Israel holds parliamentary elections, with voter turnout at a relatively low 63%. The Kadima party, founded by Ariel Sharon and led by Ehud Olmert, wins 29 of the 120 Knesset seats (less than expected) compared to Labor with 19 seats, Likud (the biggest loser compared with its 38 seats last election) with 12, Shas with 12, Yisrael Beiteinu with 11, National Union–National Religious Party with 9, Pensioners’ Party with 7, United Torah Judaism with 6, Meretz with 5, and 3 Arab parties with a total of 10. A day after formally announcing that he will challenge Sharon for Likud party leadership in advance of Israeli elections, which must be held by 11/06, fmr. PM Benjamin Netanyahu goes to Ma’ale Adumim, where he vows that as PM, he would press for a rapid increase in construction of West Bank settlements, particularly around Jerusalem, including building 5,000 units in Ma’ale Adumim immediately. The Jewish Agency, Israeli DMin. unveil a program to recruit 100s of young IDF soldiers who have just completed their mandatory service to travel abroad as “emissaries to Jewish communities in the Diaspora” to persuade Jewish youth abroad to come to Israel for a semester or yr. of academic study. The newly discharged soldiers would receive travel expenses and a stipend to travel for 6–12 mos. The project is estimated to cost $200 m./yr., with $50 m. paid by the Jewish Agency, $50 m. by the government, and the rest by donations to the agency, most of which come from North American Jews, who donate around $150 m./yr. to the Jewish Agency. The IDF raids a branch of the Arab Bank in Azariyya, East Jerusalem, confiscates documents related to bank accounts belonging to Jerusalem residents allegedly linked to Hamas. The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM. Sharon says that the economy will be his 1st priority, the peace process his 2d; that the Palestinians would have to give up the right of return, agree to Jerusalem remaining the unified capital of Israel, and halt all violence if they want a comprehensive peace. Due to severe weather, violence tapers off noticeably, though an Islamic Jihad suicide bomber lightly injures 5 Israelis outside a hotel in Jerusalem. The IDF demolishes 2 Palestinian homes, a water network in Rafah, nr. Morag settlement; directs shells, heavy machine gun fire a residential areas of Jinin, Nablus, Rafah; confiscates Palestinian land in Dayr al-Balah; reinforces positions around Nablus, Qalqilya. In the afternoon, Israel, which had already curtailed operations due to the weather, announces it is halting strikes on PA targets for 12 hrs. to give Arafat a chance to demonstrate he is cracking down on opposition groups; names 36 Palestinians it wants arrested immediately, vowing to resume strikes on the morning of 12/6 unless the PA shows progress. Meanwhile, in a briefing to Likud MKs, Sharon vows to step up Israel's assassination campaign, bans all Palestinian vehicles on interurban West Bank roads, bars Arafat fr. leaving Ramallah, bans VIP passage for PA officials, promises continued attacks on PA military and symbolic targets. A Jewish settler driving in the West Bank, an Israeli truck driver carry goods to a Jewish settlement in Gaza are also shot dead by Palestinian snipers, marking the highest 1-day toll for Israeli Jews since clashes began. Israeli-Palestinian fighting in the West Bank and Gaza abates slightly but escalates again this evening, leaving at least 3 Palestinians dead. The most serious incident is in Nablus, where the IDF, implementing the Sharm agmts., turns over Joseph's Tomb to the PSF. Palestinians celebrating the IDF pullback overrun the PSF, destroy the tomb. In response, armed Jewish settlers roam areas around West Bank settlements, stoning and firing at Palestinian cars, killing 1 Palestinian. Inside Israel, Jews fr. Upper Nazareth rampage through Arab Nazareth throwing stones at Israeli Palestinians, sparking a riot; when Israeli Arabs start to fight back, Israeli riot police intervene, using tear gas and live ammunition, shooting dead 2 Israeli Arabs. Following fist-fights with UNIFIL troops trying to halt their advance, IDF troops, tanks bulldoze through UNIFIL barriers and move out of "security zone" to attack villages in S. Hundreds of Jewish settlers invade Silwan, on outskrits of East Jerusalem, and occupy eight Palestinian homes they claim were bought or leased from the government but occupied by Palestinians. Occupation of the homes was planned by Housing Minister Ariel Sharon, and several right-wing Knesset members, including Michael Eytan, Yuval Ne'eman, and Ge'ula Cohen, joined the settlers in a move some openly stated was an attempt to bring down the government of PM Shamir and disrupt U.S. efforts to convene a peace conference [see 10/4]. Police evacuate most of the homes, but PM Shamir tells settlers they can control one of them. Shamir calls settlers' action "unnecessary" and takes no action against Sharon. Occupied Palestine/Israel: Israeli troops and Palestinians clash in several Jenin-district villages and camps. At least 86 are injured or affected by tear gas in Gaza Strip. At Jabalya refugee camp, protesters attack military post for 4th consecutive day. Demonstrations also erupt in Beach camp, Gaza City, and Rafah.
