In the West Bank, Israeli settlers uprooted olive trees in Deir Istiya. In Gaza, Israeli forces bombed Nuseirat refugee camp, Dayr al-Balah, Jabalia refugee camp, Bureij, Gaza City, Khan Yunis, and Rafah, killing dozens of people, including at 2 UNRWA shelters in Nuseirat refugee camp. 8 Israeli soldiers were killed in combat. In the Indian Ocean, an Israel-linked tanker was hit by a drone 120 miles west of India, causing damage. The U.S. military also said 2 ballistic missiles were fired from Yemen at commercial vessels, missing their targets. More than 20,000 Palestinians have been killed by Israeli forces in Gaza, including at least 8,000 children and 6,200 women, and around 54,000 have been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 296 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 75 children. More than 3,800 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 148 Israeli soldiers have been killed and 771 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 65,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. The UN distributed around 4,000 gallons of fuel, goods, and medical supplies to hospitals in northern Gaza, including to al-Shifa Hospital, which was hosting 50,000 internally displaced Palestinians. Hamas issued a statement saying it lost contact with a group holding 5 Israeli captives due to Israeli air attacks. The Gaza Ministry of Health said 137 Palestinians have been publicly executed by Israeli forces in Jabalia refugee camp. U.S. president Joe Biden spoke with Israeli prime minister Benjamin Netanyahu, saying he did not ask for Israel to agree to a ceasefire. The Intercept reported that the Israeli military was censoring 8 subjects, preventing Israeli media from reporting on them without prior approval from the military censor. The subjects included captives held by Hamas, military operational details, military intelligence, weapons systems, certain rocket attacks on Israel, cyberattacks, visits by officials to combat zones, and the security cabinet. In the West Bank, Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Jenin refugee camp where Islamic Jihad commander Bassam al-Saadi was arrested after being shot and injured; 2 others were also arrested during the raid at al-Saadi’s home. A general strike was declared in Jenin after the killing and arrests. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 22 with baton rounds and 75 others with tear gas. Elsewhere, Israeli forces delivered stop-work orders for 3 houses and 1 demolition order for a house in Kafr ad-Dik. Israeli forces also demolished 1 car wash in Bizarya and 1 home in Sabastiyya, displacing 8. 16 Palestinians were arrested during late-night raids in Ya‘bad, Nablus, al-Far‘a refugee camp, al-Ama‘ari refugee camp, Jannatah, and al-Azza refugee camp; 4 Palestinians were injured by live ammunition while protesting the raid in al-Far‘a refugee camp. In East Jerusalem, Israeli forces demolished commercial structures in Silwan. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khan Yunis; no injuries were reported. Haaretz reported that Egyptian military intelligence officials were meeting with leaders of militant factions in Gaza to prevent a response to the arrest to Islamic Jihad commander al-Saadi (see above). In the West Bank, Israeli settlers blocked the main entrance to al-Naqura. Israeli forces shot and killed 1 Palestinian man, alleging that he had tried to stab a soldier at the Gush Etzion Junction between Bethlehem and Hebron. The PA called it an extrajudicial execution. 9 Palestinians were arrested during late-night raids in Kobar, Kafr Ni‘ma, Ni‘lin, Beita, Izbat al-Tabib, and Qalqilya. In East Jerusalem, Israeli forces evicted the 18-member Salhiya family from their home in Sheikh Jarrah, leading to a standoff where members of the family threatened to blow up a gas container on top of the house if the Israeli forces proceeded to demolish their home. A large crowd protested in support of the family. Several European representatives to Palestine and Israel, with some present at the scene, also condemned the eviction and called on Israel to stop it immediately. 1 Palestinian demolished his own commercial structure in Sheikh Jarrah. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land north of Beit Lahiya. Israeli forces also opened fire at agricultural lands east of al-Qarara; no injuries were reported. Palestinian news outlet Safa and Israeli Channel 12 reported that the PA had frozen its work on preparing material for the ICC as a result of agreements made between PA president Mahmoud Abbas and Israeli defense minister Benny Gantz. (MEMO 1/18)

Israeli media reported that Libyan warlord and presidential contender Khalifa Haftar’s plane landed at Ben Gurion airport for a couple of hours before taking off again. In November it was reported that Haftar’s son and advisor Saddam Haftar had visited Israel for meetings with Israeli officials. (MEMO 1/17)

