In the West Bank, Israeli settlers emptied sewage and wastewater on Palestinian agricultural lands in Dayr al-Hatab near Nablus. Israeli settlers also attacked 2 Palestinian journalists from WAFA as they were reporting on settler encroachment in Dayr Istya. Israeli forces demolished 1 residential structure and 1 water well, and seized 1 vehicle and 1 power engine near Tubas. 9 Palestinians were arrested during late-night raids in and around al-‘Arub refugee camp, Bethlehem, Qalandia refugee camp, Qalqilya, and Izzariya. In East Jerusalem, Israeli authorities issued demolition orders for 13 Palestinian-owned houses in Silwan inhabited by 76 people. 10 Palestinians were arrested in and around the Old City and Issawiyya, including 2 Waqf guards. Israel handed over control of 3 power stations to the PA. PA prime minister Mohammed Shtayyeh supported the deal and said the PA “seek[s] to establish a single Palestinian power company” that will be responsible for electric supply in all the West Bank. The PA took control of another power station in Jenin in 2017. At the same time, Israel granted the Israeli company Bezeq a license to operate in the West Bank, a move that the PA Ministry of Telecommunications and Information Technology condemned. The PA ministry said that the move impedes the development of Palestinian telecommunication development. (WAFA 10/19; HA 10/20)

U.S. president Donald Trump said that the U.S. would remove Sudan from the U.S. list of state sponsors of terrorism if Sudan paid $355 million to American victims of terror attacks in Kenya and Tanzania in 1998. The U.S. has been pressuring Sudan to normalize ties with Israel and some analysts believed that a normalization deal was being worked on despite Trump not mentioning it in his statements. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. In the West Bank, Israeli settlers assault a Palestinian farmer outside Salfit, preventing him from working his land. They also break into a Palestinian home in central Hebron and violently attack 2 Palestinian minors; there are no reported injuries. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. They arrest 5 Palestinians and issue 1 arrest summons during further raids near Jericho, Ramallah, Bethlehem, and Qalqilya; and patrol in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. They also detain 9 Palestinian women at Haram al-Sharif for undisclosed reasons (8 are released later in the day and banned from the sanctuary for 15 days); and arrest 4 Palestinians and issue 1 arrest summons during late-night raids in Silwan, Ras al-Amud, Sur Bahir, and the Old City. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

Along Gaza’s border fence, IDF troops open fire on a group of Palestinians congregating near the Great March of Return tent camps outside Gaza City; 2 Palestinians are injured. Later, an incendiary balloon reportedly flown from Gaza lands on a street in Beersheba, causing no damage. Israeli firefighters put out 6 small fires allegedly sparked by similar devices closer to the border fence throughout the day. In two separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops arrest 12 Palestinians and issue 4 arrest summons during late-night raids in and around Qalqilya, Jenin, Ramallah, and Bethlehem; and patrol near Hebron and Nablus. Israeli settlers slash the tires of 8 Palestinian cars and leave racist graffiti on nearby walls in al-Mughayyir village near Ramallah. In the West Bank, Israeli forces carry out the punitive demolition of the Jenin home of a Palestinian imprisoned in connection with the 1/9/18 killing of an Israeli settler. Meanwhile, Israeli settlers damage 20 Palestinian vehicles and spray-paint “Death to Arabs” on a nearby wall in Bayt Iksa. Some of the same settlers vandalize more Palestinian property in Rammun village near Ramallah later in the day. A deaf Palestinian succumbs to injuries sustained on 4/1 when the IDF violently dispersed peaceful protesters along Gaza’s border. A Palestinian witness to the shooting says that the deceased was walking away from the border fence when an Israeli sniper shot him in the back of the head. A mortar fired from Syria lands in the Israelioccupied Golan Heights, causing no damage or injuries. IDF artillery then shell the area from which the mortar was fired, causing an unclear amount of damage or injuries. “The IDF sees the Syrian civil regime as responsible for all that happens on its territory, and will not tolerate any attempt to harm the sovereignty of the State of Israel or the security of its citizens,” the IDF states after the exchange. Palestinian diplomats file a formal complaint against Israel with the UN office in Geneva responsible for monitoring the International Convention on the Elimination of All Forms of Racial Discrimination. The complaint alleges that Israel has violated the convention in a variety of ways, including the parallel justice systems for Palestinians and settlers in the West Bank. “Not only is the purpose of the settlement regime discriminatory in itself, it is further maintained by a system of discriminatory measures, severely depriving Palestinians of their fundamental rights,” one diplomat says. Palestinians throw stones at 2 IDF soldiers who drove into Jenin, causing minor injuries. PA Security Forces assist the IDF in extracting the soldiers from the city. In East Jerusalem, Israeli settlers slash the tires of several Palestinian cars in Silwan and leave price-tag graffiti nearby. Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

