In the West Bank, Israeli settlers raided Burqa, throwing stones at homes and vandalizing 2 vehicles. Israeli forces raided a girl’s school in al-Eizariya, causing damage to school property. In East Jerusalem, 1 Israeli settler was injured in a ramming incident near Qalandia. 1 Palestinian suspect was arrested. Israeli forces also shot and injured 1 Palestinian at a light rail station in the French Hill neighborhood, claiming he had stabbed a settler. Israeli authorities forced 1 Palestinian family to demolish parts of their own home in Jabel Mukaber. In Gaza, Israeli forces shot and injured 2 Palestinians near the Gaza fence, claiming that 1 of them had opened fire at Israeli soldiers; others suffered tear-gas related injuries. Israel assassinated 2 people in a drone strike in Beit Jann west of Damascus. The 2 were reported to be members of Islamic Jihad, which Islamic Jihad denied. Israeli tanks also attacked 2 temporary structures erected by the Syrian army near the Golan Heights. (AJ, AP, HA, REU 9/21)

The UN release a report saying that Israeli settler violence had displaced more than 1,100 Palestinians in the West Bank since 2022. The report also said that the UN had counted an average of 3 settler attacks a day. (AP, HA, UNOCHA 9/21)

PA president Mahmoud Abbas addressed the UN General Assembly at its annual meeting, warning that peace in the region is impossible without the “Palestinian people enjoying full legitimate and national rights.” Abbas criticized world leaders for not holding Israel accountable for its atrocities and called on UN members to recognize the State of Palestine. It was reported that Palestinian officials had trouble getting meetings for Abbas on the sidelines of the UN General Assembly due to the publication on 9/7 of Abbas’ remarks at the Fatah Revolutionary Council in August that were said to be anti-Semitic. PA ambassador to the UN Riyad Mansour said in an interview that the Palestinian leadership is confident that Saudi Arabia would protect Palestinian interests in a potential normalization deal with Israel and that the Saudis have accepted the Palestinian position on the negotiations, including restarting peace talks and protecting Palestinians’ right to self-determination. Haaretz reported that the Palestinian demands includes a settlement freeze, expanding Areas B and C, full membership at the UN, reopening the PLO office in Washington, and reopening the U.S. consulate in East Jerusalem. Israeli foreign minister Eli Cohen told Israel’s Army Radio that there is a likelihood that a normalization deal can be finalized in the first quarter of 2024. (HA, REU 9/21)

The Ad Hoc Liaison Committee held a meeting on the sidelines of the UN General Assembly annual meeting in New York. Prime Minister Shtayyeh called on representatives from some 30 countries at the meeting to help the PA overcome its political and financial challenges. (WAFA, WAFA 9/21)

Israeli prime minister Benjamin Netanyahu said the Democratic Republic of Congo will move its embassy from Tel Aviv to Jerusalem and that Israel will open an embassy in Kinshasa after meeting Congolese president Felix Tshisekedi at the sidelines of the annual UN General Assembly meeting. The Wall Street Journal reported that the U.S. has proposed that the potential Saudi nuclear program, which is part of the Saudi-Israeli normalization negotiations, will be run by the U.S. Israeli opposition leader Yair Lapid called reports that the Netanyahu government is open to uranium enrichment in Saudi Arabia “reckless and irresponsible.” (HA, HA, MEE, WSJ 9/21)

