In the West Bank, Israeli forces seized 9 camels from 2 herders near Bethlehem; according to the owners, they were told they could retrieve the camels if they paid $1,050 for each. Israeli forces also violently dispersed a rally on the 16th anniversary of the death of Yasir Arafat in Tuqu‘; tear-gas related injuries were reported. Elsewhere, Israeli forces shot and injured 1 Palestinian minor harvesting olives near ‘Azun ‘Atma using rubber-coated bullets. Israeli forces also clashed with Palestinians in al-Fawar refugee camp and Bayt Umar, leading to tear-gas related injuries and 2 minors were hit by rubber-coated bullets in Bayt Umar. 10 Palestinians were arrested during raids in and around Kaubar, al-Bireh, al-Fawar refugee camp, Sa‘ir, and al-‘Arub refugee camp. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned house in Sur Bahir, displacing 5 Palestinians, including 4 children. 5 Palestinians were arrested, including 4 senior Fatah officials. The International Atomic Energy Agency, an arm of the UN, said that Iran has now stockpiled 12 times the amount of low-enriched uranium set as the limit under the JCPOA agreement which the U.S. abandoned in May 2018. (AJ 11/11)

The prime minister of Bahrain, Prince Khalifa Bin Salman Al Khalifa, died at the age of 84. Salman Al Khalifa had been prime minister since Bahrain’s independence in 1971. Crown prince Sheikh Salman bin Hamad Al Khalifa was appointed as the new prime minister. (AJ, HA, REU 11/11)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling between Bethlehem and Hebron; 1 Palestinian child was injured by broken glass in his eye. Israeli settlers also uprooted dozens of Palestinian-owned olive saplings east of Yatta. Israeli forces opened fire at a vehicle with 5 Palestinians inside at a military checkpoint near Jenin, causing damage to the vehicle; no injuries were reported. 7 Palestinians were arrested in and around Hebron, Qalqilya, and Nablus; during a raid in Tammun, Israeli forces seized mobile phones, leading to confrontations with Palestinians; no injuries were reported. During a different raid in Sabastiyya, Israeli forces clashed with Palestinians, leading to tear-gas related injuries. In East Jerusalem, Israeli forces detained the secretary of Fatah in Jerusalem Yasser Darwish and banned him from entry to the West Bank for 3 months. 7 Palestinians were arrested during raids in Issawiyya, the Old City, and al-Tur. In Gaza, Israeli forces opened fire at agricultural lands east of al-Shawka; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 4 nautical miles west of al-Sudaniyya; no injuries were reported. An Israeli court ruled that Israel can demolish 1 school east of Ramallah under the pretext that it was built without a permit. The school enrolls 50 students and was financed by donations from France, Finland, Luxembourg, Ireland, Spain, the UK, and Sweden. (WAFA 10/8; WAFA 10/9)

The U.S. Trump administration announced new sanctions on Iran that effectively shuts off the country from the global financial system. The new sanctions are expected to halt flows of food, medicine, and humanitarian aid to Iran. (AJ, REU 10/8)

In the West Bank, 8 Palestinians were arrested, including 7 during late-night raids in and around Bayt Awa, Yatta, and Bethlehem; 1 at a flying checkpoint near Jenin. 1 Palestinian teenager was hospitalized after being beaten by Israeli forces during a daytime raid near Nablus. In East Jerusalem, 4 Palestinians were arrested during daytime raids in the Old City and Issawiyya. Israel’s defense minister Naftali Bennett ordered the “planning processes to be advanced” for new settler housing in Hebron. The plan includes development of a closed fruit and vegetable market for settler housing. According to Defense Minister Bennett, the new settlement housing “will create territorial continuation from the Cave of the Patriarchs [al-Ibrahimi Mosque] to the Avraham Avinu neighborhood, and double the number of Jewish residents in the city.” PLO’s secretary general Saeb Erakat said in a tweet that Bennett’s announcement was the “first tangible result of the U.S. decision to legitimize colonization,” referring to U.S. secretary of state Mike Pompeo’s announcement from 11/18 that the U.S. no longer considers the Israeli settlements in the West Bank illegal under international law. Defense Minister Bennett also sent a letter to the Palestinian municipal government of Hebron demanding consent for the demolition of the fruit and vegetable market, threatening that Bennett would start legal proceedings to lift the municipality’s protected status over the site. The Israeli cabinet approved an allocation of 40 million shekels ($11.5 million) for construction of 1st-aid stations and security in Israeli settlements in the West Bank. The chairperson of the Joint Arab List Ayman Odeh subsequently sent a letter to the Israeli attorney general demanding an examination of the constitutionality of the allocation, saying that the approval “raise[s] a grave suspicion of a budget allocation in exchange for a political favor.” (HA 12/1)