Late at night, Israeli forces carry out the punitive demolition of the Kobar home of the Palestinian who killed 3 settlers at the nearby Halamish settlement on 7/21. The demolition sparks clashes with stone-throwing Palestinians in the area; 12 Palestinians are injured. Separately, IDF troops arrest 5 Palestinians and issue 1 arrest summons during raids nr. Hebron, Ramallah, and Bethlehem; and patrol nr. Nablus. In the West Bank, a Palestinian youth is killed when he accidentally triggers a piece of unexploded Israeli ordnance nr. Tubas. IDF troops conduct raids in Kobar, the Ramallaharea village of the Palestinian who allegedly stabbed 4 Israeli settlers at the Halamish settlement on 7/21, threatening punitive demolition of his home and sparking minor clashes (there are no serious injuries). Hundreds of settlers from Halamish set up a new outpost nr. their settlement to protest the 7/21 attack. Sweden, France, and Egypt call for the UN Security Council (UNSC) to hold an emergency meeting to address the escalating tensions at Haram al-Sharif. In the West Bank, an Israeli settler shoots and injures a Palestinian after Palestinian youths throw rocks at passing vehicles outside Ramallah. The IDF then arrests the injured Palestinian and closes the entrance to nearby Silwad village. Palestinian businesses in Tulkarm hold a 1-day strike and Palestinian protesters shut down the United Nations (UN) office in Ramallah in solidarity with the 1,500-plus Palestinian prisoners observing the Dignity Strike and to protest the organization’s alleged inaction on their behalf. Israeli forces demolish the inner walls of a home nr. Hebron. IDF troops arrest 8 Palestinians and confiscate 1 car during late-night raids in and around Hebron, Tubas, and Bethlehem; and patrol nr. Hebron during the day. In East Jerusalem, Israeli forces violently disperse Palestinians demonstrating in Qalandia and Sheikh Jarrah in solidarity with the Dignity Strikers; 1 Palestinian is injured and arrested. Israeli PM Netanyahu and DM Lieberman permit the transfer of 5 armored vehicles from Jordan to the PA because of the deteriorating security situation in the oPt, particularly in Nablus, according to an Israeli spokesperson. The PA has been requesting approval for such transfers for at least 4 years. (MNA, TOI 12/7)

