In the West Bank, Israeli forces violently dispersed Palestinians marking Prisoners’ Day in Hebron and Bethlehem, injuring 1 with live ammunition and others with tear gas in Bethlehem and 1 with live ammunition and others with tear gas in Hebron. Israeli forces also confiscated 1 excavator in Deir Istiya. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound and inside al-Aqsa Mosque, injuring 17 Palestinians, including 5 who were taken to hospitals for treatment. More than 728 Israeli settlers toured the compound. Palestinians threw stones at buses carrying Israeli settlers to the compound, injuring 7 settlers. 18 Palestinians were arrested. Israeli forces also violently dispersed Palestinian protesters in al-Tur, injuring 1 with a baton round. The Jordanian foreign ministry said “Israel’s measures to change the status quo on the Haram al-Sharif compound are a dangerous escalation. Israel bears full responsibility for the consequences of the current escalation that is thwarting efforts invested to bring about calm,” in response to the many Palestinian injuries at the compound in the past days. The spokesperson for King Abdullah II also called on the international community to pressure Israel to stop its escalation at the holy site. PA president Mahmoud Abbas spoke with Turkish president Recep Tayyip Erdoğan, who condemned the Israeli violence. Hamas and Islamic Jihad also slammed the Israeli-led violence on the compound. The PA also warned that Israel is attempting to spatially divided the Haram al-Sharif compound like it has done to al-Ibrahimi Mosque. The United Arab List (UAL) froze its membership of the Israeli coalition in response to Israeli punitive measures against Muslim worshippers at the Haram al-Sharif compound. Members of the UAL are expected to start working with the government coalition again after the end of the month of Ramadan, which is before the Knesset recess ends on 5/8. In the West Bank, 1 Palestinian minor succumbed to injuries sustained by Israeli forces during a raid in Kafr Dan on 4/14. Israeli forces violently dispersed Palestinian protesters in Qarawat Bani Hassan, injuring 1 Palestinian minor with live ammunition and others with tear gas; the minor was also arrested. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 3 with baton rounds and others with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Qaryut, Beita, and Bazariya, leading to tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound, including inside al-Aqsa Mosque, injuring more than 152 Palestinians with baton rounds, batons, and tear gas, including 8 who were admitted into intensive care facilities. Several Palestinian journalists at the compound were violently beaten by Israeli police, causing broken limbs. 3 Israeli police officers were lightly injured. Some 470 Palestinians were arrested at the compound before noon prayers, where some 50,000 worshippers were praying, about half from the West Bank. Around 440 were released within 24 hours, some of whom were banned from entering the compound until after the end of Ramadan. Hamas, the PA, Jordan, Morocco, UAE, Bahrain, the United Arab List, and the Organisation of Islamic Cooperation condemned the Israeli-led violence at the Haram al-Sharif compound (see above). The U.S. state department released a statement urging “all sides to exercise restraint, avoid provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount.” The spokesperson for UN secretary general António Guterres expressed grave concern about the situation in Jerusalem. Hamas political leader Ismail Haniyeh spoke to Arab League secretary general Ahmed Aboul Gheit about the Israeli attacks on Palestinians at the Haram al-Sharif compound. Haniyeh also spoke with Iranian foreign minister Hossein Amir-Abdollahian and speaker of the Kuwaiti parliament Marzouq al-Ghanim in separate calls. (MEMO 4/16)

