In the West Bank, Israeli settlers from the Yitzhar settlement threw stones at 1 house and 2 vehicles in Burin, breaking the windshields of the cars. 1 Israeli settler also rammed 1 Palestinian child with his car near the Kiryat Arba settlement. Israeli forces raided Aqabat Jaber refugee camp, leading to a confrontation with Palestinians; tear-gas related injuries were reported. 4 Palestinians were arrested during late-night raids in Fahma, Jaba‘, and Tubas. In Gaza, Israeli forces violently dispersed Palestinian protesters east of Jabalia refugee camp, killing 1 Palestinian and injuring 5 others with live ammunition; Israeli forces claimed Palestinians threw explosives at them. Israeli forces also shot and injured 1 Palestinian with live ammunition east of Abasan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of al-Sudaniyya, injuring 1 with live ammunition. In Syria, Israel conducted air strikes near Damascus, causing damage. Syrian state TV said the country’s missile defense system had intercepted most of the Israeli missiles. During the attack, 1 surface-to-surface missile was fired at Israel but landed in the sea. (AJ, HA, JP, TOI 9/3)

Israel released 1 pregnant Palestinian woman from prison after international and Palestinian pressure. The woman was released to house arrest and on $12,000 bail. She is accused by Israel of an attempted stabbing in March outside of an Israeli settlement in the West Bank. (WAFA 9/1; HA, MEMO, TOI, WAFA 9/2; HA, MEE 9/3; AJ 9/5)

Hamas said it rejected the framework agreement between the U.S. and the UNRWA signed on 7/15, calling it “dangerous and humiliating.” Hamas said that the framework threatens the refugee issue and is an obstacle to UNRWA employees. (MEMO 9/3; ALM 9/23)

PA president Mahmoud Abbas met with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II in Cairo. The 3 leaders were said to have been coordinating their stance on Israel for the upcoming UN general assembly meeting in October. President al-Sisi’s spokesperson said after the meeting that al-Sisi emphasized that the creation of a Palestinian state depends of reconciliation between the PA and Hamas. President Abbas called for renewed peace negations under the auspices of the International Quartet for Middle East Peace. An unnamed PA source said, according to Haaretz, that the Biden administration has conveyed to the PA that it will not exert pressure on the Israeli government to engage diplomatically with the PA while Israel is in budget negotiations. The Jewish National Fund (JNF) approved a project that will seek to obtain from Palestinians 530 properties in the West Bank and 2,050 properties in East Jerusalem by reviewing documents only registered by the JNF to see if they can be used to evict Palestinians using Israeli courts. The JNF has set aside $31 million for the settler project. (HA 9/2)

In the West Bank, Israeli forces demolished 27 residential and agricultural structures in Khirbet Humsa and forced the bedouin village’s residents to leave the area; the demolitions displaced 70 people. Israeli forces also raided the headquarters of the Union of Agricultural Work Committees, seizing computers and other office equipment and ordering the building closed for 6 months. 10 Palestinians were arrested during late-night raids in and around Ramallah, Ni‘lin, Deir Abu Mash‘al, Birzeit, Nablus, Jenin, and Dura; 1 of the arrested was the director of Health Work Committees Shatha Odeh, who also had her car seized. In Gaza, Israeli forces made incursions east of al-Qarara. In Israel, Israeli forces demolished the bedouin community in al-Araqeeb for the 190th time since 2010. In the West Bank, 1 PA police officer was killed and 6 others wounded when Israeli forces conducted night raids in Jenin, according to Israeli officials. The PA police officer did not pose a threat to Israeli soldiers. Another Palestinian from Jenin was killed and 7 others injured by Israeli forces during protests against a punitive demolition of the family home of an alleged attacker. Separately, Israeli forces delivered a stop-work order for a school in Susiya and demolished part of an agricultural structure south of Hebron. Israeli forces also violently dispersed Palestinians protesting the U.S. administration’s peace plan in ‘Azun and Qalqilya, leading to tear-gas related injuries. 4 Palestinians were injured by Israeli forces using rubber-coated bullets during clashes erupting after Israeli forces raided Bayt Jala; others suffered tear-gas related injuries. 1 Israeli soldier was injured by an unidentified sniper near Dolev settlement. 7 Palestinians were arrested during raids in and around Bethlehem, Hebron, al-Ram, Ramallah, and Jenin. In East Jerusalem, 1 Palestinian citizen of Israel from Haifa opened fire on Israeli police officers in the Old City, lightly wounding 1 before being shot to death. Israeli forces delivered demolition notices for 3 structures in Jabal Mukabir. 2 Palestinians were arrested in the Old City. In Gaza, 2 mortar shells were fired at Israel and Israel struck targets in Gaza; no injuries were reported. Israeli forces also opened fire on Palestinian farmland east of Khan Yunis on 2 separate occasions; no injuries were reported. In Israel, 12 Israeli soldiers were injured in a suspected car-ramming in West Jerusalem. The car was later found in Bayt Jala near Bethlehem and a Palestinian man was arrested. Israel also demolished the bedouin village al-Araqib for the 174th time since 2010. Israel reportedly killed 23 people during air strikes in several places in Syria. Israel struck targets near Damascus, Quneitra, Daraa, and Reef. According to the Syrian Observatory for Human Rights, 15 of those killed were Iranian-backed fighters, 3 of them Iranian, and 8 were Syrian government forces. (AJ, BBC 2/6; HA 2/7)

