In the West Bank, armed Palestinians kidnapped 1 Druze citizen of Israel from a hospital in Jenin where he was admitted after suffering life threating injuries in a car accident. Israeli forces shot and killed 1 Palestinian man during a raid in Nablus. Israeli forces also delivered stop-work orders against 8 houses in Qarawat Bani Hassan. 18 Palestinians were arrested during late-night raids in ‘Anata, Deir Abu Mash‘al, Balata refugee camp, Silwad, Burqa, Jenin, Bethlehem, Tulkarm, and Hebron. In East Jerusalem, Israeli forces raided the home of PA governor of Jerusalem Adnan Ghaith. Governor Ghaith was placed under house arrest on 8/4. 6 Palestinians were arrested during late-night raids in Silwan. In the West Bank, Israeli settlers set fire to 1 Palestinian-owned truck in Kafr Malik. Palestinians protested Israeli-inflicted electricity blackouts in Jiftlik. 5 Palestinians were arrested, including 1 Palestinian who was arrested after being summoned for interrogation, and 4 teens were arrested in Hebron for throwing snow at Israeli forces. In East Jerusalem, Israeli forces clashed with Palestinians during a raid in Issawiyya; 3 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries, and 2 were arrested. 10 other Palestinians were arrested, including 9 who allegedly threw snow at Israeli police in Shu‘fat, Jabal Mukabir, and the Old City, and 1 was arrested at the Haram al-Sharif compound and reportedly beaten by Israeli police. The PA said the UAE is sending a shipment of 20,000 Russian-made Sputnik V vaccine doses to Gaza via the Rafah crossing. Israel allowed on 2/17 2,000 doses of the same vaccine to enter Gaza from the West Bank after refusing to let them enter Gaza. (AP, HA 2/18)

Israel announced that Palestinians from the West Bank working in Israel will be allowed to return to the West Bank from 2/21 after having to stay in Israel from the beginning of the 3d Israeli lockdown on 12/27/2020. The Palestinian workers have not and will not be offered a COVID-19 vaccine by Israel, according to a statement by the Israeli health ministry on 2/10. (HA 2/18; WAFA 2/20)

Nasser al-Kidwa, a member of the Fatah central committee, said he is involved in forming an alternative slate to Fatah and called on Marwan Barghouti, who is imprisoned in an Israeli jail, to join him. Al-Kidwa said the new slate is meant to change the PA, not to reform it. The Palestinian Central Elections Commission also warned that its website could have been hacked and asked Palestinians to verify their data and report anything unusual. (PCHR 2/18; HA 2/21)

Israel extended its ban of inbound and outbound flights until 3/6 to avoid the spread of COVID-19 mutations from other countries. (HA, JP 2/18)

