Occupied Palestine/Israel: Israeli magistrate's court in Haifa remands 10 Palestinians from inside the Green Line who are alleged to have been organized in the Palestinian resistance movement and to have killed an Israeli soldier in August 1984; some of the detainees have travelled to Cyprus and are alleged to have continued on to Syria for military training, as well as being members of the PFLP [FJ 4/25]. Yesh Gvul (There Is a Limit) organization holds press conference in West Jerusalem announcing their refusal to serve in the occupied territories [FJ 5/2]. Moshe Mendelbaum, governor of the Bank of Israel, states he will resign within 30 days; Giora Gazit, chairman of Bank Hapoalim, announces his resignation [WSJ, MG 4/22]. The number of West Bankers working inside the Green Line declined slightly last year to 47,000 each week, down from 50,000 weekly during the previous year; the number of Gazans working inside the Green Line increased from 41,000 to 42,000 weekly; the work force in the occupied territories reached 251,000 weekly last year, a 2% rise from 1984 [JP 4/21].

Arab World: PFLP announces 13 guerrilla organizations held a secret conference in Damascus last week and decided to escalate attacks against U.S. targets to avenge air strikes on Libya; the groups included the 6 Palestinian factions making up the Palestine National Salvation Front, as well as 7 unidentified "liberation movements," according to the source [JP 4/22]. Druze leader Walid Jumblatt denies meeting with Israeli Defense Minister Yitzhak Rabin in Geneva in February, as was reported by Agence France Presse [JP 4/22].

Other Countries: P.M. Peres meets in Paris with French Pres. Francois Mitterrand and P.M. Jacques Chirac for talks on terrorism and Peres' proposal for a M. E. Marshall Plan [JP 4/22]. U.S. Justice Dept. notifies Congress it does not plan to seek prosecution of Yasir Arafat for the murders of 2 U.S. diplomats on 5/2/73 [WP, BG 4/22]. U.S. State Dept. has appealed ruling by U.S. district judge allowing PLO Permanent Observer to the UN Zuhdi Tarzi to travel to Cambridge, Mass. for a debate despite State's travel ban on Tarzi, on grounds it would lend legitimacy to the PLO [BG 4/22].

Social/Economic/Political

Occupied Palestine/Israel: Following inquiries from Red Cross, Israeli army orders investigation into 9/17 killing of Munthir 'Awad, 18, of Gaza, by Israeli army [JP 9/19]. Women relatives of prisoners in Gaza prison begin sit-in at Red Cross office in Gaza to protest recent harassment and harsh measures used against prisoners [FJ 9/27]. Members of Lifta Gang who conspired to blow up Dome of the Rock last year are sentenced to 8 years in jail; 2 others who ordered the operation are found mentally incompetent and are institutionalized [JP 9/19]. The Central Bureau of Statistics announces Israel's population is 4.255 million: 82.5% Jewish; 13.5% Muslim; 2.3% Christian; 1.7% Druze and other. During the past year, the pop. increased 1.8%-1. 6% among Jews and 3.2% among Muslims [JTA 9/19]. Ethiopian Jews in Israel mark 15th day of sit-in protest on a Jerusalem street comer opposite the main offices of the chief rabbinate; the rabbinical authorities insisthe Ethiopians must undergo ritual conversion before marriage [LAT 9/19].

Other Countries: Asst. Sec. of State Richard Murphy testifies before the House Foreign Affairs Subcommittee on Europe and the Middle East that arms sales to Jordan are necessary to continue the momentum of the peace process and that the administration will go ahead with plans to sponsor such a sale [LAT 9/19]. P.M. Thatcher, on visit to 'Amman, states opportunity for peace must be seized before the end of the year and asks all parties to the conflicto take risks for peace [LT, FT, MG 9/19]. Mexico agrees to buy $21 million worth of Israeli goods by the end of this year and agrees to raise the amount for next year, in an effort to induce Israel to continue oil purchases from Mexico [JP 9/18].

Military Action

Occupied Palestine/Israel: Jamal 'Awad, 18, of Gaza, is shot 4 times, critically wounded by Israeli soldiers after reportedly refusing to stop when ordered [FJ 9/20, 27].

Arab World: Over last few days, 26 residents of Bint Jbail, allegedly members of Hizballah, arrested on suspicion of attacking Israeli army, SLA soldiers in area; weapons found [JP 9/19]. SLA reportedly captures one guerrilla, kills another trying to infiltrate Hasbaya from Biqa' Valley [JP 9/20].

Other Countries: Palestinian publisher Michel Numari, 37, is shot and killed in central Athens by unidentified gunmen. Numari, who published al-Nashra Arabic weekly magazine, was said to be close to Yasir Arafat [LT, JP 9/19]. 

Military Action:

6 hours of shelling in Chouf spill over into Beirut suburbs, IDF fires at Druze positions, cease-fire in effect at 0800; Lebanese Forces blockade Aley, Druze forces in Hammana surround Lebanese Army barracks; roads cut between Christian and Druze villages in Chouf; 2 Katyushas fired at IDF position north of Tyre.

Casualties:

6 killed, at least 21 wounded in Beirut suburbs; IDF kills 1 guerrilla north of Tyre; Israeli press reports IDF is losing control over Ansar, tanks and artillery needed to guard soldiers entering camp for daily head count.

Political Responses:

Israel/ Occupied Territories: Liberian President Doe begins 4-day visit to Israel, first by African head of state since 1972; Arens meets three West Bank and Gaza political leaders in Tel Aviv.

Palestinians/ Lebanese: PFLP-GC commandos supporting Arafat take over training post at Bedawi refugee camp in northern Lebanon after battle with opposing PFLP-GC faction.

