In the West Bank, Israeli settlers vandalize a home and throw stones at vehicles in al-Lubban ash-Sharqiya. 1 Israeli soldier is shot and killed and 7 others are injured, including both settlers and soldiers, near the Dolev settlement. Israeli forces subsequently kill the alleged Palestinian perpetrator near Deir Ibzi using missiles fired from a helicopter. In East Jerusalem, 120,000 worshipers pray at the Haram al-Sharif compound on the second Friday of Ramadan; Palestinians from the West Bank are largely prevented from entering East Jerusalem. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, Dayr al-Balah, Nuseirat refugee camp, Jabalia refugee camp, and Beit Lahiya, killing at least 82 people. Israeli forces also attack and besiege al-Shifa Hospital for the fifth day in a row. In Lebanon, Israeli forces bomb Khaim, Ayta ash Shab, Kfar Kila, Hula, and Taybeh. More than 32,072 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 440 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 250 Israeli soldiers have been killed and 1,489 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 177 trucks carrying aid enter Gaza. Israel seizes 8,000 dunams (1,976) acres of land in the Jordan Valley for settlement expansion around the Yafit settlement near Fasayil and fast-track planning and construction of settler roads west of Ramallah. The seizure brings the total amount of seized land in the West Bank in 2024 to 10,640 (2,629 acres), more than the last 10 years combined. The PA calls the decision part of an “official policy racing against time to annex the West Bank and eliminate the possibility of creating a Palestinian state.” The Arab League condemns the decision. At the UN Security Council, Russia, China, and Algeria vote against a U.S. ceasefire resolution while Guyana abstains. Hamas thanks Russia, China, and Algeria for voting against the ceasefire that “gave [Israel] cover and legitimacy for the war of extermination.” PA ambassador to the UN Riyad Mansour calls the U.S. resolution “one-sided.” Chinese ambassador to the UN Zhang Jun says the resolution “sets up conditions for a ceasefire, which is no different from giving a green light to continued killings.” French ambassador to the UN Nicolas de Riviere says the U.S. resolution is “not strong enough” as it does not as it does not call for an unconditional and immediate ceasefire and does not draw a “red line” for the potential Israeli invasion of Rafah. Guyanese ambassador to the UN Carolyn Rodrigues-Birkett explains her country’s abstention in the vote, saying the resolution does not say directly address Israeli responsibility. French president Emmanuel Macron says he will work with Jordan and the UAE to draft a resolution that would gain support from all council members. Israeli prime minister Benjamin Netanyahu meets with U.S. secretary of state Antony Blinken. Blinken warns Netanyahu that Israel is losing international support and reiterated U.S. opposition to a ground invasion of Rafah. Netanyahu says after the meeting that Israel “will do it on our own” if the U.S. opposes its Rafah plans. Blinken also participates in a war cabinet meeting and meets President Isaac Herzog. The U.S. House of Representatives passes a funding bill 286 votes to 135 to avoid a partial government shutdown, banning funding for UNRWA until March 2025. The Senate subsequently also passes the bill. Senator Bernie Sanders (D-VT) votes against the bill, saying the “Netanyahu government should not receive another penny from U.S. taxpayers.” 17 Democratic senators urge the Biden administration to reject Israel assurances that it is complying with international humanitarian law in Gaza. In the West Bank, Israeli settlers with a military escort attacked Palestinians harvesting olives in Burin, stealing crops. Israeli settlers posing as soldiers also attacked 2 Palestinians in Qawawis in the Masafer Yatta area, stealing their property. Israeli forces killed 5 Palestinians in a drone strike on Fatah’s headquarters in Balata refugee camp, injuring 2 others. Israeli forces later raided the camp, demolishing a home and uprooting streets. Israeli forces also shot and killed a Palestinian and injured 3 others during a raid in Tubas. Elsewhere, Israeli forces shot and injured a Palestinian during a raid in Idhna. Israeli forces also assaulted Palestinians harvesting olives in al-Zawiya, Kisan, and Nahalin. 38 Palestinians were arrested during late-night raids in and around Hebron, Jaba’, Tubas, Jericho, Fasayil, and Birzeit. In East Jerusalem, Israeli forces violently dispersed students and staff at a school in Isawiya, physically assaulting them and causing tear-gas related injuries. In Gaza, Israeli airstrikes in Khan Yunis and on an UNRWA school in Jabalia refugee camp killed 116 people. Israeli attacks on Beit Lahiya, Beit Hanun, and Gaza City also killed dozens, including at Tal al-Zaatar, an UNRWA-run school, and the Kamal Adwan Hospital. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Israeli forces ordered the evacuation of al-Shifa Hospital, forcing at least 2,500 people to flee. 25 medical workers and 291 patients remained at the end of the day. The WHO said it would help evacuate those remaining at the hospital in the next 2-3 days. A Doctors Without Borders convoy evacuating patients from al-Shifa was attacked, killing 1 and injuring another. 3 Israeli soldiers were killed in fighting with militants. In Lebanon, Israel said it attacked sites linked to Hezbollah, including an aluminum plant near Nabatieh. The Gaza Ministry of Health was not able to fully update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza. However, it stated that at least 11,800 Palestinians have been killed, including 4,630 children and 3,130 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 204 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,730 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since 10/7. 56 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. Around 10,000 people fled northern Gaza to the south. Around 26,000 gallons of fuel and 30 trucks carrying aid entered Gaza. 15 injured Palestinians arrived in the UAE for treatment. The Israeli police said it did not believe that Hamas had prior knowledge of the Nova music festival held near Kibbutz Re’im but spontaneously targeted it after entering Israel on 10/7. Israeli police said 364 people were killed at the music festival. Police sources said that Israeli combat helicopters may have hit festivalgoers while attacking militants. Israeli foreign minister Eli Cohen “there will be Israeli security control from the Jordan [river] to the [Mediterranean] sea at all times,” saying the PA should not govern Gaza. Prime Minister Benjamin Netanyahu said the PA “in its current form is not capable of accepting the responsibility for Gaza.” (AJ, HA 11/18)

