin communities in Israel and East Jerusalem to him. Officials speaking to Haaretz said that Public Security Minister Bar-Lev does not have the authority to revoke demolition orders, but that the new process could delay the demolitions. (HA 8/1)

In the West Bank, Israeli forces closed off large parts of Hebron to Palestinians, including forcing Palestinians to close their shops in the Bab al-Zawyeh area to allow Israeli settlers to tour it. Israeli forces also seized an excavator in Burin. 7 Palestinians were arrested, including 5 during late-night raids in and around Bethlehem, Burqin, and Deir Ghasana, 1 was arrested at a checkpoint near al-Khader, and 1 was arrested at the entrance to Zabbuba. In East Jerusalem, nearly 1,700 Israeli settlers toured the Haram al-Sharif compound on the Jewish holiday Tisha B’Av, drawing criticism from the Israeli governing party the United Arab List, the PA, Hamas, the EU, and Jordan. In a statement after the Israeli settlers had toured the Haram al-Sharif compound, Israeli prime minister Naftali Bennett said the Israeli security forces had preserved “freedom of worship for Jews on the Mound [the Haram al-Sharif compound],” a significant departure from the status quo of the Holy Sites and a 1st from an Israeli prime minister. 17 news outlets published a Forbidden Stories and Amnesty International investigation based on a leak of more than 50,000 records of phone numbers, which had been targeted for surveillance with Pegasus spyware from the Israeli spyware company NSO Group’s clients. The investigation found that at least 180 journalists from 21 countries had been targeted by 12 NSO Group clients, including the governments of Bahrain, Morocco, Saudi Arabia, India, the UAE, Mexico, Hungary, Azerbaijan, Togo, and Rwanda. The investigation also found that heads of governments, including Pakistan’s prime minister Imran Khan, France’s president Emmanuel Macron, and Morocco’s king Mohammed VI, were among possible victims. Furthermore, the investigation showed that Pegasus spyware was installed on Saudi dissent journalist Jamal Khashoggi’s fiancée’s phone and that his son had been listed for targeting before Khashoggi was murdered by special forces in Saudi’s embassy in Istanbul on 10/2/2018. Charges against NSO Group that its spyware was used against Khashoggi have been denied by the company. The Israeli government approves all sales of spyware from NSO Group to potential clients. Amazon subsequently said it had shut down its servers used by NSO Group. The investigation comes as a different investigation into another Israeli spyware company Candiru was released on 7/15. Later, after the Forbidden Stories investigation was published and with international criticism mounting, the Knesset’s foreign affairs and defense committee chairman Ram Ben Barak on 7/22 said that his committee would review the process of granting licenses to export spyware to other countries. France and Luxembourg said they would start investigations into the Israeli-made spyware. In the West Bank, Israeli forces arrested 8 Palestinians, including 7 during late-night raids in and around Qalqilya, Ramallah, Halhul, and Salfit, and 1 at a flying checkpoint in Hebron; among the arrested at a late-night raid in Ramallah was 1 Palestinian instructor from Birzeit University in Ramallah. Israeli forces also conducted house raids in Zabbuba near Jenin; no arrests were reported. Israeli settlers threw stones at Palestinian-owned vehicles travelling on a road northeast of Ramallah, causing damage. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. 1 Palestinian demolished his store in Silwan after receiving a demolition order by Israeli authorities. After more than 340 Palestinians had been arrested in Issawiyya in East Jerusalem during the summer, it was reported that the Israeli police, the Jerusalem Municipality, and residents of Issawiyya had come to an agreement on limiting Israeli operations in Issawiyya. The agreement includes that residents of Issawiyya cancel a school strike on 9/2, the 1st day of the school year. (HA 9/1)

According to the Palestinian Energy Authority, Qatar will be cutting the amount of fuel it funds for Gaza by 50 percent, causing the hours of electricity available in Gaza to drop from 8 hours per day to 5 or 6. (HA 9/1)

At a visit to the Israeli settlement of Elkana, Israeli prime minister Benjamin Netanyahu announced that that he aspires to apply Israeli sovereignty to all Jewish settlements in the West Bank. Netanyahu’s announcement comes 2 weeks before the Israeli general election. (AJ, HA, WAFA, WAFA 9/1)

