IDF troops violently disperse thousands of Palestinians gathering along Gaza’s border fence near Gaza City, Khan Yunis, and Jabaliya refugee camp to continue the Great March of Return; 3 Palestinians are injured. Meanwhile, Israeli firefighters put out 12 fires in southern Israel that were reportedly sparked by incendiary balloons and kites flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries. In East Jerusalem, 420 right-wing Jewish activists tour Haram al-Sharif in the morning to commemorate Sukkot. Meanwhile, Israeli police detain 2 Islamic Waqf guards attempting to bring tools and other equipment into the sanctuary. They also assault and arrest 2 Palestinians in the Old City and arrest a 3d during a late-night raid in Abu Dis. In the West Bank, IDF troops order a number of Palestinian shops in central Hebron to close and set up mobile checkpoints in the area, easing access to al-Ibrahimi Mosque for right-wing Jewish activists commemorating Sukkot. They also arrest 7 Palestinians during late-night raids near Hebron, Qalqilya, and Tulkarm; and patrol in the Hebron area throughout the day. A Hamas spokesperson denies that the Egyptian-mediated talks on a long-term cease-fire with Israel and a reconciliation agreement with Fatah have stalled. “The efforts of our Egyptian brothers continue,” he says. “We in Hamas are responsive to these ongoing efforts.” (AFP, TOI 9/25)

The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. World Bank officials are planning to present the report to the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, at its meeting in New York City on the sidelines of the UN General Assembly on 9/27. Along Gaza’s border, IDF troops violently disperse Great March of Return protesters gathering near Jabaliya refugee camp and Gaza City; 7 Palestinians are injured. Israeli forces conduct 3 limited incursions to level land near Gaza City, Khan Yunis, and Jabaliya refugee camp. During the late-night incursion near Khan Yunis, they also open fire on Palestinians in the area; 3 Palestinians are injured. Meanwhile, the IAF drops leaflets across Gaza warning protesters not to approach the border fence during the planned demonstrations on 5/ 14. In East Jerusalem, approximately 1,000 right-wing Jewish activists visit Haram alSharif in the morning, commemorating the Israeli conquest of Jerusalem and sparking minor confrontations between the Israeli police and Islamic Waqf guards; there are no serious injuries. Outside the sanctuary, Israeli police arrest 6 Palestinians gathering at an Islamic cemetery in the Old City to protest ongoing Israeli excavations at the site. In the afternoon, tens of thousands of right-wing Jewish activists march through the Old City in the annual Flags March, commemorating the Israeli conquest of Jerusalem in 1967; a number of Palestinians are arrested when they throw stones at the demonstrators at the Damascus Gate. Late at night, Israeli settlers vandalize 28 Palestinian-owned cars and spray-paint racist graffiti on nearby walls in Shu‘fat. Israeli forces arrest 1 Palestinian during a late-night raid in Silwan. An Israeli stabs and injures 2 Palestinian street cleaners in Beersheba in the morning. The police say the motive behind the attack was “criminal” and do not offer further details. In the West Bank, IDF troops deliver stop-work orders to 16 Palestinian buildings under construction in the n. Jordan Valley. They also arrest 7 Palestinians during arrest raids in and around Qalqilya and Hebron, and patrol nr. Nablus, Ramallah, and Hebron. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Israeli forces arrest 9 Palestinians during late-night raids in Jabal Mukabir, the Old City, and Issawiyya. A Palestinian family demolishes their own store in the Old City to avoid paying Israeli demolition fees. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Rafah, causing no injuries or damage. Along Gaza’s border, a fighter with the Democratic Front for the Liberation of Palestine (DFLP) is injured by shrapnel from an Israeli artillery shell, according to the DFLP. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Rafah, causing no damage or injuries. In East Jerusalem, a number of right-wing Jewish activists tour Haram al-Sharif in the morning, sparking a nonviolent confrontation with Muslim worshippers. Israeli forces arrest 14 Palestinians and issue 1 arrest summons during raids in Jabal Mukabir, al-Tur, Ras alAmud, Shu‘fat r.c., and the Old City. In the West Bank, IDF troops conduct raids in Qarawat Bani Hassan village nr. Salfit in the evening, sparking clashes with stonethrowing Palestinian youths; there are no serious injuries. They arrest 11 Palestinians and issue 1 arrest summons during further raids nr. Ramallah, Hebron, and Nablus, and patrol nr. Ramallah, Hebron, and Qalqilya during the day. Israel’s High Court of Justice delays by 1 mo. the demolition of 9 buildings in the Ofra settlement nr. Ramallah. The demolition was set to go forward by 2/8, but the court relented, arguing that a demolition this mo. would put undue burden on the residents, and promising to evacuate them peacefully in exchange for the delay. Meanwhile, thousands of settlers gather in Ofra to protest the planned demolition. (TOI 2/5)

