Israeli settlers also raid Farasin, causing extensive damage to Palestinian property. Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Kafr Jamal. Israeli forces also raid Ya’bad, assaulting 2 Palestinians and seizing 2 vehicles. In East Jerusalem, 2 Israeli settlers spit at a Christian abbot from Germany, the 2 are later placed under house arrest. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Dayr al-Balah, and Gaza City, killing at least 107 people. The Israeli bombs hit a fuel tank at the European Hospital, causing damage to the hospital. An Israeli soldier is killed in combat. In Lebanon, Hezbollah fires a missile at Israeli soldiers on al-Kubra hills and targets an Israeli base in Khirbet Maar. Israeli forces bomb homes in Yaroun. In Syria and Iraq, U.S. forces use 125 bombs to attack 3 sites in Iraq and 4 in Syria, killing 16 people in Iraq and 23 people in Syria. In Yemen, U.S. and UK forces, with support from Australia, Bahrain, Denmark, the Netherlands, New Zealand, and Canada, attack 36 targets in 13 different places across the country. More than 27,283 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,452 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,408 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 223 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. The Iraqi Foreign Ministry summons the U.S. charge d’affaires in Baghdad David Burger after U.S. and UK attacks in Iraq. German foreign minister Anna Baerbock says Israeli plans to move its ground forces to Rafah “would simply not be justifiable.” (AJ 2/3)

The U.S. House of Representatives’ appropriations panel recommends a bill providing $17.6 billion in funding for the Israeli military, including $4.4 billion in weapons supplies, $4 billion for missile defense, $3.5 billion for financing of advanced weapons systems, $1.2 billion for the development of the Iron Beam laser missile defense, and $1 billion to improve artillery and munitions production. Speaker Mike Johnson says the House could vote on the bill next week. The House Freedom Caucus later indicates that its members will not support the bill, instead proposing that the U.S. pays for the aid to Israel by cutting funding to the UN and scrapping the IRS expansion. Israeli Channel 13 reports that Israel is considering closing the Rafah crossing between Gaza and Egypt due to tensions with Egypt. (AJ 2/3)

The New York Times reports that it was UNRWA commissioner-general Philippe Lazzarini who informed the U.S. on 1/24 about the Israeli allegations against 12 UNRWA staffers after a meeting with an Israeli diplomat in Tel Aviv on 1/18 where the Israeli allegations were shared with him. Lazzarini also met with UN secretary-general Antonio Guterres before sharing the information with the U.S., where they decided to fire 9 out of the 10 staffers who are still alive. (HA, NYT 2/3)

