In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Qaryut. Israeli settlers also vandalized Palestinian property, including water tanks, solar panels, and a vehicle in al-Rakiz and al-Mafqara in the Masafer Yatta area. Israeli forces shot and killed 6 Palestinians during raids in Halhul, Beit Fajjar, and Tulkarm. Israeli forces also shot and injured 8 Palestinian during raids in al-Khader, Tulkarm, Ya’bad, Beit Fajjar, and Halhul. Elsewhere, Israeli forces assaulted 1 Palestinian in ‘Azzun. 70 Palestinians were arrested during late-night raids in and around Ramallah, Dura, Nabi Salih, Qalqilya, Shu’fat refugee camp, ‘Anata, Hebron, and Nablus, including prominent activist Ahed Tamimi and senior Fatah member Marouf Rifai. The Palestinian Prisoners Commission said 2,150 Palestinians have been arrested since 10/7. In East Jerusalem, Israeli police shot and killed 1 Palestinian minor after he allegedly stabbed 2 Israeli soldiers in the Old City. 1 of the soldiers later died of her wounds. In Gaza, telecommunications were gradually restored in the morning after Israel cut the internet and phone connection on 11/5. 252 Palestinians were killed and 1,200 injured in Israeli airstrikes. Israel said it had attacked 450 sites overnight and assassinated Hamas member Jamal Musa. Israeli airstrikes targeted al-Shifa Hospital, killing 1 and injuring 170 others, and the Nasser Medical Complex, killing at least 8. Bombardments also caused mass casualties in az-Zawaidah and Tel as-Sultan. In Lebanon, Hamas claimed responsibility for firing 16 rockets near Haifa. Israel said it attacked the launch sites. The Ministry of Health in Gaza said at least 10,022 Palestinians have been killed, including 4,100 children and 2,550 women, and 25,408 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,260 people were buried in rubble, including 1,270 children. 151 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 44 children. More than 2,386 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 30 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. At least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7. 4 ambulances carrying 17 injured Palestinians entered Egypt through the Rafah crossing. 50 trucks carrying aid entered Gaza via the Rafah crossing. PA health minister Mai al-Kaila said 175 medical personnel and 34 civil defense workers have been killed by Israel in Gaza since 10/7. The UN said 89 UNRWA staff members have been killed. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. Zaqoul was working in Israel on 10/7 and was arrested by Israel shortly after. Israel has not investigated the death of the 2 other Palestinians who died while in Israeli custody since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The amount Israel earmarked for Gaza was $140 million a month. PA president Mahmoud Abbas spoke with Austrian chancellor Karl Nehammer, calling for an immediate ceasefire. (HA, REU, WAFA, WAFA 11/6)

The Knesset approved a temporary bill banning consumption of “words of praise, sympathy or encouragement for acts of terrorism” by Hamas or ISIS. Israeli finance minister Bezalel Smotrich sent a letter to Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant, demanding that the Israeli military creates “security zones around the settlements and roads” and prevents Palestinians from approaching them. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. Israel had released a photo to back up its claims, but engineers have pointed out that the purported tunnel is for water storage. An Al Jazeera investigation later disproved the Israeli claim. South Africa recalled its ambassador to Israel, calling Israeli actions in Gaza “genocide.” The deputy speaker of the Bahraini parliament said the parliament wants to cancel the country’s normalization deal with Israel. (AJ, AJ, AP, HA, HA, REU 11/6; HA 11/7; NYT 11/8)

The UAE said it would establish a field hospital in Gaza and that 5 aircraft carrying the necessary equipment were en route to Egypt. France said it was in talks with Egypt to set up a field hospital in the Sinai to treated wounded Palestinians from Gaza. (AJ, HA 11/6)

The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. The U.S. insisted the council call for “humanitarian pauses” while other states demanded a call for a “humanitarian ceasefire.” UN secretary-general Antonio Guterres launched a $1.2 billion humanitarian appeal to help 2.7 million Palestinians in Gaza and the West Bank and said Gaza was becoming “a graveyard for children.” (AJ, AP, AX, HA, NYT, UNOCHA, WAFA, WAFA 11/6; AJ, HA 11/7)

U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. U.S. State Department deputy spokesperson Vedant Patal said in response to Netanyahu’s comments that Gaza will remain Palestinian land and that the U.S. does not support reoccupation. The U.S. military said a nuclear submarine had arrived in the eastern Mediterranean. The submarine was said to have not been carrying nuclear weapons but Tomahawk missiles. It was also reported that the U.S. planned to send Israel $320 million worth of Spice Family Gliding Bomb Assemblies, a precision guided munition for fighter jets. EU commission president Ursula von der Leyen presented 5 principles for after Israel’s war on Gaza; 1) Gaza cannot be a haven for terrorists; 2) Hamas cannot rule Gaza; 3) there cannot be a long-term Israeli security presence in Gaza; 4) no forced displacement of Palestinians; 5) no continuous siege on Gaza. Iranian foreign minister Hossein Amir-Abdollahian spoke with Saudi foreign minister Faisal bin Farhan about the situation in Gaza, agreeing to convene an extraordinary summit of the OIC in Saudi Arabia on 11/12. (HA 11/6)

