Unidentified Palestinians fire a rocket from Gaza into southern Israel overnight, and Israel’s Iron Dome missile defense system intercepts it near Ashqelon. In response, the Israeli Air Force conducts air strikes on 2 Hamas sites near Bayt Lahiya, reportedly destroying 1 property and damaging another in the vicinity of both. Also along Gaza’s border, Israeli forces conduct limited incursions to level land near Dayr al-Balah and Bayt Lahiya and open fire on Palestinian farmland near Rafah, causing no damage. In the West Bank, IDF troops shoot and injure a Palestinian minor at a checkpoint near Nablus. An IDF spokesperson says she was acting suspiciously, ignoring the soldiers’ orders and warning shots, and that the incident is suspected to be an attempted “suicide by cop.” IDF troops also shoot and injure 3 Palestinians during clashes sparked by an arrest raid in al-Bireh; arrest 13 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, and Bethlehem; and patrol near Hebron throughout the day. There are reports in the Israeli and Palestinian press that the 3d transfer of Qatari money into Gaza, which was planned to go forward this week, is being delayed indefinitely. Some reports indicate that the Israeli authorities ordered the delay in response to the rocket fire today. The Israeli authorities previously allowed 2 transfers of $15 million each, on 11/8/18 and 12/6/18. They previously agreed to allow 6 total monthly transfers of $15 million to help pay the salaries of civil servants working for the Hamas-run government and to support families in urgent need in Gaza. In the evening, UN special coordinator Nickolay Mladenov reportedly informs Hamas that the transfer is set to go forward within 48 hours, so long as the relative calm in Gaza holds. After PA security forces withdraw from the Rafah border crossing in the morning, Hamas security forces retake control of the Gaza side of the crossing. The Egyptian authorities then announce that the crossing “will be limited to only the arrival of individuals and the entry of goods” into Gaza. An Egyptian official in Cairo says he does not expect the crossing to be closed completely, despite widespread rumors and speculation to the contrary. “Egypt recognizes the importance of the humanitarian situation in Gaza and the Rafah crossing is an important access point for Palestinians,” he adds. The PA announced the withdrawal on 1/6 amid a week of escalating tensions between Hamas and Fatah. Later, Fatah Central Committee member Azzam al-Ahmad says that the withdrawal is only the first step in Fatah’s plan to return the PA to power in Gaza. “There will be other measures… to annihilate the authority of division and status quo,” he says. Separately, a Fatah spokesperson accuses Hamas of detaining more than 1,000 Fatah members in Gaza, including 500 who were allegedly arrested in the past 24 hours. Israeli forces arrest a Palestinian at a checkpoint in Shu‘fat r.c. after he allegedly attempts to stab 1 of them, causing no injuries. In the West Bank, 3 Israeli settlers go missing in the Hebron region. The IDF then shuts down checkpoints and conducts raids across the region, including in al-‘Arub r.c. nr. Hebron, where they spark minor clashes; 2 Palestinians are injured. Meanwhile, further IDF raids nr. Qalqilya spark clashes with stone-throwing Palestinians; there are no serious injuries. The IDF arrests 8 Palestinians during late-night raids nr. Tulkarm, Ramallah, Hebron, Nablus, and Bethlehem; and patrols nr. Nablus and Hebron throughout the day. An Israeli settler driver rams a Palestinian child in Yatta village nr. Hebron, moderately injuring him. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no injuries or damage. In Gaza, Hamas forces arrest several local Fatah leaders across the region and issue arrest summons to a number of others. PA pres. Abbas meets with U.S. pres. Trump at the White House in Washington. They commit to a new Israeli-Palestinian peace effort, and Abbas reaffirms the Palestinian preference for a 2-state solution based on the pre-1967 armistice lines. Trump says he is ready to do “whatever is necessary” to achieve peace, but that the U.S. can only serve as “mediator, arbitrator, and facilitator” because any agreement would have to be directly negotiated between the 2 parties. Following a petition to the High Court of Justice from the Israeli NGO Adalah, the IPS announces that it will allow the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike since 4/17 to meet with their lawyers. The announcement comes absent a High Court ruling, but after a hearing at the court, in which the justices appeared to support Adalah’s position. Previously, lawyers were only given access to prisoners at Ofer and Ashqelon Prisons. (HA, JP, WAFA 5/3; MNA 5/5)

