Washington Jewish Week reports that in the previous wk., a U.S. court awarded the family of an American teenager killed in a 2006 Islamic Jihad suicide bombing in Tel Aviv (his father was seriously injured in the attack) $332 m. in damages from Iran and Syria. The family’s lawyers argued that Islamic Jihad was sheltered by Syria and funded by Iran. The family is unlikely to collect the money. (WJW 5/24)

After a 2d day of P5+1 talks with Iran, EU foreign policy chief Ashton announces that ‘‘significant differences’’ remain, but enough ‘‘common ground’’ existed to schedule a 3d round of meetings in Moscow on 6/18–19. (NYT, WP, WT 5/25)

The New York Times runs a special report on a congressional race for a House seat representing Queens, NY, that has been dubbed ‘‘Israelapalooza’’ for the way in which the candidates have touted their pro-Israel credentials in effort to win the endorsement of Ed Koch, former Democratic mayor of New York City, and the votes of Jewish constituents who make up 20% of the district’s population. For example, candidate Grace Meng, who built her political career as an advocate for Chinese Americans and yet has never visited China, made a recent trip to Israel that she has highlighted during her campaign. Overnight, the IDF conducts arrest raids targeting the Popular Front for the Liberation of Palestine (PFLP) in Jenin, Nablus, and Ramallah, arresting about 17. In the morning, the IDF patrols in 2 villages nr. Ramallah and 1 each nr. Jenin (firing flash grenades to intimidate residents) and Jericho. Late in the evening, an IDF drone fires a missile at a training camp in s. Gaza, causing no reported injuries; the IDF makes a brief incursion into Rafah, sporadically firing on residential areas, causing no injuries; and Israeli naval vessels fire on a Palestinian fishing boat off the s. Gaza coast, forcing it to return to shore. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that since 11/16, the IDF has bulldozed 130 dunams (d.; 4 d. = 1 acre) of Palestinian agricultural land, uprooted 500 trees, and forced Palestinians to dismantle 9 greenhouses and 7,000 m of irrigation networks to allow the rerouting of the separation wall nr. Qalqilya. OCHA also reports that since 11/16, the IDF has bulldozed 18 d. in the Jericho area and 400 d. in the Salfit area that Israel has claimed as state land. In Gaza, 1 Palestinian is killed when a smuggling tunnel on the Rafah border collapses. The IDF raids ‘Ayn Bayt al-Ma’ r.c. nr. Nablus to arrest Hamas-affiliated PC mbr. Ahmad al-Haj Ali; raids and searches the Hamas-affiliated Change and Reform party offices in Nablus, confiscating a computer and files; raids Anabta’s municipal electricity dept., arresting 1 employee; patrols during the day in 3 villages nr. Qalqilya and 1 nr. Jenin; conducts late-night arrest raids, house searches in Jenin and nr. Tulkarm. Jewish settlers fr. Karme Tzur nr. A small group of Palestinian protesters attempts to approach the Golan border fence as part of the Naksa commemoration (see 6/5) but is halted by a Syrian army contingent. In Syria’s Yarmuk r.c. near Damascus, 10,000s of angry Palestinian mourners at the funerals for some of those killed in the Naksa Day clashes on 6/5 attack the Popular Front for the Liberation of Palestine—General Command (PFLP-GC) headquarters and drive away Hamas leader Khalid Mishal and the PFLP-GC head Ahmad Jibril, who had come to express condolences, denouncing camp leaders for inciting the camp youths and putting them in harm’s way to be used as “cannon fodder” against Israel. A govt.-appointed Israeli panel charged in 2008 with investigating the 7/22/02 assassination of Hamas military leader Salih Shihada in a massive air strike on a residential area of Gaza City that killed 19 bystanders and wounded some 140 (mostly women and children) concludes that the operation was flawed by putting too much emphasis on killing Shihada and not enough on the “risk of harm to uninvolved civilians,” but “did not stem from disregard or indifference to human lives.” (NYT 2/28)