U.S. president Joe Biden published an op-ed in the Washington Post, saying that the U.S. may start issuing visa bans to extremist settlers to discourage settler violence. Biden also called for Gaza and the West Bank to be reunited under PA rule when Israel ends its attack on Gaza. At the IISS Manama Dialogue security conference in Bahrain, National Security Council Coordinator for the Middle East and North Africa Brett McGurk linked humanitarian aid to Gaza with the release of captives, saying “the surge in humanitarian relief, the surge in fuel, the pause in fighting will come when hostages are released.” Jordanian foreign minister Ayman Safadi sharply criticized the U.S., saying it would have imposed sanctions on any other country that “did a fragment of what Israel” does in Gaza and that international calls for Israel to abide by international law do not change its behavior. U.S. senator Bernie Sanders (D-VT) called on the U.S. to condition aid to Israel, saying Israel “does not have the right to wage almost total warfare against the Palestinian people. This is morally unacceptable and in violation of international law.” Sanders said to receive U.S. aid, Israel must end indiscriminate bombings and start pauses, allow displaced Palestinians in Gaza to return to their homes, not re-occupy or blockade Gaza, end settler violence and settlement expansion in the West Bank, and commit itself to peace talks for a two-state solution. In the West Bank, Israeli settlers assaulted Palestinians in Fasayil, injuring 1. Israeli forces raided Nablus and took measurements for a punitive demolition of a home belonging to the family of a Palestinian killed during an Israeli raid on Jenin on 3/7. Israeli forces also issued 15 stop-work orders for structures in al-Jiftlik and demolition orders for 4 homes and 1 agricultural structure in Idhna. Haaretz reported that the Israeli military had conducted a psychological warfare operation against Israelis during the 2021 Operation Guardian of the Wall to garner support among the Israeli public for the Israeli military’s attacks on Gaza. The military used the social media platforms Twitter, Facebook, Instagram, and TikTok to upload propaganda from fake profiles. The campaign was launched 2 days into Israel assault on Gaza, as Israeli military personnel feared they were losing public support. (AP, HA 3/22) 