A possible drone attack in the UAE killed 3 Indian and Pakistani nationals and wounded 6 others at an oil facility and started a fire at the airport in Abu Dhabi. The Yemeni Houthi group said it was behind the attack. In a letter by Israeli prime minister Naftali Bennett, Israel offered the UAE “security and intelligence support” after the attack, saying “Israel stands with the UAE.” The UAE has been conducting air strikes with its coalition partner Saudi Arabia for years in Houthi-held areas of Yemen, causing many civilian deaths. In the West Bank, Israeli undercover forces shot and killed 3 Palestinians, including 2 PA security officers, and injured 2 others, including 1 PA officer near the PA intelligence headquarters in Jenin. Israel said that its anti-terror unit was in Jenin to arrest 2 Islamic Jihad members when they shot the 4 Palestinians; the PA presidency condemned the killing of the 3 Palestinians and the PA prime minister called the Israeli actions an act of state terrorism. Israeli forces also violently dispersed Palestinian protesters during a raid in al-Fawar refugee camp, causing tear-gas related injuries. 8 Palestinians were arrested, including 4 during late-night raids and around Bethlehem, Jaba‘, Silwad, and Izzariya; 4 were arrested at checkpoints near Jenin and Nablus. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting a visit to the Old City by Itamar Ben-Gvir from the Otzma Yehudit (Jewish Power) party at the Damascus Gate plaza, using stun grenades; 30 Palestinians were arrested. Ben-Gvir was banned by Israeli police from marching through the Old City on 6/9. Palestinians also protested against evictions of Palestinians from Batn al-Hawa, outside of an Israeli court holding a hearing on the matter (see below); 3 were arrested. An Israeli court delayed a hearing on an eviction case against 2 Palestinian families in Batn al-Hawa. The hearing was postponed to 8/7. (AJ 6/10)

Israeli defense minister Benny Gantz approved the construction of an elevator at al-Ibrahimi Mosque, which is also a shine for Jewish people, allowing Israeli settlers with walking disabilities to enter the mosque. The approval violates the 1997 Hebron protocol signed by the PA and Israel. (ALM 6/23)

A video from 3/24/2019 surfaced showing Israeli prison guards at the Ketzion Prison in the Negev abusing 55 shackled Palestinian prisoners. The video shows that the prisoners were piled on top of each other and beaten with batons and kicked by the prison guards, even as they lie still on the concrete ground. Former Mossad director Yossi Cohen implied in an interview with Israeli Channel 12 that Israel was behind attacks on Iran’s nuclear facility Natanz and on Iranian scientists. (AP, TOI 6/11)

In an interview with Yedioth Ahronoth, former secretary of state Mike Pompeo said that the sale of U.S. F-35s to the UAE was “crucial” to a normalization deal between the UAE and Israel. (HA, TOI 6/10)

Off the n. Gaza coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces violently disperse around 300 Israeli settlers in the Beit El settlement protesting the High Court’s 7/26 injunction on building in the settlement and its order for 2 residential buildings to be demolished by 7/30; 2 settlers are arrested. The settlers throw stones at empty Palestinian vehicles in the area. A separate group of over 200 Israeli settlers reoccupies the Sa-Nur settlement outpost nr. Jenin that was evacuated in 2005, calling for the govt. to approve the return of settlers to the site. Overnight in East Jerusalem, Israeli forces demolish 2 Palestinian stores, 2 warehouses, and 3 residences in Silwan; assault and arrest 2 Palestinians during a raid in Ras al-Amud. Netanyahu meets with Cypriot pres. Anastasiades in Cyprus and, according to PA sources, Anastasiades reportedly outlines a new European and Cypriot initiative to restart the Israeli-Palestinian peace negotiations . The PA sources say that Anastasiades discussed the initiative with PA pres. The U.S. Parole Commission announces that imprisoned Israeli spy Jonathan Pollard’s parole has been approved and that he will be released from prison on 11/21, having completed a 30-year sentence after being convicted of passing military intelligence to Israel in 1985. Pollard will be required to stay in the U.S. for 5 years after his release. PA Pres. Mahmud Abbas tells German television that despite the reports, the negotiations with Israel have not reached a dead end. Asked whether a lack of Palestinian national unit complicated the possibility of reaching a deal, Abbas says he speaks for the entire Palestinian people. Meanwhile, Hamas PM Ismail Haniyeh calls for a “popular uprising” in the West Bank, and a renewal of resistance, as well as urging Palestinians to reject new negotiations with Israel for fear of jeopardizing the Palestinian issue. Hebron, the IDF attacks a funeral procession, sparking clashes where 2 Palestinians are injured by rubber-coated metal bullets. In East Jerusalem, Israeli troops demolish residential and agricultural structures in al-Za’ayem village, displacing around 35 people. The 5 permanent mbrs. of the UNSC meet at Russia’s UN mission to discuss the contents of a new res. on the securing and dismantling of Syria’s chemical weapons. Meanwhile, U.S. Secy. of State John Kerry and Russian FM Sergey Lavrov speak by phone the day before heading to Geneva for talks with experts about the practicalities of the Russian proposal. Three attacks including 2 car bombs kill 11 people and injure more than 15 in the Sinai, as the army continues its offensive against Islamist militants, including Ansar Bayt al-Maqdis. The dead include 9 Egyptian officers targeted at the intelligence headquarters in Rafah. U.S. Amb. Joseph Macmanus tells a meeting of the IAEA that there are “troubling developments” in Iran’s nuclear program amid concerns that Tehran is stalling on achieving any progress in negotiations with the international community. Iran’s FM Mohammad Javad Zarif says that Iran’s nuclear work could take place under international safeguards but would not just go away. (REU 9/11)