In the West Bank, 1 Israeli settler was shot and killed and 2 others wounded when 10 shots were fired at their car at the Homesh settlement outpost near Nablus. Israel’s public security minister Omer Bar-Lev called it “Palestinian terror,” despite not having identified a perpetrator. Israeli settlers threw stones at Palestinian-owned vehicles traveling near Jenin, causing damage. Israeli settlers also made roadblocks and threw stones at Palestinian vehicles in the Hebron area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara and Nablus. Israeli forces physically assaulted 4 Palestinians, including 1 minor, in Hebron. Israeli forces also demolished 2 houses under construction in Jericho. Elsewhere, Israeli forces confiscated 1 tractor and 1 digger in Masafer Yatta. Israeli forces also violently dispersed Palestinian protesters during a raid in al-Arroub refugee camp, injuring 2 minors with rubber-coated bullets and others with tear gas. 6 Palestinians were arrested during late-night raids in Silat al-Harithiya, Madama, Jericho, Beit Fajjar, and Hebron. The PA health ministry said that it had identified 3 cases of the highly infectious strain of the COVID-19 virus, the Omicron variant. The 3 were said to have returned to the West Bank from abroad before testing positive. 1 of 3 Palestinians in the West Bank are fully vaccinated against the COVID-19 virus, and less than 140,000 have received a booster shot. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. The taxi driver is charged with negligence for not realizing that the man would commit an act of violence. (HA 12/16)

2 Palestinian men—1 a resident of Jaffa and 1 from Gaza—were charged with spying on behalf of Hamas by gathering information about the Iron Dome system and taking photos of Israeli soldiers in Ashkelon. (HA, MEMO 12/16)

In Syria, the Syrian military said Israeli missiles fired from the Israeli-occupied Golan Heights had killed 1 Syrian soldier and caused damage in the south of the country. The Syrian military said its air defense system had intercepted most of the Israeli missiles. (AP 12/15; REU 12/16)

Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The plan would have seen the crude oil transferred from Eilat to Europe via the Mediterranean Sea. (REU 12/16)

The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. ToI also said the Palestinian affairs unit at the U.S. embassy to Israel had begun reporting directly to the U.S. state department, rather than reporting to the U.S. ambassador to Israel, as had been the case since the Trump administration merged the consulate in Jerusalem with the U.S. embassy as part of its move from Tel Aviv. The American Israel Public Affairs Committee announced it is launching 2 political action committees, which will allow the lobby organization to spend unlimited funds on political campaigns in the U.S. without having to report its spending to the U.S. government. (HA 12/17)

Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. The 6 companies were said to have been targeting some 50,000 people. (HA 12/16; AJ 12/17; HA 12/21)

AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. Israeli media speculated that Ukrainian president Volodymyr Zelensky will open the embassy branch during a scheduled visit to Israel in 2022. (ALM, HA 12/17)

In the West Bank, large groups of Israeli settlers chanted racist slogans at Palestinians in Hebron and Israeli forces closed off large portions of the city for its Palestinian residents. Israeli forces assaulted and arrested 1 Palestinian minor in Jayyous. In East Jerusalem, Israeli settlers attacked 1 Palestinian minor with stones in the French Hill neighborhood, causing severe injuries to his face. Some 230 Israeli settlers also stormed the Haram al-Sharif compound; the PA and Jordan condemned Israel for allowing the settlers access. Israeli forces raided Silwan leading to clashes with Palestinians; tear-gas related injuries were reported. 3 Palestinians were arrested during late-night raids in al-Tur and Issawiyya. In Israel, Israelis attacked a transport van and its Palestinian driver in West Jerusalem after yelling that the driver was “Arab,” when the Palestinian driver tried to escape the mob he inadvertently killed 1 Israeli man with his vehicle; Israeli police initially arrested the Palestinian man but released him 36 hours and started rounding up 12 Israelis who had attacked the Palestinian man; the Palestinian man’s lawyer said in court that the attack was “a lynching.” (WAFA, WAFA, WAFA 2/28; JP 3/1; HA, PCHR 3/4)

The Israeli cabinet approved starting to vaccinate Palestinians from the West Bank holding Israeli work permits and Palestinians working in Israeli settlements. Vaccination centers will be set up at West Bank crossings. The decision came days after the PA said that Israel and the PA had agreed that Israel would vaccinate Palestinian workers. 8 of 9 judges on the Israeli supreme court voted to overturn the Israeli central elections committee’s decision to disqualify the Palestinian-Israeli Labor party candidate Ibtisam Mara’ana from running in the Israeli elections. The Israeli central elections committee disqualified Mara’ana from running upon request by the racist far-right Otzma Yehudit (Jewish Power) party on 2/17. (HA 2/28)

