Israeli forces also raid Ya’bad, assaulting 2 Palestinians and seizing 2 vehicles. In East Jerusalem, 2 Israeli settlers spit at a Christian abbot from Germany, the 2 are later placed under house arrest. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Dayr al-Balah, and Gaza City, killing at least 107 people. The Israeli bombs hit a fuel tank at the European Hospital, causing damage to the hospital. An Israeli soldier is killed in combat. In Lebanon, Hezbollah fires a missile at Israeli soldiers on al-Kubra hills and targets an Israeli base in Khirbet Maar. Israeli forces bomb homes in Yaroun. In Syria and Iraq, U.S. forces use 125 bombs to attack 3 sites in Iraq and 4 in Syria, killing 16 people in Iraq and 23 people in Syria. In Yemen, U.S. and UK forces, with support from Australia, Bahrain, Denmark, the Netherlands, New Zealand, and Canada, attack 36 targets in 13 different places across the country. More than 27,283 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,452 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,408 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 223 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. The Iraqi Foreign Ministry summons the U.S. charge d’affaires in Baghdad David Burger after U.S. and UK attacks in Iraq. German foreign minister Anna Baerbock says Israeli plans to move its ground forces to Rafah “would simply not be justifiable.” (AJ 2/3)

The U.S. House of Representatives’ appropriations panel recommends a bill providing $17.6 billion in funding for the Israeli military, including $4.4 billion in weapons supplies, $4 billion for missile defense, $3.5 billion for financing of advanced weapons systems, $1.2 billion for the development of the Iron Beam laser missile defense, and $1 billion to improve artillery and munitions production. Speaker Mike Johnson says the House could vote on the bill next week. The House Freedom Caucus later indicates that its members will not support the bill, instead proposing that the U.S. pays for the aid to Israel by cutting funding to the UN and scrapping the IRS expansion. Israeli Channel 13 reports that Israel is considering closing the Rafah crossing between Gaza and Egypt due to tensions with Egypt. (AJ 2/3)

The New York Times reports that it was UNRWA commissioner-general Philippe Lazzarini who informed the U.S. on 1/24 about the Israeli allegations against 12 UNRWA staffers after a meeting with an Israeli diplomat in Tel Aviv on 1/18 where the Israeli allegations were shared with him. Lazzarini also met with UN secretary-general Antonio Guterres before sharing the information with the U.S., where they decided to fire 9 out of the 10 staffers who are still alive. (HA, NYT 2/3)

In the West Bank, 1 Palestinian man succumbed to injuries sustained from Israeli forces in Tell on 11/1. Israeli settlers shot and injured 1 Palestinian in Shu’fat refugee camp. Israeli settlers also destroyed a water pipeline to Beit Lid, cutting off the town’s access to water. Israeli forces shot and killed 9 Palestinians during raids in Jenin refugee camp, Budrus, Qalandia refugee camp, Hebron, and Fawwar refugee camp, including 1 child and 2 others in a drone strike on Jenin refugee camp. Israeli forces also shot and injured 19 people during raids in Jenin refugee camp, Fawwar refugee camp, and Qalandia refugee camp. In East Jerusalem, Israeli forces used tear gas and water cannons to prevent Palestinians from entering the Haram al-Sharif compound. In Gaza, at least 196 Palestinians were killed and 605 injured in Israeli airstrikes. Israeli forces attacked an ambulance outside of al-Shifa Hospital, killing at least 15 and injuring 60 others. Israel also attacked the Indonesian and al-Quds hospitals and the office of Agence France-Presse in Gaza City, causing significant damage. Israel said it assassinated Hamas member Mustafa Dalul in an airstrike. 4 Israeli soldiers were killed in Gaza. U.S. MQ-9 Reaper drones circled Gaza, reportedly gathering intelligence on the whereabouts of the captives held by Hamas. The New York Times said the U.S. drones have been flying over Gaza since 10/28. Rockets were fired at Israel, causing damage. In Lebanon, Israel killed 1 person it said was a member of Hezbollah and attacked several areas in South Lebanon. 2 Israeli soldiers were injured in a drone attack in the Golan Heights. The Ministry of Health in Gaza said at least 9,257 Palestinians have been killed, including 3,826 children and 2,405 women, and 23,516 have been injured in Israeli airstrikes on Gaza since 10/7. At least 1,800 people, including 940 children, have been reported missing. 144 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 40 children. More than 2,300 people have been injured. Around 1,400 Israelis, including foreign nationals, have been killed and 5,431 injured since 10/7. Over 1.5 million Palestinians, more than half the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. 17 wounded Palestinians were transferred to Egyptian hospitals via the Rafah crossing. Between 300 and 400 foreign passport holders left via the Rafah crossing. The evacuation efforts were halted after the Israeli attack on the ambulance outside of al-Shifa Hospital. 47 truckloads of aid entered Gaza. Israel reconnected 2 water pipelines to Gaza. Israeli prime minister Benjamin Netanyahu continued to invoke biblical history, referring to Palestinians as Amalek and the “sons of darkness,” in a letter to Israeli soldiers. (HA 11/3)