The al-Kasom Regional Council in the Negev, which presides over a large Bedouin community, announced that 17,000 students would not start the school year as planned on 9/2 as the Israeli education ministry had not given it enough money to begin the school year as planned. (HA 9/1)

Israeli forces and Hezbollah operatives exchanged missiles near the border of Israel and Lebanon. According to Hezbollah, it fired anti-tank missiles at Israeli military vehicles. The Israeli Air Force conducts an air strike near Bayt Hanun targeting a group of Gazans allegedly responsible for flying incendiary kites and balloons into southern Israel earlier in the day; 2 Palestinians are injured. This is the first such strike since the major escalation of violence in 7/2018 and early 8/2018. Later, thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 2 Palestinians are killed and at least 90 are injured. Their deaths bring the Great March of Return death toll to 137. In response to shots allegedly fired at IDF border patrols in the evening, Israeli forces strike a Hamas observation post near Jabaliya refugee camp, causing damage.

In East Jerusalem, Israeli forces enter Haram al-Sharif after Friday prayers and fire sound bombs at Palestinian worshippers, clearing them from the sanctuary; 7 Palestinians and 4 Israeli police officers are injured, and 24 Palestinians are arrested. Some witnesses say that the Israelis entered the sanctuary after children threw firecrackers at them. After the clashes, Israeli forces seal the entrances to the sanctuary. The Islamic Waqf then organizes a sit-in protest outside, and the Israeli authorities order the entrances reopened hours later. Separately, Israeli forces arrest 5 Palestinians during late-night raids in Silwan and Wadi al-Juz. In the West Bank, Israeli settlers set fire to a Palestinian home under construction and surrounding wheat fields near Nablus, causing extensive damage. The IDF seals off the entrance to Kobar village near Ramallah, the hometown of the Palestinian who allegedly stabbed 3 Israeli settlers on 7/26. IDF troops conduct raids in the village throughout the day, sparking intermittent clashes; 5 Palestinians are injured (1 critically). Israeli soldiers also violently disperse Friday protests at Kafr Qaddum near Qalqilya; 5 Palestinians are injured. Dozens of Palestinians gather outside Khan al-Ahmar, a Bedouin village near Jerusalem, to protest the impending Israeli evacuation and demolition of the village. Israeli DM Lieberman pledges to advance the construction of 400 new housing units in the Adam settlement near Ramallah, justifying the settlement growth in response to the stabbing attack on 7/26. The “best response to terrorism is increased settlement,” Lieberman tweets. The 400 units are reportedly part of an existing plan to build 1,000 new units in the settlement. (HA, MNA, TOI 7/27)

Hundreds of Palestinians gather along Gaza’s border fence to continue the Great March of Return. One Palestinian is killed and at least 141 are injured, bringing the death toll stemming from the Great March of Return to 130. On the other side of the border fence, approximately 4,000 Israelis gather to call for the return of the remains of the 2 IDF soldiers and Israeli civilians allegedly being held in Gaza. In the West Bank, Israeli settlers set fire to dozens of olive and almond trees outside ‘Urif village near Nablus while their IDF escort performs raids in Palestinian homes on the outskirts of the village, sparking clashes with residents; 1 Palestinian is injured. Settlers also start fires in 3 locations outside nearby Burin village, causing moderate damage. The settlers later accuse Palestinians of starting the fires. IDF troops patrol near Salfit and Hebron throughout the day. In East Jerusalem, Islamic Waqf staff perform repair work on an area of Haram al-Sharif that Israeli police reportedly damaged recently. Unidentified persons fly incendiary kites toward 3 Israeli settlements—Matan, Yarhiv, and Nirit—marking the first use of this tactic in the West Bank. In East Jerusalem, Israeli police arrest 2 Palestinians at Haram al-Sharif amid minor clashes at the sanctuary. Israeli settlers shoot and kill a Palestinian farmer outside Qusra village near Nablus. The Palestinian press reports that they killed the man when he tried to stop them from entering his fields. According to the Israeli press, the settlers were hiking in the area when a group of Palestinian youths surrounded them and threw stones at them, provoking the shooting. Following the incident, minor clashes break out between Palestinian youths and IDF troops; 2 Israeli soldiers are lightly injured. Also, settlers throw stones at Palestinians and their property in Qusra and nearby Asira village; 10 Palestinians and 1 Israeli soldier are injured in the ensuing clashes. Meanwhile, Israeli forces arrest 10 Palestinian farmers after they refused an evacuation order of their lands near Hebron. The IDF issues arrest summons for 2 Palestinians during raids near Bethlehem, and patrols near Hebron, Tulkarm, and Qalqilya. In East Jerusalem, Israeli settlers assault a Palestinian and her daughter in the Old City, causing light injuries to both. The IDF orders approximately 300 Palestinian Bedouins to evacuate their homes near the Ma’ale Adumim settlement ahead of the planned demolition of their village, Jabal al-Baba. IDF troops arrest 5 Palestinians during raids in Dahaysha refugee camp near Bethlehem overnight, sparking minor clashes; 1 Palestinian is injured. At a ceremony at the Rafah border crossing, Hamas formally hands over control of Gaza’s border crossings to the PA, implementing a key provision of their 10/12 reconciliation agreement. Haaretz reports that the Israeli police have formed a special unit to oversee security and public order at Haram al-Sharif, following the upsurge in tensions at the site in 7/2017 (see JPS 47 [1]). The unit is expected to comprise about 200 officers when it begins operations in 2018. (HA 11/1)

