The new U.S. ambassador to Israel Tom Nides arrived in Jerusalem. Ambassador Nides will not be living in the for U.S. consulate to Palestinians on Agron Street, as former Ambassador David Friedman had partly done, but will be accommodated elsewhere in Jerusalem in a rented property. Officials from Iran, China, France, Germany, Russia, and the UK met in Vienna for the 1st day of new talks to find an agreement between Iran and the U.S. after the U.S. left it during the Trump administration. In the West Bank, Israeli settlers with military escort harassed students on their way to school in al-Lubban ash-Sharqiya, preventing some from reaching the school. Israeli forces violently dispersed Palestinians and Israeli activists protesting a visit by Israeli president Isaac Herzog to Hebron (see below). Israeli forces also demolished water pipelines supplying Atuf with water. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 1 with a rubber-coated bullet. 3 Palestinians were arrested, including 2 during late-night raids in Kaubar and al-Arroub refugee camp, and 1 near al-Jaba‘. In East Jerusalem, 1 Palestinian was arrested during a house raid in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah; no injuries were reported. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. 1 Palestinian prisoner held on administrative detention ended his hunger strike after Israel set a date for his release. The man had been hunger-striking for 49 days and was admitted to a prison hospital on 11/24 as his condition deteriorated. (WAFA 11/28)

President Abbas extended the COVID-19-related state of emergency for another 30 days. The state of emergency has been in effect since March 2020, when the pandemic hit Palestine. (WAFA 11/28)

Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons. Foreign Minister Lapid was in London meeting UK officials before heading to France for meetings on 11/29. In the West Bank, Israeli settlers uprooted some 35 olive trees in Hebron. Israeli undercover forces assassinated 1 Palestinian in al-Bireh from close range before leaving him to bleed out. Israeli forces also delivered demolition notices for 3 industrial structures in Dayr Sharif. Elsewhere, Israeli forces delivered notices for land seizures to complete a 9.3-mile-long water pipeline to 2 Israeli settlements near Salfit. 12 Palestinians were arrested during late-night raids in Biddu, Bayt Duqqu, al-Za’ayyem, Kafr Dan, Jaba‘, Nablus, Aqabat Jabir, and Hebron. In East Jerusalem, Palestinians protested Israeli-planned evictions of Palestinians in Batn al-Hawa in Silwan. 6 Palestinians were arrested during late-night raids in al-Tur and the Old City, including 1 man for gesturing his middle finger at Israeli police in the Old City. PA health minister Mai al-Kaila said the PA had received 103,000 doses of the Pfizer COVID-19 vaccine and that 46,800 of them would be sent to Gaza. 203,161 Palestinians in Gaza and the West Bank are fully vaccinated. (WAFA 5/25)

U.S. secretary of state Antony Blinken landed in Tel Aviv for meetings with Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and defense minister Benny Gantz. Later in the day, Secretary Blinken met with PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh in Ramallah, as well as Palestinian activists at the offices of AMIDEAST. At a press conference with Prime Minister Netanyahu, Blinken reiterated the Biden administration’s support for Israel’s “right to defend itself” and said that the U.S. will help rebuild Gaza while preventing Hamas from benefiting from any U.S. aid. Netanyahu said that Israel would have a “very powerful response” if Hamas breaks the ceasefire. During a meeting with President Abbas in Ramallah, Blinken announced that the U.S. would reopen the consulate general in West Jerusalem, servicing Palestinians. The Trump administration closed the consulate and merged it with the Israeli embassy after it was moved to Jerusalem. Blinken also said that the Biden administration is asking Congress to approve $75 million in aid to Gaza and another $30 million to UNRWA. In the West Bank, 1 Israeli settler struck and killed 1 Palestinian woman with their car near al-Samu’; it was unclear if the settler had rammed the woman intentionally. Israeli settlers with military escort raided Kafr Haris and Sabastiyya, closing off areas of both towns for Palestinians. Israeli forces issued demolition orders against 64 Palestinian-owned structures in Ras al-Ahmar. Israeli forces also delivered demolition notices for 2 residential structures and 2 agricultural structures in al-Jiftlik. 19 Palestinians were arrested during raids in and around Ras Karkar, Dayr Jarir, Bayt Umar, Yatta, Tulkarm, Jenin, and Tubas. In East Jerusalem, Israeli forces demolished 1 car repair shop, 1 garage, 2 rooms in Issawiyya, and seized vending stalls near the Haram al-Sharif compound. 1 Palestinian was arrested during a house raid in Ras Khamis. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. Hamas declared a total lockdown of Gaza to curb the COVID-19 virus, which has been spreading at unprecedented levels. The lockdown will last until the morning of 4/16. Only food vendors and pharmacies will be allowed to remain open. In the 24 hours before the announcement, 6 people had succumbed to the virus in Gaza and 38 percent of tests were positive. 150 people were receiving care for the illness at a hospital. (HA 4/7)

An Israeli planning commission approved 540 new settlement units in Har Homa in East Jerusalem between the city and Bethlehem. The Jerusalem District Planning Committee will need to give the final approval to 540 units on 4/21. The PA condemned the decision. (HA, WAFA 4/7; MEMO, TOI 4/8)

