In the West Bank, the IDF fires rubbercoated steel bullets, stun grenades, tear gas at stone-throwing Palestinians and nonviolent international (and, in the case of Bil‘in, Israeli) activists taking part in protests against the separation wall in Bil‘in and Ni‘lin (10s suffer tear gas inhalation at both sites); fires stun grenades and tear gas at Palestinian and international activists taking part in a nonviolent protest against the separation wall in al-Ma‘sara, also beating several protesters (moderately injuring 2 Palestinian children, ages 10 and 13); conducts late-night house searches in al-‘Arub r.c. (occupying 1 home as an observation post) and nr. Jenin, making no arrests. The IDF makes an air strike on a group of armed mbrs. of the Soldiers of the Companions of God (SCG) in n. Gaza who were preparing to fire a rocket into Israel, wounding 4 SCG mbrs. (1 seriously); though the SCG is a rival of Hamas, Israel says it holds Hamas responsible for the foiled attack. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at stone-throwing Palestinians and nonviolent international and Israeli activists taking part in protests against the separation wall in Bil‘in (10s suffer tear gas inhalation). Late in the evening, the IDF carries out air strikes on smuggling tunnels on the Rafah border in retaliation, causing no reported injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Qalqilya; conducts late-night patrols inside Jenin town. Jewish settlers stone Palestinian vehicles traveling on the Nablus–Qalqilya road nr. Havat Gilad settlement. The UN reports that in the previous wk., 2 Palestinian militants were killed mishandling explosives, and 1 Palestinian was killed and 1 injured in a smuggling tunnel collapse on the Rafah border. Israel imposes a general closure on the West Bank for the 2-day Yom Kippur holiday. The IDF conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. Jewish settlers fr. Kiryat Arba nr. Hebron attack Palestinians exiting the nearby al-Ras Mosque and throw stones, empty bottles at Palestinian vehicles; no serious injuries are reported. (PCHR 10/1)

Outraged by rumors that right-wing Jews plan to invade the al-Aqsa Mosque compound to mark Yom Kippur, Palestinians throw stones at French tourists visiting the mosque, mistaking them for Jewish activists. Israeli police disperse the crowd of approximately 150 Palestinians with stun grenades, leading to a number of disturbances throughout East Jerusalem. Palestinians also throw rocks, Molotov cocktails, and garbage at Israeli border police. In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation) and at Palestinian activists, some of whom throw stones at IDF troops, demonstrating against the separation wall in Bil‘in (injuring 1 Palestinian and exposing 10s of others to tear gas); closes the entrance to al-Ma‘sara, fires sound bombs and tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall there, beating a number of them (injuring 2, including a 9-yr.-old child); conducts late-night raids, house searches in Nablus and nearby ‘Ayn Bayt al-Ma’ r.c., nr. In retaliation for Palestinian rocket fire on 8/24, the IDF carries out an early morning air strike on smuggling tunnels on the Rafah border, collapsing a tunnel, killing 2 Palestinians and injuring at least 6 others; 1 person is reported missing. In the West Bank, the IDF storms the Bayt Jala offices of Bethlehem 2000 Radio, confiscating $150,000 worth of equipment; conducts raids, house searches nr. Ramallah, and Jericho, in Hebron and al- ‘Arub r.c. nr. Hebron, arresting 5 Palestinians (including 2 teenagers); patrols and opens fire in Qabatya village nr. Jenin, causing no reported injuries. Palestinian Authority (PA) PM Salam Fayyad publicizes a 65-page plan to unilaterally build a de facto Palestinian state comprising both the West Bank and Gaza by 2011. (NYT, WP, WT 8/26; WJW 8/27; JPI 9/4)(See Doc. B4 in JPS 153)

To mark captured IDF soldier Cpl. Gilad Shalit’s upcoming 23d birthday on 8/28, 100s of Israeli activists demonstrate outside Israeli security prisons where Palestinians are detained to prevent prisoners’ families fr. visiting them; Israeli police arrest 4 demonstrators. Israel consequently suspends family visits for West Bank prisoners in the Hadarim and Shikma prisons allegedly to reduce the likelihood of clashes. (OCHA 8/25; JPI 9/4)

