They also reopen the sanctuary, allowing more than 100 Jewish settlers to tour it in the morning. Palestinians protest and pray outside the sanctuary throughout the day; approximately 21 are injured during the ensuing clashes with Israeli forces. Meanwhile, Israeli forces arrest 3 Palestinians during raids in al-Tur. In the West Bank, armed Israeli settlers march through a Palestinian village nr. Jenin in protest of the deadly attack on 7/21. Other settlers throw stones at Palestinian vehicles nr. Nablus and Hebron, causing no serious damage. IDF troops shoot and injure 3 Palestinians: 1 attempting to cut through a fence nr. Qalqilya, another evading arrest in the n. Jordan Valley, and a 3d driving “suspiciously” at a checkpoint nr. Nablus, according to an IDF spokesperson. Meanwhile, the IDF violently disperses Palestinians protesting in solidarity with the Muslim worshippers outside Haram al-Sharif in Jayyus village nr. Qalqilya (2 Palestinians are injured), arrests 4 Palestinians and issues 1 arrest summons during late-night raids nr. Bethlehem and Hebron, and patrols nr. Hebron and Salfit throughout the day. Unidentified Palestinians fire 2 rockets from Gaza into s. Israel; 1 explodes in midair, and the other lands in an open area nr. Ashqelon, causing no damage or injuries. Late that night, Israeli tanks positioned along Gaza’s border shell a Hamas post nr. Dayr al-Balah and an open area nr. Khan Yunis, causing an unknown amount of damage. At the Israeli Embassy in Amman, an Israeli security guard shoots and kills 2 Jordanians, the property owner and a teenage worker, in disputed circumstances. The attack exacerbates Israeli-Jordanian tensions, which are already running high given the ongoing crisis at Haram al-Sharif. The Israeli authorities refuse to allow the Jordanian police to question the guard, and the Jordanian authorities refuse to allow the Israeli Embassy staff to leave the country until the guard submits to questioning. The Israeli press reports that the IDF has barred Palestinian workers from entering Halamish and a number of other Israeli settlements following the deadly attack on 7/21 and the settler protests on 7/22. Meanwhile, Israeli PM Netanyahu says that the home of the Palestinian who stabbed 4 Israeli settlers on 7/21 will be demolished soon. (MNA, TOI, WAFA, YA 7/23)

Israeli forces arrest a Palestinian at a checkpoint in Shu‘fat r.c. after he allegedly attempts to stab 1 of them, causing no injuries. In the West Bank, 3 Israeli settlers go missing in the Hebron region. The IDF then shuts down checkpoints and conducts raids across the region, including in al-‘Arub r.c. nr. Hebron, where they spark minor clashes; 2 Palestinians are injured. Meanwhile, further IDF raids nr. Qalqilya spark clashes with stone-throwing Palestinians; there are no serious injuries. The IDF arrests 8 Palestinians during late-night raids nr. Tulkarm, Ramallah, Hebron, Nablus, and Bethlehem; and patrols nr. Nablus and Hebron throughout the day. An Israeli settler driver rams a Palestinian child in Yatta village nr. Hebron, moderately injuring him. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no injuries or damage. In Gaza, Hamas forces arrest several local Fatah leaders across the region and issue arrest summons to a number of others. PA pres. Abbas meets with U.S. pres. Trump at the White House in Washington. They commit to a new Israeli-Palestinian peace effort, and Abbas reaffirms the Palestinian preference for a 2-state solution based on the pre-1967 armistice lines. Trump says he is ready to do “whatever is necessary” to achieve peace, but that the U.S. can only serve as “mediator, arbitrator, and facilitator” because any agreement would have to be directly negotiated between the 2 parties. Following a petition to the High Court of Justice from the Israeli NGO Adalah, the IPS announces that it will allow the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike since 4/17 to meet with their lawyers. The announcement comes absent a High Court ruling, but after a hearing at the court, in which the justices appeared to support Adalah’s position. Palestinian fighters launch 3 rockets from Gaza toward Israel overnight; 2 fall short of the border and 1 lands in an open area nr. Ashqelon, causing no damage or injuries. The IDF conducts retaliatory air strikes on Hamas posts in Gaza City and nr. Bayt Lahiya, causing damage. Later in the day, IDF troops open fire on Palestinian agricultural lands along the border fence nr. Khan Yunis. In the West Bank, hundreds of Palestinians march through al-‘Arub r.c. nr. Hebron in mourning for the Palestinian killed in the camp on 3/17. When some mourners throw stones at an IDF post, Israeli soldiers violently disperse the demonstration; 5 Palestinians are injured. The IDF then conducts raids in the camp, detaining several Palestinians. IDF troops arrest 14 more Palestinians during late-night raids nr. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 4 areas nr. Ramallah (Nabi Salih, Bil‘in, Ni‘lin, and outside Ofer Prison), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. Bayt Lahiya; 4 Palestinians, including 1 journalist, are injured. IDF troops also disperse Palestinians clashing with Israeli settlers at a well nr. Nabi Salih. It’s unclear what caused the clashes; there are no serious injuries. They also patrol nr. Jenin, Nablus, and Hebron throughout the day. Along Gaza’s border, IDF troops shoot and injure 2 Palestinian youths who reportedly got lost nr. An Israeli settler shoots and kills a Palestinian youth at a settlement outpost nr. Hebron after the Palestinian allegedly sneaks into the settler’s home, then stabs and lightly injures him. Elsewhere in the West Bank, IDF troops raid a printing shop in Tulkarm, destroying much of its contents and confiscating the printer. They arrest 1 Palestinian during a raid nr. Ramallah, and close the entrances to Marda village nr. Salfit following reports of stone throwing in the area. The IDF also violently disperses Palestinian students marching to the Beit El checkpoint to protest the detention of 6 of their classmates; there are no serious injuries. The IDF arrest 13 Palestinians during latenight raids nr. Nablus, Hebron, Tubas, and Bethlehem. Meanwhile, Israeli forces bulldoze 9 homes in the Ofra settlement, after having evacuated it on 2/28. In East Jerusalem, Israeli forces demolish a 2-level apartment building in Issawiyya, displacing 30 Palestinians. Along Gaza’s border, Israeli forces conduct limited incursions to level land nr. Bayt Hanun and nr. Dayr al-Balah. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. Fatah vice-chair Mahmoud al-Aloul, in his first interview since his 2/15 appointment to the post, says that a 1-state solution “in which everyone lives equally” would be “acceptable,” but that he doubts Israel would accept such a res. to the conflict. He also comments on recent PA communications with the Trump admin. “It is still not clear to us what will be the U.S. policy in the coming period,” he says. (SA, TOI 3/1)

U.S. dep. asst. secy. of state Erin Barclay says that the Trump admin. is reviewing the U.S. relationship with the UN Human Rights Council (UNHRC) with an eye toward ending the council’s “obsession with Israel.” She says that “in order for this council to have any credibility, let alone success, it must move away from its unbalanced and unproductive positions.” Israeli PM Netanyahu has reportedly raised the UNHRC issue with the Trump admin. Unidentified fighters launch a rocket from Gaza into Israel, which lands in an open area nr. Ashqelon, causing no damage or injuries. The IDF then launches 3 rounds of air strikes on open areas and Hamas posts nr. Bayt Lahiya, Gaza City, and Khan Yunis, injuring 3 Palestinians and causing extensive damage (1 chicken farm is completely destroyed in Gaza City, killing 1,000 chickens). IDF troops stationed along the border fence also open fire on Hamas posts nr. Bayt Hanun, causing bird hunters and farmers to flee the area. Earlier, Israeli forces conduct a limited incursion to level land along the border fence in s. Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian road under construction nr. Tubas. They also confiscate 3 drills. IDF troops arrest 11 Palestinians during late-night raids nr. Hebron, Jenin, Tulkarm, and Ramallah, and patrol during the day nr. Salfit, Qalqilya, and Ramallah. They also detain a Palestinian TV crew covering settlement growth nr. Nablus. Meanwhile, Palestinians living nr. The Israeli Knesset passes, 60–52, the so-called regulations bill into law, retroactively authorizing settlements built “in good faith or at the state’s instruction” on privately owned Palestinian land. France, Jordan, Turkey, the EU, the UN, the Palestinians, and the UK all denounce the new law, but the U.S. does not offer a direct comment. Instead, a White House spokesperson says that the Trump admin. needs to “have a chance to fully consult with all parties on the way forward.” (AJ, EI, JP, NYT, TOI 2/6; HA, JP, TOI 2/7)