At a Passover seder hosted by U.S. vice president Kamala Harris and 2nd gentleman Doug Emhoff, the couple served wine made by the settler winery Psagot Winery in the West Bank. The senior advisor for communications to Vice President Harris said in a tweet that “the wine served at the Seder was in no way intended to be an expression of policy.” (HA, MDW 4/17; MEE 3/18)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles west of Ramallah and south of Hebron, causing damage. Israeli settlers also threw stones at 1 Palestinian vehicle near Silwad, causing damage. Elsewhere, Israeli settlers attacked 1 Palestinian American man working his land in Mukhmas near the Ramat Migron settlement outpost, causing severe injuries. The man was arrested by Israeli soldiers before being released after showing proof that he owns the land during his interrogation. Israeli settlers also opened fire at 1 Palestinian vehicle traveling in Tarqumiyah, injuring 1. Israeli forces shot and injured 2 Palestinians during a late-night raid in Turmus ‘Ayya. Israeli forces also shot and injured 3 Palestinians during a late-night raid near Tulkarm. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in al-Ram, injuring 1 Palestinian minor who lost 1 of his eyes after being hit with a baton round. In East Jerusalem, between 50,000-80,000 Muslim worshippers prayed at the Haram al-Sharif compound on the 1st Friday in the month of Ramadan. Some 25,000-40,000 of them were from the West Bank. Israel only allowed Palestinians 50 years or older to enter East Jerusalem from the West Bank for Friday prayers. Past years have seen more than 200,000 Muslim worshippers pray at the compound on the 1st Friday of Ramadan. Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, injuring 2 with baton rounds and arresting 2 others. Off the coast of Gaza, Israeli naval forces detained 6 Palestinian fishermen within 3 nautical miles northwest of Rafah in 2 separate incidents before confiscating their 3 boats. In the West Bank, Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Faqqua. Israeli forces also delivered a stop-work order for 1 residential structure, 1 agricultural structure, and 1 water well near Hebron. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, for the 3d day in a row, arresting and assaulting 9 Palestinians. The PA health ministry released a report on Israeli forces’ attacks on Palestinians in 2021. The report said that 355 Palestinians were killed by Israeli forces and more than 16,500 were injured. 265 Palestinians were killed in Gaza, mainly in May 2021, and 90 in the West Bank and East Jerusalem. 87 of the Palestinians killed by Israel in 2021 were children. Japan’s Social Development Fund announced a $2.4 million grant to help improve the Palestinian Heritage Trail in the West Bank. The project is aimed at improving the Palestinian economy through tourism opportunities. (WAFA 4/4; ALM 4/5)

In the West Bank, 1 Israeli settler shot and killed 1 Palestinian man after he had stabbed and injured 1 other Israeli settler with a screwdriver in a bus near the Efrat settlement south of Bethlehem. Israeli settlers threw an incendiary device at 1 Palestinian minor in Jinba, causing burns to his face and hands. Elsewhere, Israeli settlers attacked 1 Palestinian herder near Fasayil, throwing stones and releasing a dog on him, causing injuries. Israeli forces shot and killed 2 Palestinians and injured 14 others during a daytime arrest raid in Jenin refugee camp. Israel said that the arrest raid was related to the attack on 3/29 in Bnei Brak in which 5 were killed; 31 were arrested during the raid. PA president Mahmoud Abbas condemned the raid, saying Israel wants to escalate tensions ahead of the start of Ramadan. During the raid, Palestinian patients at a nearby hospital suffered tear-gas related injuries. 24 Palestinians were arrested during late-night raids in Aida refugee camp, Bayt Jala, Husan, al-Ubeidiya, Wadi Abu Freiha, Hebron, al-Ramadin, Dura, Qalandia refugee camp, al-Zawiya, Salem, al-Far‘a refugee camp, Jenin, Ya‘bad, Nabi Elias, and Azzun. In East Jerusalem, far-right Israeli MK Itamar Ben-Gvir toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire on Palestinian farmlands east of Abasan; no injuries were reported. In the West Bank, Israeli forces arrested 9 Palestinians during late-night raids in and around Ya‘bad, Kaubar, and Hebron. In East Jerusalem, Israeli forces arrested 8 Palestinians including a Waqf guard at the Haram al-Sharif compound, 1 other in the Old City, 5 during late-night raids in the Old City, and delivered 2 summonses for interrogations. PA president Mahmoud Abbas announced that the PA will end all agreements with Israel and the U.S., including security agreements, because of Israel’s plans to annex parts of the West Bank. Haaretz reported that Palestinian sources said that coordination with Israel would continue at a lower level of engagement, at least for a time. In a speech, President Abbas said that, by Israel making the unilateral decision to annex parts of the West Bank, it has “annulled the Oslo agreement and all agreements signed with it, after snubbing all these years all these agreements and all the resolutions of the international legitimacy and international law.” Abbas further stated that the PA is ready to negotiate within the parameters of the Arab Peace Initiative, and that it had signed agreements “to accede to international agreements and conventions that we [the PA] have not yet joined.” (Guardian, WAFA, WAFA 5/19; HA, NYT, WAFA 5/20)

