Arab World: Israeli journalist Uri Avneri is expelled from Jordan to Egypt after reportedly holding contacts with Jordanian and PLO officials in Amman; Avneri retums to Israel, states he met with senior Jordanian and Palestinian personalities, including at least 1 cabinet minister and PNC members, denies he was expelled. (Avneri's trip was approved by P.M. Peres, Foreign Minister Shamir, and Defense Minister Rabin) [JP 3/7; WP 3/8]. Syrian Foreign Minister Faruq al-Shar' concludes 2 days of apparently unproductive talks in England with senior British officials; he states in press conference that Israel is main obstacle to peace in the M.E., that Syria allows Abu Nidal group to maintain political press office in Damascus but it "has nothing to do with violence" [WP, MG, LT 3/6].

Arab World: SLA soldier is killed by roadside bomb; Israelis kill 2 Arab guerrillas in S. Lebanon "security zone"; Lebanese security sources say Israeli troops kill 1 farmer, injure another in raid outside "security zone" [MG 3/7].

Occupied Palestine/Israel: Lawyers Felicia Langer and Lea Tsemel win High Court injunctions staying deportation of 12 former Palestinian prisoners released in the 5/20 prisoner exchange [FJ 8/9]. The Jerusalem Post reports Gush Emunim has decided not to build new settlements but to expand existing ones, starting with Eli, on the Nablus-Ramallah road [JP 8/8]. Peres wams Jordan against continuing to harbor Palestinian fighters [JP 8/9]. P. M. Peres tells U.S. Deputy Secretary of State John Whitehead Israel would like to start direct peace negotiations with Jordan and the Palestinians immediately. Foreign Min. Yitzhak Shamir stresses Irael's objections to any meeting between Murphy and the Palestinian delegates now proposed [JP 8/8]. Israeli authorities arrest Khalil Abu Ziad, bookstore owner from Azzariya, and announce they have issued a deportation order against him [MG 8/9]. Abu Ziad is charged with involvement in "subversive activities" and representing Fateh. Abu Ziad is appealing the order in Israeli court [NYT 8/9]. Israeli army reports arrest of several Palestinians suspected in the gasoline bomb attack on border guard patrol near Nablus [JTA 8/9]. Other Countries: President Reagan signs $25.4 billion foreign aid bill, which provides $3 billion for the next two years to Israel, plus a one-time infusion of $1.5 billion in emergency economic aid. Egypt gets $2.1 billion for the next 2 years, plus $500 million in emergency economic aid [JP 8/9].

Military Action

Occupied Palestine/Israel: Gasoline bomb is thrown at army truck on the outskirts of Tulkarm; no injuries or arrests are made [JP 8/9].

Arab World: Israeli jets bomb PFLP-GC base in the Biqa'; no casualty reports given [NYT, JP 8/9].

Occupied Palestine/Israel: Min.of Police Bar Lev refuses Jewish terror suspects' request for prison leave over Jewish holidays.

Arab World: In Damascus, Democratic Alliance calls for convening PNC.

Other Countries: US envoy Murphy arrives in Tel Aviv to discuss with PM Peres possible mediation between Israel and Syria over IDF withdrawal from Lebanon. Occupied Palestine/lsrael: Special Cabinet session to discuss implementation of planned take-over of Hebron market postponed for members to attend Saad Haddad funeral.

Arab World: Fourth Islamic summit Conference convenes in Casablanca with 24 heads of state attending; Afghanistan, Algeria, Egypt, Iraq, Libya and Syria presidents not attending. Maj. Saad Haddad buried in Marjayoun, Lebanon; Israelis attending funderal include PM Shamir, DM Moshe Arens, Ariel Sharon, Shimon Peres, FM David Kimche.

Other Countries: Officials of the National Assoc. of Arab Americans (NAAA) meet with US Pres. Reagan in Washington; urge Marines withdraw from Lebanon. Presidents of major American Jewish organizations send cable to W. German chancellor Kohl calling for cancellation of arms sale to Saudi Arabia.

IDF chief Eitan and northern commander Drori meet with Phalange commanders in Beirut at 3:30 AM; IDF invades major parts of West Beirut in 6-pronged thrust starting at 5:30 AM, hours after Gemayel death officially announced; IDF request that Lebanese Army enter Palestinian refugee camps to "purge" them of PLO guerrillas refused twice as Lebanese Army deployments disintegrate; LNM militias knock out 2 IDF tanks; 14 Israeli gunboats take up positions and shell Ramlet el-Baida; by evening, IDF force of tanks, APCs and infantry has penetrated 2.5 miles into West Beirut, surrounded camps and set up control points; Phalange symbols found painted on signs and buildings near camps.

Casualties:

West Beirut residents panic amidst shellings; Phalange estimates 26 dead, 60 wounded in bomb blast that killed Gemayel; 2 IDF killed, 42 wounded by LNM attack in West Beirut.
