Syrian Interior M Muhammad Harba, speaking to Damascus conference on drug trafficking, says Syria rejects Israeli proposal for secret negotiations, calls Israeli proposal for referendum on Golan Heights an obstacle to peace.  (MM 2/21)

Settlers block West Bank roads with rocks, burning tires in continuing protests over killing of Zipporah Sasson.  Blockade coincides with "rush hour" of Palestinians going to work in Israel.  IDF prevents clashes by turning away Palestinian cars before they reach settler roadblocks.  Ballistics tests reportedly link weapon in Sasson killing to killing of Shin Bet officer previous week and 4 Israelis in 12/93.  (MM 2/21; CSM 2/22)

Lawyer for imprisoned Hamas leader Shaykh Ahmad Yasin says his client's "life is under threat," but Israeli Prisons Authority spokesman says "there is no deterioration" in Yasin's condition.  Yasin is serving 15-yr. sentence in prison nr. Netanya for ordering killings of collaborators.  (MM 2/21)

Hamas issues leaflet warning Druze, Bedouin citizens of Israel to leave IDF "which has killed the sons of your people."  Hamas claims IDF replacing Jewish units in Gaza with Druze- and Bedouin-manned units.  (MM 2/21)

Pres. Bush visits U.S. forces in Saudi Arabia, says they may have to face "some pain now to avoid even worse pain later," then flies to Cairo [NYT, LAT, WP 11/23; MET 12/4].

D.M. Tom King says Britain will send 14,000 more troops and additional tanks, aircraft, and ships to the Gulf by the end of the year, bringing total number of British troops there to more than 30,000 [NYT, LAT, MEM 11/23].

Occupied Palestine/Israel: The Jerusalem Post reports Palestinian doctor has confirmed allegation by Na'ilah 'Ayish that she was pregnant athe time of her arrest in February 1987 and miscarried after being tortured by Shin Bet interrogators; Israeli police will submit results of internal investigation of the case to attorney general's office [FJ 7/5]. In Tel Aviv, group of Israelis attacks 4 Palestinian workers and their Jewish employer twice in 24 hours [FJ 7/5]. Israeli military authorities order 30 bedouin families in Rafah to vacate the area within 6 days [FJ 7/5]. MK Meir Kahane's voting privileges are restored after he takes oath of allegiance to Israel [WP, NYT 7/2]. Israelis seal off 40 Gaza Strip stores alleging they were not keeping proper accounts [FJ 7/5].

Arab World: PLO Executive Com. member Muhammad 'Abbas and Tal'at Ya'qub announce reunification of Palestine Liberation Front [FJ 7/12].

Other Countries: U.S. Sec. of Defense Weinberger meets with Israeli Defense Minister Rabin to discuss future of Lavi jet fighter and U.S. aid [NYT 7/2].

Social/Economic/Political

Occupied Palestine/Israel: Israeli govt. officials state Jordan has provisionally agreed to be involved in choosing and appointing Palestinian mayors for some of the largest towns in the West Bank, including Nablus, Hebron, Ramallah, and al-Bireh [LT 10/30]. Birzeit U. and Bethlehem U. students demonstrate against deportation orders issued 10/28. Another demonstration takes place outside Min. of Defense building in Tel Aviv; group of professors from Tel Aviv U. and Hebrew U. issue statement calling for cancellation of orders [JP 10/31]. Green Patrol evict 40 Bedouin families from Negev land, cutting down their tents [JP 10/31].

Arab World: PLO promises Jordan it will avoid repetition of incidents like Achille Lauro hijacking or "any act that would hurt the 11 February agreement" [NYT 10/31]. New York Times reports Pres. Amin Jumayyil of Lebanon is trying to open negotiations with Israel on S. Lebanon and has sent former For. Min. Elie Salem to Damascus for talks with Syrian For. Min. Faruq al-Shar' on the subject [NYT 10/31].

Other Countries: Israeli and U.S. officials state some Arab nations, including Jordan and Egypt, have recently urged the Soviet Union to restore diplomatic ties with Israel as a way to help promote peace talks [NYT 10/31]. Israel Radio reports Hungary has agreed to open diplomatic mission in Israel, will permit Israeli rep. to work from a foreign embassy in Budapest [JP 10/31].

Military Action:

IDF bus in Kfar Sil ambushed by Lebanese National Resistance using rocket propelled grenades and machine guns, IDF returns fire into groves alongside road; artillery, rocket and hand-to-hand fighting in Tripoli.

Casualties:

21 IDF wounded in ambush, bringing total IDF casualties in 3 weeks to 25 wounded, 6 dead, and since Sept. 1, total IDF casualties are 104 killed, 203 wounded; one attacker killed by IDF; 19 killed in Tripoli fighting.

Political Responses:

Israel/ Occupied Territories: MK Charlie Biton, at lunch hosted by PLO in New York, calls for Palestinian state on the West Bank, urges US to negotiate directly with the PLO, Israel to cut military spending; Bedouin whose herds were seized in December win order nisi from Israeli High Court calling for Defense Ministry, Chief of Staff and Nature Reserves Authority (Green Patrol) to give reason within 10 days why the herds should not be returned; Palestinian union activists, journalists, writers and poets from Nablus, Tulkarm and Hebron arrested and detained by military authorities now number over 300 in Fara'a prison.

Palestinians/ Lebanese: PLO Chairman Arafat in Kuwait calls on Arab states to exert economic pressure on US, then goes to Damascus for celebration of 18th anniversary of Fateh; Lebanese and Palestinian women from Bourj al-Barajneh protest detention of relatives; 3-week training by US Marines of Lebanese Army air assault battalion completed with display of heliborne hit and run attacks; $10 million worth of US military equipment, including 24 APCs, trucks and spare parts, for Lebanese Army arrives at Beirut port.

Arab Governments: Iraqi Deputy Prime Minister Tarik Aziz says Iraq is encouraging the PLO to negotiate with Jordan, and does not oppose peace negotiations between Israel, the PLO and Arab partners.

US and Other Countries: US expresses official concern to USSR over construction of SA-5 missile sites in Syria, as USSR Ambassador Anatoly Dobrynin is called to the State Department to meet with Undersecretary for Political Affairs Lawrence Eagleburger; Senator Paul Tsongas (D-MA) meets with Begin, then Hussein, tells reporters if Syria is obstacle to peace and troop withdrawal from Lebanon, this obstacle must be removed, and that Begin told him he accepts Hussein in the peace process but will never freeze settlements