In the West Bank, 1 Palestinian man succumbed to injuries sustained from Israeli forces in Tell on 11/1. Israeli settlers shot and injured 1 Palestinian in Shu’fat refugee camp. Israeli settlers also destroyed a water pipeline to Beit Lid, cutting off the town’s access to water. Israeli forces shot and killed 9 Palestinians during raids in Jenin refugee camp, Budrus, Qalandia refugee camp, Hebron, and Fawwar refugee camp, including 1 child and 2 others in a drone strike on Jenin refugee camp. Israeli forces also shot and injured 19 people during raids in Jenin refugee camp, Fawwar refugee camp, and Qalandia refugee camp. In East Jerusalem, Israeli forces used tear gas and water cannons to prevent Palestinians from entering the Haram al-Sharif compound. In Gaza, at least 196 Palestinians were killed and 605 injured in Israeli airstrikes. Israeli forces attacked an ambulance outside of al-Shifa Hospital, killing at least 15 and injuring 60 others. Israel also attacked the Indonesian and al-Quds hospitals and the office of Agence France-Presse in Gaza City, causing significant damage. Israel said it assassinated Hamas member Mustafa Dalul in an airstrike. 4 Israeli soldiers were killed in Gaza. U.S. MQ-9 Reaper drones circled Gaza, reportedly gathering intelligence on the whereabouts of the captives held by Hamas. The New York Times said the U.S. drones have been flying over Gaza since 10/28. Rockets were fired at Israel, causing damage. In Lebanon, Israel killed 1 person it said was a member of Hezbollah and attacked several areas in South Lebanon. 2 Israeli soldiers were injured in a drone attack in the Golan Heights. The Ministry of Health in Gaza said at least 9,257 Palestinians have been killed, including 3,826 children and 2,405 women, and 23,516 have been injured in Israeli airstrikes on Gaza since 10/7. At least 1,800 people, including 940 children, have been reported missing. 144 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 40 children. More than 2,300 people have been injured. Around 1,400 Israelis, including foreign nationals, have been killed and 5,431 injured since 10/7. Over 1.5 million Palestinians, more than half the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. 17 wounded Palestinians were transferred to Egyptian hospitals via the Rafah crossing. Between 300 and 400 foreign passport holders left via the Rafah crossing. U.S. secretary of state Antony Blinken arrived in Israel, saying he would push the Israeli government to agree to humanitarian pauses to allow aid into Gaza and to facilitate a release of the captives. After the meeting, Netanyahu issued a statement saying Israel will continue to attack Gaza with “all of its power” and not agree to a temporary ceasefire that does not include a return of all of the captives. In the West Bank, Israeli forces shot and injured 1 Palestinian and arrested 2 others during a raid in Askar refugee camp. Israeli forces also issued a stop-work order for a caravan and two tents in Bardala. In East Jerusalem, Israeli forces forcefully expelled the Sub Laban family from their home in the Muslim Quarter of the Old City, allowing Israeli settlers to move into their home; 12 activists protesting the eviction were arrested. In the West Bank, 1 Israeli soldier attacked 1 Israeli activist in Hebron, hitting him in the face after forcing him to the ground in Hebron; the activist was later sentenced to 5 days of house arrest and banned from entering Hebron for 2 weeks while the soldier was placed in detention for 28 days. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 10 with tear gas. In Israel, Israelis set fire to 8 vehicles and sprayed racist graffiti in Abu Ghosh and Ein Naqquba; 1 suspect was later arrested and put in administrative detention for 4 months for the torching of cars in Abu Ghosh. Israeli prime minister-elect Benjamin Netanyahu signed a coalition agreement with Otzma Yehudit leader Itamar Ben-Gvir which will see the party gain 3 ministerial positions, including public security minister. The position will also be renamed to national security minister and will have its powers extended, including oversight of the Border Police in the West Bank. A 2nd ministry set to be granted to Otzma Yehudit is the Ministry for the Development of the Negev and the Galilee, which will also be expanded to include oversight of settlement outposts in the West Bank. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara, causing damage. 1 Israeli settler shot and killed 1 Palestinian man after he allegedly stabbed 2 Israeli settlers and sprayed 5 others with pepper spray near Beit Sira. Israeli forces shot and injured 1 Palestinian man who crashed his car in Huwwara; it was unclear what caused the man to lose control of his car. Israeli forces also shot and injured 3 Palestinians during a raid in Beit Umar. Elsewhere, Israeli forces assaulted 1 Palestinian woman during a house raid in Hebron, causing bruises. 1 Palestinian man was released from prison on the condition that he does not enter his own land for 30 days. An Israeli military court said that video evidence of the incident on 9/12 where the man allegedly assaulted a settler complicated the narrative told by the Israeli settlers. The video shows that the man was approached by armed Israeli settlers in al-Twana before they assaulted him, breaking both his arms. 1 Israeli settler was injured in the incident. (HA 9/22)

Israel’s defense minister approved issuing an additional 1,500 work permits to Palestinians in Gaza, raising the number to 17,000. (HA 9/22)

Israel released the imam of the Great Omari Mosque in Lydda, Sheikh Yousef al-Baz, from house arrest. Al-Baz was arrested on 6/17 over claims of incitement. (MEMO 9/23)

A boat carrying between 120 and 150 refugees capsized off the coast of Syria. By 9/24, at least 94 were confirmed dead. Many of the deceased were Palestinian refugees from Lebanon. (REU 9/23; REU, WAFA 9/24)