The IDF closes al-Ibrahimi Mosque in Hebron to non-Jews and maintains the general closure of the oPt during Rosh Hashanah. Meanwhile, a group of settler children harass a Palestinian family picking olives nr. Hebron. They attempt to steal some olives before a local chapter of Youth Against Settlements intervenes. IDF troops raid a village nr. Nablus late at night and patrol nr. Hebron and Ramallah during the day. In East Jerusalem, 45 right-wing Jewish activists visit Haram al-Sharif. A Palestinian family demolishes part of its own home in the Old City to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops arrest a young Palestinian after he cuts through the border fence in an attempt to enter Israel nr. Eshkol. (MNA, WAFA 10/3; MNA 10/4; PCHR 10/6)

The Palestinian High Court of Justice rules that the municipal elections, which were set for 10/8 before being indefinitely delayed on 9/8, will go forward on 10/8 only in the West Bank because the courts operating in Gaza are “illegal.” The court previously said it favored holding elections across all Palestinian territory, including Gaza and East Jerusalem. Hamas rejects the court’s decision; a spokesperson says that the decision “divides the Palestinian people.” (HA, JP, MEE, MNA, TOI, WAFA, YA 10/3; MNA 10/4)

A violent outburst in Hebron punctuates a period of relative calm in the West Bank. IDF troops shoot and kill 2 Palestinians in Hebron’s Old City after they allegedly stab and moderately injure an Israeli soldier. A video of the incident later shows that an IDF soldier killed 1 of the alleged assailants after he had been detained and disarmed. Meanwhile, the Israeli authorities keep the Erez border crossing closed for the 2d of 3 planned days, and maintain the closure of the West Bank, as decided on 3/22. IDF troops conduct late-night house searches and raids nr. Ramallah, Jenin, and Bethlehem, arresting 2 Palestinians and issuing arrest summons to another 2; patrol nr. Tulkarm and Hebron. In East Jerusalem, over 50 right-wing Jewish activists tour Haram al-Sharif while 4 Palestinians are detained outside the sanctuary. Palestinian men under 50 are still banned from entering. Jordan’s FM Nasser Judeh meets with PA pres. Mahmoud Abbas in Ramallah to discuss the ongoing Jordanian-Israeli negotiations on new surveillance infrastructure at Haram al-Sharif. Judeh relays a message to Abbas that Jordan plans to go ahead with the 10/24/2015 agreement to do so. (JP, TOI 3/24)

