In the West Bank, Palestinians threw stones at an Israeli settler vehicle, setting it on fire after the settler couple fled the scene. Israeli settlers attacked a Palestinian shepherd near Yatta, injuring his foot. Israeli settlers also set up a mobile home and water tanks near Nabi al-‘Awja. Israeli forces issued orders that it will seize 20 dunams (4.95 acres) of Palestinian-owned land for a military zone near Ni‘lin. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, Kafr Ni‘ma, Beit Liqya, Nablus, and Hebron; 6 were injured during the raids in Dheisheh refugee camp and Kafr Ni‘ma. In East Jerusalem, Israeli police violently removed Palestinian worshipers at the Haram al-Sharif compound, including in al-Aqsa Mosque, injuring 19, including 3 with baton rounds and arresting 450. 397 of the Palestinians detained were released by 4/6 but banned from entering the compound for 1 week, 47 were transferred to the Ofer prison, and 6 continued to be held in Jerusalem. Israeli police also caused damage to property inside of the mosque, including at the health clinic, smashing windows and causing damage from stun, tear gas, and smoke grenades. Israeli police claimed that 1 officer was injured in the leg by a stone thrown at him. Israeli forces also shot and injured 1 Palestinian minor near Silwan. In Israel, 2 Israeli soldiers were stabbed and injured near an army base at the Tzrifin junction, 1 Palestinian man was arrested for the attack. The PA, Jordan, Egypt, Saudi Arabia, Morocco, the Arab League, the Organisation of Islamic Cooperation, Turkey, and the UAE condemned the Israeli raid (see above). Israel’s Channel 12 reported on a leaked phone call between Israeli national security minister Itamar Ben-Gvir and police commissioner Kobi Shabtai in which Shabtai tells Ben-Gvir that it is in the nature of Palestinian citizens of Israel to kill each other. Shabtai told Ben-Gvir that there is nothing they can do about the high murder rate among Palestinian citizens of Israel, “[t]hey kill each other. That is their nature. That is the mentality of the Arabs.” MK Ayman Odeh, leader of the Hadash party, called on Shabtai to resign while MK Mansour Abbas, leader of the United Arab List, called on him to apologize. In the West Bank, Israeli forces demolished 1 Palestinian home in Yatta and 4 homes in Shaab al-Butum in the Masafer Yatta area. Israeli forces also closed al-Ibrahimi Mosque for Muslim worshippers. 4 Palestinians were arrested during raids in Qalqilya, Kafr Qalil, Jenin, and al-Asakra. The newly appointed Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, prompting widespread condemnation. During the election National Security Minister Ben-Gvir had expressed his desire to change the status quo of the Holy Sites to allow “equal rights for Jews” at the compound. Hamas had warned the Israeli government against the tour of the compound saying it “would lead to an explosion.” In a tweet posted during the visit, Ben-Gvir said that the compound is open to everyone. The PA called the visit a “provocative step against the Palestinian people.” U.S. ambassador to Israel Tom Nides said any threat against the status quo is unacceptable. Jordan condemned the “storming” of the compound and said it required “international intervention,” before summoning the Israeli ambassador. France, Turkey, Egypt, the UAE, Qatar, Saudi Arabia, Islamic Jihad, Hamas, and the OIC also condemned Ben-Gvir’s actions. In the West Bank, Israeli settlers set fire to dozens of Palestinian-owned olive trees in Burin, causing extensive damage. Israeli settlers also interrupted traffic and waved Israeli flags at the main intersection in Huwwara. Elsewhere, Israeli settlers threw stones at a school in ‘Urif, damaging solar panels. Israeli settlers also marched through Hebron, waving Israeli flags. Israeli forces destroyed 1 water well and seized equipment in Ras Atiyeh. Israel’s defense minister said at a meeting of the Blue and White party that he wants to explore the option of adding the Jewish supremacist group Lehava and the Beitar Jerusalem football club fan faction La Familia to the list of terrorist organizations after both groups participated in Jewish-led violence against Palestinians during the flag march on 5/29. The PA condemned the Israeli flag march in Jerusalem on 5/29, saying it “crossed all red lines.” The UAE foreign ministry and the OIC also condemned the large settler encroachment of the Haram al-Sharif compound on 5/29, asking Israel to reduce tensions. (WAFA 5/30; HA 5/31)