PA prime minister Mohammad Shtayyeh and German foreign minister Heiko Maas released a joint statement after a virtual meeting, stipulating that “[a]nnexation of any part of occupied Palestinian territories including East Jerusalem constitutes a clear violation of international law and seriously undermines the chances for the two-state solution within a final status agreement.” It further read that Germany “took note of the Palestinian view that such a step would put an end to all signed agreements.” Separately, the French foreign minister Jean-Yves Le Drian warned that Israeli annexation will have consequences for the EU’s relationship with Israel. A plane from the UAE with COVID-19-related aid materials for Palestinians in the West Bank and Gaza landed in Israel. The aid package included 14 tons of medical supplies, including 10 ventilators. The direct flight from the UAE to Israel is the 1st of its kind. (AJ, HA, REU 5/19)

The EU Police Coordinating Office for Palestinian Police Support donated $65,500 worth of protective equipment and hand sanitizer to the Palestinian Civil Police. (WAFA 5/19)

In the West Bank, Israeli forces arrested 6 Palestinians during late-night raids in and around Ramallah, Jenin, Tubas, and Hebron. In East Jerusalem, 2 employees of the Islamic Waqf were released after being arrested; they were both banned from the Haram al-Sharif compound for 15 days. Israeli minister of agriculture Uri Ariel toured the Haram al-Sharif compound with a group of Israeli settlers. The Israeli high court of justice rejected a petition to bar the Israeli Jerusalem Day flag march from walking through the Muslim Quarter of the Old City. The petition was filed by Ir Amim and argued that since the day of the flag march coincides with the final days of the Ramadan, it should not be passing through the Muslim Quarter. (HA 5/21)

The White House reported that the economic component of the U.S. president Donald Trump’s peace plan will be released in late June at an international summit in Bahrain. The summit will be named Peace to Prosperity. (AJ, HA 5/19)

More than 10,000 Palestinians gather along Gaza’s border to continue the Great March of Return. The march’s organizing committee called for increased participation today to mark Naksa Day. Some protesters fly incendiary kites across the border fence into Israel, sparking small fires. IDF troops violently disperse the demonstrations near Gaza City, Rafah, Jabaliya refugee camp, Khan Yunis, and al-Bureij refugee camp; 4 Palestinians are killed and at least 100 are injured, including 2 paramedics. The killings bring the death toll stemming from the Great March of Return to 121. Earlier, IDF drones drop firebombs on protest tent camps and piles of tires along the border fence, sparking a number of minor fires and causing moderate damage. The Palestinian killed today was a paramedic named Razan al-Najjar. She was reportedly shot as she was treating wounded protesters. Her death brings the death toll stemming from the Great March of Return to 115. In East Jerusalem, approximately 250,000 Palestinians pray at Haram al-Sharif, marking the third Friday of Ramadan. At the UNSC, the U.S. vetoes a Kuwait-backed draft resolution condemning Israel’s use of force against Palestinian civilians at recent protests along Gaza’s border fence. “The terrorist group Hamas bears primary responsibility for the awful living conditions in Gaza,” says U.S. ambassador to the UN Nikki Haley, explaining the veto. Israeli police shoot and kill 3 Palestinian youths outside the Old City of East Jerusalem after they attack Israeli guards at Damascus Gate with knives and guns: 1 Israeli police officer is lightly injured and 1 is fatally wounded, succumbing to her injuries later in the day. After the attack, IDF troops conduct raids in the alleged attackers’ village of Dayr Abu Mash‘al nr. Ramallah, imposing a lockdown on the village and sparking clashes with residents; 2 Palestinians are injured. For a 3d day in a row, clashes erupt at Haram al-Sharif. Palestinians atop the sanctuary throw stones at Jews praying at the Western Wall below, lightly injuring 1 elderly woman. Israeli police arrest at least 11 Palestinians. After the day’s clashes, the Israeli police decide to bar non-Muslims from the sanctuary through the end of Ramadan on 7/5, reversing Public Security Minister Erdan’s 6/26 announcement. Israeli settlers destroy 2 Palestinian greenhouses, uproot plants, and spray-paint “Death to Arabs” in Wadi Fuqin village nr. Bethlehem. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Rafah, causing no injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. An IDF spokesperson says that the IDF has canceled its Hannibal Directive, i.e., its protocol to employ extraordinary force to prevent the capture of its soldiers. A senior IDF officer says that Lt. Gen. Gadi Eisenkot canceled the directive weeks ago and that a replacement directive will be issued soon. (JP, NYT, TOI 6/28)