Palestinians fire a rocket fr. Gaza into Israel, damaging a house in Sederot but causing no injuries. Late in the evening, IDF warplanes make at least 7 air strikes on Gaza, hitting at least 4 smuggling tunnels on the Rafah border (3 Palestinians working in tunnels are reported missing); a workshop in al-Daraj neighborhood in Gaza City, destroying it and heavily damaging a nearby marble factory, causing no casualties; a Hamas outpost nr. the border fence with Israel, causing no reported injuries; and a group of armed Palestinians in al-Zaytun neighborhood in Gaza City, wounding 1. In the West Bank, the IDF fires tear gas at stone-throwing Palestinians taking part in weekly demonstrations against the separation wall in Bil‘in, injuring 2; fires rubber-coated steel bullets, tear gas on Palestinian, Israeli, and international human rights activists taking part in a nonviolent demonstration against the separation wall in al-Ma‘sara (10s suffer tear gas inhalation) and Ni‘lin (injuring 5); conducts late-night house searches in Nablus and neighboring Balata r.c., but makes no arrests. Jewish settlers fr. Gilad settlement nr. The IDF makes an air strike destroying a vacant house in Dayr al-Balah that allegedly was booby trapped; no injuries are reported; the 9-mbr. family vacated the house during OCL. In the West Bank, the IDF makes a rare afternoon incursion into Tura alGharbiyya nr. Jenin, occupying a home as an observation post (troops are still in the home at the end of the day); patrols in Araba village nr. Jenin, firing on residential areas, raiding and searching several homes, arresting 1 Palestinian. In Jerusalem, Israelis attempt to gain access to the al-Aqsa Mosque compound but are blocked by Palestinians; no injuries or serious violence is reported. IDF troops fire on armed Palestinians laying a roadside bomb nr. the Israel-Gaza border, sparking a cross-border exchange of gunfire and calling in an air strike, leaving 2 armed Palestinians dead and 3 armed Palestinians and 1 IDF soldier wounded; the IDF enters Gaza to clear the area, claiming to find a cache of grenades and an antitank missile. Palestinians also fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The UN reports that in 3/09, a total of 10 Palestinians were killed in tunnel incidents (7 collapses, 2 electrocutions, 1 fall) and 12 were rescued fr. tunnels experiencing unexplained breathing difficulties. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Jenin, Tubas. The UN reports that over the previous wk., the IDF has installed a guardrail along 7 km of Road 317 (used by Jewish settlers) nr. The Knesset approves (69–45, with 5 Labor MKs who had opposed joining the coalition abstaining, 1 Israeli Palestinian MK absent) Netanyahu’s coalition government, which bills itself as representing Israelis who are unhappy with the peace process, worn down by Palestinian rocket fire fr. Gaza, and increasingly worried about the growing regional influence of Iran. (IFM, NYT, WP, WT 4/1; WJW 4/2)

Overnight, the IDF makes an air strike on a car traveling in Bayt Lahiya, assassinating Islamic Jihad military cmdr. Mahmud Fattuh, wounding 2 other Islamic Jihad mbrs. Also in Gaza, the IDF makes 4 air strikes on the Rafah border in the afternoon and late evening, causing no injuries; makes 2 late-night air strikes on a commercial building in al-Tuffah in Gaza City, destroying it but causing no injuries. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, injuring a Palestinian woman and toddler on shore. Late in the evening, an IDF drone carries out an air strike on a car in Gaza’s Jabaliya r.c., assassinating Islamic Jihad senior cmdr. Khalid Shalan, injuring 1 other Islamic Jihad mbr. riding with him and 2 bystanders. The IDF also carries out 2 midday air strikes on the Rafah border, causing no injuries. In the West Bank, the IDF conducts daytime arrest raids, house searches nr. Hebron, Jenin; sends troops into Bayt Umar in the evening, occupying the top floor and roof of a Palestinian home as an observation post, firing on Palestinian stone-throwing youths who confront them, seriously injuring 1 Palestinian teenager with a gunshot to the head, arresting 2; conducts synchronized late-night arrest raids in villages around Hebron and Jenin, and additional late-night arrest raids nr. In the West Bank, Israel reopens a main road to Bani Na‘im nr. Hebron (closed since 2001); authorizes the Palestinian Authority (PA) to build an additional 12 police stations across the West Bank (Israel previously approved 20 and the PA has built 19); issues VIP travel permits to 120 high-ranking PA security officers and Palestinian personalities (bringing to about 390 the number of VIP permits issued to date); increases the number of Palestinian workers allowed into Israel (no figures given); allows Israeli Palestinians to visit Nablus and Jenin on weekends (intended to boost those local economies). The IDF also levels Palestinian land to expand an IDF checkpoint nr. Einav settlement nr. Tulkarm; conducts late-night arrest raids, house searches in and around Bethlehem, in Hebron, nr. Jenin and Ramallah. In Gaza,IDF troops on the s. Gaza border fire on unarmed Palestinians inspecting damaged homes e. of Khuza nr. the border fence, wounding a Palestinian teenager. The UN reports that Palestinians have fired 21 rockets and mortars into Israel since 2/18, causing no damage or injuries. IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

The IDF reports hitting 45 sites and carrying out 40 air strikes during the day, striking a produce market in Gaza City, several mosques, a medical building and 3 mobile clinics in Shati’ r.c. run by a Danish charity, homes of at least 4 Hamas mbrs. (most of whom have gone into hiding), and suspected weapons depots across Gaza. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Daraj, Tal al-Hawa, al-Tuffah, al-Yarmuk, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, al-Mughraqa, al-Nasser (n. of Rafah), Rafah, Shati’ r.c., al-Shuka, al-Zahra’. After dark, IDF troops conduct door-to-door searches on the outskirts of Gaza City.

Palestinians fire 29 rockets (including at least 12 Grads) and 5 mortars into Israel, hitting Ashdod, Ashqelon, Netivot, Ofakim, and Sederot; 1 house in Sederot is damaged and 1 Israeli woman lightly injured. 

At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. The UN reports that shortages of fuel, electricity, and water are worsening. Gazan hospitals report drastic shortages of anesthesia, surgical equipment, heaters, spare parts. In the West Bank, the IDF fatally shoots 1 Palestinian demonstrator who attempts to climb the separation wall nr. Qalqilya; conducts late-night arrest raids, house searches in al-Arub r.c. nr. Hebron, nr. Jenin. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family.