Military Action:

IDF and Syrian Army exchange fire in Beqaa; heavy fighting between PLO factions, and between Lebanese Army and Palestinian forces of Col. Said Musa near Army's Baalbek base, Syrians intervene; IDF surrounds, occupies Phalangist barracks at Kfar Falus, east of Sidon, in effort to evict militiamen.

Casualties:

1 IDF officer killed by Syrian fire; 2 killed, 8 wounded in Baalbek fighting; Christian and Druze militias permit convoys of food and medicine to reach Chouf towns of Bhamdoun and Aley, blockaded for past 35 days; bombs explode in 5 shops selling Israeli goods in Ain al-Hilweh camp; IDF releases following statistics on effect of redeployment: it is withdrawing from 600 of 3,400 sq. km. it now holds, 200,000 of the 750,00 civilians in this total area will come under control of Beirut, IDF frontline will be reduced from 118 to 113 km; more than 100 Palestinian and Lebanese women at Prime Minister's office demand intervention to secure release of men presumably kidnapped by Phalangists at time of Sabra and Shatila massacre.

Israel/ Occupied Territories: 2 Birzeit students sentenced to 18 months imprisonment for participating in last week's demonstration over killing of Hebron students; IDF imposes curfew on Tulkarm-Nablus road after settlers wounded by shots near Anabta.

Palestinians/ Lebanese: Arafat asks OAU and Nonaligned Movement to intervene against Syrian and Libyan attacks on PLO; McFarlane meets Gemayel, then flies to Israel.

UN: US vetoes, Zaire abstains, 13 states support Security Council resolution that Israeli settlements in occupied lands have no legal validity and constitute major and serious obstruction to peace.

Military Action:

Cease-fire holds despite IDF jets zooming low over Beirut in the late afternoon, provoking anti-aircraft fire for the first time in days; IDF and PLO gunners exchanged fire around southern suburbs; 6 artillery rounds land near IDF checkpoint in Beirut port, interrupting activities on the docks.

Casualties:

Fuel seems to be the only commodity in short supply in W. Beirut; South Lebanon increasingly "Israelized" as Hebrew road signs multiply, El Al offices are set up; Beirut police now estimate 354 people have died in the capital since the June 25 air strikes, bringing known dead to 10,207 (excluding Syrian casualties along highway, casualties from battles around Aley, many hospital casualties).

Israel/ Occupied Territories: Leaders of Druze community in Golan Heights call off 5-month strike protesting Israeli annexation of the area; Shamir makes secret 2-day visit to Europe; Israeli official projects 150 percent increase in number of active duty reservists until March 1983; four percent compulsory "loan," based on earnings, announced by Israeli government to pay for invasion.

Palestinians/ Lebanese: PLO and Lebanese police join in search for abducted AUB acting president; negotiations on PLO withdrawal suspended as participants await outcome of Washington talks.

Arab Governments: Saudi and Syrian foreign ministers send Arafat message saying that if PLO accepts UN Resolution 242, US will recognize PLO; Saudi foreign minister, in Washington, says Lebanese situation can be defused by pushing Palestinian self-determination and pledging to protect countries that take PLO guerrillas from attack by Israel; Syrian Information Minister Iskander calls on US to end its military and political support for the Israeli invasion.

US and Other Countries: Non-Aligned Movement fails to gain access for committee to Beirut; Saudi and Syrian foreign ministers meet with Reagan, outline plan for temporary evacuation of PLO to northern Lebanon before evacuation to other Arab countries; stress any agreement on evacuation must be endorsed by Arab League, scheduled to meet in a few days; envoys reportedly want US to guarantee IDF withdrawal; USSR endorses use of UN force to end Beirut impasse.

Military Action:

Cease-fire appears to hold, despite minor clashes near airport; WAFA says 5 Israelis tried to move on the airport and failed; IDF jets fly over Beirut in mock raids; PLO commander Salah Taamari reportedly surrenders to IDF in Sidon.

Casualties:

IDF soldier reported wounded in fighting with Syrians along highway.

Israel/ Occupied Territories: Israelis fear PLO gains from talk delays; Shamir says government will give Habib more time for negotiations, after consultations with Begin and Sharon; Israeli media cites Egyptian pressures, Reagan's letter of last week, and European threats of sanctions as restraining Israeli options; Mapam distributes leaflet questioning whole operation; Begin asks attorney general to investigate if Mapam has committed a crime in circulating the document; Abraham Burg, son of Interior Minister, and two other reserve officers met with Begin recently to urge him to halt the war; British employee at Bir Zeit University asserts she was beaten while in detention, foreign ministry refuses to accept a UK diplomatic protest of the incident; Argov regains consciousness in London hospital; Israeli police detain dozens of students "suspected" of being students at Bir Zeit University; police also arrest 4 staff members of newspaper al-Fajr.

Arab Governments: Renewed Iran/Iraq hostilities reportedly slows negotiating process; Damascus Radio calls on other Arab countries to ensure PLO does not move from Lebanon to other countries; Egypt calls for Arab summit, urges direct US-PLO negotiations.

US and Other Countries: West German foreign minister visits Egypt, harshly criticizes IDF invasion of Lebanon; US urges Arab countries to help resettle surrounded PLO; Reagan contacts Saudi, Syrian governments regarding haven for PLO; former US official George Ball strongly criticizes Israeli invasion and lack of strong US response; Congressional leaders and foreign policy experts say Israel violated US restrictions on use of cluster bombs but disagree on US response; Mitterrand of France meets PLO leader Kaddoumi.