The UN Human Rights Council approves a res., 32–0, with 15 abstentions, condemning Israel’s settlements and calling for the creation of a “blacklist” of all Israeli and international firms operating directly or indirectly in Gaza, the West Bank, and the Israeli-occupied Golan Heights. A total of 5 Palestinians are killed across the oPt today. First, IDF troops shoot and kill 2 Palestinians in ‘Araqa village nr. Jenin after they allegedly shoot at the soldiers. IDF troops later cordon off the roads leading to and from Araqa and patrol the area. IDF troops shoot and fatally injure a 3d Palestinian youth at a checkpoint n. of Bethlehem after he allegedly attempts to stab in Israeli soldier (he succumbs to his injuries later in the day). In the evening, Israeli forces shoot and kill a 4th and 5th Palestinian after they allegedly attempt to open fire on Israeli border police and civilians nr. Jerusalem’s Old City. IDF troops shoot and injure a Palestinian youth after she allegedly attempts to stab an Israeli soldier in c. Hebron. Palestinian witnesses report that the young woman did not attempt a stabbing. A video of the alleged stabbing is later dispersed in the media depicting Israeli soldiers pushing a disabled Palestinian witness from his wheelchair. Elsewhere in the oPt, the Egyptian authorities keep the Rafah border crossing open for the 2d of 2 planned days, allowing passage in both directions. They say in the evening that they will extend the opening a 3d day on 2/15. The IDF maintains, for a 6th and final day, its punitive closure of Qabatiya, where an Israeli settler was stabbed and injured on 2/9. IDF troops patrol in a village nr. Jenin, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They also conduct house searches and raids late at night in Tulkarm, Tulkarm r.c., Nablus, 4 villages nr. Hebron, and 1 village nr. Ramallah, arresting 10 Palestinians; patrol further in Qalqilya, 7 villages nr. Hebron, and 1 nr. Salfit. The Israeli authorities return to his family in East Jerusalem the body of a Palestinian who was killed by Israeli police on 10/15 (the family reportedly agreed to allow only 14 people to attend his funeral and paid NIS 20,000 [around $5,150] as collateral to secure the release of his body). This is the 1st body returned to East Jerusalem since the wave of violence began in 10/2015. Meanwhile, Palestinians verbally confront 5 right-wing Jewish activists who are attempting to pray at Haram al-Sharif. Israeli forces escort the activists out of the sanctuary before the incident can escalate. Israeli forces also arrest 6 Palestinians on raids in al-Tur. Small-scale attacks, including alleged stabbings, continue to characterize the ongoing wave of violence as it largely shifts to the West Bank. IDF troopsshoot and kill a Palestinian in a village nr. Hebron after he allegedly attempts to stab an Israeli soldier. The IDF later says that the man was killed amid a “violent riot,” but Palestinian witnesses say he was not present for the clashes in the village. A Palestinian driver rams his vehicle into a group of IDF officers nr. a settlement in the Hebron area, injuring 3. Israeli soldiers then open fire on the car, causing damage but no injuries. The driver turns himself in to the IDF hours later. Throughout the day, IDF troops clash with and violently disperse Palestinians protesting in a village nr. Bethlehem and outside a settlement nr. Ramallah; 4 Palestinians are injured. The IDF also patrols in 1 village each nr. Salfit and Hebron; conducts raids and house searches in 1 village each nr. Bethlehem, and Jenin, 3 nr. Hebron, Nablus and 1 village nearby, and Jalazun r.c. and 2 villages nr. Ramallah, arresting 16 Palestinians and confiscating personal property. Israeli settlers destroy a barbed wire fence in a village nr. Jerusalem; ram a Palestinian with a vehicle nr. Qalqilya, causing moderate injuries. Tension remains high in East Jerusalem as right-wing Jewish activists tour Haram al-Sharif under an Israeli police escort in the morning. Israeli forces arrest 11 Palestinians on raids and patrols in the Old City, al-Thawri, Issawiyya, Shu‘fat, and al-Tur. They also search a number of stores in Issawiyya, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is lightly injured. (HA, JP, MNA, TOI, WAFA, YA 11/1; PCHR 11/5)

Israeli DM Ya’alon says that Israel will stop returning the bodies of Palestinians killed in violent confrontations with the IDF if they are mourned at mass funerals, as on 10/31 in Hebron. He also says that he decided not to return any more bodies to Hebron following the 10/31 mass funeral and subsequent clashes. (HA 11/1; HA 11/3)