Israeli prime minister Benjamin Netanyahu and U.S. president Donald Trump spoke on the phone and, according to Prime Minister Netanyahu, the 2 discussed recognizing the Jordan Valley as Israel’s official eastern border in addition to a defense pact and Iran. (HA, TOI 12/2)

In East Jerusalem, Israeli forces shoot and kill a Palestinian man in al-Tur after he drives his car into a crowd, injuring 2 border police guards. Israeli forces demolish a 3-story building in Ras al-Amud claiming it was built without a license. In the West Bank, Israeli forces close the entrance to a village nr. Nablus after a Palestinian throws a Molotov cocktail at a settler’s car. The IDF also conducts late-night raids in and around Hebron, Jenin, and Nablus, and in Jalazun r.c. nr. Following public criticism and consultation with DM Moshe Ya’alon, Israeli PM Netanyahu orders the suspension of the new 3-mo. pilot project restricting Palestinian travel, initiated on 5/19. Ya’alon says he will continue his efforts to reduce the number of Palestinians entering Israel illegally. (HA, MNA, NYT, TOI, YA 5/20) 

EU foreign policy chief Mogherini meets with Netanyahu in Israel, who says he is still committed to the 2-state solution and he proposes a new round of peace negotiations with the Palestinians with the specific goal of establishing borders for Israel’s West Bank settlement blocs (the news of his proposal will not break until 5/26). Also, Mogherini reportedly tells Netanyahu that the European campaign calling for labeling of products from Israeli settlements is unstoppable. The PM’s office will deny that they discussed the labeling campaign when the news breaks on 6/2. Mogherini also meets with PA pres. Abbas and chief Palestinian negotiator Saeb Erakat in Ramallah. Norwegian FM Børge Brende meets with Netanyahu in Jerusalem and tells him that international pressure on Israel regarding its treatment of the Palestinians will likely resume after the P5+1 (the 5 permanent mbrs. of the UN Security Council plus Germany) reach a comprehensive agreement with Iran by their 6/30 deadline. Off the coast of the Gaza Strip nr. Rafah, Israeli naval vessels open fire on Palestinian fishermen, causing damage but no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 4 villages nr. Hebron and 1 village nr. Qalqilya at night; patrols in 3 villages nr. Hebron at night. Jewish settlers attack Burin village nr. Nablus, throwing stones at schoolchildren, and assaulting a Palestinian man. Israeli forces arrive and fire rubber-coated metal bullets at villagers, causing no injuries. Meanwhile, Jewish settlers destroy 700 newly planted olive tree saplings nr. Ramallah, and in another incident, Jewish settlers demolish a Palestinian-owned agricultural shed nr. Bethlehem. In East Jerusalem, 30 Palestinian-owned vehicles nr. U.S. Secy. of State Kerry meets with PA Pres. Abbas in Paris to discuss the ongoing peace negotiations. The meeting was attended by Palestinian chief negotiator Saeb Erakat, PA spokesperson Nabil Abu Rudayna, and PLO Amb. to France Hayel Fahoum. State Dept. spokesperson Jen Psaki says that the “few hours” spent together were focused on “narrowing the gaps between the parties on a framework for negotiations.” State Dept. dep. spokesperson Marie Harf also says that Kerry expresses concern in the meeting about recent remarks made by Erakat about a potential boycott of Israel. Both before and after the meeting, Palestinian officials sound pessimistic about the prospects for a breakthrough, with an unnamed official describing the talks as facing a “real crisis.” While in Paris, Kerry also meets with Jordanian FM Nasser Judeh. On the 2d day of talks in Vienna, Dep. FM Abbas Araghchi tells Iranian media that representatives of Iran and the P5+1 countries have agreed on an agenda for negotiations and will meet again in Vienna at some point during the 2d half of 3/2014. Earlier, the U.S. State Dept. describes the 2d day of talks as “constructive and useful.” Meanwhile, Israeli media reports that a U.S. delegation will visit Israel to brief the Israeli govt. on the ongoing talks with Iran. Two suicide bombers attack the Iranian cultural center in Beirut, killing 8 and wounding dozens more. The attack is claimed by the al-Qa‘ida-linked Abdullah Azzam Brigades, which says the bombing was a response to Hizballah’s involvement in the Syrian conflict on the side of the govt. Israel releases 26 Palestinian prisoners, the 3rd such group freed in conjunction with understandings reached at the onset of the peace negotiations broached in 7/2013. Three return home to the Gaza Strip, 5 to East Jerusalem, and 18 go home to the West Bank. There are official welcomes for the returning prisoners in both the Gaza Strip and Ramallah. In a separate development, Palestinian chief negotiator Erakat says that the peace talks have proved a failure, “foiled” by Israel. Erakat says that the PA should seek membership in international agencies and forums. (HA, MNA 12/30)

