In the West Bank, Israeli settlers set fire to a Palestinian-owned vehicle in al-Zawiya. An Israeli settler also rams a flock of sheep with his car in Kisan, killing 1 and injuring others. Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Qusra. Israeli forces also open fire at a Palestinian vehicle traveling in Hebron before arresting the driver. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Baqa al-Hatab, Jenin, Hebron, Tubas, and Tulkarm. In East Jerusalem, Israeli forces prevent the movement of Palestinian worshippers to the Haram al-Sharif compound, limiting the entry to 13,000 worshippers for Friday prayers. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Beit Lahiya, killing at least 112 people. Israeli forces shoot and kill 4 Palestinians at al-Amal Hospital, including the Palestine Red Crescent Society’s director of the youth and volunteers department Hedaya Hamad. In Lebanon, Israeli forces bomb Tayr Harfa, Wadi Hassan, Majdal Zoun, Marwahin, Zibqin, and Jabal Balat. In Syria, Israeli forces bomb Damascus, killing an Iranian national and causing damage. In Yemen, Houthi militants fire a ballistic missile at Eilat, which Israel says is intercepted over the Red Sea. More than 27,131 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,287 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,391 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 222 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNICEF says it estimates that 17,000 Palestinian children in Gaza have been left separated from their families during the Israeli assault on Gaza and that nearly all children in Gaza require mental health support. Hamas official Osama Hamdan says the ceasefire proposal by Israel, Egypt, Qatar, and the U.S. is not acceptable, saying a permanent ceasefire is needed. Hamdan also says Hamas demands the release of Marwan Barghouthi and Ahmad Saadat in a prisoner swap as part of the deal. Israeli defense minister Yoav Gallant says Israel will not stop attacking Lebanon if a ceasefire deal is reached in Gaza. MK and former defense minister Avigdor Liberman tells the Jerusalem Post that Egypt should control Gaza, Jordan should control Area A and parts of Area B of the West Bank, while Israel annexes Area C and parts of Area B. Unidentified Palestinians launch 2 rockets toward southern Israel from Gaza; 1 hits an Israeli home in Beersheba, causing major damage, and the other lands in the Mediterranean Sea. Israeli aircraft then conduct approximately 20 air strikes on sites across Gaza, killing 1 Palestinian, injuring at least 7, and causing extensive damage. Hours after the exchange, there are reports “intensive” Egyptian mediation efforts and a temporary cease-fire agreement. In a joint statement, Hamas and Islamic Jihad in Palestine appear to disavow the rocket fire: “We welcome the Egyptian effort to fulfill the Palestinian people's demand to remove the [Israeli] siege, and reject any irresponsible attempts meant to incite and sabotage the effort.” The Israeli authorities reject their statement, arguing that only Hamas has access to rockets with sufficient range to strike Beersheba. Hours after the exchange of rocket fire and air strikes in Gaza overnight, Israeli defense minister Avigdor Lieberman orders the Kerem Shalom and Erez border crossings into Gaza closed indefinitely and the fishing zone off Gaza’s coast reduced to 3 nautical miles. In the evening, Israel’s security cabinet convenes for 5 hours to discuss the situation in Gaza. They agree to impose new “rules of the game” on the weekly protests along Gaza’s border that have been held every Friday since 3/30/18, which are widely referred to as the Great March of Return. The cabinet instructs the IDF to gradually toughen its response to Palestinian attempts to damage or cross Gaza’s border fence, including incendiary balloons and kites. The new policy is reportedly based on a zero-tolerance approach. There are no further details as the cabinet agrees not to discuss the policy with the media. In the West Bank, Israeli forces demolish 2 makeshift Palestinian residential structures, a Palestinian home, and an agricultural structure in various locations near Hebron. They also continue levelling land around Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. The Israeli forces sporadically clash with Palestinian and international solidarity activists in the village; 4 protesters are injured and 1 is arrested. Meanwhile, IDF troops arrest 5 Palestinians during late-night raids near Hebron, Nablus, and Tulkarm; and patrol near Salfit and Hebron. Israeli settlers assault 2 Palestinians harvesting olives near Nablus, causing moderate injuries to both. They also throw rocks at Palestinian vehicles and homes in the area, causing moderate damage. In East Jerusalem, Israeli forces demolish a Palestinian home in Jabal Mukabir overnight and arrest 3 Palestinians during late-night raids in Wadi al-Juz and the Old City. ICC chief prosecutor Fatou Bensouda says that Israel’s planned evacuation and demolition of the Jerusalem-area Bedouin village Khan al-Ahmar could constitute a war crime. “Extensive destruction of property without military necessity and population transfers in an occupied territory constitute war crimes [under the Rome Statute],” she says. “I will not hesitate to take any appropriate action within the framework of my authority according to the Rome Statute.” (HA, JP 10/17)

The UN General Assembly votes to confirm the State of Palestine’s status as next chair of the Group of 77 and China, with 146 votes in favor, 15 abstentions, and 3 opposed (Australia, Israel, and the U.S.). The Group of 77 and China is a group of developing countries who work together at the UN to promote their collective economic interests. It is so called because it had 77 members when it was founded and because China participates but does not consider itself a member. Leadership of the group grants the State of Palestine many of the same privileges allotted to full UN member states. (JP, MNA, YA 10/17)

Israeli forces shell a group of Palestinians near Jabaliya refugee camp who were reportedly launching incendiary kites and balloons into Israel; 2 Palestinians are injured. For a third day in a row, IDF troops violently disperse Palestinians gathering near al-Bureij refugee camp to continue the Great March of Return; 1 Palestinian is injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, unidentified assailants launch an incendiary kite onto an Israeli settler vineyard outside Ariel, sparking a minor fire. It is reportedly the second time Palestinians in the West Bank have deployed incendiary kites. Israeli forces demolish 2 Palestinian homes near Hebron. IDF troops arrest 7 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Salfit, Jenin, Hebron, and Nablus; and patrol near Tulkarm, Qalqilya, Salfit, and Hebron. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 2 Palestinians are killed and at least 90 are injured. Their deaths bring the Great March of Return death toll to 137. In response to shots allegedly fired at IDF border patrols in the evening, Israeli forces strike a Hamas observation post near Jabaliya refugee camp, causing damage.

