In the West Bank, Israeli forces raided Jenin, attempting to arrest the brothers of 1 Palestinian man who was shot and killed in Jaffa after he allegedly killed 3 Israelis and wounded 10 others in Tel Aviv on 4/7; Israeli forces shot and killed 1 Palestinian minor who was selling hot drinks near the raid. Israeli forces also clashed with Palestinians in Ya‘bad, injuring 6. Elsewhere, Israeli forces shot and killed 1 Palestinian in al-Khader, who they claimed had thrown a Molotov cocktail at the Israeli forces during a raid on the town. Israeli forces also shot and killed 1 Palestinian woman who allegedly stabbed 1 Israeli soldier in Hebron. Meanwhile, Israeli forces shot and killed 1 Palestinian widower and mother of 6 who the forces claimed had acted in a “suspicious manner” in Husan. The woman was unarmed. 20 were arrested during raids in Ya‘bad, Jenin, and Nur Shams refugee camp. The Israeli supreme court ruled that the PA may by liable for damages to Israeli victims of attacks by Palestinians, citing payments to Palestinian prisoners in Israeli jails and their families by the PA. The Israeli cabinet voted to form a committee to study the possibility of revoking social benefits from Palestinian citizens and residents of Israel who are related to Palestinians charged with committed terror activity. The proposal was made by prime minister Naftali Bennett, foreign minister Yair Lapid, and labor minister Meir Cohen. (HA 4/10)

In a video recorded at the Damascus Gate plaza, MK and leader of the Joint List Ayman Odeh called on Palestinian citizens of Israel in the Israeli forces to lay down their arms and leave their posts in East Jerusalem and the West Bank. (ALM, HA, MEMO 4/11; HA 4/12)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near al-Bireh. 13 Palestinians were arrested during late-night raids in Bayt Rima, Jalazun refugee camp, Kafr Ni‘ma, al-Ama‘ari refugee camp, al-Bireh, Nablus, Jaba‘, and Surif. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, arresting 3. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 8 nautical miles northwest of Rafah, injuring 4 Palestinians before arresting them. The 4 were released on 4/8, but their 2 boats were confiscated. In Israel, 1 person shot and killed 2 people and injured 10 others at a bar in Tel Aviv. A Palestinian man from Jenin, suspected of having carried out the attack, was killed 9 hours after the incident in Jaffa. Israel also subsequently closed off many roads in Jenin, claiming to be looking for accomplices. PA president Mahmoud Abbas condemned the attack. In the wake of Idit Sliman leaving the Israeli government coalition on 4/6, another Yamina MK Nir Orbach said that he would leave the coalition if it did not make more “right-wing steps.” Along with demands for concessions to the Ultra-Orthodox community, Orbach said he wanted the government to focus on more settlement construction, which coalition sources said they would be working on in the coming days to appease Orbach. In the West Bank, 1 Israeli settler was shot and killed and 2 others wounded when 10 shots were fired at their car at the Homesh settlement outpost near Nablus. Israel’s public security minister Omer Bar-Lev called it “Palestinian terror,” despite not having identified a perpetrator. Israeli settlers threw stones at Palestinian-owned vehicles traveling near Jenin, causing damage. Israeli settlers also made roadblocks and threw stones at Palestinian vehicles in the Hebron area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara and Nablus. Israeli forces physically assaulted 4 Palestinians, including 1 minor, in Hebron. Israeli forces also demolished 2 houses under construction in Jericho. Elsewhere, Israeli forces confiscated 1 tractor and 1 digger in Masafer Yatta. The PA health ministry said that it had identified 3 cases of the highly infectious strain of the COVID-19 virus, the Omicron variant. The 3 were said to have returned to the West Bank from abroad before testing positive. 1 of 3 Palestinians in the West Bank are fully vaccinated against the COVID-19 virus, and less than 140,000 have received a booster shot. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. The taxi driver is charged with negligence for not realizing that the man would commit an act of violence. (HA 12/16)

2 Palestinian men—1 a resident of Jaffa and 1 from Gaza—were charged with spying on behalf of Hamas by gathering information about the Iron Dome system and taking photos of Israeli soldiers in Ashkelon. (HA, MEMO 12/16)

In Syria, the Syrian military said Israeli missiles fired from the Israeli-occupied Golan Heights had killed 1 Syrian soldier and caused damage in the south of the country. The Syrian military said its air defense system had intercepted most of the Israeli missiles. (AP 12/15; REU 12/16)

Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The plan would have seen the crude oil transferred from Eilat to Europe via the Mediterranean Sea. (REU 12/16)

The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. ToI also said the Palestinian affairs unit at the U.S. embassy to Israel had begun reporting directly to the U.S. state department, rather than reporting to the U.S. ambassador to Israel, as had been the case since the Trump administration merged the consulate in Jerusalem with the U.S. embassy as part of its move from Tel Aviv. The American Israel Public Affairs Committee announced it is launching 2 political action committees, which will allow the lobby organization to spend unlimited funds on political campaigns in the U.S. without having to report its spending to the U.S. government. (HA 12/17)

Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. Israeli media speculated that Ukrainian president Volodymyr Zelensky will open the embassy branch during a scheduled visit to Israel in 2022. (ALM, HA 12/17)

In the West Bank, Israeli settlers raided al-Twana and near Yatta. Israeli forces violently dispersed Palestinian protesters near Huwwara, al-Jalama checkpoint, and in Beita, causing tear-gas related injuries. 2 Palestinians were arrested at a checkpoint near Jericho. In East Jerusalem, Israeli forces attacked Palestinian worshipers at the Haram al-Sharif compound, including inside al-Aqsa Mosque, injuring more than 100 with tear gas, stun grenades, and rubber-coated bullets; the Palestinian Red Crescent had set up a makeshift field office at the compound, but said that Israeli forces prevented the organization from evacuating injured Palestinians; around 30 were hospitalized. Israeli forces also dispersed Palestinians gathered around the Damascus Gate plaza using skunk water and stun grenades. Elsewhere, Israeli forces physically assaulted Palestinians in Shaykh Jarrah and arrested 5 protesters. Palestinians reportedly threw stones at Israeli settler vehicles in Shaykh Jarrah. 29 Palestinians were arrested in house raids throughout East Jerusalem. In Gaza, Israel said incendiary balloons from Gaza had sparked 10 fires in Israel. Israeli forces violently dispersed Palestinians by the Gaza fence near al-Bureij, protesting in solidarity with Palestinians in East Jerusalem, injuring 3. In Israel, Israeli forces blocked several buses carrying Palestinian citizens of Israeli to East Jerusalem where they were going to pray at the Haram al-Sharif compound; hundreds of the worshipers subsequently marched on the highway toward East Jerusalem, blocking the highway between Tel Aviv and Jerusalem. The Jordanian foreign ministry called on the international community to pressure Israel to cease the attack on Palestinian worshipers at the Haram al-Sharif compound. Turkish president Recep Tayyip Erdoğan also tweeted in Hebrew that Turkey “will continue to stand by our Palestinian brothers and sisters under any circumstances.” President Erdoğan also called Israel a “terror state.” Egypt, Russia, Saudi Arabia, Belgium, the EU, and the UAE also condemned the Israeli violence and threats of evicting Palestinian families in Shaykh Jarrah. In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Israeli forces also confiscated 4 Palestinian-owned vehicles during late-night raids. 14 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Jenin, Nablus, and Salfit. Separately, a 19-year-old Palestinian woman was also arrested at the al-Zaayim checkpoint for allegedly attempting to stab an Israeli soldier. In East Jerusalem, around 87 Israeli settlers along with Israeli forces stormed Haram al-Sharif to perform prayers. Israeli forces sealed the Damascus Gate of the Old City and arrested 2 Palestinians in the vicinity. Later, demolition notices were delivered for 13 residential structures in the al-‘Izzawiya neighborhood. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. He was stopped before boarding his plane in Tel Aviv and was told that the American consulate had ordered that he could not board the plane. (NYT 4/11)

In c. Israel, Israeli police arrest a West Bank Palestinian after he allegedly stabs and seriously injures an Israeli in Yavne. The IDF then raids the alleged attacker’s Yatta home and imposes a lockdown on the village, blocking all entrances and exits. Elsewhere in the West Bank, Israeli forces raid a civil investigations office in c. Hebron, confiscating equipment and detaining the 30-odd employees. The office reportedly opened following a recent agreement between local Palestinian and Israeli authorities. IDF troops arrest a Palestinian allegedly armed with a knife at the Gush Etzion junction; arrest 8 more Palestinians, and issue 1 arrest summons during late-night raids in and around Hebron, Ramallah, Nablus, Bethlehem, Qalqilya, and Tubas. During raids in Wadi al-Juz, Ras al-Amud, Bayt Hanina, and al-Tur in East Jerusalem, Israeli forces arrest 15 Palestinians in connection with the violence at the sanctuary (48 Palestinians are still reportedly being held in connection with the clashes). They also ban an Islamic Waqf employee from Haram al-Sharif. Palestinian youths throw stones at an Israeli police officer outside Damascus Gate, lightly injuring him. Meanwhile, approximately 1,000 Jewish settlers tour the sanctuary. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. The Israeli press reports that the IDF has completed construction of a 26-mile segment of the separation wall nr. Hebron, which they had resumed in 2/2017 after Palestinians from nearby Yatta village carried out a deadly shooting in 6/2016 in Tel Aviv. (MNA 8/3)

In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. Former Israeli PM Ariel Sharon dies in Tel Hashomer hospital nr. Tel Aviv, aged 85, following 8 years in a coma. Sharon suffered a stroke in 1/2006 and never regained consciousness. U.S. Pres.