Israel designated the Samidoun Palestinian Prisoner Solidarity organization a terrorist organization for its ties to the Palestinian Front for the Liberation of Palestine. (JP 2/28)

The Syrian army said Israel fired rockets at southern Damascus from the Israeli-occupied Golan Heights; there were no reports of casualties or damage. (AP, HA 2/28; AJ, JP 3/1)

Iran rejected an invitation to discuss reviving the Joint Comprehensive Plan of Action (JCPOA) at an informal meeting with the U.S. and European stakeholders, saying that European and American parties have made actions and statements in the recent past that do not make the timing right for Iran. Iran later said that the U.S. should lift the sanctions imposed by the Trump administration before the parties can begin to engage on reviving the JCPOA. (AJ 2/28; REU 3/1)

Some 450 lawmakers in European countries and in the EU parliament signed a letter to EU High Representative Josep Borrell and European foreign ministers urging them to pressure Israel to stop the “de facto annexation” of the West Bank. (HA 2/28; WAFA 3/1)

Elsewhere in the West Bank, IDF troops violently disperse Palestinians gathering at Birzeit University to protest the recent killing in the West Bank and the recent violence in Israeli prisons; 8 protesters are injured. Israeli forces deliver stop-work orders to 5 Palestinian water wells under construction near Salfit. Along Gaza’s border, IDF troops shoot and injure a Palestinian approaching the border fence near al-Bureij refugee camp. They also violently disperse Palestinians gathering near Khan Yunis in the evening to set tires on fire, throw stones, and otherwise continue the Great March of Return; 3 Palestinians are injured. A delegation of Egyptian officials arrives in Gaza to continue the ongoing talks with Hamas on the situation in Gaza. The Egyptians reportedly caution restraint ahead of the planned protests on 3/29 and 3/30, which will mark the 1-year anniversary of the first Great March of Return demonstration. The UN Security Council convenes to discuss the U.S. recognition of Israeli sovereignty over the Golan Heights, which President Donald Trump formally conveyed on 3/25. The other 14 members of the council all condemn the move as detrimental to the long-term chances for peace in the region. During the meeting, a senior U.S. representative says that the U.S. would like for the UN Disengagement Observer Force to stay in the Golan Heights, where it has monitored the buffer zone between Israel and Syria since 1974. The Israeli Air Force conducts air strikes on ammunition depots outside the Aleppo International Airport late at night. According to the Syrian Observatory for Human Rights, 7 Iranian troops are killed in the strike. The Syrian army reports that the strike causes only material damage. (HA, JP, REU, YA 3/28)

IDF troops shoot and kill a Palestinian at a junction near Salfit after he allegedly attempts to stab several of the soldiers. Elsewhere in the West Bank, Israeli settlers flood with wastewater parts of Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. Later, Palestinian and international solidarity activists block the roads leading into the village, sparking clashes with the Israeli forces attempting to prepare for the demolitions; 7 Palestinians are injured and 4 activists are arrested. Separately, IDF troops violently disperse Palestinians gathering in al-Lubban near Nablus to protest the recent closure of the village’s school; 1 Palestinian is injured. They also arrest 20 Palestinians and issue 1 arrest summons during raids near Bethlehem, Ramallah, Tulkarm, Hebron, Bethlehem, Qalqilya, and Salfit; and patrol near Nablus and Tulkarm. In response to the recent threats of a full-scale IDF operation in Gaza, Hamas puts out a statement: “The threats serve as an incentive for increased participation in the Great March of Return, its continuity and its development.” (JP 10/15)

The Australian press reports that Australian prime minister Scott Morrison recently told Israeli prime minister Netanyahu that he is considering following the U.S. lead and moving the Australian embassy in Israel to Jerusalem. “I am saying I’m open to considering it,” Morrison reportedly said. The Syrian authorities re-open the Qunaytra border crossing in the Golan Heights, allowing UN peacekeepers to travel between Israel and Syria for the first time in 4 years. The Syrian army recaptured the territory surrounding the crossing in 7/2018. (AP, HA, TOI, YA 10/15)

