The Palestine Chronology

A total of 5 Palestinians are killed across the oPt today. First, IDF troops shoot and kill 2 Palestinians in ‘Araqa village nr. Jenin after they allegedly shoot at the soldiers. IDF troops later cordon off the roads leading to and from Araqa and patrol the area. IDF troops shoot and fatally injure a 3d Palestinian youth at a checkpoint n. of Bethlehem after he allegedly attempts to stab in Israeli soldier (he succumbs to his injuries later in the day). In the evening, Israeli forces shoot and kill a 4th and 5th Palestinian after they allegedly attempt to open fire on Israeli border police and civilians nr. Jerusalem’s Old City. IDF troops shoot and injure a Palestinian youth after she allegedly attempts to stab an Israeli soldier in c. Hebron. Palestinian witnesses report that the young woman did not attempt a stabbing. A video of the alleged stabbing is later dispersed in the media depicting Israeli soldiers pushing a disabled Palestinian witness from his wheelchair. Elsewhere in the oPt, the Egyptian authorities keep the Rafah border crossing open for the 2d of 2 planned days, allowing passage in both directions. They say in the evening that they will extend the opening a 3d day on 2/15. The IDF maintains, for a 6th and final day, its punitive closure of Qabatiya, where an Israeli settler was stabbed and injured on 2/9. IDF troops patrol in a village nr. Jenin, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They also conduct house searches and raids late at night in Tulkarm, Tulkarm r.c., Nablus, 4 villages nr. Hebron, and 1 village nr. Ramallah, arresting 10 Palestinians; patrol further in Qalqilya, 7 villages nr. Hebron, and 1 nr. Salfit. The Israeli authorities return to his family in East Jerusalem the body of a Palestinian who was killed by Israeli police on 10/15 (the family reportedly agreed to allow only 14 people to attend his funeral and paid NIS 20,000 [around $5,150] as collateral to secure the release of his body). This is the 1st body returned to East Jerusalem since the wave of violence began in 10/2015. Meanwhile, Palestinians verbally confront 5 right-wing Jewish activists who are attempting to pray at Haram al-Sharif. Israeli forces escort the activists out of the sanctuary before the incident can escalate. Israeli forces also arrest 6 Palestinians on raids in al-Tur. In the West Bank, the IDF patrols in al-‘Araqa village nr. Jenin in the morning, questioning Palestinians on the street and summoning 4 for interrogation; conducts patrols without incident in 3 villages nr. Ramallah and Salfit during the day and in Qabatya nr. Jenin late at night; conducts late-night arrest raids, house searches nr. Hebron. IDF soldiers also make a late-night incursion into Tulkarm where they raid a home and business, confiscating money, personal property, and business assets, saying they are implementing an Israeli court order to confiscate $650,000 that the father of the family (currently jailed in Israel) confessed to receiving from Hamas as compensation for his company, which was destroyed by arson in 6/2007 during rioting over Hamas’s takeover of Gaza. A Jewish settler fr. Einav settlement deliberately runs down a Palestinian roadside vendor nr. Tulkarm, moderately injuring him; the IDF detains the settler at a nearby checkpoint for questioning. In the West Bank, the IDF seals Attara nr. Ramallah for 3 hrs. after troops discover a suspicious object during vehicle checks at the entrance to the village. The IDF conducts late-night raids, house searches nr. Qalqilya and Salfit and in Jenin town and r.c., but makes no arrests; a Palestinian whose house is raided reports money missing. The IDF also patrols and opens fire in Qabatya but makes no arrests and causes no injuries. Jewish settlers fr. Susia, escorted by the IDF, erect tents and set up electricity generators on an unauthorized settlement outpost site nr. Hebron that was dismantled by the IDF on 9/9. The Israeli High Court, ruling on a petition filed in 2003, orders the IDF to dismantle sections of the separation wall in Khirbat Jibara and Jayyus n. of Qalqilya, reinstating Palestinian access to 2,488 dunams (d.; 4 d. = 1 acre) of land. In Silwan in East Jerusalem, a Jewish settler shoots, wounds 1 Palestinian, also hitting 1 Palestinian teenager with shrapnel; the settler is arrested by Israeli police. The al-Aqsa Association reports that the Israeli authorities are digging a new tunnel under Silwan. (NYT 9/12; OCHA , PCHR 9/17; OCHA Humanitarian Monitor 9/09)

