Israel holds parliamentary elections, with voter turnout at a relatively low 63%. The Kadima party, founded by Ariel Sharon and led by Ehud Olmert, wins 29 of the 120 Knesset seats (less than expected) compared to Labor with 19 seats, Likud (the biggest loser compared with its 38 seats last election) with 12, Shas with 12, Yisrael Beiteinu with 11, National Union–National Religious Party with 9, Pensioners’ Party with 7, United Torah Judaism with 6, Meretz with 5, and 3 Arab parties with a total of 10. A day after formally announcing that he will challenge Sharon for Likud party leadership in advance of Israeli elections, which must be held by 11/06, fmr. PM Benjamin Netanyahu goes to Ma’ale Adumim, where he vows that as PM, he would press for a rapid increase in construction of West Bank settlements, particularly around Jerusalem, including building 5,000 units in Ma’ale Adumim immediately. The Jewish Agency, Israeli DMin. unveil a program to recruit 100s of young IDF soldiers who have just completed their mandatory service to travel abroad as “emissaries to Jewish communities in the Diaspora” to persuade Jewish youth abroad to come to Israel for a semester or yr. of academic study. The newly discharged soldiers would receive travel expenses and a stipend to travel for 6–12 mos. The project is estimated to cost $200 m./yr., with $50 m. paid by the Jewish Agency, $50 m. by the government, and the rest by donations to the agency, most of which come from North American Jews, who donate around $150 m./yr. to the Jewish Agency. The IDF raids a branch of the Arab Bank in Azariyya, East Jerusalem, confiscates documents related to bank accounts belonging to Jerusalem residents allegedly linked to Hamas. The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM. Sharon says that the economy will be his 1st priority, the peace process his 2d; that the Palestinians would have to give up the right of return, agree to Jerusalem remaining the unified capital of Israel, and halt all violence if they want a comprehensive peace. Sharon and his Likud party win a landslide election victory largely at the Labor party’s expense. Likud gets 38 seats (up fr. 19 in the 2/01 elections; higher even that top projections, which figured Likud would take 32 seats), Labor gets 19 seats (down fr. 25), Shinui comes in 3d with 15 seats (up fr. 6), and the ultra-Orthodox Shas party gets 11 seats (down fr. 17); Meretz, 1 of Israel’s clear-cut peace parties, gets 6 seats (down fr. 10); the far-right National Union party, not represented in the last Knesset, gets 7 seats. Yisra’el Ba’Aliya party head Natan Sharansky quits the Knesset, Meretz head Yossi Sarid resign fr. as party chmn. in light of their parties’ poor showing. During the day, Israeli police detain 4 Israeli Arabs for leading a 15-car caravan around the Galilee, calling for an election boycott. Voter turnout was 68.5%-- lowest in Israel’s history. Sharon has 42 days to form a majority coalition. The new Knesset will have 40 freshmen MKs. Bush gives State of the Union address, focusing on Iraq; says Saddam Hussein has missed his “final chance” by showing “utter contempt” for the UN inspectors; claims Iraq is hiding and amassing weapons of mass destruction (WMDs; including an active nuclear weapons program), deceiving inspectors, aiding al-Qa`ida; says the U.S. seeks to work with an international coalition to remove Hussein but will go it alone if necessary, adding that “The liberty we prize is not America’s gift to the world; it is God’s gift to humanity.” Regarding the Arab-Israeli conflict, he says only that the U.S. will continue to work for a “secure Israel and a democratic Palestine.” (NYT, WP, WT 1/29; MM 1/30; MA 1/30 in WNC 1/31; MEI 2/7)

In Mombassa, Kenya, a previously un-known group called the Government of Universal Palestine in Exile–Army of Palestine, thought to be connected to al-Qa‘ida, stages a dual attack marking the 55th anniversary of the 1947 UN partition res., firing 2 missiles at an Israeli charter jet carry-ing 261 Israeli tourists leaving Mombassa airport, missing the plane; simultaneously, 3 suicide bombers detonate a car bomb outside the lobby of an Israeli-owned hotel, killing 3 Israeli tourists, 10 Kenyans (an 11th dies on 12/18), injuring 80, causing extensive damage. Hrs. later in Beit She’an in n. Israel, 2 AMB mbrs open fire on, toss grenades at a crowd of voters outside the local Likud polling station, killing 6 Israelis, wounding 20 before being fatally shot by Israeli police. Sharon convenes a security mtg. to discuss responses; once again does not invite Netanyahu (see 11/21). In Hebron, a 4-yr.