PFLP mbrs Shahar and Yusuf Ra'i, wanted by Israel for killing 2 Israelis 7/18, are sentenced by the PA military court in Jericho to 7 yrs each. Israeli Justice M Liba'i calls trials a violation of the Oslo agmt. meant to avoid extraditing the pair. FM Peres says PA is not violating the DOP. Sec. of State Baker, in testimony before U.S. House of Representatives Foreign Affairs subcommittee, calls continued building of Israeli settlements "largest obstacle" to convening proposed Middle East peace conference. Remarks come in wake of four new settlements established in occupied territories since Baker began his recent peace initiative. (See JPS 80, doc. D2)

More than 200,000 Israelis now live in occupied territories. (NYT, WP, LAT 5/23)

Pres. al-Asad and Lebanese Pres. Ilyas al-Hirawi sign a "Treaty of Brotherhood, Cooperation and Coordination" in Damascus. (See JPS 80, doc. B9). Treaty establishes joint Syrian-Lebanese institutions for coordinating defense, security, foreign and economy policy, under authority of higher council comprising the two country's presidents, prime ministers and parliamentary speakers. Treaty transforms Syrian influence in Lebanon into formal role.

Treaty calls for Syria to redeploy its 40,000 troops in Lebanon in Biqa' valley. Syrian troops currently effectively control two-thirds of Lebanon.

Lebanese Maronite Catholic Patriarch Nasr Allah Sufayr opposes accord, stating that it would lead to Syrian domination of Lebanon. Israel voiced opposition to the accord as well. (NYT, WP, LAT 5/23)

Israeli def. ministry confirms that Polish Pres. Walesa promised Def. Min. Moshe Arens that Poland will not sell tanks to Syria out of deference to Israel. (LAT 5/22)

Knesset erupts into shouting match when Knesset Speaker Dov Shilansky (Likud) calls on Israeli peace activist Abie Nathan to halt his 25-day fast. Nathan began fast 3/25 to protest Israeli law forbidding Israelis to meet with members of PLO. Shilansky's statement came in wake of failed motion to abolish law. Nathan has publicly met Yasir Arafat several times since law was passed, serving 122 days in prison in 1990 as result. (NYT 5/23; MEM 7/15)

Los Angeles Times reports that Coca-Cola Company was removed last month from list of companies boycotted by Arab League for their dealings with Israel. Japanese car manufacturer Toyota also reported last month that it will begin selling cars in Israel in 1992, a departure from its policy of dealing solely with Arab countries. (LAT 5/22)

Arab World: In speech to Jordanian Parliament, King Hussein blames Likud for dimmed prospects for peace conference, announces postponement of elections for lower house of Parliament for at least 2 years [WP 10/11]. Occupied Palestine/Israel: In 3d consecutive day of violence in Gaza Strip, Israeli troops use live ammunition to disperse stonethrowing demonstrators at Gaza's Islamic University, injuring at least 3 students. In separate Gaza City incident, at least 8 Palestinians are wounded by Israeli troops firing live ammunition and tear gas at stone-throwing demonstrators [WP 10/11; FBIS 10/13].

Arab World: Hospitals near Sidon report 7 are killed, 10 wounded in daylong battles between Amal and Palestinian forces around 'Ayn al-Hilwah [WP 10/12]. IDF fighter planes strike PFLP target in Biqa' Valley [NYT 10/11; FBIS 10/13]. Lebanese fighters claim to down IDF helicopter during Biqa' raid; IDF denies allegation [FBIS 10/13].

Occupied Palestine/Israel: DM Rabin states recently-released Palestinian prisoners now residing in Occupied Palestine/Israel will be rearrested if commandos kidnap Israelis in the future for bargaining purposes [JP 5/22]. Amid calls by Likud bloc that the suspects be pardoned in wake of 5/20 release of Arab prisoners, Pres. Chaim Herzog states he will deal with clemency requests regarding the Jewish underground defendants only after sentencing [JP 5/23]. Occupied Palestine/Israel: IDF arrest 42 Palestinians celebrating 5/20 release of prisoners by Israel [LM 5/23]. 3 residents of al-Fardis (all former prisoners released in 5/20 prisoner exchange) agree to leave village after some 50 residents of Tekoa settlement raid village, demanding their expulsion. Settlers also harass residents of Hebron, Qalqiliya [JP 5/22, 23].

Arab World: Action in Lebanon: Fighting continues between Amal, Lebanese Army's 6th Brigade and Palestinian fighters in Sabra, Shatila, Burj al-Barajneh; pro-Arafat and Abu Musa forces join together to defend camps; at least 30 killed; Nabih Berri states he will never permit return of armed Palestinians to S. Lebanon [NYT 5/22].

IDF new appeals committee in Ansar prison in South Lebanon, has considered 1,000 cases, recommended release of 50 which must be approved by Northern Commander General Amir Drori; bulldozers begin removing rubble from Martyr's Square in downtown Beirut in $450 million first stage of 5 year rehabilitation plan.
