The IDF completes an inquiry into the fatal shooting of 12-yr.-old Muhammad al-Dura in Gaza on 9/30, concluding that it was "quite plausible" that he was killed by PA gunfire. Just before Arafat meets with Clinton in Washington, Israel assassinates senior Fatah cmdr. After their mtg., neither Arafat nor Clinton express hope that Israeli-Palestinian clashes will end soon; the U.S. does not condemn the Israeli attack. Early this morning, Arafat, Peres wrap up talks, and Barak announces that the sides have agreed to try again to implement the 10/17 Sharm al-Shaykh arrangements. The Israeli cabinet suspends punitive attacks on Palestinian targets. Differences quickly arise, however, over plans for Arafat, Barak to issue statements on ending the violence. As the sides discuss how to resolve their differences, 2 Islamic Jihad activists detonated a car bomb in West Jerusalem, killing 2 Israelis, wounding 9. Israeli-Palestinian clashes intensify after funerals for Palestinians killed on 10/29, the discovery in East Jerusalem of the body of a Jewish settler, and the fatal shooting of 2 guards outside an Israeli government building in East Jerusalem. In retaliation, Barak orders missile strikes on Fatah offices and Force 17 buildings in al-Bireh, Khan Yunis, and Nablus, destroying them, damaging an adjacent Samaritan synagogue and at least 1 home. Israel warns it will send commandos to hunt down Palestinians firing on troops fr. behind crowds of stone throwers. During the day, at least 2 Palestinians are killed, 40 are injured; a 3d dies of injuries received earlier; a 4th, seriously ill, dies when IDF detains his ambulance at a checkpoint. The main hot spots are around Jericho, Nablus, Ramallah (where the IDF reportedly uses grenade launchers), Tulkarm. Nr. A synagog in Efrat is vandalized, presumably by Palestinians, though how they entered the Jewish settlement is unclear. In Markaba, 2 Hizballah mbrs. are killed in a shootout with Amal mbrs.; up to 9 individuals fr. both sides are wounded. Both groups regret the incident, give no explanation of the cause. Reports suggest that Amal mbrs. picked a fight with Hizballah mbrs. hanging campaign posters for upcoming parliamentary elections, and the incident devolved into a shooting match. (MM 7/17; MEI 7/28)