The IDF makes a brief incursion into n. Gaza to bulldoze land along the border fence nr. Bayt Hanun. In the West Bank, the IDF conducts synchronized late-night house searches in Jenin town, r.c., and nearby Qabatya, making no arrests. Later at night, the IDF stages arrest raids and house searches in Barta‘a village nr. Jenin. Armed Jewish settlers fr. Suissa settlement nr. Hebron beat a Palestinian shepherd grazing her flock nearby and attempt to steal her sheep; another Palestinian intervenes and is also beaten, but the settlers leave without the sheep. Around 10 Jewish settlers ambush a Palestinian car driving on the Ramallah–Nablus road, smash its front window, injuring the driver, who is given medical attention by the IDF. A Hamas-affiliated PA prisoner dies in custody in Nablus; the PASF claims the man committed suicide, but the family and human rights organizations demand an independent investigation. In the West Bank, the IDF sends undercover units into Qabatya village nr. Jenin at midday in a car with Palestinian license plates to raid a cafe and arrest a wanted ´ Palestinian; demolishes 4 Palestinian homes in Azariyya nr. Jerusalem, in the E1 area marked for expansion of Ma’ale Adumim settlement, displacing 42 Palestinians. Late in the evening, the IDF conducts synchronized late-night incursions into Hebron, Nablus, Ramallah, and Zatara village nr. Bethlehem to raid and search the homes of 8 senior figures affiliated with Hamas (fmr. PA Dep. PM and Education M Nasser al-Din al-Sha‘ir in Nablus; Reform and Change Palestinian Council legislators Nizar ‘Abd al-‘Aziz Ramadan and ‘Assam Nu‘man Salhab in Hebron; Ayman Husayn Darghma in Ramallah; Khalid Tafish Thwayb in Zatara; Reform and Change office director for Ramallah and al-Bireh Mazin al-Rimawi in Ramallah; senior Hamas leader Adnan Ahed Asfur and al-Najah University prof. Issam Rashid al-Ashqar in Nablus), arresting them for their “ongoing efforts to restore the administrative branch of the Hamas terror organization in the [West Bank].” The moves come as an Israeli Justice Min. comm. debates limiting the privileges (e.g., visitation, phone calls, study groups) of Hamas prisoners in Israel. Some 40 Hamas-affiliated legislators have been arrested since Shalit’s capture in 6/06, most of whom remain in detention. Hamas views the moves as Israel’s attempts to pressure it to make concessions in the ongoing Cairo prisoner exchange talks. Jenin (which is under daytime PA security control), arresting 4 Islamic Jihad mbrs., confiscating 88 lbs. of explosives; conducts late-night arrest raids, house searches in al-Fara‘a r.c., Jenin town and r.c. On the Rafah border, 3 Palestinians are killed when a smuggling tunnel collapses; Hamas blames Egyptian efforts to seal tunnels using water, gas, explosives for killing 8 Palestinian smugglers since 8/1, calling the tactics irresponsible. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya and Tubas, nr. In the West Bank, the IDF raids, searches shops in Tulkarm; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya, and nr. Hebron, Jenin. Armed Jewish settlers fr. Gilad settlement nr. Qalqilya attack 2 Palestinian farmers, severely beat them, and spray a chemical substance on their faces and bodies, then burn 2 d. of nearby Palestinian olive groves; when local Palestinians arrive to put out the fire, they are fired upon by the settlers (who use live ammunition) and the IDF (using rubber-coated steel bullets, tear gas, percussion grenades). Ramallah in what the army calls an “open-ended effort to curb protests” against the separation wall (see 5/27); conducts late-night arrest raids, house searches nr. Tulkarm and in Jenin town and r.c. and Qabatya. Jewish settlers fr. Hebron attack, beat 4 Palestinian