The Israeli authorities announce the temporary expansion of the fishing zone off Gaza’s s. coast, from 6 to 9 naut. mi. They do not offer an end date. (MNA, TOI 5/3)

An Israeli settler shoots and kills a Palestinian youth at a settlement outpost nr. Hebron after the Palestinian allegedly sneaks into the settler’s home, then stabs and lightly injures him. Elsewhere in the West Bank, IDF troops raid a printing shop in Tulkarm, destroying much of its contents and confiscating the printer. They arrest 1 Palestinian during a raid nr. Ramallah, and close the entrances to Marda village nr. Salfit following reports of stone throwing in the area. The IDF also violently disperses Palestinian students marching to the Beit El checkpoint to protest the detention of 6 of their classmates; there are no serious injuries. The IDF arrest 13 Palestinians during latenight raids nr. Nablus, Hebron, Tubas, and Bethlehem. Meanwhile, Israeli forces bulldoze 9 homes in the Ofra settlement, after having evacuated it on 2/28. In East Jerusalem, Israeli forces demolish a 2-level apartment building in Issawiyya, displacing 30 Palestinians. Along Gaza’s border, Israeli forces conduct limited incursions to level land nr. Bayt Hanun and nr. Dayr al-Balah. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. Fatah vice-chair Mahmoud al-Aloul, in his first interview since his 2/15 appointment to the post, says that a 1-state solution “in which everyone lives equally” would be “acceptable,” but that he doubts Israel would accept such a res. to the conflict. He also comments on recent PA communications with the Trump admin. “It is still not clear to us what will be the U.S. policy in the coming period,” he says. (SA, TOI 3/1)

U.S. dep. asst. secy. of state Erin Barclay says that the Trump admin. is reviewing the U.S. relationship with the UN Human Rights Council (UNHRC) with an eye toward ending the council’s “obsession with Israel.” She says that “in order for this council to have any credibility, let alone success, it must move away from its unbalanced and unproductive positions.” Israeli PM Netanyahu has reportedly raised the UNHRC issue with the Trump admin. In Israel, a suspected Palestinian stabs and injures a Jewish Israeli in Rahat nr. Beersheba, then flees the scene. Later in Ashqelon, Israeli forces shoot and kill a Sudanese national after he allegedly stabs and injures an Israeli soldier. Meanwhile in the West Bank, IDF troops confiscate the work permits of a number of Palestinians trying to cross into Israel nr. Jenin (a PLO spokesperson says 10 permits have been revoked so far, and that the Israelis decided to do so hours after lifting the closure of nearby Qabatiya on 2/6). IDF troops conduct raids and house searches in 1 village and Tulkarm r.c. nr. Tulkarm, 1 village each nr. Nablus and Jenin, and 2 nr. Salfit, as well as Aida r.c. and 1 village nr. Bethlehem, arresting 13 Palestinians and issuing an arrest summons to 1; patrol in 4 villages and al-‘Arub r.c. nr. Hebron. (MNA, WAFA, YA 2/7; PCHR 2/11)

 On the 75th day of his hunger strike, Palestinian prisoner al-Qiq rejects an Israeli military court offer to be released on 5/1, demanding an immediate end to his administrative detention and treatment in a Palestinian medical facility upon release. (MNA 2/7; SAM 2/8)

Hamas and Fatah officials meet in Doha to start a new round of mediated talks on Palestinian national reconciliation. They discuss the possible formation of a new unity PA govt., elections, and the civil servants Hamas has hired in Gaza since 2007, who have not been paid a full salary since the current PA consensus govt. was sworn in on 6/2/2014. (XIN 2/6; AnA, JP, MEMO, TOI 2/7)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