Russia mediated in a prisoner swap between Israel and Syria where 1 Israeli woman who had entered Syria a couple of weeks prior was released to Israel in exchange for 2 Syrian nationals, nullifying a sentence given to a Druze woman in the Israeli-occupied Golan heights. According to Axios, Israel had meant to exchange 1 Syrian prisoner who had 14 years left of a sentence, but he opted to finish his sentence in Israeli jail rather than going to Syria. Israeli forces then arrested 2 Syrian shepherds in the buffer zone who were then released in the prisoner swap. Haaretz reported that the prisoner exchange deal included an undisclosed clause which could potentially anger the Israeli public. Later reports suggested that Israel has promised to provide hundreds of thousands of COVID-19 vaccines to the Syrian government as the undisclosed clause. 2 days later, the Israeli military removed a gag order revealing that the secret clause was that Israel would pay for millions of the Russian-made vaccine Sputnik V on behalf of the Syrian government. Israel announced that it and the U.S. have started developing a 4th missile shield called Arrow 4 to counter potential threats of ballistic missiles from Iran. The International Panel on Fissile Material (IPFM) said that Israel is expanding the Dimona nuclear facility, believed to be used for manufacturing material for nuclear weapons. U.S. secretary of state Antony Blinken said the U.S. would return to the Joint Comprehensive Plan of Action (JCPOA) agreement if Iran came back to full compliance with the deal. Iran has gradually stopped complying with the agreement after the Trump administration left the deal in 2018. Iran’s foreign minister Mohammad Javad Zarif responded that Iran would “immediately reverse all remedial measures” if the Biden Administration lifted all sanctions. Iran has told the U.S. and the other JCOPA partners that if the U.S. doesn’t start reversing sanctions by 2/23, Iran will ban short-notice inspections by UN officials. The U.S. announcement came after Secretary Blinken had a meeting with JCPOA partners the UK, France, and Germany. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, settlements, and killing of a Palestinian youth in Jalazun r.c. on 3/23 in 5 villages nr. Ramallah (Nabi Salih, Bil‘in, Kafr Malik, al-Mughayyir, and Ni‘lin), Kafr Qaddum nr. Qalqilya, and in c. Hebron; 5 Palestinians are injured. They also arrest 2 Palestinians during raids nr. Ramallah and Nablus and patrol nr. Nablus and Hebron. In East Jerusalem, Palestinians conduct a sit-in outside the gates of al-Aqsa Mosque to protest Israel’s withholding of corpses of Palestinians killed in confrontations with the IDF. Israeli forces then impose heightened security restrictions at Haram al-Sharif, searching youths in the area and denying many Palestinians access to the sanctuary. UN special coordinator Nickolay Mladenov tells the UN Security Council that Israel has not complied with UNSC Res. 2334, which passed on 12/23/2016. Israeli settlement construction has increased in the past 3 mos., despite the resolution’s call for a halt in such activity, according to Mladenov. Meanwhile, the UNHRC adopts 4 res. on the Israeli-Palestinian conflict: the first calls on mbr.-states to avoid ties with Israel’s settlements in the oPt, the 2d reaffirms the Palestinians’ right to self-determination, the 3d concerns human rights in the oPt, and the 4th condemns Israel for violating the human rights of Syrian Druze of the Golan Heights. Off the coast of Gaza nr. Bayt Lahiya, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no injuries. Earlier, Israeli authorities return 19 confiscated fishing boats to Palestinian fishermen. IDF troops on the border e. of Khuza‘a open fire on 4 Palestinian children approaching the border fence, injuring 2. In the West Bank, IDF troops fire percussion grenades and tear gas canisters at a Palestinian funeral procession nr. Hebron, causing no serious injuries; conduct late-night raids in Aida r.c. nr. Bethlehem and 1 village nr. Ramallah, assaulting several Palestinians, arresting 6, and confiscating property; patrol in 2 villages nr. Hebron. Israeli forces confiscate property and demolish Palestinian fruit stands along bypass road Route 60 nr. Hebron. In East Jerusalem, Israeli forces set up a mobile checkpoint in al-Suwana, sparking minor clashes with stone-throwing Palestinian youths; 3 Palestinians are arrested. In the Israeli-occupied Golan Heights, more than 100 Druze protesters block and attack an ambulance with stones, then assault the 2 injured Syrian rebels and 2 Israeli soldiers who were transferring them to hospital; 1 of the Syrian men is killed. The UNHRC’s commission of inquiry into alleged war crimes committed during OPE publishes its report, finding “substantial information pointing to the possible commission of war crimes by both Israel and Palestinian armed groups”. The Israeli atty. gen.’s office announces that the state will amend the proposed bill allowing the force-feeding of hunger-striking prisoners that was approved by the Israeli cabinet on 6/14. In response to complaints from civil society organizations, the softer version of the bill only allows force-feeding if “there is a real possibility that within a short time the prisoner is at risk of death or irreversible disability.” (HA 6/23)