Off Gaza’s coast, Israeli naval forces shoot and injure a Palestinian sailing near Bayt Lahiya. Along Gaza’s border, IDF troops arrest 2 Palestinians attempting to cross into Israel. In the West Bank, Israeli forces demolish 2 Palestinian homes in Halawa village south of Hebron and an agricultural structure in the nearby village of al-Tuwani. Two days after Israel’s security cabinet imposed new conditions on Israel’s participation in a new round of peace talks with the Palestinians, U.S. special representative Greenblatt issues the first official U.S. response to the 10/12 Palestinian national reconciliation agreement: “All parties agree that it is essential that the PA be able to assume full, genuine, and unhindered civil and security responsibilities in Gaza and that we work together to improve the humanitarian situation for Palestinians living there,” he says, in a statement. “The U.S. reiterates the importance of adherence to the Quartet principles: any Palestinian government must unambiguously and explicitly commit to nonviolence, recognize the State of Israel, accept previous agreements and obligations between the parties—including to disarm terrorists—and commit to peaceful negotiations. If Hamas is to play any role in a Palestinian government, it must accept these basic requirements.” In response, a senior Hamas official accuses the U.S. of “blatant interference” in the reconciliation process. IDF troops shoot and kill a Palestinian during a late-night raid of his home in c. Hebron. An IDF spokesperson says that the man pulled a gun on the soldiers, prompting them to open fire. Elsewhere in the West Bank, Israeli soldiers arrest a Palestinian at a checkpoint outside Bethlehem when she is found to be carrying a knife. The IDF conducts raids in Bil‘in village nr. Ramallah, sparking clashes with stone-throwing Palestinians; 2 Palestinians are injured. They also arrest 7 Palestinians and issue 2 arrest summons during raids nr. Ramallah, Nablus, and Jenin, as well as in Tulkarm. Israeli settlers set fire to an olive grove outside Burin village nr. Nablus, destroying approximately 400 olive trees. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. and open fire on agricultural lands nr. the Erez border crossing, causing no major damage. Hamas announces that it is constructing a new security barrier along Gaza’s border with Egypt, including new guard posts, lighting, and cameras. A Hamas official says that the barrier was specifically provided for in a recent Hamas-Egypt agreement. “These continuing measures are for the sake of achieving control of the s. border and to completely prevent infiltration and smuggling,” he adds. The IDF reopens the area in the Israeli occupied Golan Heights it declared a closed military zone on 6/27. Hours later, errant fire from Syria crosses the border for the 4th time this week. PASF troops violently disperse dozens of former Palestinian prisoners outside a govt. building in Ramallah; there are no serious injuries. The former prisoners were protesting the fact that the PA suspended payments to 277 former prisoners at the beginning of the mo. They vow to maintain pressure on the PA, insisting that Pres. Abbas not relent to Israeli and U.S. pressure to end the payments. The PA does not make any official statements on the protests or the payments. (MNA 6/26; EI 6/27; PCHR 7/6)

An Israeli settler stabs and injures a Palestinian youth at an IDF checkpoint nr. Bethlehem. Witnesses say they were having a personal dispute. Elsewhere in the West Bank, settlers shout anti-Arab insults at residents of Sanur village nr. Jenin and cut down 30 Palestinian olive trees nr. Nablus. Israeli human rights workers discover 45 Palestinian-owned olive trees destroyed outside Burin village nr. Nablus, as well as the Hebrew word for “revenge” scrawled in spray paint on a nearby stone. Hours later, Israeli settlers attack Israeli forces dismantling an illegally built structure nr. Nablus, sparking minor clashes; 3 settlers are arrested. For a 2d day in a row, errant projectiles fired from Syria land inside the Israeli-occupied Golan Heights, causing no damage or injuries. The IDF fires missiles at a Syrian army truck and 2 artillery guns in the Golan Heights in response. “The IDF is not a side to the internal fight in Syria and isn’t involved in it,” an IDF statement on the incident reads. “However, it views with severity any attempt to harm the sovereignty of Israel and the safety of its citizens and considers the Syrian regime responsible for what transpires in its territory.” (AP, HA, MNA, TOI, YA 6/25)