In the West Bank, the IDF fatally shoots a Palestinian who allegedly attempts to set fire to a gas station outside the Ma’ale Adumim settlement e. of Jerusalem; fires live ammunition and rubber-coated steel bullets at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, seriously wounding 2 (including a 12-yr.-old boy); fires live ammunition at Palestinians protesting against the separation wall in Bil‘in, wounding 1; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. Overnight, the IDF sends troops, tanks, helicopter gunships into Khan Yunis in a major raid, clashing with armed Palestinians (killing at least 2 Hamas mbrs., wounding at least 22 Palestinians, including at least 5 children on their way to school), shelling and then bulldozing a Palestinian home that allegedly provided cover for gunmen (killing 5 mbrs. of a Palestinian family, wounding 2 others), bulldozing 29 d. of agricultural land. Early in the morning, Palestinians fire a Grad-type rocket fr. Gaza into Israel, striking nr. Ashqelon, causing no damage or injuries but marking the deepest rocket strike to date; also fire several homemade rockets, damaging an Israeli home is Sederot. During the day, the IDF makes air strikes destroying the homes of 2 senior Islamic Jihad cmdrs. (previously killed by the IDF), a Gaza City warehouse, and at least 1 other target associated with Islamic Jihad (no casualties are reported in these strikes); makes an air strike on a Hamas post in Rafah, killing a Fatah mbr. in detention there, wounding 2 Hamas mbrs., 2 bystanders; sends troops into Gaza City, sparking clashes with local gunmen and calling in air strikes in support, killing 1 armed Palestinian, wounding 2. The IDF sends undercover units into Tulkarm in a car with Palestinian license plates to arrest a wanted Palestinian; later sends a 2d undercover unit into Tulkarm that is intercepted by PA security forces, withdraws after an exchange of fire, causing no injuries; sends undercover units into Jenin, who exchange fire with local gunmen, withdraw under IDF support, without making any arrests; demolishes a Palestinian home nr. Jenin next to the separation wall; patrols in Tubas, firing on residential areas; conducts arrest raids, house searches in and around Nablus, Tulkarm and in Aida r.c., al-Fara‘a r.c. (firing on stone-throwing youths who confront the troops). Abbas declares a state of emergency and curfew. Inside Israel, Israeli police arrest 7 Palestinians in Shafa ‘Amr suspected in the 8/4/05 killing of an IDF soldier who boarded a bus in the town and opened fire, killing 4 Palestinians before being beaten to death. In addition, unknown assailants vandalize the Orthodox Christian Church in Majdal nr. The IDF closes the Zatara checkpoint linking the n. and s. West Bank (closed almost continually through the end of the quarter); patrols in, fires on residential areas of Bethlehem (seriously wounding 1 Palestinian stone-thrower), Nablus (wounding 3 Palestinians); conducts arrest raids, house searches in Jenin (targeting the AMB) and nr. Hebron, Qalqilya. Islamic Jihad claims to fire a 2d Grad rocket fr. Gaza towards Ashkelon (see 3/28), but the IDF reports no rocket fire. A Palestinian stabs, lightly wounds an Israeli border policeman at alRam checkpoint into Jerusalem, is arrested. Some 15 Jewish settlers fr. Abbas vetoes Siyam’s 4/20 appointment of Abu Samhadana as Interior Min. inspector gen. and vows to block his plan to set up a new security force (the ESF). In Damascus, Hamas head Khalid Mishal accuses Abbas and Fatah of seeking to form a parallel government, conspiring against Haniyeh’s new government, committing treason, surrendering to Israel. Palestinians fire 2 rockets fr. Gaza towards Ashkelon, damaging a building; in response, IDF artillery shells n. The IDF demolishes 2 Palestinian homes in and just southeast of Jerusalem; conducts arrest raids nr. Bethlehem, Qalqilya and in Askar r.c., Bayt Jala, Qabatya (occupying 2 homes as observation posts), Tulkarm. Nr. al-Arub r.c., IDF soldiers stop and search a Palestinian school bus; when a student on the bus allegedly opens a window without permission, a soldier shoots him in the face, seriously wounding him. Jewish settlers fr. Elon Moreh nr. Nablus vandalize Palestinian homes in nearby Bayt Furik; the IDF intervenes, removes the settlers. AMB Nablus cmdr. IDF seals the Islamic Technical Institute in Abu-Dis and the Islamic College, Islamic College of Sciences, Polytechnic College in Hebron; announces that the policy on demolition of houses of suicide bombers and accomplices in the Jerusalem area has been changed: To date, such houses have been sealed only, now they may be razed. IDF, Shin Bet announce they have arrested an Israeli-Arab for bringing the Tel Aviv suicide bomber into Israel in exchange for $1,000, say an Islamic Jihad mbr. coordinated the deal (see 3/4). Israeli-Arab leaders are quick to condemn the man's actions as aberrant for the community. IDF also says it has uncovered the Hamas cell led by Muhammad Abu-Wardah that they believe is responsible for the Ashkelon, Jerusalem bombings.