An Israeli settler on a motorcycle runs over and seriously injures an elderly Palestinian outside Duma village nr. Nablus; he dies later in the day. It is unclear if the collision is an accident or an intentional ramming attack. Elsewhere in the West Bank, IDF troops conduct raids in al-Am‘ari r.c. nr. Ramallah overnight, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 4 Palestinians are injured. IDF troops arrest 4 more Palestinians during late-night raids and house searches in Jenin and around Bethlehem. Israeli forces uproot around 500 olive trees outside a village nr. Salfit. Overnight, unidentified suspects throw Molotov cocktails at a structure in an Israeli settlement nr. Nablus, causing damage. In East Jerusalem, Israeli police escort around 100 Jewish settlers and 13 Israeli archaeologists on a tour of Haram al-Sharif, and bar Palestinian maintenance workers from entering the sanctuary. They arrest 2 Palestinians during raids in Ras al-Amud, the Old City, and Silwan. In Gaza, 8 Palestinians are injured when a tunnel collapses in e. Gaza City. In Israel, dozens of Palestinian protesters gather outside the Barzilai Medical Center in Ashqelon in solidarity with hunger-striking prisoner Bilal Kayed. The Israeli police announce a NIS 1 b. (approx. $260 m.) plan to increase their presence in Palestinian areas of East Jerusalem by adding 1,200 officers and 5 new outposts in Ras al-Amud, Jabal Mukabir, Silwan, Issawiyya, and Sur al-Bahir. The outposts will be headquartered in buildings that already offer civic services, such as national insurance and post, reportedly to stop them from becoming sources of tension, as police outposts in East Jerusalem have been in the past. In Israel, a suspected Palestinian stabs and injures a Jewish Israeli in Rahat nr. Beersheba, then flees the scene. Later in Ashqelon, Israeli forces shoot and kill a Sudanese national after he allegedly stabs and injures an Israeli soldier. Meanwhile in the West Bank, IDF troops confiscate the work permits of a number of Palestinians trying to cross into Israel nr. Jenin (a PLO spokesperson says 10 permits have been revoked so far, and that the Israelis decided to do so hours after lifting the closure of nearby Qabatiya on 2/6). IDF troops conduct raids and house searches in 1 village and Tulkarm r.c. nr. Tulkarm, 1 village each nr. Nablus and Jenin, and 2 nr. Salfit, as well as Aida r.c. and 1 village nr.  On the 75th day of his hunger strike, Palestinian prisoner al-Qiq rejects an Israeli military court offer to be released on 5/1, demanding an immediate end to his administrative detention and treatment in a Palestinian medical facility upon release. (MNA 2/7; SAM 2/8)

Hamas and Fatah officials meet in Doha to start a new round of mediated talks on Palestinian national reconciliation. They discuss the possible formation of a new unity PA govt., elections, and the civil servants Hamas has hired in Gaza since 2007, who have not been paid a full salary since the current PA consensus govt. was sworn in on 6/2/2014. Dozens of Gazans gather nr. the border for a 2d day, protesting the Israeli killing of 7 Gazans on 10/9. IDF troops open fire on the protesters, killing 2, injuring 26, and arresting 5 of the 70 who cross into Israel. Meanwhile, unidentified Palestinians fire a rocket toward Ashqelon, Israel, and it is intercepted by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on Hamas military sites in s. and c. Gaza, killing 1 pregnant Palestinian and her young daughter and injuring 5 others. Off the coast nr. Stabbing attacks continue in East Jerusalem, with 2 such incidents today. First, Israeli police shoot and kill a Palestinian youth nr. a gate to the Old City after he allegedly stabs and injures 2 Israelis. Later, Israeli police shoot and kill a Palestinian after he stabs and injures 2 policemen nr. the same gate (a 3d police officer is injured by friendly fire), and clashes break out following the attack. After a funeral for the Palestinian killed in Shu‘fat r.c. on 10/8, Israeli forces clash with and violently disperse stone-throwing Palestinians. In the West Bank, undercover Israeli forces shoot and injure a Palestinian youth and detain 4 others in overnight clashes nr. Jenin; the IDF will conduct raids in the village during the day, confiscating computers and arresting 1 Palestinian. Throughout the day IDF troops violently disperse Palestinian stone-throwers and protesters across the West Bank, injuring 34 Palestinians and 1 Israeli soldier. The IDF also conducts raids and patrols throughout the region, arresting 4 Palestinians