Meanwhile, shots are fired toward a house in West Bank settlement Psagot, causing no injuries. In Israel, Jewish extremists leave “price tag” graffiti on a Druze-owned dentistry office in Yokneam. U.S. National Security Adviser Susan Rice arrives in Jerusalem and holds a meeting with Israeli PM Netanyahu to discuss the Iranian nuclear issue. She also meets Pres. Shimon Peres, and Israel’s National Security Adviser Yossi Cohen. Rice travels with a team that includes U.S. Under Secy. of State Wendy Sherman. Iranian technical experts and representatives of the P5+1 countries hold talks in New York City. An anonymous EU official describes them as “useful,” ahead of talks beginning 5/13 aimed at reaching a more comprehensive agreement. (AP, REU 5/7)

U.S. Asst. Secy. of State Walker arrives in Egypt for a mtg. with Pres. Mubarak. This is Walker's 1st stop a 15-day trip to Algeria, Bahrain, Egypt, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar, Saudi Arabia, Syria, Tunisia, Yemen, and the UAE to urge Arab leaders to put pressure on Arafat to accept compromises on Jerusalem. The Knesset elects (63-57) the relatively obscure Iranian-born Likud MK Moshe Katsav over One Israel MK Shimon Peres, a 3-time PM and Nobel laureate, to replace Weizman as pres. Israeli public opinion polls prior to the vote showed Peres as the popular choice over Katsav by 63% to 20%, with 17% undecided. Katsav captured the votes of Sephardic and Russian MKs (with Shas voting as a bloc for him) because of his Sephardic background and of ultra-Orthodox MKs, who voted for him as a protest to Barak, who openly favored Peres. Acting on a tip, Israeli police arrest a Jewish resident of Jerusalem found with 3 rifles and a great deal of ammunition in his car. Police suspect he was en route to the West Bank to sell the arms, ammunition to settlers planning an attack on Palestinian targets. (MA 8/1 in WNC 8/2)

In an address to the German parliament, Israeli Pres. Ezer Weizman says Israel cannot forgive Germany for the Holocaust though it is grateful for current strong bilateral ties. Germany announces plans to provide monthly pensions (of around $400; estimated $1.5 b. over next 10 to 15 yrs.) to German, German-speaking Jews who survived the Holocaust. Jaffee Center for Strategic Studies (Tel Aviv U.) publishes poll of non-settler, non-kibbutz mbr. Israeli Jewish pop. showing 58% believe the Arabs want peace, 95% of Israelis want peace; 29% favor Palestinian autonomy, 20% favor returning o.t. to Jordan; favor of a Palestinian state, annexation, and annexation with transfer each garnered 13%. 46% refuse to give back any of the Golan Heights, 33% would give back a small part. 75% believe military action can stop the intifada and terrorism, 60% feel the govt. has been too soft on this. U.S. House Republican Task Force on Terrorism and Unconventional Warfare releases "The New Islamist International," a report asserting Iranian backing of attacks on UN and Muslims in Bosnia while throwing blame on the Serbs, as well as other actions of intl. radical Islamist agenda. Member of advisory committee to Palestinian delegation Ziyad Abu Zayyad confirms the existence of an eight-page document discussing the eventual transfer of power from Israeli occupation forces to Palestinians in the o.t. during the "transitional period" of self-rule envisioned as part of the peace process. The document, which he states is only a draft proposal, was written by residents of the o.t. and suggests establishing management committees to oversee administration of the territories. Five members of the new political committees in o.t. resign, but 25 new members are added. Move seen as part of behind-thescenes conflict between the original founders of the committees and the PLO, members of the Palestinian delegation over the nature of the committees. Meeting comes in wake of rightward turn within Labor party toward security issues, evidenced by the tough 11/10 draft of the party's political platform adopted by the party's political committee and by the support given by several hard-line Labor parliamentarians to an 11/11 Knesset resolution that called for permanent Israeli control over Golan. Military Action

Occupied Palestine/Israel: Jewish settlers from Neve Zuf join IDF forces against stonethrowing Palestinian protesters in 'Abbud village, near Ramallah; 2 Palestinians are shot dead; settler is arrested in connection with the shootings [WP 2/29; FJ 3/6]. Army intervenes after settlers from Tekon and el-David settlements open fire in Bethlehem-area village of Faradis [FJ 3/6].

Arab World: Off coast of Tyre, Israeli gunboat attacks small boat, killing 2; 3 others escape. Reports from Lebanon indicate the 5 were Fateh fighters en route to attack Nahariya military base [WP 2/29].

Military Action:

Lebanese customs agents confiscate nearly $1m. worth of commercial and agricultural products, mainly smuggled from Israel, during first day of crackdown on illegal imports.

Casualties:

Lebanon carries out first state execution since 1972 by public hanging of man convicted of 1979 murder in Beirut; government gives UNRWA authorization to restore refugee camps to pre-June 1982 condition.

Israel/ Occupied Territories: Jerusalem magistrate turns down police request to remand 8 yeshiva students arrested during fight yesterday with Arab residents of Muslim quarter, releases them on bail; Jewish-American immigrant who shot and killed guard while attempting to enter the Dome of the Rock on April 11, 1982, sentenced to life imprisonment, shouts "liquidate the Arabs" as he is led from courtroom.
