In Gaza, Israeli forces violently dispersed Palestinian protesters east of Jabalia refugee camp, killing 1 Palestinian and injuring 5 others with live ammunition; Israeli forces claimed Palestinians threw explosives at them. Israeli forces also shot and injured 1 Palestinian with live ammunition east of Abasan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of al-Sudaniyya, injuring 1 with live ammunition. In Syria, Israel conducted air strikes near Damascus, causing damage. Syrian state TV said the country’s missile defense system had intercepted most of the Israeli missiles. During the attack, 1 surface-to-surface missile was fired at Israel but landed in the sea. (AJ, HA, JP, TOI 9/3)

Israel released 1 pregnant Palestinian woman from prison after international and Palestinian pressure. The woman was released to house arrest and on $12,000 bail. She is accused by Israel of an attempted stabbing in March outside of an Israeli settlement in the West Bank. (WAFA 9/1; HA, MEMO, TOI, WAFA 9/2; HA, MEE 9/3; AJ 9/5)

Hamas said it rejected the framework agreement between the U.S. and the UNRWA signed on 7/15, calling it “dangerous and humiliating.” Hamas said that the framework threatens the refugee issue and is an obstacle to UNRWA employees. (MEMO 9/3; ALM 9/23)

PA president Mahmoud Abbas met with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II in Cairo. The 3 leaders were said to have been coordinating their stance on Israel for the upcoming UN general assembly meeting in October. President al-Sisi’s spokesperson said after the meeting that al-Sisi emphasized that the creation of a Palestinian state depends of reconciliation between the PA and Hamas. President Abbas called for renewed peace negations under the auspices of the International Quartet for Middle East Peace. An unnamed PA source said, according to Haaretz, that the Biden administration has conveyed to the PA that it will not exert pressure on the Israeli government to engage diplomatically with the PA while Israel is in budget negotiations. The Jewish National Fund (JNF) approved a project that will seek to obtain from Palestinians 530 properties in the West Bank and 2,050 properties in East Jerusalem by reviewing documents only registered by the JNF to see if they can be used to evict Palestinians using Israeli courts. The JNF has set aside $31 million for the settler project. (HA 9/2)

In the West Bank, Israeli forces started construction of a settler-only road near Hizma. Israeli forces also razed land in Jalud. Elsewhere, Israeli forces demolished 1 residential structure and 1 agricultural structure in al-Twana. Israeli forces also demolished an irrigation pool in Bardala. 9 Palestinians were arrested during late-night raids in and around Dahaysha refugee camp, Awarta, Bayt Ibia, and Bayt Rima. In East Jerusalem, 3 Palestinians were arrested during a house raid in al-Tur; during the raid, Israeli forces sprayed skunk water on protesters. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya and within 6 nautical miles west of Dayr al-Balah; no injuries were reported. Fatah and Hamas senior officials were in Cairo for talks with Egypt’s intelligence chief Abbas Kamel. The Hamas delegation included the leader of the politburo Ismail Haniyeh and the Fatah delegation was led by secretary general of the Fatah central committee Jibril Rajoub. The 2 groups were said to be discussing stabilizing the cease-fire between Hamas and Israel, and the reconstruction of Gaza. It was unclear if the Fatah and Hamas delegations were in direct or indirect talks. (ALM, HA, REU 6/8)

Israel’s security cabinet postponed the controversial Flag March, where Israeli right-wingers and settlers provocatively march throughout the Old City of East Jerusalem from 6/10 to 6/15. 6/15 would be 2 days after the new Israeli government is sworn in. (AJ, AP, HA, REU, TOI 6/8; ALM, JP 6/9)

Haaretz reported that an Israeli spyware company with ties to the Israeli military, Quadream, had sold spyware to Saudi Arabia that can infiltrate iPhones without clicking on a link, which is usually necessary to activate. The spyware enables the operator to view all information in the phone’s storage and use the phone’s microphone to eavesdrop. (HA 6/8)

