The PA denies reports that Pres. Abbas is considering postponing the UN bid and confirmed that he will submit the resolution for a vote later in 11/2012. Israeli fin. min. In the Gaza Strip, armed Palestinians fire an anti-tank missile at an IDF jeep on the border, injuring 4 soldiers. The IDF shells a residential area nr. Gaza City in response, killing 4 Palestinian civilians, including 2 teenagers, and wounding 38 Palestinians (1 of whom subsequently dies of their wounds). The IDF also fires 2 shells at a village nr. Khan Yunis, injuring 11 civilians; makes an air strike on a group of Islamic Jihad mbrs., killing 1. Unidentified Palestinians then fire around 30 rockets and mortars into Israel, causing no injuries. In the West Bank, the IDF patrols in 1 village nr. Hebron, firing tear gas at stonethrowing Palestinians; conducts house search and arrest raids in 1 village nr. Qalqilya in the afternoon and in 1 village nr. Jenin at night. PA pres. Abbas circulates a draft resolution to UN member states, ahead of an expected vote later in the month on upgrading the Palestinian status to that of non-member observer state. The draft text includes the Palestinian commitment to the two-state solution. An anonymous Palestinian official says that Arab League foreign ministers will discuss the draft and the timing of the vote in a meeting in Cairo on 11/12–13. Israeli FM Lieberman warns of ‘‘far-reaching implications’’ to the UN bid, but Palestinian officials respond with their own threats, such as cancelling the 1994 Paris Protocol, should Israel impose sanctions on the PA after the vote. In meetings with Quartet envoy Tony Blair and the U.S. and French consuls, PLO chief negotiator Saeb Erakat says the UN bid does not contradict the two-state solution. (AP, REU 11/8; JP, MNA 11/9)