The Israeli foreign ministry announced that Suriname will open its embassy to Israel in Jerusalem. The announcement came shortly after Suriname’s foreign minister Albert Ramdin met with the Israeli foreign minister Yair Lapid in Israel. In the West Bank, Israeli settlers assaulted 2 Palestinian shepherds in al-Mughayyir. Israeli forces beat 1 Palestinian man walking with his child in Hebron, causing cuts and bruises. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds. In the West Bank, 1 Palestinian minor succumbed to injuries sustained by Israeli forces during a raid in Kafr Dan on 4/14. Israeli forces violently dispersed Palestinian protesters in Qarawat Bani Hassan, injuring 1 Palestinian minor with live ammunition and others with tear gas; the minor was also arrested. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 3 with baton rounds and others with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Qaryut, Beita, and Bazariya, leading to tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound, including inside al-Aqsa Mosque, injuring more than 152 Palestinians with baton rounds, batons, and tear gas, including 8 who were admitted into intensive care facilities. Several Palestinian journalists at the compound were violently beaten by Israeli police, causing broken limbs. 3 Israeli police officers were lightly injured. Some 470 Palestinians were arrested at the compound before noon prayers, where some 50,000 worshippers were praying, about half from the West Bank. Around 440 were released within 24 hours, some of whom were banned from entering the compound until after the end of Ramadan. Hamas, the PA, Jordan, Morocco, UAE, Bahrain, the United Arab List, and the Organisation of Islamic Cooperation condemned the Israeli-led violence at the Haram al-Sharif compound (see above). The U.S. state department released a statement urging “all sides to exercise restraint, avoid provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount.” The spokesperson for UN secretary general António Guterres expressed grave concern about the situation in Jerusalem. At a Passover seder hosted by U.S. vice president Kamala Harris and 2nd gentleman Doug Emhoff, the couple served wine made by the settler winery Psagot Winery in the West Bank. In the West Bank, Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Faqqua. Israeli forces also delivered a stop-work order for 1 residential structure, 1 agricultural structure, and 1 water well near Hebron. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, for the 3d day in a row, arresting and assaulting 9 Palestinians. Israel renewed a ban on 28 Palestinian civil society organizations operating in East Jerusalem, including the Orient House and the Prisoners’ Club. (MEE 4/5; PCHR 4/7)

The PA health ministry released a report on Israeli forces’ attacks on Palestinians in 2021. The report said that 355 Palestinians were killed by Israeli forces and more than 16,500 were injured. 265 Palestinians were killed in Gaza, mainly in May 2021, and 90 in the West Bank and East Jerusalem. 87 of the Palestinians killed by Israel in 2021 were children. Japan’s Social Development Fund announced a $2.4 million grant to help improve the Palestinian Heritage Trail in the West Bank. The project is aimed at improving the Palestinian economy through tourism opportunities. (WAFA 4/4; ALM 4/5)

In the West Bank, Israeli settlers with military escort harassed students on their way to school in al-Lubban ash-Sharqiya, preventing some from reaching the school. Israeli forces violently dispersed Palestinians and Israeli activists protesting a visit by Israeli president Isaac Herzog to Hebron (see below). Israeli forces also demolished water pipelines supplying Atuf with water. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 1 with a rubber-coated bullet. 3 Palestinians were arrested, including 2 during late-night raids in Kaubar and al-Arroub refugee camp, and 1 near al-Jaba‘. In East Jerusalem, 1 Palestinian was arrested during a house raid in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah; no injuries were reported. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. 1 Palestinian prisoner held on administrative detention ended his hunger strike after Israel set a date for his release. The man had been hunger-striking for 49 days and was admitted to a prison hospital on 11/24 as his condition deteriorated. (WAFA 11/28)

President Abbas extended the COVID-19-related state of emergency for another 30 days. The state of emergency has been in effect since March 2020, when the pandemic hit Palestine. (WAFA 11/28)

Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons. Foreign Minister Lapid was in London meeting UK officials before heading to France for meetings on 11/29. In the West Bank, Israeli settlers attacked 2 Palestinians near Nablus by throwing stones and physically assaulting them, causing their hospitalization. Israeli forces shot and killed 1 Palestinian at a checkpoint in Za’atra and injured 1 other; Israeli forces claimed that 2 were in a car and refused to stop at the checkpoint. Israeli forces also violently dispersed protesters at a checkpoint north of Ramallah, injuring 9 Palestinians with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed protesters at the Qalandia checkpoint, injuring 37 Palestinians using rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Jenin, injuring 1 with live ammunition while others suffered tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters, injuring 2 using live ammunition. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with live ammunition; others suffered tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 7 with live ammunition and 10 with rubber-coated bullets. Israeli forces also injured 1 with a tear gas canister in Bethlehem. Elsewhere, Israeli forces violently dispersed Palestinian protesters at the Huwwara checkpoint, injuring 5 with rubber-coated bullets. 14 Palestinians were arrested, including 13 at checkpoints in Tulkarm, Huwwara, and Jenin, and 1 was arrested during a late-night raid in Jenin. In East Jerusalem, Israeli forces violently dispersed a sit-in protest against evictions in Shaykh Jarrah, spraying skunk water at protesters and arresting 3 residents. 6 other Palestinians were arrested, including 4 at a checkpoint in Issawiyya and 2 during late-night raids in Silwan and al-Tur. In Gaza, 10 Palestinians, including 1 child, were killed in Israeli air strikes, raising the comprehensive death toll since 5/10 from 20 to 30, including 10 children. The casualties included: 2, and 2 injured in an air strike on a 7-story building in al-Shati camp; 6, and at least 8 injured in 3 air strikes on apartment buildings in Gaza City; and 2 in an air strike near a chicken farm southwest of Dayr al-Balah. Additionally, Israeli air strikes damaged or destroyed dozens of buildings, including 1 14-story residential and commercial building, the Hanadi Tower west of Gaza City, 1 ice cream factory south of Gaza City, 1 health clinic and police station in Bayt Lahiya, 1 large school in Dayr al-Balah. Hamas reported that Israeli air strikes had destroyed all police buildings in Gaza. In Israel, 5 were killed by rockets from Gaza, including 2 Palestinian citizens of Israel, who were killed by a rocket fired from Gaza near Lydda, and 2 Jewish-Israelis and 1 Indian national in Ashkelon and Tel Aviv. 1 rocket fired from Gaza also damaged an Israeli pipeline in Ashkelon, igniting a large oil fire. A state of emergency was also declared in Lydda after a synagogue and some 30 cars were set on fire as Jewish-Israelis and Palestinian citizens of Israel clashed. Israeli forces also violently dispersed Palestinian-Israelis in Lydda after a protest erupted following a funeral of 1 Palestinian citizen of Israel who was killed by a Jewish-Israeli on 5/10; 12 Palestinian-Israelis were injured by stun grenades and rubber-coated bullets. Clashes also ensued in Ramla and a synagogue, a marketplace, and a Muslim cemetery were set on fire. In Acre, 1 police station and 1 restaurant were set on fire. 19 Palestinian citizens of Israel were arrested after trash bins were set on fire and stones were thrown at Israeli police in Haifa. Israeli forces also violently dispersed Palestinian-Israeli protesters in Jaffa, arresting 3; 2 police officers were reportedly injured. Clashes between Jewish-Israelis and Palestinian-Israelis were also reported in Beersheba. Israeli forces said that the Iron Dome had intercepted 85-90% of around 850 rockets fired from Gaza since 5/10. A Spokesperson for the U.S. national security advisor said chief of Palestinian affairs at the U.S. embassy in Israel George Noll had delivered a letter from U.S. president Joe Biden to PA president Mahmoud Abbas. The spokesperson would not say what the letter was about, saying it was part of the administrations outreach to “the Palestinian leadership.” (HILL, WAFA 5/11)

The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. A UNSC emergency meeting was called on 5/9 by Tunisia and 9 other countries. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. The White House spokesperson Jen Psaki said that President Joe Biden’s “support for Israel security, for its legitimate right to defend itself and its people is fundamental and will never waver . . . Israeli-Palestinian clashes continue, leaving 1 Palestinian dead; a 2d Palestinian dies of injuries received earlier. After Palestinians fire 3 mortars at Gaza's Gadid settlement, causing no injuries, the IDF shells the PA naval headquarters, military intelligence headquarters in Gaza, killing 1 PSF doctor at the naval clinic, wounding 18 PSF mbrs., destroying the clinic and an ambulance. Citing the rare daylight strikes on occupied buildings, the PA again refuses to attend a U.S.-brokered security mtg. with Israeli officials (rescheduled fr. 4/9).