IDF troops shoot and critically injure a Palestinian in Hawara village nr. Nablus after he allegedly attempts to stab a soldier with a screwdriver. Late at night in the West Bank, Israeli forces use concrete to seal the entrance to the Hebron-area home of a Palestinian accused of assisting in the killing of 4 Israelis in Tel Aviv on 6/8. They also confiscate a tractor from Ras al-Amud village in the n. Jordan Valley and reopen the entrance to Aqraba village nr. Nablus, which was closed on 9/20 as collective punishment for reported stonethrowing in the area. The IDF arrests 14 Palestinian during late-night raids nr. Jenin, Bethlehem, and Hebron; and patrols nr. Hebron and Nablus during the day. In East Jerusalem, Israeli forces demolish a car wash in Bayt Hanina overnight. They also conduct raids in Abu Dis, sparking clashes with stone-throwing Palestinian youths; there are no serious injuries. Around 100 right-wing Jewish activists tour Haram al-Sharif in the morning. For the 4th time in 2 weeks, errant mortar fire from Syria lands in the Israeli-occupied Golan Heights, causing no damage. The Israeli Air Force (IAF) launches retaliatory air strikes on Syrian govt. sites nr. the border, causing an unknown amount of damage. During the Israeli sortie, the Syrian army fires 2 surface-to-air missiles at the IAF aircraft. The Syrian army claims that it downs a jet and a drone; the IDF denies that any of its aircraft were shot down. Later in the day, another round of 3 mortar shells from Syria falls in the Israeli-occupied Golan Heights, and again, the IDF responds, launching air strikes on Syrian govt. sites nr. the border. The PA and Israel reach an agreement on repayment of the Palestinians’ outstanding debts to the Israel Electric Corporation (IEC), which reportedly total almost NIS 2 b. (approx. $350 m.). The IEC reduced the flow of power to several West Bank cities, starting in 5/2016, as punishment for the unpaid debts. (TOI 9/13; JP, WAFA, YA 9/14)

Stabbing and other small-scale attacks continue in Israel and Jerusalem. In East Jerusalem, 2 Palestinians attack a group of Jewish Israelis on an Israeli bus in Jabal Mukabir, killing 2 and injuring at least 10 (a 3d Israeli will succumb to injuries sustained in the attack on 10/27). Israeli police shoot the 2 Palestinians, killing 1 and seriously injuring the other. In West Jerusalem, a Palestinian driver rams an Israeli pedestrian, then gets out of his car and stabs 5 other Israelis (1 Israeli will succumb to his injuries later in the day). Israeli police shoot and critically injure the Palestinian before arresting him (the Palestinian succumbs to his injuries later in the day). In Israel, Israeli police shoot and seriously injure a Palestinian after he stabs and moderately injures an Israeli in Ra’anana, n. of Tel Aviv. Later, a Palestinian stabs and injures 4 Israelis in the same city. Several Jewish Israelis assault and detain him as he attempts to flee, including 1 Israeli driver who rams the man with his vehicle. The Israeli Army invades Lebanon, with over 250 tanks and thousands of infantrymen rolling past UNIFIL forces at 11 AM; Sidon is bombarded, the coastal road cut, the Lebanese oil refinery at Zahrani bombed, setting oil storage tanks afire; a bridge spanning the Litani, north of Tyre, is blown up; balloons are used to neutralize heat-seeking missiles. Israeli troops move, in three columns, to close in on Tyre, to take Nabatiyeh and Beaufort Castle, and to move from the Golan Heights towards Chebaa. Israeli troops land near the Zahrani river, in an attempt to cut off Palestinians retreating northward. Amphibious vehicles land near Rashidiyeh refugee camp while Israeli paratroopers land at another camp north of Tyre. Israeli planes drop Arabic language leaflets warning Tyre's 50,000 residents not to harbor PLO guerrillas. Thousands of Lebanese and Palestinians fleeing up the coastal road are bombarded.