The Jordanian parliament voted to recommend expelling the Israeli ambassador to the country in protest over Israeli finance minister Bezalel Smotrich’s comments on 3/19 in Paris that the Palestinian people do not exist while standing in front of a map depicting Greater Israel, including all of Palestinian and Jordan. In the West Bank, Israeli settlers also assaulted Palestinian shepherds and tried to steal their sheep near al-Juwaya in the Masafer Yatta area. 13 Palestinians were arrested during late-night raids in Dura, Battir, Qalqilya, and Fasayil. PA forces arrested 18 Palestinians accused of resisting PA forces’ violent dispersal of a funeral procession on 3/8. In East Jerusalem, Israeli settlers assaulted 1 Palestinian at the Damascus Gate plaza. 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces opened fire at Palestinians east of Khan Yunis; no injuries were reported. In Israel, about half a million Israelis protested against the Israeli government in several cities, with the largest crowds in Tel Aviv and about 50,000 in Haifa. It was the tenth Saturday in a row that Israelis have voiced their opposition to the judicial overhaul being carried out by the government. UNRWA said it needs $1.6 billion in funding to be able to continue its basic services. In a statement the agency said “[c]ompounding challenges over the last year including underfunding, competing global crises, inflation, disruption in the supply chain, geopolitical dynamics and skyrocketing levels of poverty and unemployment among Palestine refugees have put immense strain on UNRWA.” UNRWA workers in the West Bank began a general strike on 1/23 demanding higher wages. In the West Bank, Israeli settlers vandalized 3 Palestinian-owned vehicles and sprayed “Jews wake up, Arabs leave” and the Star of David on a wall near the vehicles in Marda. Israeli forces violently dispersed a funeral procession in Abu Dis for a Palestinian woman who was killed in June 2021 and whose body was handed to her family on 8/23; 1 was injured by a baton round to his head. Israeli forces demolished 1 agricultural structure and 1 carwash in Huwwara and residential and agricultural structures belonging to 8 families near Fasayil. 14 Palestinians were arrested during late-night raids in al-Bireh, Jalazun refugee camp, Beit Rima, Silwad, Qatanna, al-Azza refugee camp, Husan, Beit Sahour, Nablus, and Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Silwan, displacing 10. 1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. The 4 soldiers had detained the 2 Palestinians after stopping their car. A statement from the Israeli military said that the soldiers used “unnecessary force.” (AP, HA, MEMO 8/24)

In response to U.S. air strikes in Syria on 8/23, groups said to be affiliated with Iran attacked the U.S. Mission Support Site Conoco in Syria, lightly injuring 1 U.S. soldier. The U.S. responded by attacking militants with helicopters, killing at least 2 people. (REU, REU 8/24; AJ, HA, MEE 8/25)