In East Jerusalem, Israeli forces enter Haram al-Sharif after Friday prayers and fire sound bombs at Palestinian worshippers, clearing them from the sanctuary; 7 Palestinians and 4 Israeli police officers are injured, and 24 Palestinians are arrested. Some witnesses say that the Israelis entered the sanctuary after children threw firecrackers at them. After the clashes, Israeli forces seal the entrances to the sanctuary. The Islamic Waqf then organizes a sit-in protest outside, and the Israeli authorities order the entrances reopened hours later. Separately, Israeli forces arrest 5 Palestinians during late-night raids in Silwan and Wadi al-Juz. In the West Bank, Israeli settlers set fire to a Palestinian home under construction and surrounding wheat fields near Nablus, causing extensive damage. The IDF seals off the entrance to Kobar village near Ramallah, the hometown of the Palestinian who allegedly stabbed 3 Israeli settlers on 7/26. IDF troops conduct raids in the village throughout the day, sparking intermittent clashes; 5 Palestinians are injured (1 critically). Israeli soldiers also violently disperse Friday protests at Kafr Qaddum near Qalqilya; 5 Palestinians are injured. Israeli DM Lieberman pledges to advance the construction of 400 new housing units in the Adam settlement near Ramallah, justifying the settlement growth in response to the stabbing attack on 7/26. Thousands of Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. The IDF deploys additional battalions in the West Bank to quell the protests, and Israeli forces violently disperse them in Tulkarm, Bethlehem, Nablus, Jenin, Shu‘fat refugee camp, at a checkpoint near Ramallah, in the Old City of Jerusalem, and along Gaza’s border near Khan Yunis and al-Bureij refugee camp; at least 30 Palestinians are injured, including 9 with live ammunition, and 16 are arrested. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. Concluding 4 days of talks in Washington, Israeli and U.S. officials release a joint statement saying that the Israeli govt. intends to take the Trump admin.’s concerns regarding settlement activity in the oPt “into consideration.” They do not reach a broader agreement on the subject. The talks were focused on “concrete, nr.-term measures to improve the overall climate in order to advance the prospects for a genuine and lasting peace between Israel and the Palestinians,” including steps Israel could take to improve the economic situation in the oPt and the need to bring humanitarian relief to Gaza. In an unusual incident in Ramallah, 9 Israelis try to visit a Palestinian’s home for a fastbreaking meal, but stone-throwing Palestinian youths block them and set their vehicle on fire. PASF and IDF troops secure the group’s departure from the oPt. Meanwhile, the IDF arrests 3 Palestinians during late-night raids nr. Bethlehem and Tulkarm and patrols nr. Hebron and Ramallah throughout the day. Israeli forces deliver stop-work orders to 2 residential buildings under construction and demolition notices to 4 structures nr. Hebron. In East Jerusalem, Israeli forces arrest 15 Palestinians during late-night raids in Ras al-Amud, Silwan, Qalandia r.c., and Wadi al-Juz. Israel’s security cabinet approves the reconciliation deal with Turkey announced officially on 6/27. Only 3 ministers vote against it: DM Lieberman, Education Minister Naftali Bennett, and Justice Minister Ayelet Shaked. During a debate over the deal in the Knesset, MK Haneen Zoabi (Joint List) calls the IDF soldiers who raided the Mavi Marmara in 5/2010 “murderers,” sparking a heated confrontation with several right-wing MKs. Following pressure from the Israeli NGO Adalah, Israeli police make public portions of their new rules of engagement, approved by Israel’s atty.-gen. in 9/2015 amid the surge of violence. The IDF ends its closure of the West Bank and Gaza Strip in the evening, but maintains the closure of Yatta, the Hebron-area village, home of the 2 Palestinians who attacked Israeli civilians on 6/8. During an arrest raid nr. Qalqilya, IDF troops shoot flares that set fire to a swath of Palestinian land nr. the separation wall, destroying about 50 olive trees. They also arrest 16 Palestinians during raids in and around Nablus, Qalqilya, Tulkarm, Hebron, Bethlehem, and Jenin; and patrol nr. Ramallah and Hebron throughout the day. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Gaza City, causing no injuries or damage. Off the coast nr. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. Early in the morning in the West Bank, Israeli forces demolish 3 Palestinian homes under construction in a village nr. Bethlehem and a playground in a village nr. Nablus. They also reopen a road e. of Hebron that they closed on 3/14, following a formal request from the PA. IDF troops patrol in a village nr. Ramallah, sparking clashes with stonethrowing Palestinians; 2 Palestinians are arrested and there are no serious injuries. They conduct further raids and house searches nr. Nablus, Jericho, and in Tulkarm, arresting 4 Palestinians; patrol nr. Qalqilya, Jericho, Ramallah, and Hebron. In East Jerusalem, the Jerusalem Municipality prepares to demolish a Palestinian home in Wadi al-Juz, but Israeli PM Netanyahu’s office intervenes, canceling the demolition to avoid increasing tensions in the city ahead of Passover. Meanwhile, the extreme messianic group Temple Institute says that it conducted a secret Jewish wedding at Haram al-Sharif, violating the ban on Jewish religious ceremonies at the sanctuary. A U.S. State Dept. spokesperson says that the U.S. opposes a UNSC res. censuring Israel’s settlements, such as the one the Palestinian leadership is currently circulating. He adds, “I can firmly shut the door,” ending all speculation about U.S. support for the effort. (USSD 4/12; JP 4/13)

Outside the Beit El settlement nr. Ramallah, IDF troops shoot and kill a Palestinian driver at a checkpoint after he shoots and injures 3 Israeli soldiers (1 seriously). The Palestinian, later identified as a police officer, opened fire when an Israeli soldier approached his driver’s side window to perform a security check. After the incident, the IDF imposes a partial closure on the Ramallah area, setting up mobile checkpoints, shutting down many roads, and barring nonresidents from entering the city (more restrictions will be implemented by 2/1). Later, IDF troops shoot and injure a Palestinian driver nr. Ramallah as he allegedly attempts to ram them (none of whom are injured); violently disperse Palestinian youths throwing stones and protesting the closure of a nearby checkpoint (1 Palestinian is arrested and there are no serious injuries). The Palestinian and Israeli negotiators agree on an open-ended cease-fire deal, which PA Pres. Abbas confirms in a brief televised address. The agreement contains 3 points: Israel will permit humanitarian aid and construction material to enter Gaza; Israel will restore the fishing zone from 3 to 6 naut. mi. away from the shore, and gradually extend it to 12 by the end of 2014; and indirect negotiations will continue within 1 mo. in Cairo to deal with the remaining disputes, including Hamas’s demand for sea and airports in Gaza, and the release of recently rearrested prisoners who were released in the Shalit deal. Additionally, talks between Palestinian officials and Egyptian authorities are scheduled to take place soon with the goal of opening the Rafah crossing permanently. Israeli PM Netanyahu agrees to the cease-fire deal without putting it to a vote in the security cabinet, a move reportedly opposed by Economy Minister Naftali Bennett. In the Gaza Strip, the IDF continues its assault and armed Palestinian groups continue firing projectiles into Israel until the new ceasefire goes into effect in the evening. The Israeli air force hits approximately 32 targets, while IDF troops stationed along the border fence open fire on 3 occasions, 2 with artillery and 1 with live ammunition. Six Palestinians die in the attacks, and dozens are injured. Among the targets in Gaza is the so-called Italian building, a 13-story residential and commercial complex. Though the building is mostly empty at the time of the Israeli strikes, its destruction leaves around 70 families homeless. Prior to the cease-fire, the armed Palestinian groups launch more than 180 projectiles into Israel, killing 2 Israelis and wounding 5. In the West Bank, 7 Israeli settlers attack a Palestinian nr. Jerusalem with knives and stones, leaving him unconscious. The IDF conducts house searches and raids in Nablus, 3 villages nr. Hebron, 3 villages nr. Ramallah, Jenin, 1 village nr. Jenin, and Tulkarm, arresting 17; patrols in 2 villages nr. Hebron and 2 villages nr. Salfit. In East Jerusalem, dozens of Palestinians gather in Bayt Hanina, al-Tur, and Wadi al-Juz to celebrate the cease-fire announcement and Israeli security forces disperse the celebrations with waste water, sound bombs, and tear gas. In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians.