Israeli forces also detain 2 Palestinians collecting steel outside a settlement nr. Qalqilya. Israeli settlers spray olive trees nr. Qalqilya with chemicals, completely destroying 5; establish a new settlement outpost s. of Nablus, erecting movable houses, water tanks, and a fence. An Israeli settler hits a Palestinian youth with his car in s. Hebron, causing minor injuries, then flees the scene. PA security forces patrol in Balata r.c. nr. Hamdallah calls on the international community to pressure Israel into unfreezing the transfers of tax revenue to the PA, which have been held since 1/2. In Israel, the major non-Zionist parties— Hadash, Balad, Ta’al, and Ra’am—announce that they have agreed to run on a joint list in the 3/17 election. Ayman Odeh, newly elected chair of Hadash, will lead the list. Earlier in the day, the Knesset House Comm. approved the request to split the Ra’am and Ta’al parties, which were joined at the United Arab List in the current Knesset under Ahmad Tibi’s leadership. The State Dept. announces that neither Pres. Obama nor Secy. of State Kerry will meet with Israeli PM Netanyahu when he visits Washington to address a special session of Congress on 3/3. Two Palestinian men attack a synagogue in West Jerusalem, killing 4 rabbis and 1 Druze policeman, and injuring around 8 others. Policemen shoot and kill the 2 men. Later in the day, Israeli security forces raid the men’s homes in Jabal Mukabir, East Jerusalem, and arrest 12 of their relatives. Clashes break out between Palestinians and Israeli officers in the neighborhood, injuring 22 Palestinians with tear gas and rubber-coated metal bullets. More clashes erupt in Sur al-Bahir, Wadi al-Juz, and al-Tur. Israeli PM Netanyahu orders the punitive demolition of the 2 men’s homes, and adds additional border police in Jerusalem. In the West Bank, Palestinians nr. Tulkarm protest the recent Israeli violence in Jerusalem, sparking clashes with IDF soldiers. Dozens of Israeli settlers attack a Palestinian school in ‘Urif village nr. Nablus in response to the killing of the 4 rabbis, and IDF troops injure 6 Palestinians with rubber-coated metal bullets, including a Reuters cameraman. Meanwhile, an Israeli settler shoots and seriously injures a Palestinian youth after a settler demonstration e. of Ramallah and Israeli settlers attack a Palestinian home s. of Nablus. Separately, settlers throw rocks at Palestinian vehicles nr. Nablus and Hebron. IDF troops shoot and injure a Palestinian in Baytin village nr. Ramallah. Iranian technical experts and representatives of the P5+1 countries hold talks in New York City. An anonymous EU official describes them as “useful,” ahead of talks beginning 5/13 aimed at reaching a more comprehensive agreement. (AP, REU 5/7)