At the UNGA, Israeli prime minister Yair Lapid said that he supports a 2-state solution and underscored that an Israeli prime minister had not voiced support for a 2-state solution at the UNGA “for many years.” Prime minister Lapid said his condition for a 2-state solution is that “a future Palestinian state will be a peaceful one. That it will not become another terror base from which to threaten the well-being, and the very existence of Israel. That we will have the ability to protect the security of all the citizens of Israel, at all times.” Lapid also called for more Arab and Muslim countries to normalize relations with Israel. Israeli alternate prime minister Naftali Bennett used his veto to pull Israel out of the EU Creative Europe funding program over the EU demand that funds would not be used for artists in West Bank, East Jerusalem, and Golan Heights settlements. When the Israeli government provisionally approved partaking in the EU program in June, it also said it would set up a scheme to compensate the occupied areas excluded by the EU. (HA 9/23)

A study commissioned by Meta found that its platforms Facebook and Instagram had silenced some of their Palestinian users during Israel’s May 2021 assault on Gaza and subsequent unrest in Israel and East Jerusalem. “Meta’s actions in May 2021 appear to have had an adverse human rights impact… on the rights of Palestinian users to freedom of expression, freedom of assembly, political participation, and non-discrimination, and therefore on the ability of Palestinians to share information and insights about their experiences as they occurred,” the study found. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested PA governor of Jerusalem Adnan Ghaith during a house raid in Silwan. Governor Ghaith was later placed in house arrest on 8/4. 2 others were arrested, including 1 in the Hadassah hospital and 1 at the Damascus Gate plaza. The Israeli security cabinet voted to deduct $176 million from its yearly transfer of PA taxes collected by Israel to the PA, saying it is the amount the PA pays to Palestinian militants in Israeli prisons and their families. Meretz leader Nitzan Horowitz abstained from voting, calling the vote a charade as Israel makes up the money in other payments to the PA to alleviate its financial issues. The Israeli cabinet approved plans for the construction of a joint industrial park with Jordan. The $59 million plan will see Israeli and Jordanian factories on the Jordanian side while a logistics wing will be built in Israel above the West Bank. In the West Bank, Israeli forces violently dispersed Palestinians protesting against the new Israeli settlement outpost Evyatar near Beita, injuring 20. Israeli forces also demolished 1 agricultural structure in al-Khadir and 2 agricultural structures in Abu Tayyah. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 5th day in a row. 2 Palestinians were arrested during late-night raids in Yamun and Jalazun refugee camp. In East Jerusalem, Israeli forces raided Issawiyya and confiscated Palestinian flags, leading to a confrontation with Palestinians; 1 was arrested. 3 others were arrested during raids in al-Tur, Silwan, and the Old City. The PA said it still intends to work with Israel on an exchange of COVID-19 vaccines after the PA canceled a deal with Israel on 6/18, saying that the vials received by Israel did not meet the agreed standards. The head of Israel’s central command force Tamir Yadai rejected an appeal by Israeli settlers in the Evyatar settlement outpost to not evacuate it. (HA 6/21)

The new Israeli government decided to postpone a vote on the 2003 emergency regulation, the Provision to the Citizenship and Entry Law, which blocks family unification between Israeli citizens and Palestinians from the West Bank and Gaza. The regulation has been extended yearly since 2003, but the new government coalition did agree that the racist regulation should be extended. The regulation ends on 7/6 and the parties said they would work on a compromise. If the order expires, interior minister Ayelet Shaked is presumed to use her authority to reject family reunification applications from Palestinian citizens of Israel. An Israeli court released the deputy leader of the northern faction of the Islamic Movement in Israel, Shaykh Kamal Khatib, into house arrest after arresting him on 5/14, accusing him of incitement to violence. (MEMO 6/21)

Israeli prime minister Naftali Bennett said Israel would change its approach to Hamas, stating that “our enemies will learn the rules—we won’t tolerate violence, we won’t tolerate trickles (of rocket), we won’t understand or accept ‘rebels’.” Prime Minister Bennett also said his approach was “one of initiative, decisiveness and suspicion.” (HA, TOI 6/20)