Palestinian human rights activist Issa Amro was acquitted of all charges in a Palestinian court. He had been charged with insulting higher authorities, causing public strife, and disturbing public order after writing criticism about the PA. (Twitter 4/7; Twitter 4/8)

Right-wing Israeli politician and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich wrote on Twitter, “I heard that after Rabbi Shmuel Eliyahu, may he live a long life, said that a true Muslim must know that the Land of Israel belongs to the Jewish People, Ahmad Tibi opened his mouth against him. So, Ahmad, a true Muslim must know that the Land of Israel belongs to the Jewish people, and over time Arabs like you, who do not recognize that, will not remain here. Rabbi Shmuel and tens of thousands of his students, including us, will make sure that happens.” Smotrich’s comments about Palestinian-Israeli politician Ahmad Tibi drew condemnation from pro-Israel organizations in the U.S., including the Anti-Defamation League and AIPAC offshoot Democratic Majority for Israel. Jordanian king Abdullah II said that “the sedition has been buried,” in reference to the alleged plot against him from 4/3, where his half-brother Prince Hamzah bin Hussein was placed under house arrest for steering the plot. The U.S. announced that it will resume providing aid to the UNRWA, which has been cut since 2018. In its 1st aid package, the U.S. will provide $150 million to the UNRWA, $75 million in economic and development assistance to the West Bank and Gaza, and $10 million for “peacebuilding programs” through the USAID. The U.S. also sent $15 million in assistance to the West Bank and Gaza to help with their COVID-19 response in March. The Israeli ambassador to the U.S. Gilad Erdan condemned the U.S. decision to resume aid to UNRWA, saying that Palestinian refugees are not “real” refugees. The U.S. also said it was ready to lift “sanctions that are inconsistent with the JCPOA [Joint Comprehensive Plan of Action]” on Iran. The announcement came as indirect talks about the U.S. rejoining the Iran nuclear deal, brokered by the EU, were underway in Vienna. (HA 4/8)

Axios reported that the U.S. has asked Israel to provide the water to Jordan it requested last month, but that Israel is said to withholding due to prime minister Benjamin Netanyahu’s personal feud with King Abdullah II, which has been growing in recent months and straining the 2 countries’ relationship. The Israeli NGO Peace Now reports that Israel’s Civil Admin. recently allocated 300 dunams (around 75 acres) of land for the expansion of a settlement s. of Bethlehem. Meanwhile, 3 Palestinians who work in an Israeli industrial zone nr. Tulkarm file a complaint with the Israeli National Labor Court to recognize their right to share equal working conditions. The court will deny their request on 7/19. Currently Palestinians working in Israeli-controlled areas are subject to 1967 Jordanian law while their Israeli counterparts are subject to different labor laws. (MNA 7/14; JP 7/15)

Israeli PM Netanyahu reportedly says, “We cannot develop the settlements further, but rather need to preserve what we have,” in comments to a settler organization called the West Bank Regional Council (WBRC). The Yesha Council, a settler umbrella group including the WBRC, responds, saying “a govt. that does not build in Judea and Samaria loses its right to exist.” The Likud Party then denies that Netanyahu made any statement of policy regarding a settlement freeze. In Vienna, the P5+1 and Iran reach a final, comprehensive agreement to limit Iran’s nuclear program in exchange for sanctions relief. U.S. pres. Obama calls Netanyahu to discuss the agreement, and he reportedly offers to hold talks on increasing military aid to Israel. Following Palestinian attacks on 6/29, Israeli authorities set new restrictions on Palestinians entering Jerusalem, rolling back some of the restrictions loosened for Ramadan on 6/16. Following a meeting of senior PLO officials in Ramallah, PA pres. Abbas fires PLO secy.-gen. Yasser Abed Rabbo, citing his absence from recent meetings. Abed Rabbo responds to the announcement of his firing by saying, “Abbas does not have the authority to fire me. The only party that is authorized to do so is the PLO Exec. Comm., which has to hold a general meeting.” Senior PLO officials also approve a temporary cabinet “shuffle” as negotiations continue on the formation of a new consensus govt. The Palestinian leadership has decided to postpone its submission of a UNSC res. calling for a timetable to end the Israeli occupation, originally planned for late 11/2014. The decision is reportedly caused by a combination of strong U.S. opposition, threats of sanctions, and bad timing, with the UNSC largely focused on the negotiations over Iran’s disputed nuclear program. Talks between reps. of Iran and the P5+1 powers in Vienna end with no results. Senior Iranian nuclear negotiator Iran’s and Dep. FM Abbas Araghchi says that the meeting made “no progress.” An unnamed U.S. official claims there was “great difficulty” in moving toward a consensus, and reports “significant” differences in positions. Due to the lack of progress, Iran’s FM Mohammad Zarif and EU foreign affairs chief Catherine Ashton did not hold a concluding press conference as on previous occasions. Araghchi says there are further meetings planned in 6/2014, but gives no further details.