Israel released 2 Jordanian citizens who had crossed into Israel from Jordan on 5/17. Jordan had earlier complained that its diplomats could not offer legal aid to the 2. (HA 6/8)

Israeli forces conducted air strikes in Syria while using Lebanese air space, reportedly killing 11 people near Homs. Israel also attacked Damascus, but the missiles were said to have been intercepted. (AP, HA, REU 6/8; AJ, FOX 6/9)

In the West Bank, Israeli settlers raided Awarta; no injuries were reported. Israeli forces razed 4 dunums (1 acre) of farmland in Bayt Jala. 7 Palestinians were arrested during raids in and around Ramallah, Kafr Haris, Qabatiya, and al-Khadir. In East Jerusalem, Israeli forces clashed with Palestinians during a raid in Kafr ‘Aqab, injuring 11 Palestinians using rubber-coated bullets and 31 suffered tear-gas related injuries. Israeli forces also seized 3 residential caravans and demolished 2 stores in Kafr ‘Aqab. 3 Palestinian minors were arrested during late-night raids in Issawiyya. In Gaza, Israeli forces made incursions and leveled land east of Jabaliya and east of al-Bureij refugee camp. They also arrest 13 Palestinians during late-night raids near Bethlehem, Ramallah, Hebron, Jenin, and Nablus, and patrol near Hebron. Palestinian youths throw stones at an IDF patrol outside a settlement near Hebron, sparking minor clashes; 1 Palestinian is arrested. In East Jerusalem, Israeli forces clash with Palestinians in Qalandia refugee camp and Issawiyya; there are no serious injuries. They also arrest a Palestinian during a late-night raid in the Old City. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. After days of positivity from both Hamas and the PA in the wake of the 10/12 reconciliation deal, a Hamas spokesperson criticizes the PA for not prioritizing the rollback of sanctions on Gaza. “It is not justified to continue the sanctions on Gaza, while the [PA] government is content with talking about getting control of border crossings and exploration for [natural] gas in Gaza,” he writes, on Twitter. His comments come after the Fatah Central Committee neglected to discuss the sanctions at a meeting on 10/15. Meanwhile, the PA’s director of border crossings, Nazmi Muhanna, arrives in Gaza. Hassan Ruhani wins Iran’s presidential election, with a voter turnout of around 80%. The win is seen as a victory for moderate elements within the domestic political scene and a defeat for conservative clerical hard-liners. He will assume office on 8/3 when Ayatollah Ali Khamenei endorses the election results. White House spokesperson Jay Carney says that Obama congratulates Iranians for their courage in voting. In the West Bank, IDF troops violently disperse a march by hundreds of Palestinians, Israelis, and international activists in Bayt Liqya, nr. Ramallah, as demonstrators attempted to march to the site of 3 villages destroyed in al-Latrun in 1967.There are no serious injuries. The IDF conducts house searches and arrest raids in 1 village nr Salfit and Hebron at night; patrols in 2 villages nr. Qalqilya, 1 village nr. Tulkarm, and 1 village nr. Salfit at night. Palestinian protesters in Nablus demonstrate against living costs, demanding a reduction in the Value Added Tax and a subsidy for basic goods. Palestinian People’s Party representative Khalid Mansour tells the rally that PA Pres. Abbas should reconsider the Paris Protocol, or even “disavow it completely.” (MNA 6/15)

Egyptian pres. Mohamed Morsi says that he has cut all diplomatic ties with Damascus and backs a no-fly zone over Syria, an announcement he makes at a rally in Cairo. (REU 6/15)

Egypt announces that Gaza- and Damascus-based Hamas officials have agreed on a cease-fire offer to be present to Israel (see Quarterly Update). Israel agrees to send an envoy to Cairo on 1/15 to be briefed on the plan. Meanwhile, Israel’s intense air, naval, and ground assaults on Gaza continue.