In the West Bank, 1 Palestinian succumbed to injuries sustained by Israeli forces during a raid in Nablus on 8/9. Israeli forces demolished 1 house in Farasin, displacing 8 people, and delivered a stop-work notice for 1 commercial structure in Nahalin. 12 Palestinians were arrested during late-night raids in Ni‘lin, Tubas, Qiffin, Fasayil, al-Khader, and Hebron. PA president Mahmoud Abbas met with Türkiye president Recep Tayyip Erdoğan in Ankara. President Erdoğan said that the PA and other Palestinian factions had welcomed Türkiye’s normalization with Israel, saying “that these steps will contribute to the solution of the Palestinian issue and the improvement of the situation for the Palestinian people.” President Abbas did not mention the normalization in his comments but thanked Türkiye for its support of the Palestinian people. 1 day after reporting that the U.S. and Iran were getting closer to reaching an agreement on reentering the Iran Nuclear Deal, the U.S. conducted air strikes in Syria on targets said to be affiliated with the Iranian-backed groups. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 child with live ammunition. Israeli forces also violently dispersed Palestinian protesters in Taqqua, causing tear-gas related injuries. Elsewhere, Israeli forces delivered a demolition notice for an EU-funded school in al-Samiya. Israeli forces also demolished 1 house and 1 agricultural structure in al-‘Awja and 1 carpentry shop in Husan, and delivered 4 demolition orders for houses in Fasayil. 11 Palestinians were arrested in al-Mughayyir, Deir Jarir, Abud, Jaba‘, al-Khader, and Bethlehem. U.S. ambassador to Israel Tom Nides said in an interview that the U.S. fully backed Israel’s attack on Gaza over the weekend, calling Islamic Jihad “bad guys.” Ambassador Nides further said that the U.S. was not informed about Israel’s Operation Breaking Dawn beforehand but was not surprised. In the West Bank, Israeli forces shot and injured 1 Palestinian trying to enter Israel for work at the separation wall west of Jenin. Israeli forces also seized 1,480 dunams (366 acres) of land near the Shilo settlement, taken from Qaryut, Jalud, Turmus ‘Ayya, and al-Mughayyir villages. 3 Palestinians were arrested during a raid in al-Fasayil. Haaretz reported that the Israeli military police was investigating 16 out of 60 killings of Palestinians in the West Bank by Israeli forces during the 1st 6 months of 2022. Of the 60 killed, 15 were children and 4 were women. Israeli forces killed 70 Palestinians in the West Bank in 2021, 19 in 2020, and 20 in 2019. (HA 7/13)

Palestinians living in the Masafer Yatta area asked the Israeli high court of justice to issue an interim injunction against Israeli military exercises in the area, citing a munition hitting a home during an exercise on 7/6. (HA 7/13)

U.S. secretary of state Antony Blinken said that he had invited the family of the Palestinian American journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11, to the White House. The invitation comes as the Biden administration has received severe criticism for whitewashing the Israeli killing by not firmly blaming Israel for the killing and by refusing to call for any consequences. It was unclear if President Biden will partake in the meeting. U.S. president Joe Biden landed in Tel Aviv for a 4-day trip of the Middle East that will include meetings with Palestinian, Israeli, and Saudi leaders. In a speech, President Biden voiced support for a 2-state solution but said “even though I know it is not in the near-term.” PA minister of social development Ahmed Majdalani called Biden’s words meaningless, saying Biden seeks to promote Israeli normalization with Arab countries over addressing the situation on the ground. During the 1st day of his 4-day tour, Biden also visited the Yad Vashem. Fatah and Hamas announce that, in keeping with their 5/2011 reconciliation deal, they have agreed on formation of a new Central Elections Commission to prepare for presidential and parliamentary elections. They fail to reach an agreement on formation of a caretaker government to take the Palestinians to elections, postponing further discussion until late 1/2012. (JPI 12/30)

After a UNSC briefing on the Middle East, 14 UNSC mbrs. criticize the U.S. (without naming it directly) for blocking any criticism of Israel’s recent approvals for new settlement construction in East Jerusalem and the West Bank and of the increasing settler violence, as well as for threatening to veto any UNSC res. supporting Palestinian statehood. British UN Ambassador Mark Lyall Grant, speaking on behalf of the European UNSC mbrs. (Britain, France, Germany, and Portugal), calls recent Israeli settlement and settler actions “devastating” to the 2-state solution, saying “Israel’s security and the realization of the Palestinians’ right to statehood are not opposing goals. On the contrary, they are mutually reinforcing objectives. But they will not be achieved while settlement building and settler violence continues.” Grant also calls on Israel and the Palestinians to send their comprehensive proposals on territory and security to the Quartet as soon as possible. An Israeli interministerial comm. decides that the Israeli Palestinian victims of the 8/4/05 suicide attack by an AWOL IDF soldier in Shafa ‘Amr will receive a lumpsum compensation payment fr. the state but will not be recognized as “terror victims,” who receive a lifetime monthly government stipend.