U.S. secretary of state Antony Blinken arrived in Israel, saying he would push the Israeli government to agree to humanitarian pauses to allow aid into Gaza and to facilitate a release of the captives. After the meeting, Netanyahu issued a statement saying Israel will continue to attack Gaza with “all of its power” and not agree to a temporary ceasefire that does not include a return of all of the captives. In the West Bank, Israeli settlers threw stones and bottles at Palestinian vehicles traveling near Ya’bad. Israeli forces shot and killed 2 Palestinians, including 1 minor, during a raid in Aqabat Jaber refugee camp. Israeli forces also shot and critically wounded 1 Palestinian while escorting Israeli settlers to Joseph’s Tomb in Nablus; the man succumbed to his wounds on 8/19. Meanwhile, Israeli forces shot and wounded 1 Palestinian at a checkpoint in Huwwara, claiming he had opened fire at the soldiers. Israeli forces also arrested 2 Palestinians, including 1 minor, in Burqa; they were then charged with throwing stones at Israeli settlers when the settlers raided Burqa on 8/4. Elsewhere, Israeli forces demolished a park in Qarawat Bani Hassan, razing 40 trees, removing artificial turf, benches, solar panels, and light poles. Israel claimed that Palestinian militants attempted to launch a rocket at Israel from the northern part of the West Bank, but that the rocket launch had failed. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested 1 Palestinian man suspected of drug offenses in Shu’fat refugee camp; he was then severely beaten and imprinted with a Star of David under his eye. None of the 16 Border Police officers had their body camaras on and Israeli police claimed the Star of David imprint was caused by shoelaces. The Palestinian man was released from custody on 8/20. Off the coast of Gaza, Israeli naval forces arrested 2 Palestinian fishermen and seized their boat. An Israeli court sentenced Palestinian activist Aya Khatib to 4-years in prison claiming she provided “information with the aim of harming state security” and that funds she raised were given to families that are connected to Hamas. Khatib called the ruling unjust, saying her work benefits Palestinian children in Gaza suffering from medical issues. (MEE 8/15)