Combat notes: Under cover of air strikes and heavy shelling, IDF troops take up new positions in s. Gaza’s al-Fukhari area nr. the Sufa crossing (occupying several homes and expelling the residents) and al-Shuka village; Israeli fire is so intense that rescuers cannot reach the wounded or retrieve the dead. The IDF reports carrying out approximately 120 air strikes today (70 of them after nightfall) that kill 10s of Palestinians. Targets include at least 24 groups of armed Palestinians, 16 smuggling tunnels, at least 10 suspected weapons depots (including a Rafah mosque), and 24 rocket launching sites (killing senior IQB cmdrs. Walid Za‘abud and Muhammad Dash nr. al-Zaytun). Air strike target areas include Bani Suhayla, Bayt Lahiya, Gaza City (areas northwest of the city and al-Nasser, al-Sabra, al-Sha‘af, Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk, al-Zaytun), Khan Yunis, Khuza, al-Mughraqa, Nussayrat r.c., al-Qarara, Rafah, al-Shabura r.c., Twam, Yibna r.c. Palestinians fire 14 rockets and 2 mortars, including 4 Grads (2 each in Ashdod and Beersheba), into Israel, causing no injuries. Gaza medical workers put the estimated Palestinian toll at 1,018 dead (including an estimated 300 children), 4,700 injured. The IDF reports 27 soldiers wounded (1 severely, 2 moderately, 24 lightly), mostly in ground fighting with Palestinians n. Gaza, including 7 soldiers wounded (1 severely, 1 moderately, 5 lightly) by a Palestinian antitank missile. The Israeli toll stands at 13–14 dead, more than 150 wounded.

Humanitarian notes: The IDF allows at least 108 truckloads of humanitarian aid into Gaza during the lull. After a last-minute talks in Cairo between Egyptian intelligence chief Omar Sulayman and senior Hamas official Mahmud Zahhar fr. Gaza, Hamas’s dep. leader Musa Abu Marzuq announces from Damascus that Hamas will not attend national unity talks in Cairo on 11/9. Hamas officials cite Egyptian and PA unwillingness to compromise on the wording of an Egyptian draft national unity statement or to discuss issues of importance to Hamas, and the PA’s failure to fulfill a pledge to release 100s of Hamas and Islamic Jihad prisoners held in the West Bank as a confidence-building gesture in advance of the summit. Heavy rains cause the collapse of 10 smuggling tunnels on the Rafah border, trapping and injuring at least 7 Palestinians. Egypt allows the entry of a delegation of Islamic Jihad officials fr. Gaza who are heading to Damascus for a wk. of internal discussions on Egypt’s proposed national unity plan ahead of national unity talks in Cairo on 11/9. Inside Israel, Hebrew University student Ali Baher, an Israeli Palestinian, is detained by campus security, questioned for 3 hrs., charged with “inappropriate conduct” for refusing on political grounds to shake hands with Pres. Concerned by the escalating settler violence directed at Israeli security forces, the Israeli cabinet at its weekly meeting votes to suspend all direct and indirect government funding to unauthorized settlement outposts (especially citing infrastructure such as roads, garbage collection, and school buses) in the 1st de facto admission that public funds are used to advance illegal settlement. Olmert also proposes increasing arrests and administrative detention of Jewish settlers who break the law. The Jerusalem District Juvenile Court remands and indicts 3 Jewish settler girls (ages 12, 15, 17) for reckless endangerment, aggravated assault of security forces, and obstruction of a police officer for attacks against Israeli border police in Givat Harsina on 10/30. International mediation efforts continue. UN Sec.-Gen. Annan extends his stay in Israel to meet again with Arafat, Barak. British FM Robin Cook, Russian FM Ivanov, the EU's Solana, Norwegian FM Thorbjoern Jagland also meet with Barak, Arafat. Solana then holds talks with Mubarak in Cairo, King Abdallah in Amman.