and confiscating a vehicle. Israeli settlers continue attacking Palestinians and their property, clashing with Palestinians outside the Kiryat Arba settlement; Israeli forces violently disperse the gathering. Palestinian shops in and around Hebron observe a general strike in the morning, protesting the killings of Palestinians from the area by Israeli forces on 10/7 and 10/9. In Israel, around 1,500 Palestinian citizens peacefully march through Nazareth in protest of the recent Israeli attacks and restrictions on access at Haram al-Sharif. A similar demonstration in Ramla turns violent, and the Israeli police arrest 10 Palestinians accused of stone-throwing. Marking the 3d such attack in 3 days, Sarayat al-Shaykh Umar Hadid fighters fire a rocket from Gaza into Israel nr. Ashqelon, causing no damage or injuries. Earlier in the day, the IDF deploys an Iron Dome missile defense battery nr. Sderot. Meanwhile,Israeli naval forces open fire on Gazan fishing boats, causing no damage. In the West Bank, around 2,000 Israeli settlers visit Joseph’s Tomb nr. Nablus under an IDF escort, sparking clashes with stone-throwing Palestinian youths; 1 IDF soldier is lightly injured. Palestinians throw stones at Israeli cars nr. Hebron and Jerusalem, and later at an Egged bus nearby, causing minor damage. In Dahaysha r.c. nr. Bethlehem, PASF troops disperse around 300 Palestinians protesting the PASF’s alleged use of excessive force in recent confrontations, including on 9/18. Israeli soldiers assault 2 Palestinian women during a raid nr. Hebron, demolish 5 Palestinian stores n. of Jerusalem, and patrol nr. Hebron and Qalqilya. In response to a statement released by PM Netanyahu’s office on 9/19, Israeli atty. gen. Weinstein says that he has not approved increasing minimum sentences for those convicted of throwing stones or Molotov cocktails and that he opposes changing the Israeli police’s rules of engagement in East Jerusalem. After meeting with Weinstein and the security cabinet, Netanyahu backs off his proposal. According to a statement released by his office, Netanyahu is “leaning toward the idea raised in the meeting to stiffen penalties— setting mandatory minimum penalties for stone-throwers by means of a temporary provision that would be in place for a year at the first stage.” (HA, JP, TOI, YA 9/20)

The Israeli crackdown on protests in East Jerusalem continues as the Israeli authorities restrict Palestinians’ access to Haram al-Sharif; only men over 40 and women are permitted to enter the sanctuary. Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. Israeli forces also conduct raids and house searches in Silwan, Jabal Mukabir, Shaykh Jarrah, and the Old City, arresting 16 Palestinians and sparking minor clashes. Iron Dome missile defense batteries intercept a 2d rocket fired toward Ashqelon. At night, IAF jets launch retaliatory air strikes on 3 Hamas military sites in n. Gaza, causing 2 minor injuries and serious damage. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. Israeli forces e. of al-Bureij r.c. arrest 2 Palestinians attempting to cross into Israel. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the Israeli occupation and recent restrictions at Haram al-Sharif in 7 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, outside Ofer Prison, Silwad, ‘Abwayn, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya, in and around Hebron, Tulkarm, Qalqilya, and nr. Amid escalating tensions in East Jerusalem, Israeli police violently disperse Palestinians protesting access restrictions at Haram al-Sharif in Issawiyya, Shu‘fat r.c., al-Tur, and Silwan, injuring at least 25 Palestinians and 3 Israeli police officers. Separately, Israeli forces arrest 5 Palestinians on late-night raids in al-Tur and Sur al-Bahir; shut down a café in al-Tur. As PM Netanyahu tries to push mandatory minimum sentencing for stone-throwers through the Knesset, Palestinians throw stones and a firebomb at an Israeli bus in Ras al-Amud in the evening, causing serious damage, and later throw stones at a bus driver nearby, causing minor injuries. In the West Bank, IDF troops shoot and seriously injure 1 Palestinian during clashes in Aida r.c. and 1 Palestinian after he allegedly throws a firebomb at an Israeli military vehicle nr. Nablus. Separately, Egyptian authorities allow 500 Muslims from Gaza to pass through the Rafah border crossing for Hajj. Israeli atty. gen. Yehuda Weinstein approves police use of Ruger sniper rifles against stone-throwing in Jerusalem. Meanwhile, Israeli PM Netanyahu