Israeli authorities publish plans for the construction of 272 new settlement homes in the West Bank, including the 1st ever master plan for Ofra, a settlement located 15 km (9 mi.) from the Green Line. PM Netanyahu holds a meeting with Likud MKs and tells them that he opposes evacuating settlements in Hebron and Beit El, despite their location outside the major blocs. In the West Bank, IDF troops shoot and wound a Palestinian nr. Hebron as he was trying to cross the separation wall to reach work inside the Green Line. U.S. State Dept. dep. spokesperson Marie Harf says that a res. condemning the Syrian govt.’s alleged use of poison gas has stalled in the UNSC due to Russian opposition. Meanwhile, Israel orders a small-scale mobilization of reservists and deploys a missile shield in the n. by way of precautions ahead of a possible U.S.-led strike against Syria. Despite these measures, an unnamed senior IDF official tells the media that the actual likelihood of a Syrian retaliatory strike on Israel remains low. Unnamed diplomats tell the Associated Press that Iran and the IAEA have agreed to restart talks on 9/27, with the focus on the agency’s efforts to gain satisfactory access at the Parchin military site. (AP 8/28)

Israel’s Minister for International Relations Yuval Steinitz announces that Israel will release some Palestinian prisoners as part of the deal for the resumption of direct talks. The releases will be in stages, but no precise numbers are given at this time. Steinitz also says that Israel has not agreed to resume talks on the basis of any territorial framework. Yet, at the same time, anonymous Palestinians officials brief the media that the U.S. had offered a guarantee that negotiations would be conducted on the basis of the 1967 borders. Israeli PM Netanyahu welcomes the resumption of peace talks, which he calls“an essential strategic interest for Israel.” Meanwhile, Hamas spokesperson Fawzi Barhoum says that the return to talks is a “disaster” and endangers the prospects for Palestinian national reconciliation. Egyptian interim pres. Adly Mansour picks a 10-member committee of judges and law professors to propose amendments to the constitution drafted by the ousted Muslim Brotherhood-dominated govt. The team of experts has 30 days to make their proposals, after which a 2d committee of 50 public figures will review the amendments. Following the review, the new constitution will be put to a referendum. Meanwhile, Jordan’s King Abdallah II visits Cairo, the 1st head of state to visit Egypt since the army took power. The Israeli human rights group Peace Now estimates that Jewish settlers have started work on 600 settlement housing units in at least 36 settlements since the freeze ended on 9/26. At least half of the construction is to lay foundations for new houses—a priority for settlers in anticipation of reimposition of the temporary settlement freeze, which allowed construction to continue on units that already had their foundations poured. Egypt allows an aid convoy of 140 vans to enter Gaza through the Rafah crossing; the humanitarian goods were provided by London-based pro-Palestinian activists. Unidentified Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction materials inside the destroyed industrial zone, wounding 2. Mitchell returns to the region for 3 days of talks with Israeli and Palestinian peace teams, Egyptian pres. After their meeting, Abbas says he will begin direct talks with Israel if it accepts the 1967 borders as the baseline for negotiations and accepts deployment of international forces to guard them. The IDF makes a major raid on Rafah in search for smugglers’ tunnels, fatally shooting a 14-yr.-old Palestinian boy nr. his school, wounding 9, firing on an ambulance, demolishing 1 Palestinian home, severely damaging 21 homes plus water and electrical works, bulldozing 23 dunams of land; no tunnels are found. In an apparent assassination, the IDF also shells the home of the Palestinian Resistance Comms. The bomber reportedly boarded the bus in the Israeli Arab town of Umm al-Fahm. A Palestinian gunman also kills 1 IDF soldier in a drive-by shooting at a West Bank checkpoint. The IDF opens fire on a Palestinian car at a Jordan Valley checkpoint, killing 2 Palestinians that "acted suspiciously" by making a U-turn to avoid the congested crossing. IDF, Shin Bet announce they have arrested an Israeli-Arab for bringing the Tel Aviv suicide bomber into Israel in exchange for $1,000, say an Islamic Jihad mbr. coordinated the deal (see 3/4). Israeli-Arab leaders are quick to condemn the man's actions as aberrant for the community. IDF also says it has uncovered the Hamas cell led by Muhammad Abu-Wardah that they believe is responsible for the Ashkelon, Jerusalem bombings.
