Palestinian-Israeli clashes sparked by Likud MK Sharon's visit to Haram al-Sharif/Temple Mount on 9/28 continue for a 2d day. Palestinian worshipers leaving Friday prayers at al-Aqsa Mosque throw stones at the estimated 2,000 Israeli sharp shooters and riot police surrounding the site, who in turn storm the mosque compound, shooting live ammunition and rubber bullets, killing 4 Palestinians, wounding around 220. At least 2 Palestinians are killed elsewhere in East Jerusalem, and other clashes are reported nr. Bethlehem, in Hebron. PA Central Bureau of Statistics begins its 1st census of the West Bank, Gaza, expected to last 15 days. After determining that existing legislation did not prevent PA census taking in East Jerusalem, Israel quickly pushes legislation through Knesset banning any Palestinian "activity in East Jerusalem bearing a governmental and political character and which is inconsistent with the sovereignty of the state of Israel," arrests at least 1 census taker. Ma'ariv publishes excerpts of what it claims are secret government documents about the permanent arrangement with the PA. According to the excerpts, which have similarities to the Abbas-Beilin proposal (see Doc. C3 in JPS 101), the Likud-led government would "agree to the existence of an independent Palestinian entity," with long-term restrictions on sovereignty. The documents reportedly also list in descending order of preference various options for each final status issue. Israeli Mayor of Jerusalem Olmert gives immediate permission for a right-wing American Jewish developer, Irving Moskowitz, to break ground for a new 70-unit Jewish settlement in the Palestinian neighborhood of Ras al-Amud. Israel frees Salim Husayn al-Zrai, 50, held in prison 23 years. Sentenced to life imprisonment in 1970 for infiltration attempt, Fateh activist released because of PLO adherence to its 9/13 commitment not to attack Israel. Release of this longest-held Palestinian prisoner of Israel interpreted as indicating future mass release of Palestinian prisoners. (CSM, NYT 10/20)
