Hundreds of Palestinians gather along Gaza’s north coast to continue the Great March of Return and to cheer on approximately 30 Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; at least 30 Palestinians are injured. Meanwhile, Israeli forces conduct a limited incursion across Gaza’s border fence to level land near Dayr al-Balah and open fire on a Palestinian bird-hunter approaching the border fence near Bayt Hanun. In East Jerusalem, Israeli MK Yehuda Glick leads a group of 40 right-wing Jewish activists on a tour of Haram al-Sharif. A Palestinian demolishes his storehouse, parking area, and staircase in Silwan to avoid paying Israeli demolition fees. In the West Bank, Israeli forces demolish 2 Palestinian homes and a sheep barn in Fasayil village near Jericho. IDF troops shut down the main street in Bayt Umar while they conduct raids in the village, sparking clashes with stone-throwing Palestinians; there are no reported injuries. They also arrest 20 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Bethlehem, Tubas, Hebron, Nablus; and patrol in and around Nablus, Jenin, and Hebron. The IDF launches a major military operation, dubbed Operation Northern Shield, aimed at exposing and demolishing tunnels stretching from southern Lebanon into northern Israel. Hezbollah has reportedly built a network of such tunnels since 2006. Kicking off the operation, Israeli forces uncover a tunnel stretching 40 meters into Israel and booby-trap it to prevent anyone from entering from the Lebanese side. (HA, JP, JP, TOI, YA 12/4)

Hours before the launch of Operation Northern Shield, Israeli prime minister Benjamin Netanyahu meets with U.S. secretary of state Mike Pompeo in Brussels to discuss recent developments in the Middle East, including Iran’s nuclear program. Netanyahu reportedly tells Pompeo about Operation Northern Shield and asks him to tell the Lebanese government that they need to stop Hezbollah from acquiring precision-guided missiles. Along Gaza’s border, IDF troops violently disperse dozens of Palestinians gathering near Rafah, Khan Yunis and Jabaliya refugee camp to continue the Great March of Return; 5 Palestinians are injured. Amid the demonstrations, an Israeli aircraft conducts an air strike on a protest camp near Rafah, causing damage. Separately, Israeli forces conduct a limited incursion to level land near Jabaliya refugee camp. On the other side of the border fence, Israeli firefighters put out 7 fires that were reportedly sparked by incendiary balloons and kites flown from Gaza. In the West Bank, IDF troops conduct raids in Rumana village near Jenin overnight, sparking minor clashes; several Palestinians are injured. They also arrest 5 Palestinians during further raids in and around Hebron, Qalqilya, and Nablus; and patrol near Hebron throughout the day. In East Jerusalem, approximately 362 right-wing Jewish activists tour Haram al-Sharif to commemorate Sukkot. Late at night, Israeli forces assault and arrest 2 Palestinians in Silwan. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza. According to some reports from Gaza, they also threaten at least 1 print shop owner with “arrests and beatings” should he print any materials in support of PA president Abbas’s planned speech to the UN General Assembly on 9/27. Along Gaza’s border fence, IDF troops open fire on a group of Palestinians congregating near the Great March of Return tent camps outside Gaza City; 2 Palestinians are injured. Later, an incendiary balloon reportedly flown from Gaza lands on a street in Beersheba, causing no damage. Israeli firefighters put out 6 small fires allegedly sparked by similar devices closer to the border fence throughout the day. In two separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops arrest 12 Palestinians and issue 4 arrest summons during late-night raids in and around Qalqilya, Jenin, Ramallah, and Bethlehem; and patrol near Hebron and Nablus. Israeli settlers slash the tires of 8 Palestinian cars and leave racist graffiti on nearby walls in al-Mughayyir village near Ramallah. Separately, Israeli settlers assault and injure a Palestinian in central Hebron. In East Jerusalem, Israeli forces arrest 7 Palestinians during raids in Silwan and Issawiyya. Israeli forces conduct 3 limited incursions to level land near Gaza City, Khan Yunis, and Jabaliya refugee camp. During the late-night incursion near Khan Yunis, they also open fire on Palestinians in the area; 3 Palestinians are injured. Meanwhile, the IAF drops leaflets across Gaza warning protesters not to approach the border fence during the planned demonstrations on 5/ 14. In East Jerusalem, approximately 1,000 right-wing Jewish activists visit Haram alSharif in