Haaretz reported that U.S. officials told the newspaper that Secretary Blinken got the impression that Israel does not have a strategy for what to do when its war on Gaza ends. Blinken reportedly broached the question in meetings with Israeli officials on 11/3, receiving the impression that the matter has barely been discussed. (HA 11/6; HA 11/7)

In the West Bank, Israeli settlers attacked 2 Palestinians near Nablus by throwing stones and physically assaulting them, causing their hospitalization. Israeli forces shot and killed 1 Palestinian at a checkpoint in Za’atra and injured 1 other; Israeli forces claimed that 2 were in a car and refused to stop at the checkpoint. Israeli forces also violently dispersed protesters at a checkpoint north of Ramallah, injuring 9 Palestinians with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed protesters at the Qalandia checkpoint, injuring 37 Palestinians using rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Jenin, injuring 1 with live ammunition while others suffered tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters, injuring 2 using live ammunition. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with live ammunition; others suffered tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 7 with live ammunition and 10 with rubber-coated bullets. Israeli forces also injured 1 with a tear gas canister in Bethlehem. Elsewhere, Israeli forces violently dispersed Palestinian protesters at the Huwwara checkpoint, injuring 5 with rubber-coated bullets. 14 Palestinians were arrested, including 13 at checkpoints in Tulkarm, Huwwara, and Jenin, and 1 was arrested during a late-night raid in Jenin. In East Jerusalem, Israeli forces violently dispersed a sit-in protest against evictions in Shaykh Jarrah, spraying skunk water at protesters and arresting 3 residents. 6 other Palestinians were arrested, including 4 at a checkpoint in Issawiyya and 2 during late-night raids in Silwan and al-Tur. In Gaza, 10 Palestinians, including 1 child, were killed in Israeli air strikes, raising the comprehensive death toll since 5/10 from 20 to 30, including 10 children. The casualties included: 2, and 2 injured in an air strike on a 7-story building in al-Shati camp; 6, and at least 8 injured in 3 air strikes on apartment buildings in Gaza City; and 2 in an air strike near a chicken farm southwest of Dayr al-Balah. Additionally, Israeli air strikes damaged or destroyed dozens of buildings, including 1 14-story residential and commercial building, the Hanadi Tower west of Gaza City, 1 ice cream factory south of Gaza City, 1 health clinic and police station in Bayt Lahiya, 1 large school in Dayr al-Balah. Hamas reported that Israeli air strikes had destroyed all police buildings in Gaza. In Israel, 5 were killed by rockets from Gaza, including 2 Palestinian citizens of Israel, who were killed by a rocket fired from Gaza near Lydda, and 2 Jewish-Israelis and 1 Indian national in Ashkelon and Tel Aviv. 1 rocket fired from Gaza also damaged an Israeli pipeline in Ashkelon, igniting a large oil fire. A state of emergency was also declared in Lydda after a synagogue and some 30 cars were set on fire as Jewish-Israelis and Palestinian citizens of Israel clashed. Israeli forces also violently dispersed Palestinian-Israelis in Lydda after a protest erupted following a funeral of 1 Palestinian citizen of Israel who was killed by a Jewish-Israeli on 5/10; 12 Palestinian-Israelis were injured by stun grenades and rubber-coated bullets. Clashes also ensued in Ramla and a synagogue, a marketplace, and a Muslim cemetery were set on fire. In Acre, 1 police station and 1 restaurant were set on fire. 19 Palestinian citizens of Israel were arrested after trash bins were set on fire and stones were thrown at Israeli police in Haifa. Israeli forces also violently dispersed Palestinian-Israeli protesters in Jaffa, arresting 3; 2 police officers were reportedly injured. Clashes between Jewish-Israelis and Palestinian-Israelis were also reported in Beersheba. Israeli forces said that the Iron Dome had intercepted 85-90% of around 850 rockets fired from Gaza since 5/10. A Spokesperson for the U.S. national security advisor said chief of Palestinian affairs at the U.S. embassy in Israel George Noll had delivered a letter from U.S. president Joe Biden to PA president Mahmoud Abbas. The spokesperson would not say what the letter was about, saying it was part of the administrations outreach to “the Palestinian leadership.” (HILL, WAFA 5/11)