Reps. from Iran resume talks with their counterparts from the P5+1 in Geneva, to discuss details about the implementation of the landmark nuclear deal signed on 11/24. The talks are a 1-day affair, and negotiations are set to resume in 2014. (REU 12/30)

The Lebanese army fires anti-aircraft guns at 2 Syrian helicopters it claims violated the country’s air space to fire missiles in a mountainous area nr. the border, resulting in no damage or casualties. (AP 12/30)

Demonstrations take place across the West Bank in protest of the killing of 3 Palestinians in Yatta the previous day. Demonstrations in Hebron and outside Ofer detention center nr Ramallah lead to clashes with IDF troops. Outside Ofer, Israeli forces fire live ammunition, rubber-coated metal bullets and tear gas canisters, while demonstrators throw stones and set fire to tires. No serious injuries are reported. In Hebron, stone-throwing Palestinians are met with tear gas from Israeli soldiers. Also in the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Palestinian chief negotiator Erakat says that Israeli policies, including continued settlement construction and arrest raids have led him to believe that there is no room for progress, hence his resignation on 11/13. Erakat says that the most recent meeting of the Israeli and Palestinian negotiating teams took place on 11/5. Erakat also says that he believes the Russians would become more involved, pointing to Pres. Abbas’ scheduled visit to Moscow next month. (HA 11/27)

The Syrian govt. announces that it will attend the UN-sponsored negotiations in 1/2014 (announced 11/25), according to a report by state news agency SANA, but will also resist demands for Pres. Bashar al-Asad to step down. Meanwhile, the Syrian National Coalition pres. Ahmad Jarba, declares that the group will participate in the conference; he hopes it will facilitate the emergence of a transitional govt. (AP, NYT, REU 11/27)