the morning, commemorating the Israeli conquest of Jerusalem and sparking minor confrontations between the Israeli police and Islamic Waqf guards; there are no serious injuries. Outside the sanctuary, Israeli police arrest 6 Palestinians gathering at an Islamic cemetery in the Old City to protest ongoing Israeli excavations at the site. In the afternoon, tens of thousands of right-wing Jewish activists march through the Old City in the annual Flags March, commemorating the Israeli conquest of Jerusalem in 1967; a number of Palestinians are arrested when they throw stones at the demonstrators at the Damascus Gate. Israeli police shoot and kill an Israeli settler after he allegedly attempts to stab 1 of them on the East Jerusalem side of the Hizma checkpoint. They reportedly mistook the settler for a Palestinian. Israeli forces later find the settler’s suicide note, showing that he intentionally attacked them with the goal of being killed. Elsewhere in East Jerusalem, approx. 90 right-wing Jewish activists tour Haram al-Sharif in the morning, marking Israel’s Independence Day. Israeli forces arrest 13 Palestinians during late-night raids in Sur al-Bahir, Silwan, and al-Tur. In the West Bank, Israeli settlers destroy a Palestinian well in al-Khadir nr. Bethlehem. Israeli forces level Palestinian land nr. Salfit to clear the area for settlers from nearby Ariel. IDF troops establish a checkpoint nr. Nablus, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. They also arrest 3 Palestinians during a raid nr. Bethlehem and patrol nr. Qalqilya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya on 2 separate occasions, causing no damage or injuries. Along Gaza’s border, Israeli forces open fire on Palestinian farmers and shepherds working nr. al-Bureij r.c., causing no injuries; and conduct a limited incursion to level land nr. Khan Yunis late at night. In Israel, thousands of Palestinians participate in the “March of Return” at the site of the depopulated al-Kabri village in the Galilee to highlight the rights of Palestinian refugees and commemorate the Nakba. A former Palestinian prisoner dies of kidney failure at a hospital nr. Ramallah. He developed kidney issues as a result of medical negligence while he was in Israeli prison, according to the head of the PA’s prisoners’ affairs comm., Issa Qaraqe. (MNA, TOI, WAFA 5/2)

IDF troops shoot and kill a Palestinian child along Gaza’s border nr. Khan Yunis, according to Palestinian witnesses. The IDF will deny any involvement in the shooting. Also along Gaza’s border, IDF troops open fire on Palestinians hunting birds nr. Khan Yunis, causing no injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or major damage. Meanwhile, Israeli forces continue their general closure across the oPt for Yom Kippur and bar non-Jewish visitors from al-Ibrahimi Mosque in c. Hebron. Also in the Hebron area, the IDF shuts down the main entrance to Bayt Umar village, temporarily shuts down some shops, conducts a series of raids in the area, and detains a number of Palestinian youths. IDF troops arrest 5 Palestinians on further raids nr. Bethlehem. In East Jerusalem, Israeli forces conduct heavy raids in al-Ram for the 2d day in a row, sparking renewed clashes with Palestinian youths; several Palestinians are injured. They also close down the main entrance to Issawiyya as collective punishment after arresting 5 Palestinians accused of throwing Molotov cocktails. Israeli settlers assault Palestinians and their homes in Silwan, sparking minor clashes between Israeli forces in the area and stone-throwing Palestinians; there are no serious injuries. Around 400 Jewish settlers tour Haram al-Sharif in commemoration of Tisha B’av, the Jewish day of mourning. Stone-throwing Palestinians clash with the settlers’ Israeli police escort; at least 18 Palestinians are injured and 7 settlers are arrested. Israeli settlers assault and moderately injure a Palestinian child selling bread in Silwan. In the West Bank, IDF troops arrest a Palestinian youth after she allegedly stabs and lightly injures an Israeli soldier outside a settlement nr. Jenin. They arrest 10 more Palestinians during raids and house searches in and around Tulkarm, Jenin, Nablus, and Bethlehem; and patrol nr. Hebron and Nablus throughout the day. In the West Bank, around 1,000 right-wing Jewish activists visit Joseph’s Tomb nr. Nablus late at night, sparking clashes between their IDF escort and stone-throwing Palestinians; at least 3 Palestinians are injured. Earlier, an Israeli settler driver rams a Palestinian youth in Hebron, moderately injuring her. Israeli forces demolish 6 residential structures and an animal barn in a village s. of Hebron early in