U.S. Ambassador to Israel Samuel Lewis ends 8-year tour of duty [JTA 6/3]. Council of Jewish Settlements in West Bank calls for official action to deport Palestinians released 20 May [JTA 6/3]. Council Chair Yisrael Har'el says harassment tactics used againsthem by settlers igenerating sympathy for Palestinians among some Israelis. Wives of Jewish underground defendants end 13-day hunger strike after receiving order from rabbi to desist and assurances Knesset bill will be introduced to grant defendants clemency. Defendants tell court attempted Temple Mount sabotage was intended only "to frighten," not kill. Summer visiting season for relatives to West Bank residents begins. 2,500 visitors will be allowed to cross Allenby Bridge per day, up from 1,250; 1,100 over Damiya Bridge, up from 800 [JP 6/3]. Israeli settlers in West Bank and Gaza meet at Pesagot near Ramallah to discuss how to torpedo the envisaged peace talks with Jordan and how to force out of the country Arabs freed May 20 [JP 6/3]. Rejecting Hussein Plan and U.S. overtures, Shamir and Likud want direct talks with non-PLO/PNC-Jordanian or Jordanian-Palestinian delegation. Peres and Labor party take "wait and see" position on delegation that includes PNC members.

Arab Countries: Red Cross evacuates 29 from Burj al-Barajinah [FT 6/3]. 93 Palestinians taken to hospitals in Druze-held mountain town of Shuwayfat. Shi'a militiamen take 5 Palestinians from ambulances, later let them be evacuated.

Other Countries: Sec. of State Shultz sends message to P. M. Peres seeking Israeli backing for projected American talks with Jordanian-Palestinian delegation as step toward direct talks with Israel [NYT 6/3]. U.S. accepts PNC representation idelegation. Shultz says he is glad PLO has accepted UN resolutions 242 and 338 but says U.S. needs public statement before considering talking to PLO [JTA 6/3]. He opposes Hussein's proposal of Soviet participation in peace talks.

Occupied Palestine/Israel: High Court rejects petition by MK Kahane to cancel Knesset's 12/18 decision to strip Kahane of parliamentary immunity with regard to freedom of movement; orders Kahane to pay IS 500,000 court costs [JP 4/2]. Foreign Min. official David Kimche tells UN diplomat Jean-Claude Aime that Israel does not want UNIFIL troops to be deployed along Israel-Lebanon border after IDF withdrawal [JP 4/2]. Inner cabinet unanimously approves plan to exchange 1,150 prisoners held by Israel for 3 IDF soldiers held by PFLP-GC in Syria (see 5/20/85) [JP 5/22].

Other Countries: US State Dept. spokesman Bernard Kalb, referring to 3/31 report by West Bank Data Base Project, states US opposed to W. Bank settlements, feels that settlement activity does not preclude chances for negotiated settlement [JP, JTA 4/2].

Military Action

Occupied Palestine/Israel: Border Police shoot and injure 4 students after stonethrowing incident during Land Day protest outside Bethlehem U. [LAT, JP 4/2]. IDF order settlers to evacuate hill near Umm Safa after they began clearing land for an illegal settlement in response to 3/31 killing of settler in Ramallah [JP 4/2].

Arab World: Action in S. Lebanon: IDF convoy attacked with RPGs near Jwaiyeh. 8 Katyushas fired at IDF position, Douer; no casualties reported. 2 SLA soldiers killed during ambush near 'Arab Salim [JP 4/2]. IDF soldier injured 3/30 in Douer, S. Lebanon, dies of wounds [JP 4/2].

Occupied Palestine/Israel: Cabinet approves DM Rabin's plan for negotiated "political-military" solution & IDF withdrawal from Lebanon. 2nd Natl. Conference of Jewish-Arab Committee Against Racism meets at Nahmani Theater, Tel Aviv. Kahane pelted with tomatoes at speech in Bir al-Sab'a, praising "brave Jews" for rocket attack on Arab bus; Kach and Peace Now followers exchange blows; police intervene, arresting 1 Peace Now & 2 Kach members. MK Miari proposes national service program to counter discrimination against Palestinians for not serving in IDF. MK Peled calls for defense budget cuts & cancellation of Lavi program.

Military Action

Occupied Palestine/Israel: Arab bus attacked in S. Jerusalem with 66 mm anti-tank rocket; 1 Sa'ir man killed, 10 injured; attackers leave weapon with note identifying selves as "Avengers"; 3 Jews held for questioning. Students stone Israeli jeep from Bethlehem U. campus; troops disperse throng with tear gas, shoot 1 student in leg, continue siege till nightfall.

Arab World: 1 IDF soldier wounded by land mine near Amik, E. Lebanon; another in shoot-out near Lake Karoun.

Military Action:

IDF reportedly spent lS215 m. in past 4 months building new roads linking military installations to Lebanese roads in South Lebanon; US Sixth Fleet soldiers on shore leave in Haifa for first time since June.

Casualties:

Israel reportedly seeking alternative homes for 640 non-Arab detainees it wants to free from Ansar, but whose home countries refuse to admit them.

Arab Governments: Syria criticizes US role as Habib arrives for talks on troop withdrawals from Lebanon; Egyptian Foreign Minister Hassan Ali and Israeli Ambassador Sasson meet on bilateral issues, including Taba; on eve of Mitterrand's visit Mubarak says France and Egypt will give Reagan plan precedence over their own initiatives; reports that Egypt extradited 5 Palestinian students to Israel in early November after alleging their involvement in Sadat's assassination.

Military Action:

IDF jeeps and APCs come under RPG attack near Shuweifat; artillery, machine gun exchanges between Druze and Phalange in Aley, IDF rushes 50 APCs and tanks, 500 troops to area, imposes curfew and cuts traffic between Chouf villages; IDF forces withdraw from Yarze area housing Lebanese Army command and home of US Ambassador Dillon.

Casualties:

UNRWA begins distributing cement and stoves in Ain el-Hilweh; 1 attacker killed, 1 IDF soldier wounded in Shuweifat.

Lebanese Army arrives at Chouf village of Kfar Matta, but IDF refuses to leave, seeks overlap of 48 hours to ensure Lebanese Army can keep peace; Druze charge IDF stirring up trouble to justify continued presence in area.

Casualties:

IDF estimates 15 killed in 4 days of Druze-Phalange fighting.

UN: Britain, at meeting in Nairobi, acts to keep Israel in International Telecommunications Union by backing resolution critical of invasion but not expelling Israel; Arab governments urge Libya to drop effort to expel Israel from UN; UNIFIL mandate in Lebanon extended 3 months.

Military Action:

Israelis move troops experienced in street fighting into hills around West Beirut; IDF artillery repeatedly shells Syrian positions near Hammana.

Casualties:

Hundreds live in Beirut parks, lacking food, water, medicine and basic hygiene; garbage piles up in West Beirut streets (most trucks are in East Beirut); more shops close throughout city as fear of IDF attack grows; Baalbek now has 35,000 refugees; Palestinian refugees reportedly receive less aid than Lebanese; Israeli unsubsidized prices for sales to Lebanon about 3 times Lebanese prices.