Iranian FM Mohammad Javad Zarif says that construction on building projects at the Arak nuclear facility is allowed as part of the nuclear agreement. U.S. State Dept. spokesperson Jen Psaki says in response that, while road or building work might be permissible, any kind of nuclear fuel production or reactor work is not allowed. Meanwhile, U.S. Pres. Obama briefs Saudi Arabia’s King Abdallah on the recent deal with Iran, with the White House saying that the 2 leaders agreed to consult regularly on the efforts of the P5+1 countries to secure a long-term agreement. Separately, Israeli strategic affairs minister Yuval Steinitz meets with British officials in Jerusalem to discuss recent developments and Israel’s concerns with a potential deal between Iran and the P5+1. The Israeli military claims that the dead men were suspected of planning an attack in the coming days and belonged to a Salafist terror cell. Palestinian factions in Hebron declare a day of mourning. The IDF conducts house searches and arrest raids in Hebron and 1 nearby village at night; patrols in 1 village nr. Ramallah in the morning, and in 5 villages nr. Hebron and 1 village nr. Ramallah at night. Also in the West Bank, Jewish settlers attack a Palestinian home with Molotov cocktails in Burin village nr. Nablus, causing property damage but no injuries. Senior Palestinian official Nabil Shaath says that the Palestinian leadership is preparing to join international bodies and ratify agreements such as the Rome Statute of the International Criminal Court, due to the lack of progress in the peace talks. Shaath also confirms that Saeb Erakat’s resignation (11/13) was not accepted by Pres. Abbas, and thus Erakat continues in a caretaker role. (MNA 11/26)

Israel and the EU finalize an agreement to allow Israel’s participation in the Horizon 2020 scientific research project. Following lengthy talks between Israeli justice minister Tzipi Livni and EU foreign affairs chief Catherine Ashton, a compromise formula is reached. This includes the publication of an appendix stating the applicability of the EU’s funding guidelines approved in 7/2013, which renders ineligible entities based in West Bank settlements, accompanied by an Israeli appendix stating the govt.’s opposition to those guidelines. Gen. Salim Idriss, leader of the FSA, tells Al Jazeera that his group plans to shun the peace conference that UN Secy.-Gen. Ban Ki-moon announced on 11/25, claiming that “conditions are not suitable” for the talks. Meanwhile, the Syrian National Coalition (SNC) issues a statement saying it wants to see progress on the ground through the establishment of humanitarian corridors and a release of political prisoners, before it decides whether to attend the talks. U.S. Secy. of State John Kerry addresses Congress in a video message, and places the onus on Iran to prove that their nuclear program is peaceful. In an effort to reassure lawmakers who criticized the 6-mo. interim deal as being too soft on the Iranian govt., Kerry affirms that, should the agreement fall apart, Tehran would face “even tougher sanctions.” Meanwhile, marking his 1st 100 days in office, Pres. Ruhani says in a TV interview that Iran’s enemies were now “isolated” following the deal. (AP 11/26; JP 11/27)

Egyptian armed forces kill Mohammed Hussein Muhareb, the leader of a militant group in the Sinai Peninsula, nr. Shaykh Zuweid. Muhareb was wanted for various attacks on state security forces. (AP 11/26)

An anonymous Palestinian official says that senior negotiator Mohammed Shtayyeh will not be returning for future talks with Israel, and that Saeb Erakat will remain chief Palestinian negotiator. Both men resigned on 11/13 in protest of the lack of progress in the talks; however, Erakat stayed on when Pres. Abbas requested. (MNA 11/21)

The Palestinian High Court of Justice rules that the strike launched by the General Union of Palestinian Teachers on 11/17 is legal, despite the attempt by the PA on 11/19 to have the court temporarily abrogate their right to strike. Minister of Education Ali Muhana calls on the teacher’s union to abide by the last agreement with the PA, reached in 9/2013 (see the QU in JPS 171 for more on the teacher’s strike). (MNA 11/21)

A 2nd day of talks in Geneva between reps. from Iran and the P5+1 ends without a breakthrough, as discussions continue about a potential interim accord. Iranian FM Mohammad Javad Zarif tells reporters that the talks are going well but “differences of views” remain. Iran’s Dep. FM Abbas Araghchi suggests that differences amongst the 6 world powers were complicating efforts. Meanwhile, U.S. Senate majority leader Harry Reid (D-NV) says that lawmakers will seek to impose new sanctions on Iran in 12/2013 if there is no deal. (AFP, AP, HA, REU 11/21)

