In the West Bank, Israeli forces arrested 33 Palestinians during daytime and late-night raids in and around Hebron, Ramallah, Bethlehem, Qalqilya, Jenin, and Nablus. Israeli forces also stopped work on a water tank in Kardala in the Jordan Valley. Israeli forces demolished a house in Bayt Umar In East Jerusalem, Israeli forces detained 2 Palestinian children and separately arrested 5 in Issawiyya. Elsewhere in East Jerusalem, Israeli settlers took over a Palestinian-owned building with 4 separate apartments in al-Suwana. The settlers were escorted by Israeli police. The Israeli military claimed to have found a tunnel from Gaza to Israel during construction of a barrier that is said to prevent more tunnels from being dug. The Israeli military also claimed to have shot down a drone near the Gaza fence; it did not report whether the drone was privately-owned, Israeli, or Palestinian, nor the type of drone. (HA, HA 7/8)

A court in Jerusalem found that the PA was liable for damages for 17 incidents where Palestinians killed Israelis during the 2d Intifada in the early 2000s. Several incidents were not committed by PA personnel, nor did the PA have knowledge that they would be carried out. The judge ruled that the PA was retroactively responsible for the incidents because they explicitly or implicitly endorsed them after they happened. The judge ordered the PLO, PA, and Yasir Arafat’s estate to pay $1.6 million for the cost of the trial. A different judge will determine how much the 3 entities must pay in damages. (HA 7/9)

In the most high-profile incident of the day, undercover Israeli soldiers raid a hospital in Hebron and arrest a Palestinian patient—an alleged suspect in the stabbing of an Israeli settler on 25 October—and shoot and kill the man’s cousin. Meanwhile, Palestinians across the West Bank demonstrate in commemoration of the 11-year anniversary of former PLO chair Yasir Arafat’s death. IDF troops violently disperse them in al-‘Arub r.c. and 1 village nr. Hebron, w. of Tulkarm, 2 areas nr. Ramallah (al-Bireh and Jalazun r.c.), and Bethlehem; at least 70 Palestinians are injured. Elsewhere, IDF troops conduct a series of raids in Qalandia r.c. nr. Ramallah, sparking clashes with stone-throwing Palestinians youths; 13 Palestinians are injured. Palestinian youths throw stones at Israeli settlers’ vehicles nr. Nablus, causing no damage. The IDF then raids stores in a nearby village, sparking clashes with stone-throwing Palestinian youths; there are no serious injuries. The IDF also conducts raids in al-‘Arub r.c. nr. In East Jerusalem, Israeli forces raid a school in Silwan, arresting a Palestinian youth and issuing the school’s principal an arrest summons. Israel’s Knesset approves, 55–31, the 1st reading of a bill that will allow the govt. to bar anyone who calls for a boycott of Israel from entering the country. (HA, JP 11/11)

The EU Commission adopts an interpretive notice “on indication of origin of goods from the territories occupied by Israel since June 1967,” including guidelines requiring products imported from Israel’s West Bank settlements to be labeled as such. (HA, JP, MNA, REU, YA 11/11; YA 11/12)

In the Gaza Strip, small explosive devices are detonated by unknown parties at the entrances of 15 Fatah mbrs.’ homes and under their cars, causing damage but no injuries. An additional blast occurs on a stage set up for a demonstration scheduled for 11/11 marking the commemoration of Yasir Arafat’s death (an event approved by Hamas authorities on 10/30). The attacks take place the day before a planned visit to Gaza by PM Rami Hamdallah, senior Fatah official Azzam al-Ahmad and Civil Affairs Minister Hussein al-Sheikhwe, but they cancel their trip as a result of the attacks. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Bethlehem; patrols in Hebron, 3 nearby villages, and Aida r.c. nr. Bethlehem. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. Ramallah (Bil‘in and Nil‘in), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 3 people are wounded by rubber-coated metal bullets. Israel’s Jerusalem municipality approves construction of 2,500 new housing units in Gilo settlement. Also in East Jerusalem, the IDF demolishes 5 residential tents and 5 sheds in the Arab al-Jahalin bedouin community e. of Jerusalem. In the West Bank, the IDF demolishes 5 wells and water and electricity networks in Bayt Qad village nr. Jenin (marking the 1st Israeli demolition in Area B in 2012). The IDF also patrols in 3 villages nr. Ramallah and 1 each nr. Jericho and Salfit in the morning; in Qalqilya and 1 nearby village, and in 1 village each nr. Jericho and Ramallah in the afternoon; and in 1 village each nr. Jenin, Qalqilya, and Ramallah late at night. Jewish settlers fr. Eliezer settlement nr. Bethlehem steal fencing surrounding a plot of nearby Palestinian crop land, leaving leaflets taking credit for the action signed by the ‘‘Green Helmets.’’ In Gaza, 1 Palestinian is killed and 1 is injured in a smuggling tunnel collapse on the Rafah border. A Palestinian court convicts Muhammad Rashid, the former economic adviser to late PA pres. Yasir Arafat and political ally to Abbas adversary Muhammad Dahlan, of embezzling millions of dollars in public funds during Arafat’s rule. Rashid had been charged in 4/2012 by an independent Palestinian anticorruption commission created in 2010. While few if any Palestinians thought that Rashid (who has lived abroad for years and was convicted in absentia) was innocent, many saw the case against him as, in the words of Palestinian analyst Hani al-Masri (WP 6/21), ‘‘a reaction to a political dispute [with Abbas], not a continuous fight against corruption.’’ Other critics noted (WP 6/21) that the commission had been selective about the cases it chose to investigate, and that of the more than 80 cases it had investigated, few had led to charges against senior officials. The BBC reports that papers in the British National Archives show that in 1958, Britain secretly sold Israel 20 tons of heavy water vital for production of plutonium and the manufacture of nuclear weapons at its Dimona reactor. No “peaceful use only” condition was placed on the sale. (BBC 8/4) The World Bank releases a report showing Israel to be 2d only to Italy as the most corrupt, least efficient of developed countries. The report states that “Israel is considered one of the riskiest places in the Western world, with an unstable, inefficient regime, low accountability, a relative high rate of state corruption, and poor law enforcement.” (HA 8/4)

The IDF fires shells at a group of Palestinians that enters a closed military zone nr. the Gaza-Egypt border, killing 4 Palestinians, arresting 2 (1 of whom later dies in an Israeli hospital); demolishes a Palestinian home in East Jerusalem; bulldozes several bedouin tents and shacks in Bir Nabala northwest of Jerusalem for construction of the separation wall; raids a PA Health Min. clinic in Bethlehem; fires on residential areas of Khan Yunis; conducts arrest raids in Bayt Rima, Burkin nr. Early this morning, IDF helicopters, tanks attack the PSF West Bank headquarters in Beitunia, where some 200 PSF officers and staff have encamped since 3/30, setting the building ablaze. The CIA intervenes to secure the safe evacuation of the staff, surrender of 180 officers, but some refuse to leave. In Ramallah, the IDF continues house-to-house searches, stumbling upon 22 PSF officers hiding in an apartment, fatally shooting 2 though none resist arrest; raids, shuts Ramallah's al-Quds Educational TV, arresting 2 employees; revokes the credentials of 2 Abu Dhabi TV journalists, threatens legal action against CNN and NBC for broadcasting fr.