farmers; the IDF halts the attack only after international peace activists arrive. Jewish settlers fr. the unauthorized outpost of Asael nr. Hebron burn 15 d. of Palestinian crop land and kidnap, severely beat a Palestinian, tying him to a telephone pole inside the outpost; the IDF bars an ambulance fr. reaching him for over 2 hrs. In the West Bank, the IDF demolishes a Palestinian home in Qalqilya; raids several Palestinian homes in Hebron, detains and photographs 30 residents for no apparent reason; conducts latenight arrest raids, house searches nr. Nablus and in Jenin town and r.c., Qabatya. Jewish settlers fr. Yitzhar nr. Nablus block a road, stone Palestinian cars driving in the area, burn 800 d. of Palestinian olive groves, stone local Palestinians who attempt to reach the area to put out the fires; the IDF observes but only intervenes to detain Palestinians who arrive to extinguish the fire. Jewish settlers fr. Tapuach settlement nr. Salfit burn 48 d. of nearby Palestinian crops. A Jewish settler seriously injures a 70-yr.-old Palestinian man in a deliberate hit-and-run along the Qalqilya-Nablus road outside Qalqilya; the IDF evacuates him to an Israeli hospital. In Gaza City, unidentified gunmen fire on the offices of a Hamas-affiliated newspaper, causing damage but no injuries. In al-Bureij r.c., Hamas-affiliated police raid, fire in the air to disperse a wedding party, claiming attendees were playing pro-Fatah songs; no injuries are reported. Overnight in Gaza, the IDF sends troops, bulldozers into Bani Suhayla nr. Khan Yunis, bulldozing 125 d. of agricultural land, several greenhouses, 1 Palestinian home before withdrawing in the morning; during the operation, troops fire a tank shell at armed Palestinians approaching the area (wounding 3) and detain 11 Palestinians (including 1 child) for questioning. In the West Bank, the IDF conducts arrest raids, house searches in Bethlehem, Qabatya, and nr. Hebron. In East Jerusalem, Israeli police and intelligence officers break up a memorial service for the late Palestinian political figure Faisal Husseini, declaring it an illegal political gathering, arresting 4 Palestinians. A Jewish settler deliberately drives into a flock of Palestinian sheep nr. Hebron, killing 3 sheep, injuring 2. The Israeli Housing Min. says it is moving ahead with previously announced plans to build 884 new Jewish settler housing units in East Jerusalem’s Pisgat Ze’ev (763 units) and Har Homa (121 units) settlements. Meanwhile, in Bayt Furik, angry Palestinians demonstrate, throw stones at a Palestinian Authority (PA) police station in Nablus, denouncing the PA’s recent confiscation of 86 unlicensed and stolen vehicles, injuring 3 policemen; the PA police fire live ammunition and percussion grenades at the protesters and beat several, injuring 8 Palestinians and causing an elderly Palestinian woman to have a fatal heart attack. In Gaza’s al-Maghazi r.c., unidentified gunmen fire on a group of Hamas mbrs., who return heavy fire; no injuries are reported. In Gaza, the IDF makes a late-night air strike on a group of Hamas mbrs. in Khan Yunis, missing them, hitting an apartment building, causing no injuries; makes a latenight incursion into Bayt Hanun, under cover of aircraft that fire on several groups of Palestinians and buildings, killing a 55-yr.-old Palestinian in his home, seriously wounding another Palestinian, demolishing several greenhouses, damaging 5 homes. A Palestinian shepherd is injured when he accidentally triggers a landmine e. of Jabaliya r.c. In the West Bank, the IDF shoots, wounds an unarmed Palestinian who strays nr. the separation wall northwest of Jerusalem; conducts late-night arrest raids, house searches in and around Jenin, Nablus, Ramallah, in Anata e. of Jerusalem and Qabatya, and nr. In the West Bank, the IDF bulldozes a large area of Palestinian land southwest of Hebron for construction of a settlers-only bypass road; bulldozes 7 Palestinian homes nr. Hebron, 5 nr. Jerusalem (built without permits), 1 nr. Jenin (located nr. the separation wall); conducts late-night arrest raids, house searches in and around Nablus, in