Abbas writes an op-ed for The Guardian lamenting the Balfour Declaration on its 100-year anniversary. “This British policy, to support Jewish immigration into Palestine while negating the Arab-Palestinian right to self-determination, created severe tensions between European Jewish immigrants and the native Palestinian population,” he writes. Palestinians in the area report that a group of Israeli settlers have been setting up a new illegal settlement outpost outside the village. Meanwhile, IDF troops conduct raids in Silwad village nr. Ramallah, sparking clashes with stone-throwing Palestinian youth; 1 Palestinian is seriously injured. Late at night, IDF troops arrest 10 Palestinians and issue 1 arrest summons during further raids and house searches nr. Hebron, Bethlehem, Nablus, and Jenin; and patrol in 5 villages nr. Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians suspected of stone-throwing in Issawiyya. They also conduct raids in the Old City, breaking up a minor physical confrontation between Jewish Israelis and Palestinian youths (7 Palestinians are assaulted and 4 are arrested). Meanwhile, a Palestinian demolishes a room of his home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. The Israeli press reports that the mayor of Yatta village, along with several human rights organizations, has submitted a petition to Israel’s High Court of Justice to lift the IDF’s closure of Yatta, which was imposed in the wake of the 6/8 attack in Tel Aviv. The petition states that all entry and exit from the village has been prohibited since 7/2, when the closure was re-enforced. The mayor reportedly complained to the IDF, which responded that the closure will continue because it is a “military-security need” and that it is “part of the effort to prevent further attackers from leaving the area.” (HA 7/24)