On the anniversary of the Nakba, 1,000s of Palestinians fr. the West Bank, Gaza, Jordan, Lebanon, and Syria stage marches (mostly nonviolent, though some stone throwing) toward the Israeli border. In Lebanon, though troops, riot police, and UNIFIL soldiers deploy to prevent marchers fr. reaching the border, a large group succeeds in reaching the border fence nr. Hizballah-controlled Maroun al-Ras village, where they throw stones at IDF troops. IDF troops open fire into Lebanon, leaving 10 Palestinians dead and at least 112 wounded. Palestinians refugees marching fr. Syria knock down the border fence into the Golan Heights, enter the Druze village of Majdal Shams, and rally in the village square, erecting Palestinian flags. IDF troops open fire to drive them back across the border, killing 4 Palestinians and wounding around 200. On the border with Jordan, Jordanian troops fired tear gas and scuffle with some 800 Palestinians, preventing them fr. reaching the border, leaving 14 demonstrators and 3 police officers lightly injured. In Egypt, govt. forces reinforce their border, preventing some 250 Palestinians fr. marching to the Rafah crossing. In Cairo, riot police fire tear gas, disperse protesters converging on the Israeli embassy, injuring around 120. On the Gaza border, IDF troops fire live ammunition and artillery at Gazans marching toward the border, wounding at least 125. In the West Bank, IDF troops fire tear gas, rubber-coated steel bullets to disperse around 1,000 stone-throwing Palestinians marching toward the Qalandia crossing (injuring 10s) and violently beat scores of Palestinians marching fr. Palestinian-controlled area A toward Israeli security-controlled area B in Hebron (injuring 10s). A large peaceful rally commemorating the Nakba is held in Ramallah. Numerous smaller and protests clashes are also reported in the West Bank and East Jerusalem; rights groups say some 185 Palestinians have been injured in these clashes over the past 3 days, 153 of them in Jerusalem. Netanyahu accuses the demonstrators of “incitement” and challenging “the very existence of Israel.” Other Israeli officials accuse Iran and Syria of instigating the Palestinians, noting that Syrian security did nothing to prevent Palestinians fr. approaching the border. Unrelated to the “March to Palestine,” IDF troops fired across the border into Gaza, killing a Palestinian who allegedly was planting an explosive device. Inside Israel, an Israeli Palestinian drives his truck into several cars, a bus, and pedestrians in Tel Aviv, killing 1 Israeli and injuring 17 in what Israeli police say was a deliberate terrorist attack; the driver, who is arrested, strongly denies deliberately harming anyone, saying he lost control of his vehicle when a tire blew. The IDF also patrols in 2 village nr. Qalqilya (arresting 1 Palestinian teenager for throwing stones) and 2 nr. Tulkarm; sends undercover units into Nur al-Shams r.c. nr. Tulkarm late at night, surrounding and raiding a house and arresting 1 Palestinian; conducts other late-night arrest raids, house searches in and around al-‘Arub r.c. and Hebron, and nr. Salfit. Jewish settlers fr. Kiryat Arba settlement in Hebron throw 4 Molotov cocktails at a nearby Palestinian home, causing minor damage. Israel resumes transferring VAT taxes to the PA (see 5/1), having received PA assurances that none of the money would be accessible to Hamas under the new Fatah-Hamas unity deal, but warning that it would reconsider suspending transfers if Hamas was allowed to join a PA govt. At quarter’s end, fierce fighting is ongoing in Libya and NATO intervention continues. Rebel-held areas increasingly report shortages of food and medical supplies. No reliable figures on casualties are available since independent media access and communications are extremely difficult. Deaths are thought to be well into the 1,000s and perhaps as high as 10,000. As Israel continues widespread air and naval bombardment of Gaza for a 3d day, Israeli DM Barak declares “all-out war” on Hamas. The IDF declares a 2-mi. buffer zone around the Strip a closed military zone and continues amassing tanks and troops there, indicating further preparations for a ground invasion. Israeli military officials speaking anonymously say they have expanded the IDF’s target list to include Hamas’s support network and symbols of Hamas power, stating that “there are many aspects of Hamas, and we are trying to hit the whole spectrum, because everything is connected and everything supports terrorists against Israel” and that “anything affiliated with Hamas is a legitimate target.”

Israeli actions: The IDF reports hitting 100 sites today, including more Islamic University buildings (including the engineering dept., library); homes and offices of Hamas leaders; PA government buildings (including the Interior Min., Finance Min., Foreign Min., Labor Min., Construction and Housing Min., and a PA presidential guest house); Bani Suhayla’s municipal building; the alZawiyya Mosque in Jabaliya r.c. and Omar Bin al-Khattab Mosque in al-Bureij r.c.; more civil and naval police stations; more tunnels along the Rafah border; the headquarters of Hamas’s al-Aqsa TV; Gaza’s port (for a 2d day); and 1 Izzeddin al-Qassam Brigades training site. Target areas include Abasan, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Rimal, al-Sabra, Shaykh Ajlin, Tal al-Hawa), Jabaliya town and r.c., Khan Yunis, Nussayrat r.c., al-Qarara, Rafah, Shati’ r.c., Tal al-Za‘atar. Just before strikes on Rafah, Israeli Military Intelligence makes 10,000 automated calls to Rafah residents warning of pending air strikes, breaks into Palestinian radio broadcasts to urge residents across Gaza to move to city centers. Palestinian medical officials report at least 364 Palestinians dead, 1,500 wounded since 12/27.

Palestinian actions: Palestinians fire 66 rockets, 14 mortars into Israel (twice as many as in the previous 24 hrs.), killing 3 Israeli civilians (1 each in Nahal Oz, Ashdod, Ashqelon; 1 of them an Israeli Palestinian) and wounding 5 (3 of them Israeli Palestinians), with 2 rockets hitting 23 mi. north in Gan Yavne/Ashdod. A Palestinian mortar hits an IDF base in Netivot, s. and e. of the Nahal Oz crossing, killing 1 IDF soldier (a Druze), seriously wounding 1, lightly injuring 4. The Israeli toll stands at 4–5 dead, about 20 injured.
