The IDF fatally shoots a Palestinian riding a motorcycle in Balata r.c., when he allegedly fails to heed orders to halt; places a curfew, closure on Hebron. Israeli-Palestinian clashes continue at the same level as in recent days, leaving at least 87 Palestinians injured (almost half by live ammunition). In Hebron, where Palestinians have been under 24 hr. curfew since 10/1, the IDF refuses to allow a Palestinian family to transfer their ill newborn to the hospital, allowing her to die. In Tel Aviv, 50,000 Israelis attend a rally marking the 5th anniversary of the assassination of PM Yitzhak Rabin. In comparison to previous yrs., fewer people attend and the event is less a peace rally and more a memorial. (NYT, WP 11/5; MM 11/8; WJW 11/9; JP 11/10)

Rabin says he would accept a Palestinian state in Gaza if Palestinians would drop claims to rest of o.t.; PA Planning M Shaath rejects idea. IDF confiscates 4,080 Palestinian passports issued to West Bank, Jerusalem residents leaving to perform hajj; says passports are "a muscle-flexing move on the part of the PA, as it tries to show it has authority" in West Bank, only Palestinians fr. self-rule areas can have them. Jordanian Interior Min. officials question Hamas spokesman Ibrahim Ghawshah about making "press statements against another state," following PA complaints 4/12. Yeshiva student stabbed by Palestinian at Cave of the Patriarchs in Hebron, West Bank. Curfew imposed on Hebron Palestinians; settlers rampage, injuring 6 Palestinians. DFLP (Hawatmah faction), in statement issued in Damascus, claims responsibility for knife attack, pledges "to escalate and expand our military operations against the enemy and the settlers in all the occupied Palestinian territories until we foil the Gaza-Jericho agreement." Israeli PM Rabin visits Indonesia, largest country without diplomatic relations with Israel, and meets with Pres. Suharto, chairman of Nonaligned Movement, for over an hour. Rabin states he is looking for nonaligned support for peace process and cooperation with Israel. An Indonesian diplomat is quoted by NYT as saying establishment of Indonesian-Israeli diplomatic relations is "only a matter of time," but that Jakarta wishes "to see the Middle East peace process progress a bit further." More than 1,000 foreigners, including 163 Americans, fly out of Iraq; more flights are scheduled for 12/10 and 12/11 [NYT, LAT, WT, WP, CSM 12/10].

Occupied Palestine/Israel: Protests are reported throughout the W. Bank and Gaza Strip. In Gaza's Jabalya cmp, youth is killed accidentally by piece of concrete thrown by protesters; some sources claim youth was shot and killed at mosque in Bayt Lahiyah [FJ, LAT 2/28]. At least 20 are hospitalized after soldiers break into homes in Jabalya [H 2/28]. Officials at Gaza's Shifa Hospital reportreating 11 wounded by gunshot, about 20 injured by tear gas, beatings. In Tubas near Nablus, soldiers open fire on worshipers leaving mosque after Palestinian throws knife at officer; bystander is shot, killed. Army is investigating whether Hebron resident was killed by tear gas inhalation or gunfire. Army is also investigating death of resident of 'Arrub refugee camp near Bethlehem; hospital sources report he was shot in chest by soldiers. Army announces arrest of 4 soldiers filmed beating, breaking arms of 2 Palestinians and suspension of unit's deputy commander; the Palestinians are released [WP 2/27; LAT 2/28]. In Jenin 3,000 marching Palestinians clash with IDF troops; soldiers respond to crowd throwing stones and bottles with tear gas, rubber bullets, and live ammunition, wounding 3 [LAT 2/28]. Soldiers shoot, kill 2, wound 6 during clash in Halhul [Fl 3/6]. At least 6 are wounded by gunfire in violent clash in Dahriyyah, near Hebron. Troops in military vehicles accompanied by bulldozer and helicopter clash with villagers in Mazra'ah al-Sharqiyyah, Dayr al-Sudan, Ibwayn, and Mazra'ah al-Nubani [Fl 3/6]. Ya'bad village, near Jenin, is ordered under curfew after Palestinian is run over, killed by military vehicle [Fl 3/6]. Curfews are imposed in Maghazi camp, Rafah's Shabura quarter, and Dayr al-Balah camp; curfews continue in Yamun village and Beach, Jalazun, and Am'ari camps [FJ 2/28].

Occupied Palestine/Israel: Most Gaza Strip shops remain closed, but many workers from Gaza and W. Bank report to jobs in Israel. Israel rejects U.S. criticism of its handling of disturbances [WP 12/24]. New prison camp is opened outside of Hebron to hold recently arrested Palestinian protesters [NYT 12/24]. Full commercial strike is observed in Jenin; soldiers break commercial strike in Bethlehem. Hundreds of Palestinians are arrested in connection with recent demonstrations [FJ 12/27]. Def. Min. Rabin announces tougher security plan for occupied territories [CSM 12/24].

Other Countries: U.S. again calls on Israeli leaders to cease using live ammunition to control riots in the occupied territories [NYT, WP 12/24]. Pentagon reports U.S. and Israel have agreed on joint funding for new anti-tactical ballistic missile system called the Arrow. U.S. will pay 80% of project's cost. Missile will be built in Israel [LAT 12/24]. Reagan administration officials state they plan to challenge legality of new law requiring closure of PLO's UN observer mission in New York [LAT 12/24]. Yasir 'Abd Rabbuh, head of PLO's information department, announces PLO Executive Com. will discuss establishment of Palestinian government-in-exile [FJ 12/27].

Military Action

Occupied Palestine/Israel: Israeli military rounds up hundreds of alleged rioters in Gaza Strip and W. Bank. Gaza's Jabalya refugee camp is sealed off and curfew imposed. Duhayshah camp, near Bethlehem, is also sealed. Reports indicate Israel has increased its military presence in the territories [WP 12/24].

Occupied Palestine/Israel: Palestinian youth shot 12/16 dies [NYT 12/19]. Petrol bomb thrown at British consulate in E. Jerusalem causes no damage [FJ 12/20]. Italian Pres. Francesco Cossiga and F. M. Giulio Andreotti arrive in Israel for private visit [FBIS 12/22].

Other Countries: Speaking in U.S., Israeli Def. Min. Rabin reiterates Israel's intention to continue using live ammunition against violent demonstrations in occupied territories [WP 12/19].

Military Action

Occupied Palestine/lIsrael: Spontaneous demonstrations break out after Friday noon prayers in Gaza City's Sha'jiyyah neighborhood and al-Burayj refugee camp; 2 Palestinians are killed, 20 wounded when IDF troops open fire. On grounds of Shifa Hospital, Israeli forces use tear gas and live ammunition against demonstrators throwing stones and Molotov cocktails; 1 Palestinian is shot to death. Hospital employees complain of harassment and assault by soldiers. Police in Jerusalem use tear gas to disperse about 300 stone-throwing Palestinian demonstrators [NYT, WP 12/19]. Demonstrations are also reported in Balatah, Am'ari, and Qalandiya refugee camps and in Hebron and Bethlehem. Old city of Hebron and Balatah camp are placed under curfew [FJ 12/20].