For the 2d day in a row, stabbing incidents continue in Israel and the oPt. First, a Palestinian stabs and injures an Israeli in Shaykh Jarrah, East Jerusalem. In response, Israeli forces raid the suspected attacker’s home in Shu‘fat r.c., sparking clashes with stone-throwers; 1 Palestinian is killed and 42 are injured. Then, as a “preventative measure,” Israeli forces install metal detectors at checkpoints around the Old City. In Tel Aviv, Israeli police shoot and kill a Palestinian after he stabs and lightly injures 4 Israelis, including 1 soldier, and Israeli forces then arrest the suspected attacker’s father and uncle in their home in East Jerusalem. Later, a Palestinian stabs an Israeli soldier and a civilian in Afula (Israeli civilians assault the Palestinian and he is arrested), and another Palestinian stabs and seriously injures an Israeli settler outside the Kiryat Arba settlement nr. Hebron; Israeli forces kill the alleged suspect. In response to the recent attacks, Jerusalem Mayor Nir Barkat calls on Jewish citizens with gun permits to carry their weapons when in public, saying that it is “like doing reserve duty” due to Israel’s compulsory military service. Meanwhile, hundreds of right-wing Israelis gather in Jerusalem to protest the Israeli govt.’s alleged inaction, and minor clashes ensue when Israeli police block them from entering Silwan (4 are arrested). In Nazareth, Israeli police violently disperse dozens of Palestinian youths protesting Israeli restrictions on access at Haram al-Sharif, injuring several Palestinians and arresting 16. Meanwhile, dozens of Jewish Israelis attack 3 Palestinian citizens in Netanya, injuring 1 (5 of the assailants will be arrested on 10/10). Clashes erupt between IDF troops and Palestinian protesters across the West Bank, injuring at least 50 Palestinians, including 2 photojournalists (1 Palestinian will succumb to his injuries on 10/10). The IDF patrols across the region, arresting 27 Palestinians and issuing arrest summons to 3. Israeli settlers continue assaulting Palestinians and their property, smashing the car windows of the PA minister of telecommunications nr. In Gaza, a 30-year-old Palestinian succumbs to injuries sustained in Khan Yunis on 11/8/ 2000, during the 2d intifada, when IDF troops shot him in the back, paralyzing him. (HA, MNA, WAFA 10/8)

The Israeli PM’s office clarifies that the recent ban on politicians’ visits to Haram al-Sharif applies to both Jewish and Palestinian MKs, after the media reported that the ban only applied to Jewish politicians. (HA, JP, NYT, TOI, YA 10/8)

In Gaza, Sarayat al-Shaykh Umar Hadid fighters fire a long-range rocket into Israel, announcing on Twitter that the rocket attack was retaliation for the IDF’s killing of a Palestinian on 9/22 in Hebron. The rocket is intercepted nr. Ashdod by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on 4 Hamas military sites in Gaza City and n. Gaza, causing damage. Meanwhile, Israeli forces conduct a limited incursion e. of Khan Yunis to level land. (HA, MNA, WAFA, YA 9/29; PCHR 10/1)