Israeli foreign minister Eli Cohen met with Paraguayan president Santiago Peña in Asunción hours after he was sworn in to office. The Paraguayan Foreign Ministry announced that Peña will move the country’s embassy to Israel to Jerusalem. In 2018, the then Paraguayan president Horacio Cartes moved the Paraguayan embassy to Jerusalem from Tel Aviv before his successor Mario Abdo Benítez moved the embassy back to Tel Aviv months later, prompting Israel to close its embassy to Paraguay. In the West Bank, Israeli forces arrested 3 Palestinians during a raid in Aqabat Jaber refugee camp. Israeli forces also issued stop-work orders for 8 houses in Sinjil, including for a house that was severely damaged by Israeli settlers in 2013. Elsewhere, Israeli forces uprooted 20 olive tree saplings and razed farmland in Kafr ad-Dik. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. The Jerusalem District Court overturned a decision by the Jerusalem Magistrate Court to release one of the Israeli settlers accused of carrying out the terrorist attack on Burqa on 8/4, releasing Elisha Yered to house arrest while keeping Yehiel Indore in custody until 8/11. The magistrate court had ordered that both suspects be released. 4 Palestinians are being held in custody by Israel in relation to the settler attack. Israeli police rejected a request by Hadash-Ta’al MK Ahmad Tibi to meet with the 4 Palestinians, despite 2 MKs from Otzma Yehudit and Likud visiting the main Israeli suspect Yehiel Indore at the hospital on 8/6. Israeli president Isaac Herzog visited the Stella Maris monastery in Haifa after continued harassment of Christian worshippers by members of the Hassidic Breslow sect. Harassment of Christians in Israel and Jerusalem has been rising during the summer. The Religious Freedom Data Center recorded at least 30 hate crimes against Christians in Jerusalem in June and July. (ALM 8/10)

PA national economy minister Khaled Osaily sent a letter to his Spanish counterpart Hector Jose Hernandez, demanding that he force the companies CAF and GMV to cease their involvement in the expansion of the Jerusalem light rail network in East Jerusalem. (WAFA 8/9)

In the West Bank, Israeli forces shot and injured 1 Palestinian and arrested 2 others during a raid in Askar refugee camp. Israeli forces also issued a stop-work order for a caravan and two tents in Bardala. In East Jerusalem, Israeli forces forcefully expelled the Sub Laban family from their home in the Muslim Quarter of the Old City, allowing Israeli settlers to move into their home; 12 activists protesting the eviction were arrested. Palestinian journalist Lama Ghosheh from East Jerusalem was released from 10 months of house arrest by Israel but received a 3-year suspended sentence and was ordered to undertake 9 months of community service and to pay a fine of $1,200 for charges of incitement in her writing. In the West Bank, armed Palestinians kidnapped 1 Druze citizen of Israel from a hospital in Jenin where he was admitted after suffering life threating injuries in a car accident. Israeli forces shot and killed 1 Palestinian man during a raid in Nablus. Israeli forces also delivered stop-work orders against 8 houses in Qarawat Bani Hassan. 18 Palestinians were arrested during late-night raids in ‘Anata, Deir Abu Mash‘al, Balata refugee camp, Silwad, Burqa, Jenin, Bethlehem, Tulkarm, and Hebron. In East Jerusalem, Israeli forces raided the home of PA governor of Jerusalem Adnan Ghaith. Israeli forces shot and injured 1 Palestinian man who crashed his car in Huwwara; it was unclear what caused the man to lose control of his car. Israeli forces also shot and injured 3 Palestinians during a raid in Beit Umar. Elsewhere, Israeli forces assaulted 1 Palestinian woman during a house raid in Hebron, causing bruises. 1 Palestinian man was released from prison on the condition that he does not enter his own land for 30 days. An Israeli military court said that video evidence of the incident on 9/12 where the man allegedly assaulted a settler complicated the narrative told by the Israeli settlers. The video shows that the man was approached by armed Israeli settlers in al-Twana before they assaulted him, breaking both his arms. 1 Israeli settler was injured in the incident. (HA 9/22)

Israel’s defense minister approved issuing an additional 1,500 work permits to Palestinians in Gaza, raising the number to 17,000. (HA 9/22)

Israel released the imam of the Great Omari Mosque in Lydda, Sheikh Yousef al-Baz, from house arrest. Al-Baz was arrested on 6/17 over claims of incitement. (MEMO 9/23)

A boat carrying between 120 and 150 refugees capsized off the coast of Syria. By 9/24, at least 94 were confirmed dead. Many of the deceased were Palestinian refugees from Lebanon. (REU 9/23; REU, WAFA 9/24)