As the quarter opens, Israel maintains a tight siege of Gaza aimed at unseating the governing Hamas authority, in control since 6/2007. The Israel Defense Forces (IDF) enforce a 300-meter-deep no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off the immediate Bayt Lahiya (northern) and Rafah (southern) coasts, and 3 nautical miles elsewhere—restrictions that placed 17% of Gaza’s total landmass, including 35% of its viable agricultural areas, and 85% of the maritime areas allocated under the Oslo accords off limits to Palestinians. In the West Bank, governed by the Fatah-led Palestinian Authority (PA), Israel’s easing of restrictions on Palestinian movement between major population centers (which began in summer 2009) continues, and IDF operations are relatively low. Overnight, unidentified Palestinians fire a homemade Qassam rocket fr. Gaza into Israel, causing damage but no injuries. In the West Bank, the IDF conducts latenight patrols without incident in Imatim village nr. Qalqilya. Jewish settlers fr. Gil’ad settlement burn 42 Palestinian olive trees nr. Qalqilya. Abbas accepts the 8/20 U.S. invitation to open direct talks with Israel in Washington on 9/2 but states that “If Israel resumes settlement activities in the Palestinian territories, including Jerusalem, we cannot continue negotiations.” (NYT, WT 8/24)

In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Tubas. The IDF also forces 3 Palestinian families to demolish their homes in the Jerusalem suburb of Sur Bahir, displacing 21 individuals; Jewish settlers raid a Palestinian home nr. The IDF makes a day-long incursion into c. Gaza to level land inside the no-go zone e. of al-Maghazi and al-Musaddar, demolishing 3 Palestinian homes (displacing 13 residents), leveling 17 dunams (d.; 4 d. = 1 acre) of agricultural land, exchanging gunfire with armed Palestinians throughout the day (no injuries reported). In the West Bank, the IDF patrols in Bayt Sira village w. of Ramallah in the evening, firing rubber-coated steel bullets at stonethrowing youths who confront them, causing no injuries; conducts late-night arrest raids, house searches nr. Israeli DM Ehud Barak issues the necessary military order freezing all new settlement building in line with Netanyahu’s 11/25 statement and simultaneously approves construction of 28 public and educational buildings in West Bank settlements, to be completed by 9/2010. In the West Bank, a Palestinian stabs 2 Jewish settler women outside Kiryat Arba settlement in Hebron; IDF soldiers shoot and wound the Palestinian, and another Jewish settler deliberately drives over him repeatedly with his car as soldiers look on without intervening; the Palestinian is seriously injured but not killed. Jewish settlers fr. Keddumim nr. Nablus till a 70- dunam (d.; 4 d. = 1 acre) plot of Palestinian land 1,500 meters fr. the settlement as a first step toward annexing it to the settlement. In the West Bank, the IDF seals Attara nr. Ramallah for 3 hrs. after troops discover a suspicious object during vehicle checks at the entrance to the village. The IDF conducts late-night raids, house searches nr. Qalqilya and Salfit and in Jenin town and r.c., but makes no arrests; a Palestinian whose house is raided reports money missing. The IDF also patrols and opens fire in Qabatya but makes no arrests and causes no injuries. Jewish settlers fr. Susia, escorted by the IDF, erect tents and set up electricity generators on an unauthorized settlement outpost site nr. Hebron that was dismantled by the IDF on 9/9. The Israeli High Court, ruling on a petition filed in 2003, orders the IDF to dismantle sections of the separation wall in Khirbat Jibara and Jayyus n. of Qalqilya, reinstating Palestinian access to 2,488 dunams (d.; 4 d. = 1 acre) of land. In Silwan in East Jerusalem, a Jewish settler shoots, wounds 1 Palestinian, also hitting 1 Palestinian teenager with shrapnel; the settler is arrested by Israeli police. Palestinians report that over the previous wk., the IDF has bulldozed Palestinian land in Abu Dis, Azariyya, and al-Sawahara to expand the Container checkpoint southeast of Jerusalem, which obstructs travel btwn. the n. and s. As the quarter opens, Israel’s near total blockade of Gaza enters its 21st