Occupied Palestine/Israel: Israeli authorities unfreeze $200,000 of $1 million seized from Gaza Islamic U. 1 year ago. Suspect in murder of Nablus girl (12/8/83) released for lack of evidence. DM Moshe Arens announces Israel will review policy of blowing up homes of Palestinians charged with actions against the state.

Arab World: Israel joins LAF and Red Cross in evacuating 2,000-2,500 Phalangist militiamen and other Christians from Deir al-Qamar from Druze forces.

SOCIAL/POLITICAL:

Occupied Palestine/Israel: Red Cross re- ports Israel reneged on terms of last month's prisoner exchange, citing case of Ziad Abu Ain; PLO claims 39 still held in defiance of agreement; Israel DM communique blames error in ICRC/Israel coordination for reversal of Abu Ain's release. Patron of Birkat Avraham yeshiva remanded for 4 days for disregarding gov't. order to remove illegal structure. Trial begins for 10 Palestinians charged with harassment of Jewish settlers in Galilee and organizing demonstrations. Israel Bonds Organization announces total of $475,434,250. raised in 1983 (compared with $502,144,500. in 1982); total since 1951 more than $6.5 billion.

Arab World: Jordan Cabinet confirms 12 Jordanians of Palestinian origin given death sentences in absentia by special military court for selling West Bank land to Israel.

Other Countries: Gemayel in London for 2 days of talks with PM Thatcher. Responding to reports that Israel asked US for Pershing 11 missiles, Shamir sends message to USSR that Israel would not acquire missiles capable of hitting Russia. UN Gen. Assembly adopts resolution calling for peace conference inviting all parties, including US, USSR and PLO on equal footing [124-4, 15 abstentions].

MILITARY ACTION:

Occupied Palestine/Israel: Abdullah Ahmed Musa, worker from Bir al-Basha/Jenin, found dead near Akka; family fears killed by Israeli vigilantes.

Arab World: US and Israeli navies launch simultaneous but separate attacks on Syrian and Palestinian positions, respectively, near Lebanese coast. Grenade thrown at IDF patrol near Sidon, 2 Israeli patrol soldiers wounded; Israeli truck driver wounded by grenade attack south of Zahrani River.

Military Action:

Israeli jets bomb guerrilla bases in areas around Sofar, Falougha and Bhamdoun, reportedly hit as-Saiqa, Syrian Baath party, PFLP-GC and Druze positions, intense and effective anti-aircraft fire deployed; brief exchanges of artillery fire between LAF and PSP around Souq al-Gharb; fierce fighting continues around Baddawi, PLO loyalists and rebels both claim control of major parts of camp; all areas of Tripoli come under rocket and artillery fire.

Casualties:

1 Israeli jet shot down by shoulder fired SAM-7, pilot is rescued by LAF patrol after parachuting into Beirut suburb, Syria says 2nd jet was downed; casualty reports from air raid range from 2-18 killed, 8 wounded, damage to targets reportedly minimal; no reliable estimates possible of casualties in Tripoli, ambulances unable to move; Red Cross estimates 13,000-15,000 refugees from fighting at camps are in Tripoli.

Military Action:

Palestinians/ Lebanese: First substantive rounds of reconciliation talks in Geneva focus on agenda and on opposition by Syria to Israeli-Lebanese troop withdrawal agreement; Israeli and US personnel reportedly active as consultants to Geneva conference participants.

Military Action:

Cease-fire holds generally; LAF positions in southern suburbs and in Beirut come under sniper fire; grenade thrown at IDF vehicl in Sidon.

Casualties:

1 LAF soldier, 2 civilians killed by sniper fire; Druze and Phalange militias exchange 44 civilian hostages; 1 IDF soldier wounded in Sidon attack; Red Cross convoy permitted to enter Deir al-Qamar, where estimated 25,000 Christian refugees and 3000 Phalange militiamen remain under siege; fighting during past month has created an estimated 140,000 new refugees in South Lebanon.

Israel/ Occupied Territories: Arens confirms IDf is considering closing the 2 bridges across its Awali line to vehicles (currently 8000 per day), restricting traffic to pedestrians with special passes.

Military Action:

Shi'ite refugees in West Beirut resist eviction from building by police, Lebanese Army units called in, battle with Muslim militiamen through day in most serious fighting in Beirut since September/ October; militia unit in South Lebanon fires on Irish UNIFIL position.

Casualties:

2 Lebanese soldiers killed, 10 wounded, 3 militiamen killed, 11 civilians wounded, at least 70 arrested in West Beirut fighting; 8 journalists arrested by Army while covering Beirut fighting, 3 say they were physically abused; ICRC visits 6 Israeli prisoners held by Fateh, reports they are in good spirits and physical condition.

Casualties:

15 killed, 20 wounded in Tripoli when unidentified gunmen open fire on pedestrians; 5 wounded by bomb attacks on 4 Christian-owned shops in West Beirut; IDF siege at Deir Qanoun continues for 6th day, ICRC says it has been refused permission to enter the village on 15 occasions.

Israel/ Occupied Territories: Lawyers representing Bidya residents send protest telegram to Defense Minister Arens, say border police failed to protect residents who held court orders enjoining developers from working on the land; Supreme Court refuses appeal by Ziad Abu Ein, extradited to Israel from US in December 1981, against conviction and life imprisonment for bomb attack in Tiberias in 1979.

Palestinians/ Lebanese-PLO Chairman Arafat and Syrian President Assad meet formally for first time since September, reportedly agree to coordinate military resources against IDF in Bekaa Valley; Haddad says he will accept no post other than commander of Lebanese forces in South Lebanon.

Arab Governments: Jordan restricts West Bank Palestinians entering Jordan to one month permits.

Lebanese customs agents confiscate nearly $1m. worth of commercial and agricultural products, mainly smuggled from Israel, during first day of crackdown on illegal imports.

Casualties:

Lebanon carries out first state execution since 1972 by public hanging of man convicted of 1979 murder in Beirut; government gives UNRWA authorization to restore refugee camps to pre-June 1982 condition.

IDF artillery fired at Syrian positions in Bekaa after Syrian tractor fortifying positions reportedly crosses cease-fire line.

IDF releases Jibsheet's Sheikh Rageb Harb, whose arrest on March 18 prompted strikes and demonstrations; ICRC tells IDF that Lebanese in Sidon are threatening Palestinian refugees in camps and villages; Austrian special envoy leaves Damascus to report to Chancellor Kreisky on status of negotiations for PLO-Israel prisoner exchange.