At the UNGA, Israeli prime minister Yair Lapid said that he supports a 2-state solution and underscored that an Israeli prime minister had not voiced support for a 2-state solution at the UNGA “for many years.” Prime minister Lapid said his condition for a 2-state solution is that “a future Palestinian state will be a peaceful one. That it will not become another terror base from which to threaten the well-being, and the very existence of Israel. That we will have the ability to protect the security of all the citizens of Israel, at all times.” Lapid also called for more Arab and Muslim countries to normalize relations with Israel. Israeli alternate prime minister Naftali Bennett used his veto to pull Israel out of the EU Creative Europe funding program over the EU demand that funds would not be used for artists in West Bank, East Jerusalem, and Golan Heights settlements. When the Israeli government provisionally approved partaking in the EU program in June, it also said it would set up a scheme to compensate the occupied areas excluded by the EU. (HA 9/23)

A study commissioned by Meta found that its platforms Facebook and Instagram had silenced some of their Palestinian users during Israel’s May 2021 assault on Gaza and subsequent unrest in Israel and East Jerusalem. “Meta’s actions in May 2021 appear to have had an adverse human rights impact… on the rights of Palestinian users to freedom of expression, freedom of assembly, political participation, and non-discrimination, and therefore on the ability of Palestinians to share information and insights about their experiences as they occurred,” the study found. The Israeli security cabinet voted to deduct $176 million from its yearly transfer of PA taxes collected by Israel to the PA, saying it is the amount the PA pays to Palestinian militants in Israeli prisons and their families. Meretz leader Nitzan Horowitz abstained from voting, calling the vote a charade as Israel makes up the money in other payments to the PA to alleviate its financial issues. The Israeli cabinet approved plans for the construction of a joint industrial park with Jordan. The $59 million plan will see Israeli and Jordanian factories on the Jordanian side while a logistics wing will be built in Israel above the West Bank. In the West Bank, Israeli forces raided al-Ibrahimi Mosque and prevented Muslim worshippers from entering the mosque. Israeli forces also sealed the entrance to Nabi Saleh. PA president Mahmoud Abbas met with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II in Cairo. President al-Sisi’s spokesperson said after the meeting that al-Sisi emphasized that the creation of a Palestinian state depends of reconciliation between the PA and Hamas. The new Israeli government decided to postpone a vote on the 2003 emergency regulation, the Provision to the Citizenship and Entry Law, which blocks family unification between Israeli citizens and Palestinians from the West Bank and Gaza. The regulation has been extended yearly since 2003, but the new government coalition did agree that the racist regulation should be extended. The regulation ends on 7/6 and the parties said they would work on a compromise. If the order expires, interior minister Ayelet Shaked is presumed to use her authority to reject family reunification applications from Palestinian citizens of Israel. Right-wing Israeli politician and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich wrote on Twitter, “I heard that after Rabbi Shmuel Eliyahu, may he live a long life, said that a true Muslim must know that the Land of Israel belongs to the Jewish People, Ahmad Tibi opened his mouth against him. So, Ahmad, a true Muslim must know that the Land of Israel belongs to the Jewish people, and over time Arabs like you, who do not recognize that, will not remain here. The U.S. announced that it will resume providing aid to the UNRWA, which has been cut since 2018. The U.S. also sent $15 million in assistance to the West Bank and Gaza to help with their COVID-19 response in March. U.S. president Donald Trump announced that Bahrain had joined the normalization deal between Israel and the UAE and would be part of the signing ceremony in Washington D.C. on 9/15. Israeli forces wounded 2 Palestinians during a house arrest in Jenin refugee camp; the Israeli army said the 2 were injured by explosives used by Israeli forces to open their door, but Palestinian eyewitnesses said the 2 were shot by live ammunition and were in critical condition; after the 2 injuries, clashes between soldiers and Palestinians erupted in the camp.