Jenin r.c. and Qabatya, and nr. Bethlehem, Hebron. Jewish settlers vandalize a Palestinian home nr. Nablus; the IDF intervenes to remove them. A Palestinian dies of injuries received in an earlier IDF air strike on Gaza. The IDF makes a major pre-dawn incursion into Gaza City, sending in tanks and helicopters, clashing with local Palestinians, and conducting at least 4 air strikes, leaving at least 17 Palestinians dead (5 bystanders; 12 Hamas mbrs., including the son of senior Hamas mbr. Mahmud al-Zahar, whose oldest son was killed when the IDF attempted to assassinate him in 2003), around 55 wounded by the time troops withdraw in the evening. The IDF also sends troops into al-Qarara, firing on residential areas, wounding a 71-yr.-old Palestinian man, bulldozing 20 d. of agricultural land before withdrawing in the evening; fires a missile across the border at armed AMB mbrs. e. of Gaza City, wounding 4; sends armored vehicles, bulldozers back into the Erez industrial zone (see 1/14) under cover of heavy fire to continue land-leveling operations (no injuries are reported). In retaliation for the Gaza City incursion, Palestinians fire around 25 mortars and 25 rockets fr. Gaza into Israel, hitting a house, moderately injuring 4 Israelis; Hamas claims responsibility for 17 of the mortars and 3 of the rockets, marking the 1st time since 6/07 that it has fired rockets. A Hamas gunman also fires across the border into Israel, killing an Ecuadorian laborer on an Israeli farm. In the West Bank, the IDF raids Qabatya nr. Jenin, fatally shoots local Islamic Jihad cmdr. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus and Tulkarm (arresting at least 1 AMB mbr. who was among the AMB mbrs. granted amnesty by Israel in 7/06; see 9/23), in Qabatya, and nr. In Gaza City, 4 mbrs. of a Palestinian clan are killed in clashes with ESF when the ESF attempts to arrest 1 family mbr. for firing on an ESF patrol earlier in the day; the ESF arrests 25 family mbrs. PA security forces continue targeting Hamas mbrs. in the West Bank for arrest, detaining and quickly releasing Change and Reform PC mbr. Ahmad al-Hajj Ali. In Gaza, the ESF arrests Army of Islam spokesman Abu Khattab al-Makdisi, 2 other Army of Islam mbrs. in effort to find kidnapped BBC correspondent Johnston; the Army of Islam captures several Hamasaffiliated students in retaliation. Meanwhile, in the West Bank, the IDF unleashes attack dogs on, then fatally shoots a 15-yr.-old Palestinian boy during an arrest raid in Hebron; conducts arrest raids, house searches in and around Hebron and Nablus, in Qabatya, and nr. Jenin, Qalqilya. A Jewish settler woman in Hebron beats a 14-yr.- old Palestinian boy who refuses to give her his puppy; the IDF arrests the boy. Israel announces that Israeli police and Shin Bet have arrested 11 senior Hamas mbrs. in Jerusalem for allegedly “recruit[ing] support for Hamas and giv[ing] the organization a foothold on the Temple Mount, in coordination with Shaykh Raed Salah’s Islamic Movement,” and have seized more than $95,000 in funds allegedly transferred fr. Abbas convenes a special PC session to mark the 40th anniversary of the 1967 war and Israeli occupation, warning Palestinians that internal fighting undermines their national aspirations. While Israel does not officially mark the day, some 300 Israeli peace activists in Hebron protest the occupation, exchanging words with 30 Jewish settlers holding a counterdemonstration. In Gaza, the IDF bulldozes Palestinian land nr. al-Maghazi to improve lines of sight. The Israeli navy fires on Palestinian fishermen off the coast of Rafah, forcing them back to shore. In the West Bank, the IDF conducts arrest raids, house searches in Qabatya (firing rubber-coated steel bullets, tear gas at schoolchildren, prompting stone throwing; more IDF gunfire that leaves 8 Palestinians, including 6 children, wounded). In Gaza, Hamas, Fatah mbrs. exchange fire nr. Qarni crossing, leaving several wounded. Palestinians fire an antitank missile at an IDF post along the Gaza border nr. Bayt Hanun; the IDF responds with heavy gunfire; no injuries are reported on either side.