month, since Hamas’s takeover of Gaza in 6/07. Israel continues to bar exports fr. Gaza, strictly limit imports, and ban all but VIPs and emergency medical cases fr. transiting the border. Imports include limited commodities and enough staple goods and fuel for electricity, emergency services, and cooking to preclude a humanitarian crisis, but are insufficient to meet daily needs, adequately maintain basic services, or repair the heavy damage fr. Israel’s 23-day assault on Gaza, Operation Cast Lead (OCL), which ended on 1/18/09. Today, Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The Israel Defense Forces (IDF) respond with 2 air strikes on tunnels on the Rafah border, causing no injuries. In Bayt Lahiya, 1 Palestinian scavenging scrap metal is killed, 4 are injured when they accidentally trigger unexploded IDF ordnance (UXO). In the West Bank, the IDF bulldozes 20 olive trees on a plot of Palestinian land on the s. border of Ni‘lin, declaring it a closed military zone; conducts synchronized late-night arrest raids, house searches into Tulkarm, neighboring Nur Shams refugee camp (r.c.), and 5 nearby villages; conducts similar late-night arrest raids, house searches nr. Bethlehem, Hebron; closes a gate in the separation wall nr. Dahiyat al-Barid (located btwn. the separation wall and the Green Line nr. Jerusalem), forcing villagers to travel 1–2 hrs. through the Qalandia crossing to access the rest of the West Bank. The Israeli government authorizes the confiscation of 1,700 dunams (d.; 4 d. = 1 acre) of Palestinian land in the villages of al-Ma‘sara, Umm Salamuna, and Wadi al-Nas nr. By this date, Palestinian factions have agreed to an Egyptian proposal to resume their national unity dialogue in Cairo on 11/9. Hamas and Fatah are considering a draft memorandum of understanding on national reconciliation proposed by Egypt that would be issued at the close of the Cairo summit (see Quarterly Update). Hebron. More than 100 Jewish settlers block roads and throw stones at Palestinian cars nr. Qalqilya to prevent Palestinians, accompanied by international and Israeli peace activists, fr. reaching their groves to harvest olives. Inside Israel, Israeli police arrest 6 Israeli Jews fr. Inside Israel, riots in Acre taper off after Israeli police arrest the Israeli Palestinian whose driving on 10/8 touched off the clashes, charging him with speeding, reckless endangerment, and offending religious sensibilities; the man denies the charges, saying he only drove through a Jewish neighborhood to pick up his daughter from a class. Meanwhile, Israel imposes a general closure on the West Bank, seals Gaza’s crossings for Sukkoth. Overnight, Jewish settlers fr. Adei Ad outpost nr. Ramallah steal olives and destroy olive trees in nearby al-Mughayyir village, sparking fights with Palestinian farmers who arrive in the morning to harvest the groves; no serious injuries are reported. The new synagogue build on East Jerusalem Waqf land, inaugurated on 10/12, opens to Jewish worshipers; Israeli security forces set up checkpoints around the area to prevent Palestinians fr. reaching the site, sparking clashes between the security forces and Palestinians; no serious injuries or arrests are reported. In Hebron, PA security forces claim to find a tunnel under a home, arrest 2 Palestinians allegedly affiliated with Hamas, linking them to the 11 arrested on 10/10 for plotting against the PA. Hebron, raiding, searching, and occupying 2 homes; in the morning, troops fire rubber-coated steel bullets at Palestinians and international peace activists who gather for a nonviolent protest, injuring 3 Palestinians and 1 international activist, arresting 9 Palestinians (including 3 children), releasing most and withdrawing by evening. The IDF also fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in (injuring 5); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin (injuring 6); conducts late-night arrest raids, house searches in Hebron. Jewish settlers fr. Yitzhar attack a Palestinian family harvesting olives nearby, damage 15 trees. Jewish settlers fr. Abracha settlement nr. In Acre, inside Israel, Israeli Palestinians and Jews clash again when Jews angry over the 10/8 incidents pour into the streets after the lifting of the Yom Kippur fast at sundown and attack and vandalize Palestinian homes and shops in Arab neighborhoods, sparking fistfights and stone-throwing exchanges; Israeli police fire tear gas, percussion grenades, water cannon to disperse the crowds, also arresting several people; no serious injuries are reported. In East Jerusalem, Israeli security forces escort 100s of Israeli Jews into the al-Aqsa Mosque courtyard to pray. (WP 10/10; OCHA 10/15; PCHR 10/16)