-old Palestinian is fatally wounded by IDF gunfire in his home. The IDF continues Operation Vanguard in Jenin, arresting Islamic Jihad mbr. Fayiz Tubasi, wanted for plotting the 10/21 suicide bombing; conducts arrest raids in Ramallah, Tulkarm (where troops search a school); shells residential areas of Khan Yunis; razes 219.5 dunams of land nr. Bayt Hanun. An AMB gunman fires on an IDF patrol nr. Beit El, is fatally shot by the soldiers. IDF soldiers nr. After the mandatory 48 hr. waiting period, Labor party resignations take effect, leaving Sharon with a right-wing minority coalition of 55 of 120 Knesset seats. Due to severe weather, violence tapers off noticeably, though an Islamic Jihad suicide bomber lightly injures 5 Israelis outside a hotel in Jerusalem. The IDF demolishes 2 Palestinian homes, a water network in Rafah, nr. Morag settlement; directs shells, heavy machine gun fire a residential areas of Jinin, Nablus, Rafah; confiscates Palestinian land in Dayr al-Balah; reinforces positions around Nablus, Qalqilya. In the afternoon, Israel, which had already curtailed operations due to the weather, announces it is halting strikes on PA targets for 12 hrs. to give Arafat a chance to demonstrate he is cracking down on opposition groups; names 36 Palestinians it wants arrested immediately, vowing to resume strikes on the morning of 12/6 unless the PA shows progress. Meanwhile, in a briefing to Likud MKs, Sharon vows to step up Israel's assassination campaign, bans all Palestinian vehicles on interurban West Bank roads, bars Arafat fr. leaving Ramallah, bans VIP passage for PA officials, promises continued attacks on PA military and symbolic targets. Late this evening, the IDF raids the PA Central Bureau of Statistics, vandalizing the building and confiscating computers, financial records, raw survey data (especially on political and social issues), and the names and addresses of survey respondents. 2 bombs, the 4th and 5th since Sharon's 2/6 election, explode outside the Jewish settlements of Talpiot, French Hill in East Jerusalem, killing an apparent Palestinian suicide bomber, injuring 35 Israelis. Islamic Jihad takes responsibility for both attacks. Right-wing opposition MKs, Jewish settlers accuse Sharon of not taking Israeli security seriously and demand retaliation, with Likud Education M Limor Livnat saying Arafat should be targeted. After dark, the settlers set fire to 5 Palestinian-owned stores, 7 cars, Waqf offices in the PA-controlled section of Hebron. Jewish settlers place caravans on confiscated Palestinian land on Mount Jarzim in Nablus. In Gaza, Palestinian snipers open fire on a convoy of Jewish settlers under IDF escort, killing 2 IDF soldiers, wounding 6 settlers. A Jewish settler driving in the West Bank, an Israeli truck driver carry goods to a Jewish settlement in Gaza are also shot dead by Palestinian snipers, marking the highest 1-day toll for Israeli Jews since clashes began. The IDF seals areas A, halts all traffic on and leading to the main north+nsouth road in Gaza. IDF shelling is reported Aqabat Jabir camp, Bayt Jala, Bethlehem, Jericho, Nablus, al-Qarara. Barak, attending a fund-raiser in Chicago for the United Jewish Communities General Assembly (UJCGA), lists 5 requirements of any final status agmt. with the PA. More than 1,000 Americans rally outside the UJCGA venue to protest Israeli violence against the Palestinians. Israeli-Palestinian fighting in the West Bank and Gaza abates slightly but escalates again this evening, leaving at least 3 Palestinians dead. The most serious incident is in Nablus, where the IDF, implementing the Sharm agmts., turns over Joseph's Tomb to the PSF. Palestinians celebrating the IDF pullback overrun the PSF, destroy the tomb. In response, armed Jewish settlers roam areas around West Bank settlements, stoning and firing at Palestinian cars, killing 1 Palestinian. Inside Israel, Jews fr. Upper Nazareth rampage through Arab Nazareth throwing stones at Israeli Palestinians, sparking a riot; when Israeli Arabs start to fight back, Israeli riot police intervene, using tear gas and live ammunition, shooting dead 2 Israeli Arabs. In Tiberias, Jews vandalize a historic mosque. The IDF moves tanks into the West Bank to guard the Jewish settlement of Psagot, which has been the target of Palestinian sniping. At Rafah airport, Palestinians fire on a bus Israeli airport workers, injuring 8. Israel shuts the airport.
