Occupied Palestine/lsrael: Shamir reiterates rejection of intemational peace conference, talks with PLO [FBIS 2/28]. Israel announces that Palestinians from O.T. involved in demonstrations, political activity as well as those who have not paid their taxes will be denied permits to work in Israel [MET 3/7].

Arab World: Palestinian sources state that Soviet F.M. Shevardnadze has invited Arafat, Hafiz al-Asad to Moscow in order to mend fences [FBIS 2/24].

Military Action

Occupied Palestine/Israel: In Nablus soldier is killed by cinder block dropped by Palestinian [FBIS 2/24, WP 2/25]. In Gaza at least 9 Palestinians are wounded by soldiers [WP 3/25].

Arab World: SLA troops shoot, kill UNIFIL soldier in Israeli-imposed "security zone" [FBIS 2/24]

Military Action:

Phalange and Druze militia exchange artillery and rocket fire during night and morning in Shweifat, Baabda, Aley and Bhamdoun; lDF sets up checkpoints on Beirut-Damascus highway to divert traffic from areas of fighting.

Israel/ Occupied Territories: Chief of Staff Eitan tells Knesset Foreign Affairs and Defense Committee that 117 IDF were killed in western Lebanon, 8 in Beirut, that Begin denied Eitan's request during war for 2 more hours to cross Beirut-Damascus highway and destroy Syrian T-72 tank group, that critics such as Yossi Sarid and Shulamit Aloni harmed the war effort by talking about number of Palestinian homeless and refugees; Shamir and Kimche meet for 2'h4 hours with Habib and Draper; Sharon arrives in Zaire; 1DF spokeswoman confirms 10 Israeli Druze soldiers were jailed for defying orders in South Lebanon; Knesset votes 46-44 not to censure Kiryat Arba Council for destroying 4 of Hebron municipality's electricity pylons; Elias Freij and Rashad Shawa say they are willing to be members of a Palestinian-Jordanian delegation in peace talks with Israel.

Palestinians/ Lebanese: After 3 days of meetings in Damascus, PLO Executive Committee does not give Arafat support for alliance with Jordan; Lebanese Government insists end to state of war must be linked to complete Israeli withdrawal; Foreign Minister Elie Salem says another month or 2 of intensive discussion necessary to clear differences with Israel, he is confident Syrian and Palestinian forces will leave when Israelis leave, Lebanon is prepared to guarantee it will never again be base of operations against Israel, calls for multinational force and UNIFIL to double in size; Prime Minister Wazzan asks Justice Minister Roger Shikhani to investigate missing persons and to speed up interrogation of hundreds of detainees.

US and Other Countries: State Department says that Carter and Ford rightly focus on settlements as obstacle, but they are not the major obstacle to peace, and refuse to call settlements illegal; Weinberger and French Defense Minister Charles Hernu hold talks in Washington, Hernu says France will increase its contingent in Lebanon and take on more responsibility after the withdrawal of Syrian, Israeli and Palestinian forces, providing US and Italy do the same.

UN: Security Council votes to extend mandate of 5,800 UNIFIL troops for another 6 months; Israeli Ambassador Yehuda Blum says UNIFL has outlived its usefulness; US delegate says UNIFIL is a positive element in the negotiations.

Military Action:

IDF bus attacked by rocket-propelled grenade, sprayed bus with gunfire in Aley area; dispute between US and Israel over presence of 2 IDF tanks south of the airport (IDF supposed to stay in Khalde, US calls it violation of latest agreement); French troops extend patrols into Ashrafiya as Lebanese Army sets up new checkpoints; fighting between pro- and anti-Syrian factions in Tripoli.

Casualties:

6 IDF soldiers wounded in Aley ambush; 5 killed, 15 wounded in Tripoli factional fighting; UNRWA begins clearing debris from South Lebanon camps to prepare for winter; (UNRWA plans tents for 60,000 homeless, Israel estimates only 30,000); Western diplomatic sources in Beirut accuse IDF of looting during occupation.

Political Responses:

Israel/Occupied Territories: Peres calls for opening negotiations based on Reagan plan; Shamir tells UN Secretary General of Israeli opposition to continued UNIFIL deployment; Deputy Foreign Minister Yehuda BenMeir says al-Ansar prisoners will be part of withdrawal agreement; Begin asks 4,000 fundamentalist Christians meeting in Jerusalem to help Israel retain control of the occupied territories; senior Israeli official confirms Israel makes its own cluster bombs.

Palestinians/ Lebanese: Deputy to Phalange leader Elias Hobeika, on TV, says Phalange will always kill Palestinians; PLO declines comment on PLO withdrawal from Lebanon; Lebanese internal security police head Gen. Ahmed el-Hajj suggested as possible Prime Minister; Gemayel reintroduces capital punishment for convicted murderers, kidnappers; Arafat appoints Col. Mohammed Affani (Abu Mutasem) as chief-of-staff to replace Abu Walid.

Arab Governments: Habib meets Assad for 3 hours, leaves for US via Rome; Mubarak asserts Israel is "beating drums of war."

US and Other Countries: US officials indicate Marines could stay in Lebanon 4-6 months. 

Military Action:

Israel launches all-day air strikes against Syrian, PLO and LNM artillery and anti-aircraft positions in Central and East Bekaa; units of PLA led by Syrian officers take over some Syrian positions in Bekaa and North Lebanon; IDF forces truck in cold-weather gear, conduct lessons on driving in snow, preparing for winter in Lebanon.

Casualties:

Lebanese radio reports 40 people killed, wounded in IDF air raids on Bwarej, Saad Nayel, Chtaura, Taalabaya, Mureijat, Hazarta, Tarshish in Bekaa.

Political Responses:

Israel/ Occupied Territories: Shamir says security arrangement with Lebanon independent of departure of IDF troops; Sheli calls on Sharon to dissolve West Bank Civil Administration, return deposed mayors to their elected posts; West Bank delegation visits Vatican's Jerusalem office to express gratitude for Pope's willingness to meet Arafat; 30,000 dunums of land near Hebron declared "state lands" by military authorities.

Arab Governments: Saudi Arabia gives Syria over $500 m. in recent days; Assad resists withdrawing troops from Lebanon in face of PLO opposition; Hussein praises Reagan peace proposals, says Palestinian-Jordanian federation possible.

US and Other Countries: US expresses concern at renewed fighting, stresses need for early pullout of foreign forces from Lebanon.

UN: Morris Draper consults with UN in New York about expanding scope of UNIFIL in South Lebanon.