Israel’s Public Security Minister Erdan decides to permit Jews and other nonMuslims to visit Haram al-Sharif in the last 10 days of Ramadan, marking a deviation from Israeli policy in recent years. Many Palestinians see Erdan’s decision as a breach of the status quo at the sanctuary. Meanwhile, Israeli forces raid Haram al-Sharif in the morning before a right-wing Jewish activist tour of the site, arresting 2 Palestinians, and sparking clashes with worshippers; 12 Palestinians and 1 Israeli police officer are injured. In the West Bank, IDF troops arrest 8 Palestinians during late-night raids and house searches in and around Hebron, Nablus, and Bethlehem; and patrol during the day nr. Hebron and Salfit. Off Gaza’s coast late at night, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. The Israeli press reports that Israel and Turkey have finalized agreements on all remaining sticking points in their negotiations over reconciliation, and that they plan to announce a final deal on 6/27. An Israeli official says that Turkish pres. Recep Tayyip Erdoğan agreed to an additional document that will renew Turkish efforts to negotiate with Hamas to secure the release of the remains of 2 IDF soldiers who died in Gaza during Israel’s 2014 Operation Protective Edge. However, only men above the age of 45 or those with special permits are allowed to enter the sanctuary. Palestinians entering Jerusalem from the West Bank comprise those accounted for in the standard weekly quota, according to a COGAT spokesperson; “Larger numbers were supposed to enter for Ramadan,” she says; “that has been canceled.” Across the oPt, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 3 villages nr. The Jerusalem Municipality issues stopwork orders to the Islamic Waqf, which is building restrooms in the n. section of Haram al-Sharif ahead of Ramadan. The municipality decides not to permit the construction of a new settler building in Silwan. Sources in the PM’s office say that Netanyahu pressured Jerusalem mayor Nir Barkat to halt the settlement construction and, in return, issued the stopwork order to the Islamic Waqf to appease Barkat. Forces dismantle and confiscate a residential tent in Jabal Mukabir that 1 of the families has been living in since their home was sealed on 7/1; raid the Jabal Mukabir home of the other attacker’s family overnight. EU foreign policy chief Mogherini says that Iran and the P5+1 will continue negotiating for the next few days, hours ahead of today’s extended deadline for a final agreement. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Hamas official Basem Naim speculates that Abbas was caught “off guard” by today’s reports of indirect talks between Hamas and Israel, and they prompted him to make this decision. Israel’s Defense Ministry announces a series of loosened restrictions on Palestinians’ movement during Ramadan this year (the holy mo. begins the evening of 6/17). The Israeli High Court of Justice rules to seal the East Jerusalem room of the man accused of shooting right-wing Jewish activist Yehuda Glick on 10/29/2014.
