SOCIAL/POLITICAL:

Occupied Palestine/Israel: Former chief of staff, Eitan heckled during visit to Beer Sheba U. on tour of Negev; declares Arab students have no business there, tells them: "This is our country, not yours."

Arab World: Syria presents Gemayel 4-point plan for Lebanon: abrogate May 17 accord, deal with Syrian military presence through Arab League, set up national unity with parity for all factions, convene national unity talks in Geneva. Christian Phalangist militia leader Fadi Frem cautions Gemayel his forces will not accept abrogation of May 17 agreement.

Other Countries: Sec. of State Shultz says Marine pull-out from Beirut will be complete in 2 weeks. Israeli firm, Elbit, announces $6 million deal to supply naval communications systems to undisclosed European government.

MILITARY ACTION:

Arab World: US Marines begin formal withdrawal to 6th Fleet vessels off Beirut. Israel bombs alleged Palestinian targets in central mountain villages of Bhamdoun, Ain al-Jadida, Bikh Shtay and Mansuriya; sends armored column north within 12 miles of Beirut. 

SOCIAL/POLITICAL:

Arab World: Italian MNF contingent complete withdrawal from Beirut, leaving Sabra and Shatila refugee camp positions to Shi'ite militia; turn over 70-bed military hospital to Shi'ite welfare organization.

Other Countries: UN Human Rights Commission approves 2 resolutions: condemning Israel's West Bank policies of confiscation and demolition of Arab property, mass arrests and torture; calling on Israel to release Ziad Abu Ain; both resolutions passed with 11 (mostly Western) members abstaining; only US opposed. International Federation for Human Rights presents evidence to UN commission of Lebanese security forces and Phalangist militia abductions of more than 1,500 civilians in S. Lebanon in conjunction with IDF. Gen. Manager of Yuval Guitars, Katzrin settlement (Golan), reports sell-out of Israeli 'ouds marketed at World Music Festival in Frankfurt to Saudi, Lebanese, Syrian and Tunisian buyers.

Military Action:

Lebanese Army resumes searches in West Beirut; IDF and PLO exchange fire in eastern Bekaa near Yanta; Phalange (Damour Brigade) shells 5 Druze villages throughout day as fighting spreads southeast of Beirut; two IDF APCs come under fire; Lebanese Information Minister Shikhani announces Lebanese Army will move into area Thursday; electricity to capital cut to 8 hours after cable severed in fighting; Wazzan orders security police into area to stop fighting; Phalange turns back reporters trying to enter area; US Ambassador Dillon and Wazzan meet Druze leaders; Phalange militia notifies government it will refuse to turn weapons over to Lebanese Army (nominally under Amin Gemayel's command); IDF stops the fighting in late evening.

Casualties:

Pattern of violation of Palestinian human rights, including mistreatment at detention centers, beatings, crowded cells with no toilet facilities, denied food, meets with no action from relief agencies; 27 detained, total number of detainees estimated at 1,000 to 4,500; Israeli and foreign journalists protest new Army order barring them from driving Israeli vehicles in Lebanon without army jeep escort as IDF also refusing to provide escorts; Israel reverses standing policy, says it will actively seek housing and protection for Palestinian refugees in South Lebanon this winter; at least 3 deaths in Phalange-Druze fighting; Lebanese Government estimates almost 2,000 killed in Sabra and Shatila massacre (762 bodies recovered and 1,200 taken away by families for burial, 212 unidentified, buried in mass grave); only 37 percent were Palestinian, most were Lebanese, a few from other Arab countries; Israeli Minister Meridor says 600 detainees have been released from al-Ansar.

Israel/ Occupied Territories: Israel demands security role for Haddad and written Lebanese guarantee of security zone in South Lebanon as condition for withdrawal; Begin orders protection for Lebanese Druze; Ambassador Arens presents Shultz with Israeli request for $3.2 billion for FY 1984 (currently receiving $2.2 billion); Begin postpones visit to Zaire; Peace Now refuses to testify before independent inquiry linked to Israel League for Civil and Human Rights, says it singles out Israel.

Palestinians/ Lebanese: Franjieh reportedly called Gemayel last week to pledge support; Camille Chamoun, in private US visit, calls treaty with Israel impossible now, criticizes lack of expereince and prestige of new Cabinet named by Wazzan.

Arab Governments: Mubarak says autonomy talks at dead end because of Israeli obstruction, following 2 day meeting with Numeiri.

US and Other Countries: 100 picket Shamir in Chicago; Vatican says Arafat renounced terrorism during visit with Pope.

Military Action:

IDF seizes control of most of West Beirut, overcoming resistance by small groups of LNM militia; Israelis tell residents to turn in weapons, claim IDF role is limited; brief fighting west of port; IDF shells headquarters of Murabitun; by 11:30 AM, IDFannounces it controls all key points in West Beirut, completely encircles Sabra, Shatila and Bourj al-Barajneh refugee camps; random killings of civilians by Phalange using knives and sniper fire reported during morning; after 2 meetings of Phalange commanders with Drori, Phalange militia sets up command post near Shatila camp entrance, across street from IDF observation post looking down into camp; Phalange militia assembles by foot and truck, enter Sabra and Shatila camps and begin house-to-house searches; IDF illuminates camps with flares fired by Israeli mortars, aircraft; Phalange commanders in radio contact with IDF officers during operation; IDF rations provided; isolated gunmen break into homes, kill whole families, some civilians axed to death; in evening, IDF soldiers meet hysterical Palestinian women running from camps telling of massacre, relay reports to IDF officers; Gaza Hospital staff report steadily increasing gunfire, explosions; Phalange commander at Shatila tells IDF at 11 PM "Until now, 300 civilians and terrorists killed," report sent to IDF HQin Tel Aviv, circulated among 20 top officers.

Casualties:

48 Murabitun militiamen killed in 2 days; Bank of Lebanon catches fire during IDF shelling; IDF tanks crush cars; residents seek shelter in basements to escape shelling; glass and tree limbs litter area of fighting; IDF soldiers question, detain civilians; by noon, Gaza Hospital reports 100 casualties, by evening, over 2,000 Palestinians and Lebanese jam corridors seeking to escape Phalange/ Haddad militias and report whole families being butchered.

Political Responses:

Israel/ Occupied Territories: Israeli Cabinet, at late night meeting, rejects renewed US call for withdrawal from West Beirut, says it will remain until Lebanese Army can ensure order in the wake of Gemayel's death; Sharon and Eitan win approval without dissent for IDF entry into West Beirut, use of Phalange forces in camps despite some Ministers' reservations and Eitan warning that entry may lead to "blood vengeance" by Phalange; Sharon tells Draper IDF will remain; Peres criticizes IDF entry into West Beirut, calls for redeployment of multinational force.

Palestinians/ Lebanese: Phalange Party nominates Amin Gemayel (Member of Parliament and brother of Bashir) as new presidential candidate 7 days before end of Sarkis' term; Sarkis and Wazzan ask Reagan to persuade IDF to withdraw; Lebanon calls on UN Security Council to condemn IDF attacks; 4 LNM leaders meet with IDF officers at a former PSP (jumblatt) headquarters to consider non-resistance but reject it; Wazzan says he ordered Lebanese Army to resist IDF advance but it disobeyed; Arafat demands 3 nations return peacekeeping forces to Beirut to protect civilians, including refugees; PLO Research Center ransacked and looted by IDF.