Israel imposes a general closure on the West Bank, seals Gaza’s crossings through 10/9 for Yom Kippur. Inside Israel, riots erupt between Israeli Palestinians and Jews in the mixed city of Acre. Clashes are sparked when Jews observing Yom Kippur (when all traffic in Israel’s Jewish population centers halts) attack an Israeli Palestinian family driving through a predominantly Jewish neighborhood, believing that they are deliberately breaking the sanctity of the holy day. Though the family is only lightly injured, rumors quickly spread through Arab areas of Acre that 1 was killed. Seeking revenge, 100s of angry Palestinian youths rampage through Jewish areas, vandalizing cars and breaking shop windows. In Gaza, the UN reports that 1 rocket was fired toward Israel between 10/1 and 10/7 but landed inside Gaza, causing no damage or injuries. In the West Bank, IDF soldiers nr. Tulkarm bar local Palestinians fr. harvesting their olive groves, citing the Yom Kippur holiday; conduct late-night arrest raids, house searches nr. Hebron. Qalqilya stone Palestinian vehicles passing by the settlement, causing no injuries; the IDF removes them. In Hebron, a group of Jewish settlers beats 2 Palestinians. As the Palestinian school yr. begins, the Ramallah-based, Fatah-run Palestinian Teachers’ Union calls on Gaza’s 10,000 teachers and school administrators to strike to protest Hamas’s de facto rule, acknowledging that the strike is, in part, intended to disrupt life in Gaza and weaken the Hamas government; the PA pledges to continue to pay the teachers’ salaries as long as they observe the strike, which lasts through the end of the quarter; Hamas authorities quickly begin contracting 1,000s of substitute teachers to keep schools running. U.S. pres. George W. Bush ends a 4-day visit to Israel to mark Israel’s 60th anniversary (see Quarterly Update in JPS 148). (NYT, WP, WT 5/17; NYT 5/19)

Overnight, the IDF makes several air strikes on Gaza, killing 5 Hamas mbrs. before withdrawing ground troops fr. Gaza in the morning, stating that it is suspending Operation Hot Winter during U.S. Secy. of State Condoleezza Rice’s upcoming 3/4–5 visit. The toll for the 5-day operation is at least 110 Palestinians (half of them civilians, including at least 24 children; Hamas says it lost 37 mbrs.; Islamic Jihad and the PRCs say they lost 15) and 3 Israelis dead (1 civilian inside Israel, 2 IDF soldiers in Gaza), and nearly 400 Palestinians injured (most of them civilians). In addition, 21 Palestinian homes were destroyed (leaving 147 Gazans homeless) and 88 heavily damaged (affecting 616 Gazans), 90 dunams (d.; 4 d. = 1 acre) of agricultural land was bulldozed, and 80 Palestinians were detained for questioning (at least 5 were remanded to Israel). Palestinians fired more than 200 rockets (allegedly including 21 Grads). Overnight, Lebanese police and soldiers raid several homes in Tripoli in an attempt to capture a group connected to the tiny militant group, Fatah al-Islam (FI), that was suspected of carrying out a bank robbery on 5/19. The raids spark gun battles that quickly spread throughout the city and to the outskirts of Nahr al-Barid r.c. (pop. 40,000), where FI is based. When FI forces leave the camp to ambush and capture nearby army positions, the Lebanese army fires tank shells, mortars into the camp, quickly precipitating massive clashes (including RPG, heavy weapons fire by FI) that continue throughout the day. In total, at least 27 Lebanese soldiers, 20 FI mbrs., and 9 Palestinian civilians inside the camp are killed and scores are wounded during the day.
