In the Ramallah area, 2 Palestinians are killed in separate incidents. First, IDF troops shoot and kill a Palestinian driver n. of Ramallah after he rams his car into a group of Israeli soldiers, injuring 2. Meanwhile, IDF troops set up a mobile checkpoint in a village nr. Elsewhere in the oPt, IDF troops violently clash with Palestinian, Israeli, and international activists at Friday demonstrations against the Israeli occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Budrus, Jalazun r.c., and outside Ofer Prison), 2 areas nr. Qalqilya, 1 village nr. Hebron, 4 neighborhoods in East Jerusalem, and 4 areas along Gaza’s border; 36 Palestinians are injured (1 will succumb to his injures on 12/31). The IDF also conducts late-night raids and house searches in 1 village nr. Hebron and Tulkarm r.c., arresting 2 Palestinians; patrols in Tulkarm and 4 villages nr. Hebron. Along Gaza’s border, IDF troops fire artillery shells at a Palestinian bird hunter and 2 other Palestinians approaching the border fence e. of Khan Yunis, causing moderate injuries to each and damaging 2 homes in the area. Off Gaza’s n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. The Egyptian authorities close the Rafah border crossing in the evening, having kept it open for 2 days. Stabbing and alleged stabbing attacks continue across the oPt, leading to the deaths of 4 Palestinians. First, IDF troops shoot and kill a Palestinian at a checkpoint n. of Jerusalem after he exits his vehicle and opens fire on Israeli forces, injuring a soldier and a Palestinian bystander. Late at night, IDF troops shoot and kill 2 Palestinian youths at a checkpoint in Hebron after they allegedly stab an Israeli soldier. The soldier suffers moderate injuries. Israeli forces also shoot and kill a Palestinian man nr. the Old City of Jerusalem after he stabs and moderately injures an Israeli police officer. Meanwhile,IDF troops open fire on Palestinian youths walking nr. Nablus (the IDF later alleged the youths had been throwing stones), injuring 1; violently clash with Palestinians protesting outside a settlement nr. Ramallah, injuring 1; conduct a raid in a village nr. Jenin, sparking clashes with stone-throwers (8 Palestinians are injured). The IDF also conducts late-night raids and house searches in 3 villages nr. Jenin and 1 nr. Tulkarm, arresting 3 Palestinians; patrols in 4 villages, al-‘Arub r.c. and al-Fawar r.c. nr. Hebron. Israeli forces confiscate construction materials from 2 stores nr. Hebron. In Gaza, Egyptian authorities open the Rafah border crossing for the 1st of 2 planned days. In East Jerusalem, Israeli forces assault a group of Palestinian women after denying them entry to Haram al-Sharif; there are no serious injuries. The women are murabitat, volunteer guards that Israeli authorities banned from the sanctuary on 9/9. Meanwhile, more than 70 right-wing Jewish activists tour Haram al-Sharif. For the 7th day in a row, IDF troops stationed along Gaza’s border open fire on Palestinian protesters, injuring 1 with live ammunition e. of al-Bureij r.c. Separately, the Egyptian authorities open the Rafah border crossing for passage into Gaza. In the West Bank, many schools, universities, shops, and other institutions in and around Bethlehem conduct a general strike protesting the IDF’s killing of a Palestinian in the area on 10/13. IDF troops clash with and violently disperse Palestinians protesting and throwing stones across the West Bank, injuring at least 12 Palestinians. Late at night, Palestinian youths set fire to Joseph’s Tomb nr. Nablus, causing damage. Meanwhile, the IDF conducts a raid in Nablus, sparking clashes with stone-throwers (1 Palestinian is injured); raids and house searches nr. Ramallah, Jenin, and Qalqilya, arresting 6 Palestinians. Tensions in East Jerusalem and the West Bank remain high as Israeli forces continue to enforce the restrictions on Palestinian access to Haram al-Sharif and Hebron’s al-Ibrahimi Mosque that were announced on 9/27 and 9/28, respectively. More than 150,000 Jews attend a ceremony at the Western Wall outside Haram al-Sharif for the Jewish holiday Sukkoth. In Gaza, the Egyptian authorities open the Rafah border crossing in 1 direction to allow Muslims to return to Gaza from Hajj. In the West Bank, IDF troops assault a Palestinian nr. Nablus; conduct raids nr. Hebron, arresting 2 Palestinians and sparking clashes with stonethrowing Palestinian youths (4 Palestinians are injured); patrol outside Hebron and Jenin during the day. In a speech to the UNGA in New York, PA pres. Abbas says that because the Israeli govt. continues to violate the Oslo Accords and other previous agreements on a daily basis, the Palestinians “cannot continue to be bound by [the] agreements” and that Israel “must assume all of its responsibilities as an occupying power”. At a ceremony outside the UN headquarters after the speech, Abbas and UN secy.