The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. A UNSC emergency meeting was called on 5/9 by Tunisia and 9 other countries. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. The White House spokesperson Jen Psaki said that President Joe Biden’s “support for Israel security, for its legitimate right to defend itself and its people is fundamental and will never waver . . . Hours after Palestinians fly 2 incendiary balloons into southern Israel from Gaza, causing no damage or injuries, the Israeli Air Force conducts air strikes on “a number of terror targets in a Hamas military compound in the northern Gaza Strip,” according to an IDF spokesperson. A delegation of senior Egyptian officials arrives in Gaza to meet with their counterparts in Hamas. The Egyptians are reportedly attempting to ease tensions along Gaza’s border fence, which have been escalating in recent weeks. IDF troops shoot and kill 2 Palestinians outside a settlement nr. Hebron after they allegedly open fire on a group of Israeli soldiers at a bus stop, injuring 1. The IDF then raids the 2 Hebron-area homes of the alleged attackers, damaging doors and interrogating their families; and closes a road leading to a village nearby (it will be reopened on 4/12). IDF troops also shoot and kill a Palestinian driver nr. the same settlement after he allegedly rams and injures 2 Israeli soldiers. Another IDF soldier is injured by friendly fire. Israeli forces deliver a stop-work order to a construction site nr. Bethlehem. In Israel, the Israeli authorities order the closure of a construction site in Haifa for 21 days for harboring Palestinian workers who entered Israel illegally. Citing senior Israeli officials, Haaretz reports that the Israeli govt. and the PA have been holding secret negotiations over the past mo. with the goal of gradually restoring PA security control over cities in the West Bank and ensuring continued security coordination. In response, 2 mbrs. of Netanyahu’s cabinet— Education Minister Naftali Bennett and Immigration Absorption Minister Zeev Elkin—say they had not been informed of the talks and that they oppose them. Israel’s Knesset passes the 2d and 3d readings of an amendment designed to deter Israelis who transport, employ, or otherwise accommodate Palestinians who work in Israel illegally. The measure, advanced by Public Security Minister Gilad Erdan, passes by a vote of 44–16. (TOI 3/14)

In the Jerusalem and Hebron areas, 2 Palestinians are killed in alleged ramming attacks. First, an Israeli settler shoots and kills a Palestinian driver nr. the Kefar Adumim settlement after he injures 2 Israeli soldiers with his car. While the Israeli media claims it was an intentional car-ramming, Palestinian sources report that the man was in a car accident with the settler driver. The victim’s brother was killed in a similar incident on 11/22.IDF troopsshoot and kill a Palestinian driver in Bayt Umar nr. Hebron after he rams a group of Israeli soldiers, injuring 5 of them. Afterward, the IDF seals the main entrance to the village. Israeli civilians assault a Palestinian worker in Beit Shemesh w. of Jerusalem, causing moderate injuries. A Palestinian allegedly stabs and injures an Israeli border police officer nr. Haifa. Meanwhile, the IDF clashes with and violently disperses Palestinian, Israeli, and international activists at Friday demonstrations against the Israeli occupation and recent killings of Palestinians in 7 areas nr. Stabbing and other small-scale attacks continue in Israel and Jerusalem. In East Jerusalem, 2 Palestinians attack a group of Jewish Israelis on an Israeli bus in Jabal Mukabir, killing 2 and injuring at least 10 (a 3d Israeli will succumb to injuries sustained in the attack on 10/27). Israeli police shoot the 2 Palestinians, killing 1 and seriously injuring the other. In West Jerusalem, a Palestinian driver rams an Israeli pedestrian, then gets out of his car and stabs 5 other Israelis (1 Israeli will succumb to his injuries later in the day). Israeli police shoot and critically injure the Palestinian before arresting him (the Palestinian succumbs to his injuries later in the day). In Israel, Israeli police shoot and seriously injure a Palestinian after he stabs and moderately injures an Israeli in Ra’anana, n. of Tel Aviv. Later, a Palestinian stabs and injures 4 Israelis in the same city. Several Jewish Israelis assault and detain him as he attempts to flee, including 1 Israeli driver who rams the man with his vehicle. An Israeli man attacks a Palestinian citizen of Israel in Netanya, lightly injuring him. In Kiryat Ata nr. Haifa, a Jewish Israeli stabs and moderately injures another Jewish Israeli, mistakenly identifying him as a Palestinian. Following the morning’s attacks, Israel’s security cabinet meets and decides not to return the bodies of Palestinians shot and killed by Israeli forces after carrying out attacks on Israeli citizens. Instead of returning the bodies to their families, they will bury them secretly. The cabinet also decides to revoke the residency status of Palestinian attackers, bar any homes punitively demolished from being rebuilt, and allow the police to “impose a closure on, or to surround, centers of friction and incitement in Jerusalem, in accordance with security considerations”. For the 5th day in a row, IDF troops open fire on hundreds of Palestinians protesting along Gaza’s border fence e. of al-Bureij r.c. and nr. the Erez border crossing, injuring 51. They also disperse and drive back around 30 Palestinians who cross the s. border. The Israeli authorities close the Erez crossing shortly after the clashes. Later, Palestinians open fire on Israeli forces patrolling along the border fence e. of Khan Yunis, causing no damage. Off the coast, Israeli naval forces open fire on Palestinian fishing boats nr. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians protesting and throwing stones throughout the region, killing 1 Palestinian in Bethlehem and injuring at least 33. Israeli forces raid the Jenin home of the Palestinian who allegedly stabbed and injured an Israeli soldier in Afula on 10/8, preparing for a possible punitive demolition. The IDF also conducts raids and house searches nr. Hebron, Nablus, and Tulkarm, arresting 13 Palestinians. Israeli settlers throw stones at Palestinian drivers nr. Nablus and nr. Hebron, injuring 1 Palestinian in the former and sparking minor clashes in the latter. Israeli settlers also assault and moderately injure a Palestinian youth outside a settlement e. of Jerusalem; assault 4 Palestinian farmers working nr. Ramallah.