The Israeli press reports that the Jerusalem Municipality’s Local Planning and Construction Comm. presented plans for 770 settler housing units between the Gilo settlement and Bayt Jala late last week. The Israeli authorities previously approved 1,200 units in the area, and the reports today appear to cover the same development. Commemorating Jerusalem Day, thousands of Israelis march through the Old City; there are no major altercations with Palestinian residents of the Muslim Quarter (as there were in previous years). Earlier, around 208 Jewish settlers tour Haram alSharif and thousands more gather at the Western Wall; 4 of the settlers (3 for breaking the rule barring non-Muslim prayer, 1 for allegedly assaulting an Israeli police officer) and 2 Palestinian women are detained at the sanctuary around the same time for disturbing the peace, according to an Israeli police spokesperson. In the Old City overnight, Israeli settlers attempt to set fire to a Palestinian store; the proprietors quell the blaze in time, preventing any serious damage. Elsewhere in East Jerusalem, Israeli forces arrest 4 Palestinians during raids in Biddu, Jaba‘, and the Old City. Israeli forces then raid the alleged attacker’s home in Issawiyya, issue arrest summons to his father and uncle, take measurements in preparation for possible punitive demolition, and spark minor clashes with stone-throwing youths. In Israel, Israeli police shoot and kill a 3d Palestinian nr. Petah Tikva after he allegedly stabs and moderately injures an Israeli; shoot and kill a 4th Palestinian in Jaffa after he stabs several people, killing 1 U.S. citizen and injuring at least 10 Israelis (5 seriously). Later, a video of the incident in Jaffa circulates on social media, apparently showing an Israeli police officer shooting the Palestinian attacker execution-style. Nablus, and outside a settlement nr. Ramallah; 10 Palestinians are injured and 2 are arrested. The IDF also conducts late-night raids and house searches in al-Fawar r.c. and 3 villages nr. Hebron, ‘Askar r.c. nr. Nablus, and 2 villages each nr. Ramallah and Nablus, arresting 12 Palestinians and issuing an arrest summons to 1. Israeli forces arrest a Palestinian man armed with a knife and a pipe bomb at a gas station across the street from a checkpoint nr. Jenin. For the 1st time since the wave of violence began, Gazans gather en masse to protest the recent Israeli violence. Israeli forces open fire on more than 3,000 protesters in 5 locations along the border fence, killing 6 Palestinians and injuring 67 others (2 more Palestinians will succumb to their injuries on 10/10 and 10/16, respectively). Late at night, unidentified Palestinians fire 3 rockets toward Israel. After the rocket fire and the morning’s deadly clashes, the IDF deploys Iron Dome missile defense batteries nr. Stabbing incidents continue in the West Bank, Jerusalem, and Israel, with 3 such incidents throughout the day. First, Israeli forces shoot a Palestinian after he stabs an Israeli border police officer outside the Kiryat Arba settlement nr. Hebron (the Palestinian attacker will succumb to his injuries later in the day). After the attack, Israeli settlers assault Palestinians and their property across Hebron and Nablus, including several journalists. In c. Jerusalem, a Palestinian stabs and lightly injures an Israeli youth with a vegetable peeler, then Israeli police arrest him. In Israel, an Israeli youth stabs and injures 4 Palestinians, including 1 bedouin employee of the municipal govt., in Dimona. Relatedly, Israeli forces shoot and injure a Palestinian woman claiming that she stabbed an Israeli security guard in Afula. (After a video of the incident is released, the Israeli Justice Ministry will find [10/28] that she had no intention of attacking Israelis.) After the incident in Afula, Palestinian youths protest throughout the surrounding areas, throwing stones at Israeli police. Similarly, a private security officer shoots and injures a Palestinian at a settlement outpost, then the IDF detains the Palestinian when they find a knife and gun on his person. The IDF also conducts raids and patrols in the Hebron area and East Jerusalem, arresting 11 Palestinians including 1 journalist. In Gaza, unknown gunmen attempt to assassinate a Fatah official in Gaza City, injuring 2 of his bodyguards. In the West Bank, Israeli forces conduct raids and searches in the “Gate of Jerusalem” protest tent camp in Abu Dis, sparking clashes with Palestinian and international activists who were building concrete rooms; 4 Palestinians and 1 international are detained; several activists are lightly injured with rubber-coated metal bullets, tear gas, and stun grenades. That night, Israel Defense Forces (IDF) troops return to the camp to demolish and evacuate it, but activists begin rebuilding as soon as the soldiers leave. Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. Expecting retaliation, Hamas security officials vacate their bases. Israel initially issues a stern warning and carries out 1 air strike on a Palestinian rocketlaunching team nr. In the West Bank, Jewish settlers set fire to a mosque in the village of Jaba nr. Bethlehem and spray graffiti on its walls warning the Israeli government against evacuating the unauthorized settlement outpost of Ulpana (5 buildings, 30 families). This is the 12th mosque vandalized by Jewish settlers since 1/2011. Jewish settlers also vandalize the car of the settler leader negotiating the terms of Ulpana’s evacuation with the Israeli government. OCHA reports that in the previous week, the IDF carried out several significant demolitions in Israelicontrolled Area C: 14 residential structures and 11 animal pens in the al-Hirma bedouin community near Bethlehem (64 displaced, including 37 children); 6 seasonal residential structures in the Jordan Valley (20 displaced); 1 residential structure nr. The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)

In a speech to the opening session of the UN General Assembly (UNGA) a day after the 1st anniversary of the al-Qa`ida attacks on the U.S., Bush warns the UN to take action quickly to force Iraq to "unconditionally accept" inspection, disarmament of its chemical and biological weapons and nuclear research facilities, intimating that the U.S. will take action unilaterally if the UN does not. Bush also reiterates his support for the creation of "an independent and democratic Palestine living side by side with Israel in peace and security," adding that "Palestinians deserve a government that serves their interests and listens to their voices."