-gen. Ban Ki-moon oversee the ceremonial raising of the Vatican and Palestinian flags. Also in New York, Middle East Quartet reps. meet with the Jordanian, Saudi, and Egyptian FMs, and they issue a statement calling on all parties to “exercise restraint” and maintain the status quo at Jerusalem’s holy sites. Amid escalating tensions in East Jerusalem, Israeli police violently disperse Palestinians protesting access restrictions at Haram al-Sharif in Issawiyya, Shu‘fat r.c., al-Tur, and Silwan, injuring at least 25 Palestinians and 3 Israeli police officers. Separately, Israeli forces arrest 5 Palestinians on late-night raids in al-Tur and Sur al-Bahir; shut down a café in al-Tur. As PM Netanyahu tries to push mandatory minimum sentencing for stone-throwers through the Knesset, Palestinians throw stones and a firebomb at an Israeli bus in Ras al-Amud in the evening, causing serious damage, and later throw stones at a bus driver nearby, causing minor injuries. In the West Bank, IDF troops shoot and seriously injure 1 Palestinian during clashes in Aida r.c. and 1 Palestinian after he allegedly throws a firebomb at an Israeli military vehicle nr. Nablus. A Palestinian man refuses to leave his apartment, so the settlers only move into 4 of the 5 floors. Later, Israeli forces close off a main street in al-Tur nr. the site of a firebomb attack on 8/26. Along Gaza’s border, Israeli forces arrest a Palestinian attempting to cross into Israel e. of Khan Yunis. Egyptian authorities allow the body of a Palestinian who recently died in an Egyptian hospital to be returned home through the Rafah border crossing. In the West Bank, IDF troops patrol in a village nr. Ramallah, sparking minor clashes with stone-throwing Palestinian youths and arresting 1 Palestinian. In the Sinai Peninsula, unidentified assailants kidnap 4 mbrs. of Hamas traveling nr. Shaykh Zuwayd to Cairo by bus, which departed from the Rafah border crossing earlier in the day. In the West Bank, IDF troops shoot and kill a Palestinian man after he allegedly tries to stab an Israeli soldier at a checkpoint nr. Nablus, marking the 1st of such incidents this quarter. They also conduct late-night house searches and raids nr. Jenin, Ramallah, Bethlehem, and Hebron, arresting 8 Palestinians and issuing arrest summons to 3, and patrol throughout the West Bank. Israeli forces raze Palestinian agricultural land in Bayt Jala nr. Bethlehem and begin expanding the separation wall in the area, cutting residents off from their land and laying the groundwork for annexation. Israel’s Knesset House Comm. votes, 10–2, to strip MK Ghattas (Joint List) of his parliamentary immunity from prosecution in response to his 6/21 announcement of participation in the Freedom Flotilla III. The comm.’s decision is transferred to the Ethics Comm. for approval, and Joint List MKs vow to appeal the decision to the High Court of Justice. Israel’s High Court of Justice orders the state to demolish 2 residential buildings under construction in the Beit El settlement in the West Bank by 7/30. At the annual Herzliya Conference, Israeli PM Netanyahu calls on the Palestinians to return to peace negotiations with Israel “without preconditions,” and he says that he will not require them to recognize Israel as a Jewish state as a precondition, though he would require it in a final deal. Senior Hamas officials confirm a recent meeting with Egyptian intelligence officers to discuss their poor relations. Hamas reportedly pushed for Egypt to reopen the Rafah border crossing and the Egyptians pushed for several undisclosed “confidence-building” measures, some of which Hamas agreed to. (HA 6/10)

In Gaza, a group claiming affiliation with the Islamic State in Iraq and al-Sham (ISIS) fires a rocket into Israel nr. Ashdod, causing no damage or injuries (the group will not take credit until 6/1). Holding Hamas responsible for any projectile fire from Gaza and asserting that Islamic Jihad was the culprit, Israeli Air Force (IAF) jets strike 4 Islamic Jihad, Popular Resistance Comms.