the morning, displacing 35 Palestinians. They also close a checkpoint nr. Ramallah for several hours in the afternoon, and demolish a poultry slaughterhouse and automobile workshop in a village nr. Ramallah late at night. IDF troops raid a printing house in a village nr. Bethlehem, damaging property; conduct late-night raids and house searches in and around Hebron and nr. Ramallah and Jenin, arresting 7 Palestinians, issuing an arrest summons to 1, and destroying some property; patrol nr. Hebron and Jenin, as well as in Tulkarm. In East Jerusalem, Israeli forces uproot and burn 47 olive tree saplings in Silwan. The Israeli govt. announces that the IEC’s power cuts in the West Bank will end indefinitely. Earlier in the day, the PA, IEC, JDECO, and MK Odeh (Joint List) reached a temporary agreement that will see JDECO pay NIS 60 m. ($15.7 m.) to the IEC by 4/12, the PA transfer NIS 20 m. ($5.2 m.) immediately, and govern negotiations to resolve further disputes over tariffs and interest rates. (HA, JP, MNA, TOI 4/6)

For the 2d day in a row, stabbing incidents continue in Israel and the oPt. First, a Palestinian stabs and injures an Israeli in Shaykh Jarrah, East Jerusalem. In response, Israeli forces raid the suspected attacker’s home in Shu‘fat r.c., sparking clashes with stone-throwers; 1 Palestinian is killed and 42 are injured. Then, as a “preventative measure,” Israeli forces install metal detectors at checkpoints around the Old City. In Tel Aviv, Israeli police shoot and kill a Palestinian after he stabs and lightly injures 4 Israelis, including 1 soldier, and Israeli forces then arrest the suspected attacker’s father and uncle in their home in East Jerusalem. Later, a Palestinian stabs an Israeli soldier and a civilian in Afula (Israeli civilians assault the Palestinian and he is arrested), and another Palestinian stabs and seriously injures an Israeli settler outside the Kiryat Arba settlement nr. Hebron; Israeli forces kill the alleged suspect. In response to the recent attacks, Jerusalem Mayor Nir Barkat calls on Jewish citizens with gun permits to carry their weapons when in public, saying that it is “like doing reserve duty” due to Israel’s compulsory military service. Meanwhile, hundreds of right-wing Israelis gather in Jerusalem to protest the Israeli govt.’s alleged inaction, and minor clashes ensue when Israeli police block them from entering Silwan (4 are arrested). In Nazareth, Israeli police violently disperse dozens of Palestinian youths protesting Israeli restrictions on access at Haram al-Sharif, injuring several Palestinians and arresting 16. Meanwhile, dozens of Jewish Israelis attack 3 Palestinian citizens in Netanya, injuring 1 (5 of the assailants will be arrested on 10/10). Clashes erupt between IDF troops and Palestinian protesters across the West Bank, injuring at least 50 Palestinians, including 2 photojournalists (1 Palestinian will succumb to his injuries on 10/10). The IDF patrols across the region, arresting 27 Palestinians and issuing arrest summons to 3. Israeli settlers continue assaulting Palestinians and their property, smashing the car windows of the PA minister of telecommunications nr. Overnight in the West Bank, 4 Jewish extremists set fire to 2 Palestinian family homes in the village of Duma, nr. Nablus, killing an 18-mo.-old child and severely injuring the 3 other mbrs. of his family (the father and mother will succumb to their injuries on 8/8 and 9/7, respectively). The extremists leave price-tag graffiti nr. the site of the attack. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against the Israeli occupation and the morning’s arson attack in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Jalazun r.c., Silwad, and outside Ofer Prison) and Kafr Qaddum nr. Qalqilya; 4 Palestinians are injured. IDF troops on the Gaza border e. of Bayt Lahiya open fire on a small group of Palestinians approaching the border fence to protest the morning’s arson attack nr. Jenin, killing 1 and moderately wounding another. In East Jerusalem, the Israeli authorities bar men under 50 from entering Haram al-Sharif in the wake of the morning arson attack. Clashes break out across the city, with Israeli forces firing rubber-coated metal bullets at Palestinian protesters in Shu‘fat r.c., Issawiyya, Bayt Hanina, al-Suwana, al-Tur, and Silwan; 2 Israeli police officers and 13 Palestinians are injured, including 1 seriously. Israeli forces deliver a stop-work notice to a Palestinian home under construction nr. Hebron. In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. They had previously delivered an order to punitively demolish the home on 11/19, but the Israeli High Court of Justice froze the order.