approves a proposal to increase security in Jerusalem, providing 800 additional officers in the city from 9–10/2015. In Israel, around 100 Jewish Israeli protesters clash with some 30 Palestinian citizens of Israel outside the Barzilai Medical Center in Ashqelon where Palestinian prisoner Muhammad Allan is on day 61 of a high-profile hunger strike; at least 10 protesters are arrested. In Gaza, a Palestinian woman succumbs to injuries sustained on 8/6 when a piece of unexploded Israeli ordnance was accidentally triggered in Rafah. Israel Defense Forces (IDF) troops on the border e. of Rafah and Khan Yunis open fire on Palestinian agricultural areas, and Israeli naval forces fire on Palestinian fishing boats off the coast of Rafah, causing no damage. In the West Bank, an Israeli settler injures a Palestinian when he rams him with his car nr. Nablus. The Israeli authorities transfer Palestinian prisoner Allan from Soroka Medical Center in Beersheba to Barzilai Medical Center in Ashqelon. Barzilai’s director Chezy Levy’s position was that force-feeding was “unacceptable,” but the center would consider the practice to save a life. Meanwhile in the Nafha and Ramon Prisons, where 180 Palestinians ended a 5-day hunger strike on 8/9, around 560 prisoners declare a campaign of “complete disobedience” in protest of poor conditions in the prisons. Late at night in Gaza, an armed group fires a rocket into s. Israel nr. Ashqelon, causing no damage. The IAF then launches air strikes on 2 “terrorist infrastructure” targets in c. and n. Gaza, according to the IDF; 1 Palestinian woman is lightly injured. Earlier in the day, Dutch FM Bert Koenders visits Gaza to inaugurate a new Dutch scanning machine donated to Israel for use at the Kerem Shalom border crossing. He says the scanner will allow for an increase in the amount of materials that can be shipped into Gaza for reconstruction purposes. Koenders also tours several UNRWA sites throughout Gaza. In the West Bank, IDF troops arrest a Palestinian woman after she stabs and lightly injures an Israeli soldier in n. Ramallah. Later, they raid her home nr. Ramallah. The IDF patrols in 2 villages nr. Hebron and 1 nr. Ramallah during the day. Along the Syria-Israel border, IDF troops raid the al-Shahar r.c., which houses internally displaced Syrians in the UN-administered buffer zone. They evacuate the camp and demolish several tents. Iron Dome batteries intercept 1 rocket above the Gush Etzion settlement bloc nr. Bethlehem, a projectile claimed by al-Quds Brigades. In the West Bank, a Palestinian dies in Hebron, succumbing to injuries he received in clashes with IDF troops on 7/20. The IDF conducts house searches and arrest raids into 1 village nr. PLO official Yasir ‘Abid Rabbuh announces that the various factions agreed to a 24-hour truce, but his claim is subsequently denied by Hamas. During the day, the IDF launches multiple strikes on targets across the Gaza Strip, killing 21 Palestinians, except during a 5-hour humanitarian cease-fire. After the humanitarian pause, Palestinian groups resume rocket fire into Israel, launching 105 projectiles, 20 of which are intercepted by Iron Dome batteries. One Israeli soldier nr. the border is wounded by a mortar shell just before the end of the pause. Meanwhile, 13 armed Palestinians enter Israel through a tunnel, but their attack is halted by IDF troops. Reports differ on whether or not 1 Palestinian is killed during the attack. Palestinians also launch a drone into s. Israel, which IDF troops shoot down nr. Ashqelon. UNRWA announces that 20 rockets were discovered in an unused school in Gaza, and condemns those responsible for a “flagrant breach” of international law. At approximately 10:30 P.M., the IDF launches a ground invasion of the Gaza Strip, beginning with heavy artillery shelling of Bayt Hanun and Bayt Lahiya in the n. and incursions nr. the border fence to expand the buffer zone. IDF spokesperson Peter Lerner says the invasion has 2 objectives: “to strike Hamas . . . so they do not have the motivation to continue” and “to strike the terrorist infrastructure, the rockets, the tunnels.” During the invasion, 1 Israeli soldier is killed by friendly fire. Hours before the ground invasion starts, the U.S. Senate agrees to a nonbinding res. condemning the rocket fire against Israel and reiterating Israel’s right to defend itself. Reps. of Iran and the P5+1 group begin the 6th and final scheduled round of talks ahead of the 7/20 deadline for agreeing to a deal on Iran’s disputed nuclear program.