After mos. of negotiations and intracoalition struggle, Netanyahu resolves several conflicts over the illegal Amona settlement outpost. First, he secures Atty. Gen. Avichai Mandelblit’s approval for the govt.’s plan to relocate the 40-odd families from Amona to a nearby plot of “abandoned” land. Second, he announces plans to petition the High Court of Justice for a 30-day delay of its evacuation and demolition order to give his govt. time to prepare temporary alternate housing for Amona’s residents. Third, he brokers a deal with Finance Minister Moshe Kahlon and Education Minister Naftali Bennett on the so-called regulations bill, which Bennett is backing in order to retroactively authorize the illegal West Bank settlement outposts, including Amona. Also along Gaza’s border, IDF troops open fire on Palestinians hunting birds nr. Khan Yunis, causing no injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or major damage. Meanwhile, Israeli forces continue their general closure across the oPt for Yom Kippur and bar non-Jewish visitors from al-Ibrahimi Mosque in c. Hebron. Also in the Hebron area, the IDF shuts down the main entrance to Bayt Umar village, temporarily shuts down some shops, conducts a series of raids in the area, and detains a number of Palestinian youths. IDF troops arrest 5 Palestinians on further raids nr. Bethlehem. In East Jerusalem, Israeli forces conduct heavy raids in al-Ram for the 2d day in a row, sparking renewed clashes with Palestinian youths; several Palestinians are injured. They also close down the main entrance to Issawiyya as collective punishment after arresting 5 Palestinians accused of throwing Molotov cocktails. It is unclear if the collision is an accident or an intentional ramming attack. Elsewhere in the West Bank, IDF troops conduct raids in al-Am‘ari r.c. nr. Ramallah overnight, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 4 Palestinians are injured. IDF troops arrest 4 more Palestinians during late-night raids and house searches in Jenin and around Bethlehem. Israeli forces uproot around 500 olive trees outside a village nr. Salfit. Overnight, unidentified suspects throw Molotov cocktails at a structure in an Israeli settlement nr. Nablus, causing damage. In East Jerusalem, Israeli police escort around 100 Jewish settlers and 13 Israeli archaeologists on a tour of Haram al-Sharif, and bar Palestinian maintenance workers from entering the sanctuary. The Israeli police announce a NIS 1 b. (approx. $260 m.) plan to increase their presence in Palestinian areas of East Jerusalem by adding 1,200 officers and 5 new outposts in Ras al-Amud, Jabal Mukabir, Silwan, Issawiyya, and Sur al-Bahir. The outposts will be headquartered in buildings that already offer civic services, such as national insurance and post, reportedly to stop them from becoming sources of tension, as police outposts in East Jerusalem have been in the past. Amid heightened tensions and the ongoing IDF closures in the Hebron district, Israeli settlers enter Kafr Haris village nr. Hebron overnight to perform religious rituals. Palestinians in the area report that a group of Israeli settlers have been setting up a new illegal settlement outpost outside the village. Meanwhile, IDF troops conduct raids in Silwad village nr. Ramallah, sparking clashes with stone-throwing Palestinian youth; 1 Palestinian is seriously injured. Late at night, IDF troops arrest 10 Palestinians and issue 1 arrest summons during further raids and house searches nr. Hebron, Bethlehem, Nablus, and Jenin; and patrol in 5 villages nr. Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians suspected of stone-throwing in Issawiyya. They also conduct raids in the Old City, breaking up a minor physical confrontation between Jewish Israelis and Palestinian youths (7 Palestinians are assaulted and 4 are arrested). Meanwhile, a Palestinian demolishes a room of his home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In s. Israel, Israeli forces arrest several bedouin Palestinians after they try to stop an Israeli bulldozer from leveling land outside their village, al-Araqib. The Israeli press reports that the mayor of Yatta village, along with several human rights organizations, has submitted a petition to Israel’s High Court of Justice to lift the IDF’s closure of Yatta, which was imposed in the wake of the 6/8 attack in Tel Aviv. The petition states that all entry and exit from the village has been prohibited since 7/2, when the closure was re-enforced. The mayor reportedly complained to the IDF, which responded that the closure will continue because it is a “military-security need” and that it is “part of the effort to prevent further attackers from leaving the area.” (HA 7/24)

The Israeli press reports that the Jerusalem Municipality’s Local Planning and Construction Comm. presented plans for 770 settler housing units between the Gilo settlement and Bayt Jala late last week. The Israeli authorities previously approved 1,200 units in the area, and the reports today appear to cover the same development. In East Jerusalem, Israeli forces arrest a Palestinian youth allegedly planning to carry out a stabbing attack in Shu‘fat. A day after offering him the defense portfolio, Israeli PM Netanyahu agrees to Yisrael Beytenu chair Lieberman’s main demand for bringing his party into the ruling coalition: support for new legislation lowering the bar for death penalty sentences for Palestinians found guilty of serious crimes in military courts, meaning it would only affect Palestinians living in the occupied Palestinian territories (oPt). An Israeli is stabbed and injured in the Old City. Israeli police later arrest a Palestinian youth who allegedly admits to carrying out the attack (they will arrest another Palestinian in connection to the attack later that night), and temporarily close all entrances to the Old City. Elsewhere in East Jerusalem, the Israeli authorities announce that they will be reopening a gate along the separation wall for the 1st time in 7 years, allowing Palestinian residents of al-Ram village access to the city. Israeli forces arrest 2 Palestinians during raids and patrols in the Old City and Issawiyya.