Tensions and violence in East Jerusalem and the West Bank continue to escalate. Israeli forces close Hebron’s al-Ibrahimi Mosque to Muslim worshippers and continue to enforce the restrictions on Palestinian access at Haram al-Sharif that were announced on 9/27, additionally closing all but 3 entrances to the sanctuary. Meanwhile, around 140 right-wing Jewish activists tour Haram al-Sharif. In confrontations outside the sanctuary, Israeli MK Jamal Zahalka (Joint List) verbally confronts several Israeli police officers (the incident is caught on tape and dispersed on social media), and the Israeli police arrest 3 Palestinian women. Elsewhere, Israeli forces arrest 10 Palestinians on raids in al-Tur, Issawiyya, and al-Thawri. An Israeli settler assaults a Palestinian in the Old City, causing minor injuries. Palestinians throw stones at a taxi in al-Tur, injuring 1 international tourist and sparking minor clashes with Israeli police. Israeli forces arrest 2 Palestinian women after they assault an Israeli family in the Muslim Quarter of the Old City. Palestinians throughout the West Bank conduct solidarity actions, halting most commercial and civil activity in Nablus and Jenin and protesting in Ramallah, Bethlehem, Hebron, and Tulkarm. Israeli forces violently disperse the protesters, injuring 1 foreign tourist and 18 Palestinians, including 3 with live ammunition. In Hebron, Palestinians throw rocks at international tourists, injuring 1 Japanese woman. Israeli forces conduct house searches and raids nr. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. Ramallah, including Adi Ad and 3 other major outposts. Yesh Din’s petition called for the demolition of Adi Ad on the grounds that it was constructed without building permits on privately owned Palestinian land. (HA, TOI 9/30)

After 2 weeks of increasing tension and clashes in East Jerusalem over access at Haram al-Sharif, Israeli authorities ban male and female volunteer guards— murabitun and murabitat—from the sanctuary on the grounds that they disturb and intimidate Jewish visitors. Around 50 Palestinian women gather outside Haram al-Sharif in the morning to protest the Israeli restrictions on their access. Late at night, suspected right-wing Jewish activists spray racist graffiti on walls in the Old City and Israeli forces arrest 7 Palestinians on raids in al-Tur and Jabal Mukabir. In the West Bank, unknown assailants shoot and lightly injure an Israeli settler driving nr. Nablus. Later, Israeli settlers set fire to dozens of olive trees outside a nearby Palestinian village and Israeli forces block the entrances to the village and order a curfew. Separately, Israeli forces raze agricultural land and seize an irrigation network nr. Hebron. IDF troops conduct late-night house searches and raids nr. Jericho, Jenin, Tulkarm, and Bethlehem, arresting 4 Palestinians; patrol in al-‘Arub r.c and nr. Hebron. The Israeli authorities reopen a road nr. Ramallah that has been closed for 15 years (it was initially reported reopened on 5/25, but Israel’s Coordinator of Government Activities in the Territories [COGAT] delayed the opening to perform unspecified maintenance). PNC pres. Zanoun announces that the PNC convention scheduled for 9/14–15 has been postponed in response to various Palestinian political groups’ requests for a delay and calls for a boycott. UNRWA commissioner-gen. Pierre Krähenbühl reaches an agreement with the UNRWA employees union in Gaza to end the recent protests over reductions in agency services. The union went on strike for a week on 8/24, then agreed to return to work on 8/31 in exchange for a tentative agreement to limit class sizes. (MNA 9/9)

Off Gaza’s coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops violently disperse stone-throwing Palestinians nr. Jalazun r.c. outside Ramallah after the funeral for the Palestinian who was shot nr. Atara checkpoint on 7/31; 8 Palestinians are injured. Further clashes break out between stone-throwing Palestinians and IDF troops nr. the site of the 7/31 arson attack in Duma and in 1 village each nr. Nablus, Jenin, and Qalqilya; there are no serious injuries. Israeli settlers assault Palestinian farmers working nr. Nablus; IDF troops nonviolently disperse the settlers and farmers, and declare the area a closed military zone. Overnight in the West Bank, 4 Jewish extremists set fire to 2 Palestinian family homes in the village of Duma, nr. Nablus, killing an 18-mo.-old child and severely injuring the 3 other mbrs. of his family (the father and mother will succumb to their injuries on 8/8 and 9/7, respectively). The extremists leave price-tag graffiti nr. the site of the attack. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against the Israeli occupation and the morning’s arson attack in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Jalazun r.c., Silwad, and outside Ofer Prison) and Kafr Qaddum nr. Qalqilya; 4 Palestinians are injured.