In the West Bank, 1 Palestinian teen shot by Israeli forces during an anti-settlement protest on 6/16 in Beita succumbed to his injuries. Israeli forces demolished 1 house in Halhul and displaced 8 Palestinians, demolished 1 car wash in Jinsafut, delivered demolition orders for 8 structures in Jawaya, and demolished 1 agricultural structure in Wadi Muhaisen. Israeli forces also shot and injured 4 Palestinians during a late-night raid in Jenin. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 2d day in a row. 7 Palestinians were arrested during late-night raids in and around Jalazun refugee camp, Yatta, Tarqumiyya, and Kafr Dan. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Silwan. In Gaza, Israeli forces conducted air strikes in Khan Yunis and Gaza City, causing damage; no injuries were reported. Israel said the air strikes were in response to incendiary balloons sent toward Israel, which were said to have ignited 8 fires. In Israel, a Palestinian Israeli journalist had large parts of his home blown up by a bomb planted in his house in Taibeh, causing severe damage but no injuries. Israel arrested a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, saying he had incited violence by sharing a clip from a movie showing people killing a police officer on Facebook. (HA 6/17; MEMO 6/18)

The trial against Israeli prime minister Benjamin Netanyahu began after many delays. Prime Minister Netanyahu is charged with fraud, bribery, and breach of trust. Netanyahu’s trial began on the same day as Israeli president Reuven Rivlin started consulting with Israeli party leaders to determine who will go 1st at trying to form a government. The Jerusalem Post reported that the pharmaceutical company Pfizer has halted shipments of 700,000 doses of the COVID-19 vaccine to Israel because the country owes the company payment for 2.5 million doses of vaccines already delivered. Israel made a deal with the company, allowing them to use more collected data by the Israeli health system, and paid more per dose than any other country. (JP 4/5)

Former Jordanian crown prince Prince Hamzah bin Hussein, who was put under house arrest on 4/3, said in a voice recording that he will not stay silent, thus disobeying the Jordanian army’s orders not to communicate with anyone. Prince Hamzah is accused of being part of a plot against his half-brother King Abdullah II. Later in the day, Prince Hamzah was said to have pledged allegiance to King Abdullah in a letter after talking to his and Abdullah II’s uncle Prince Hassan. In the West Bank, Israeli settlers attacked 1 Palestinian man in Jalud with sticks and rocks; when Israeli forces arrived, they fired stun grenades at other Palestinians trying to help the man being assaulted. The same group of settlers also uprooted olive, pine, and cypress seedlings and damaged power lines in the area. Jordan said it had foiled a “malicious plot” against the country and put around 2 dozen people in house arrest, including former crown prince and half-brother of King Abdullah II, Prince Hamzah bin Hussein. Jordan said that an Israeli national with ties to the Mossad, Roy Shaposhnik, was aiding the plot and had arranged for Prince Hamzah and his wife to be flown out of the country on a private jet. Shaposhnik told Axios that he was not part of the plot, nor in the Mossad, but said that he did offer assistance to Prince Hamzah because of their friendship. Shaposhnik was previously an advisor to then prime minister Ehud Olmert. In a recording sent to BBC, Prince Hamzah said he was sent into house arrest because he was associated with critics of the Jordanian government and then criticized corruption and lack of freedom of speech in Jordan, but denied being part of a plot. Among the other people put under house arrest were Sharif Hassan bin Zaid and Bassem Ibrahim Awadallah, who are both members of the royal family. Awadallah is also a former minister of planning and finance. Prince Hamzah was crown prince from when his father King Hussein died in 1999 until 2004. A number of Jordanian allies including the U.S., the PA, Saudi Arabia, Egypt, the UAE, and the Arab League expressed support of Abdullah II. Israeli forces wounded 2 Palestinians during a house arrest in Jenin refugee camp; the Israeli army said the 2 were injured by explosives used by Israeli forces to open their door, but Palestinian eyewitnesses said the 2 were shot by live ammunition and were in critical condition; after the 2 injuries, clashes between soldiers and Palestinians erupted in the camp. Israeli forces also clashed with Palestinians during a raid near Ramallah; tear-gas related injuries were reported. Elsewhere, Israeli forces opened fire on Palestinian workers trying to enter Israel near the separation wall south of Qalqilya, injuring 3 with rubber-coated bullets.