Off the coast of Gaza nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces confiscate a bulldozer in e. Nablus that Palestinians were using to open a road in the area. Elsewhere, IDF troops injure a Palestinian child and confiscate several solar panels in a raid in a bedouin village nr. Abu Dis. The IDF conducts house searches and raids in 1 village nr. Ramallah, ‘Askar r.c. nr. Nablus, and al-Fara‘a r.c. nr. Tubas, arresting 8 Palestinians and sparking clashes in which 2 more are injured; patrols in 3 villages nr. Hebron during the day. In The Hague, Palestinian FM Riyad al-Maliki attends an induction ceremony at the ICC, marking the Palestine’s official membership at the court. PA Finance Min. Shukri Bishara announces that PA employees earning more than NIS 2,000 ($515) per mo. will only receive 60% of their salaries for 3/2015 on 4/2, despite the Israeli govt.’s 3/27 pledge to unfreeze the transfers of tax revenues collected on behalf of the PA. This will be the 4th mo. in a row that PA employees have received reduced salaries. (REU, WAFA 4/1)

In Syria, fighters affiliated with ISIS conduct an assault on Yarmouk r.c. outside Damascus. During a day of intense fighting, they take control of large areas of the camp, casting further uncertainty over the fate of the approximately 18,000 Palestinian refugees and other civilian residents. Egypt’s cabinet approves a new res. designed to crack down on smuggling tunnels from Gaza into Egypt, which would make tunnel digging, or knowledge of tunnel digging, punishable by life imprisonment and home confiscation. In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. Kerry affirms the importance of the 2002 Arab Peace Initiative that promised full normalization for Israel’s complete withdrawal from the occupied territories (including the Golan). (AP, REU 29/4)

Unidentified Palestinians fire 1 rocket from Gaza into Israel, causing no damage or injuries. In response to recent rocket fire (see also 4/27), Israel closes the Kerem Shalom commercial crossing, further restricts movement through the Erez crossing to ‘‘humanitarian cases,’’ though it cancels visits for Gazan families of Palestinians jailed in Israel (VIPs were the only others allowed to cross Gaza). Israeli naval vessels fire on Palestinian fishermen off the south Gaza coast east of Rafah, causing no damage or injuries. In the West Bank, IDF soldiers evict several hundred Bedouin from Wadi al-Malih village in the Jordan Valley after declaring the area a live fire training zone (see 4/24). Meanwhile, Israel demolishes 4 Palestinian apartments in the al-Tur neighborhood of East Jerusalem, as well as a water well and utility room in the al-Fawar r.c. in Hebron. The IDF patrols in 3 villages nr. Tulkarm in the morning, in 2 villages nr. Jenin in the afternoon. UN Secy.-Gen. Ban Ki-moon urges the Syrian government to allow experts into the country to investigate reports of alleged use of chemical weapons. In Gaza, the IDF makes predawn artillery strikes on Bayt Hanun in retaliation for 11/7 rocket fire, hitting a residential area, killing 19 Palestinian civilians (17 in 1 family, including 8 children, 6 women), wounding 60–80 (including at least 26 children) in what the army says is a regrettable error; Israel suspends artillery fire on n. and e. Gaza pending an investigation. The IDF also fatally shoots 2 Palestinians (at least 1 armed), wounding 6 in Jabaliya; makes an air strike demolishing 1 Palestinian home in Gaza City after warning residents to leave. By nightfall, the IDF completes withdrawal of its forces fr. n. Occupied Palestine/Israel: Israeli govt. officials state Jordan has provisionally agreed to be involved in choosing and appointing Palestinian mayors for some of the largest towns in the West Bank, including Nablus, Hebron, Ramallah, and al-Bireh [LT 10/30]. Birzeit U. and Bethlehem U. students demonstrate against deportation orders issued 10/28. Another demonstration takes place outside Min. of Defense building in Tel Aviv; group of professors from Tel Aviv U. and Hebrew U. issue statement calling for cancellation of orders [JP 10/31]. Green Patrol evict 40 Bedouin families from Negev land, cutting down their tents [JP 10/31].

Arab World: PLO promises Jordan it will avoid repetition of incidents like Achille Lauro hijacking or "any act that would hurt the 11 February agreement" [NYT 10/31]. New York Times reports Pres. Amin Jumayyil of Lebanon is trying to open negotiations with Israel on S. Lebanon and has sent former For. Min. Elie Salem to Damascus for talks with Syrian For. Min. Faruq al-Shar' on the subject [NYT 10/31].

Other Countries: Israeli and U.S. officials state some Arab nations, including Jordan and Egypt, have recently urged the Soviet Union to restore diplomatic ties with Israel as a way to help promote peace talks [NYT 10/31]. Israel Radio reports Hungary has agreed to open diplomatic mission in Israel, will permit Israeli rep. to work from a foreign embassy in Budapest [JP 10/31].

Military Action:

IDF bus in Kfar Sil ambushed by Lebanese National Resistance using rocket propelled grenades and machine guns, IDF returns fire into groves alongside road; artillery, rocket and hand-to-hand fighting in Tripoli.

Casualties:

21 IDF wounded in ambush, bringing total IDF casualties in 3 weeks to 25 wounded, 6 dead, and since Sept. 1, total IDF casualties are 104 killed, 203 wounded; one attacker killed by IDF; 19 killed in Tripoli fighting.