The IDF makes a brief incursion into the Gaza Strip nr. Khan Yunis, where troops are engaged by armed PRC mbrs.; the IDF fatally shoots a Palestinian boy during the gun battle. In response, IQB mbrs. detonate a bomb near the border fence, damaging an IDF jeep and wounding 1 soldier. In the West Bank, the IDF uproots trees on land belonging to Nahalin village nr. Bethlehem; patrols in 2 villages nr. Ramallah, 2 villages nr. Qalqilya, and 4 villages nr. Jenin in the morning; patrols in 1 village nr. Qalqilya, 1 nr. Jenin, and 1 nr. Ramallah (firing rubber bullets and tear gas at stone-throwing Palestinians) at night; conducts late-night house searches and arrest raids in 1 village nr. Ramallah. Obama and Netanyahu meet at the White House to discuss Iran. Obama reiterates that the U.S. wants time for diplomacy to work but has left all options, including a military strike, on the table. He also says that Israel has the right to act in its own national interests. Afterward, Netanyahu tells a cheering AIPAC audience that sanctions have done nothing to slow Iran’s progress toward achieving a nuclear weapon and warns that time for diplomacy is running out. Observers say (WP 3/6) Obama’s statement “could easily be considered green light for Israeli action. After 6 mos. of negotiation with the UN, Israel permits the 1st 2 truckloads of Palestinian exports to the West Bank (date bars for distribution to needy children through the UN’s World Food Program) since the beginning of the siege in mid-2007; the UN notes that this does not mark the resumption of regular trade between Gaza and the West Bank. The IDF patrols in `Ayn al-Sultan r.c. and 2 villages nr. Jericho, 3 villages nr. Jenin, and 2 nr. Qalqilya during the date; patrols in Tulkarm town and r.c., 2 nearby villages late at night; conducts late-night arrest raids, house searches nr. Hebron (including Bayt Umar) and Nablus. The Palestinian Center for Human Rights notes (3/8) that 45 Bayt Umar residents (including 20 children) have been arrested by the IDF since 1/1/2012. Dozens of Palestinians march to the IDF’s Atara checkpoint outside Ramallah to mark the 2d anniversary of the death of a local Palestinian family when a IDF jeep collided with their taxi; IDF troops at checkpoint fire tear gas and stun grenades at the marchers who respond by throwing stones; during the exchange, an IDF soldier fires a tear gas canister at a Palestinian teenager 20 meters away, hitting him in the head and fracturing his skull, critically injuring him. The PFLP claims its mbrs. directed cross-border fire at an IDF jeep on the Israeli side of the Gaza border fence e. of Gaza City; the IDF says it has no reports of an attack. In the West Bank, the IDF demolishes 6 residential shelters and 21 animal pens in Khirbat Tana nr. Nablus, displacing 52 Palestinians, including 30 children (see 12/6); fires rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths nr. In the morning, IDF troops on the n. Gaza border nr. Bayt Lahiya fire on Palestinians collecting scrap metal from destroyed sites nr. the border fence (no injuries are reported). In the West Bank, an off-duty Palestinian policeman (not in uniform) stabs, kills an IDF soldier parked in a jeep at a junction s. of Nablus in Israeli-controlled area C and is detained by an Israeli security guard from a nearby Jewish settlement; PA Pres. Abbas denounces the attack, urging Palestinians to participate only in nonviolent protests against Israel. In response, the IDF raids, searches several Palestinian houses and the assailant’s home in al-Khiljan village southwest of Jenin, confiscating computers and cell phones, and arresting 6 Palestinians, including 4 of his brothers. The IDF also fires rubber-coated steel bullets, tear gas to disperse Palestinians and international activists planting 500 olive trees on Palestinian land slated for Israeli confiscation in Bayt Umar village nr. Karme Tzur settlement; levels Palestinian land nr. Bayt Sahur for construction of an IDF observation post; conducts late-night arrest raids, house searches in Bethlehem, Jalazun r.c. nr. Israel and Hamas announce a deal (to be implemented 10/2) in which Israel would free 20 female Palestinian prisoners (4 fr. Hamas, 5 fr. Fatah, 3 fr. Islamic Jihad, 1 fr. the PFLP, and 7 not affiliated with any group) convicted of minor offenses in exchange for definitive proof that captured IDF soldier Cpl. Gilad Shalit is still alive. In the West Bank, an IDF jeep hits and kills 1 Palestinian teenager on the grounds of a school nr. Jenin in disputed circumstances (the IDF says it was an accident, whereas Palestinian eye-witnesses say the jeep was chasing the youth); angry Palestinians throw stones, clash with IDF troops, who respond with tear gas, causing minor injuries. The IDF also conducts latenight raids, house searches in and around Qalqilya, and nr. The IDF makes an air strike on a car in Rafah carrying Islamic Jihad’s al-Quds Brigade leader ‘Awad ‘Abd al-Fattah alQiq, missing the car, hitting a store, wounding 3 bystanders in an apparent assassination attempt. Armed Palestinians fire 5 mortars, machine guns at an IDF undercover unit attempting to infiltrate the Gaza border e. of al-Maghazi r.c., forcing the unit to retreat into Israel. In the West Bank, the IDF conducts arrest raids, house searches in Balata r.c. (where armed Palestinians detonate an explosive device nr. an IDF jeep, wounding a soldier), Nablus; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in, injuring 3. In Jabaliya r.c., 7,000 Islamic Jihad supporters hold a peaceful rally to mark Jerusalem Day. In Dayr al-Balah, 300 PRC supporters hold a peaceful rally to mark the 2d anniversary of the IDF assassination of PRC leader Jamal Abu Samhadana. Suspected Fatah mbrs. detonate a bomb outside the home of a local Hamas leader in Khan Yunis, causing no injuries. In Gaza City, unidentified assailants detonate an explosive device outside the home of a local AMB leader, causing damage but no injuries. The IDF demolishes an illegal outpost nr. Kiryat Arba comprising only a makeshift synagogue; the site has been demolished and rebuilt by Jewish settlers on 24 previous occasions. The IDF demolishes 2 Palestinian homes in Anata in Jerusalem, evacuates another 30 bedouin families fr. tents in the area, saying they are too close to the Anatot IDF base and that some land is needed for construction of the separation wall; conducts arrest raids, house searches in Balata r.c. and Nablus, exchanging gunfire with armed Palestinians, wounding 2. An IDF jeep on patrol in Bethlehem accidentally overturns, trapping 4 lightly injured soldiers inside; when 10s of Palestinians surround, throw stones at the jeep, the soldiers fire live ammunition, rubber-coated steel bullets, tear gas at the crowd, injuring 4. The Popular Front for the Liberation of Palestine (PFLP) fires 2 rockets at an IDF post in Gaza, causing no damage or injuries. Jewish settlers fr. Occupied Palestine/Israel: Report issued by 6 Israeli doctors concludes IDF should stop using high velocity bullets that have left 15 people fully or partially paralyzed. Report also accuses the army of misusing tear gas. Faysal al-Husayni is released after 9 months without charge or trial [WP 6/10, LAT 6/12]. Ya'akov Orr, military commander of the Gaza Strip, states that 25% of the 200 Palestinian police that resigned during the uprising have returned to work [WP 6/9].

Arab World: At Arab summit, Arab states pledge to support Palestinian uprising with "all possible means," refuse to state dollar amount of support. Arab leaders also refuse to dismiss George Shultz' peace plan, while reaffirming the PLO's position as sole representative of the Palestinian people [WP 6/10, LAT 6/10].

Other Countries: Israeli P.M. Shamir and Soviet F.M. Shevardnadze meet for 2 hours at the UN, announce that planned visit of Israeli consular team to Moscow will take place in July. Shevardnadze also states diplomatic relations between the 2 will not be restored until Israel agrees to international peace conference [NYT 6/10]. At meeting of the Socialist International in Madrid the Palestinian intifadah is called a response to "the unbearable social conditions existing in the territories occupied by Israel" [FJ 6/12].

Palestine/Israel: Demonstrations in honor of the 6-month anniversary of the uprising erupt on the W. Bank leaving 2 Palestinians dead, at least 4 more injured. In Sebastiya a 16-year-old isshot dead while trying to hurl a rock at soldiers [WP 6/10, FJ 6/12]. 18-year-old male and 12-year-old girl are shot during demonstrations in Tulkarm. Shopowners observe a strike in the territories, including East Jerusalem [LAT 6/12]. Afternoon demonstrations erupt in Gaza City. One of the injured claims soldiers tied him up and dragged him behind a jeep [WP 6/9]. Two IDF officers are slightly injured when their jeep is attacked with Molotov cocktails [WP 6/10]. In Gaza, soldiers order a man out of his house and then demolished with a bulldozer; army says the man had tried to burn down a local government building [NYT 6/10].