At a conference in Sderot, Israeli FM Avigdor Lieberman declares that a peace deal with the Palestinians is impossible in the foreseeable future. He also claims that ties with the U.S. are “deteriorating,” and that Israel must “seek other allies with common interests.” Dep. FM Ze’ev Elkin, speaking in Moscow on a trip for talks with Pres. Vladimir Putin, subsequently tries to downplay his boss’ remarks, affirming that “there is no one who can take the place of the Americans.” Meanwhile, senior Palestinian official Nabil Shaath says that Palestinian negotiators Saeb Erakat and Mohammed Shtayyeh will remain on a temporary basis until a new team can be formed. Negotiations between Iran and the P5+1 group of powers resume in Geneva, with hopes of reaching an interim accord on confidence-building steps. Optimism is expressed publicly by the likes of Britain’s Foreign Secy. William Hague, and Russian FM Sergey Lavrov. Iran’s Supreme Leader Ayatollah Ali Khamenei delivers a speech in Tehran, in which he says that Iran will not retreat “one iota” from its nuclear rights but says that his country seeks friendly relations with the U.S. Also in his speech, Khamenei describes Israel as “a rabid dog,” which provokes an angry response from Israeli PM Netanyahu who is in Russia to appeal for tougher terms in a nuclear agreement with Iran. Israel’s “David’s Sling” missile defense system, co-developed with the U.S. and designed to protect the country from potential attack by Syrian and Hizballah-held missiles, passes a 2nd live test. Israeli defense officials say that the system could be deployed in 2014, a year ahead of the Israeli Air Force’s official deadline. (HA, REU 11/20)

A suicide car bomb attack kills 11 Egyptian soldiers nr. al-Arish in the Sinai Peninsula, wounding 37. Separately, a grenade attack on a checkpoint in Cairo injures 4 policemen. Meanwhile, Egyptian authorities close the Rafah crossing with Gaza due to a technical fault with the terminal’s computers. (AP, MNA, REU 11/20)

The EU criticizes Israel’s settlement expansion plans in a statement released at a meeting of foreign ministers in Brussels. Sweden’s FM Carl Bildt says European governments are increasingly frustrated by the settlement policy. The ministers also emphasize that the EU’s agreements with Israel only apply to the pre-1967 territory, which a diplomatic source tells the Israeli media could be a sign of future action related to settlement products. Israeli PM Benjamin Netanyahu says that construction plans for the E1 area e. of Jerusalem do not prevent the eventual emergence of a Palestinian state, and repeats the offer of direct talks with Mahmud Abbas ‘‘without preconditions.’’ Meanwhile, Palestinian cheif negotiator Saeb Erakat outlines 3 conditions for a return to talks: (1) agreement that the goal of the peace process is a withdrawal to the 1967 borders; (2) restarting negotiations from the point they were halted; and (3) setting a 6-mo. timetable for agreement on all final-status issues. He adds that Israel should halt settlement activity, but does not list it as a condition. (AFP, JP 12/10)

Israel’s Finance Ministry deducts more than $71 m. from VAT taxes Israel collects and holds on the PA’s behalf and transfers it to Israel’s Electric Corporation to cover 37% of the PA’s electricity debt. (YA 12/10)

Independent politician Khalil Assaf says that the PA has officially agreed to allow Hamas to hold a festival in Nablus commemorating the movement’s 25th anniversary. (MNA 12/10)

In the West Bank, the IDF, citing military exercises, compels 6 Palestinian families to leave their homes in a village in the n. Jordan Valley. The IDF also notifies Palestinian farmers nr. Salfit that the road connecting the village to their fields will be demolished in the next 2 weeks. The IDF patrols in 2 villages nr. Tulkarm in the afternoon, in 1 village each nr. Jericho and Ramallah at night; conducts house searches and arrest raids in 1 village nr. Bethlehem in the afternoon, and in Ramallah and nearby Qaddura r.c. at night. The Ramallah raid targets prisoner support NGO Addameer and the Palestinian NGO Network, as well as the Union of Palestinian Women’s Committees. Israeli PM Netanyahu says that Iran is getting closer to being able to build a nuclear bomb and that 2013 will be the year to confront the issue. Western diplomats say that Israel is suspected to be behind a series of leaks, intended to increase pressure, about Iranian nuclear weapon experiments.