An estimated 30 people die across Egypt as supporters of deposed pres. Mohamed Morsi protest the military takeover. Twelve die in clashes in Alexandria, with 5 dead in Cairo as supporters and opponents of the Muslim Brotherhood fight in c. neighborhoods. Meanwhile, 5 police officers die in 3 separate attacks in the n. Sinai town of al-Arish, and gunmen also open fire on a military intelligence building in Rafah. The Egyptian authorities close the Rafah crossing on the border of the Gaza Strip due to the security situation. Separately, the Ansar Bayt al-Maqdes group says that it fired 2 rockets at Eilat from the Sinai, after Eilat residents report hearing 2 blasts—though searches by Israeli security forces find nothing. Pres. Obama signs into law the U.S.-Israel Enhanced Security Cooperation Act, which calls for an unprecedented strengthening of military, intelligence, and technology cooperation intended to preserve Israel’s qualitative military edge. Hamas’s acting PM in Gaza Ismail Haniyeh authorizes a senior CEC team to begin updating Gaza’s voter rolls, in keeping with agreements reached in Cairo on 5/20/12. The CEC estimates that since the rolls were last updated for the 1/2006 elections, the number of eligible but unregistered Gaza voters has grown to as many as 250,000. (NYT 5/29)

In Hamza village, just n. of Jerusalem, Israeli security forces demolish a gas station, car wash, 2 auto body shops, and 2 cafeterias, confiscating several motorcycles, fuel pumps, gasoline, and equipment. Deeper in the West Bank, IDF soldiers nr. Qalqilya fire tear gas, stun grenades at a group of Palestinian laborers attempting to cross into Israel without permits to find work, causing no injuries but starting a small fire that burns a grove of 20 Palestinian olive trees. The IDF patrols in 2 villages nr. Ramallah and 1 nr. Jenin in the morning; in 1 village nr. Jericho in the afternoon; and in 2 villages each nr. Ramallah, Salfit, and Tulkarm and 1 nr. A Turkish court indicts 4 fmr. senior IDF commanders (fmr. IDF chief of staff Lt. Gen. Gabi Ashkenazi and those who headed the Israeli navy, air force, and military intelligence) who were in authority when Israel killed 9 Turks aboard the Mavi Marmara aid flotilla ship to Gaza in 2012 (see QU in JPS 157). The Washington Post runs (5/28) a special report alleging proof of an elaborate plan orchestrated either by Iranback Hizballah elements or operatives based in Iran to assassinate U.S. embassy officials and their families in Azerbaijan. The U.S., however, refrains at this stage from accusing Iran or Hizballah of direct involvement. (WP 5/28)

News hits the media that the new U.S. amb. to Israel Dan Shapiro recently told a meeting of the Israeli Bar Association that the U.S. is ready and willing to use military force against Iran if diplomacy and sanctions fail, stating that the military option is ‘‘not just available, but it’s ready. The necessary planning has been done.’’ A tape of Shapiro’s address was leaked to the AP, with an anonymous Israeli official stating: ‘‘Quite clearly he didn’t mean this to be public. ... For the Iranians to understand that he really means it, they have to hear it publicly and clearly.’’ (AP, ITV 5/17; NYT, WT 5/18; see Quarterly Update [QU] in JPS 165 for details on Iran.)

At a private fundraising event in Florida that is secretly taped and leaked to the media on 9/18/12, Republican presidential frontrunner Mitt Romney states that ‘‘the Palestinians have no interest whatsoever in establishing peace’’ and are ‘‘committed to the destruction and elimination of Israel.’’ He also opposes creation of an independent Palestinian state, assuming that it would become a client state of Iran. In terms of a U.S. mediating role in the peace process, he states: ‘‘The idea of pushing on the Israelis—to give something up, to get the Palestinians to act, is the worst idea in the world.’’ In response to the leak, which was seen (e.g., NYT 9/19)

as likely to damage Romney’s ability to act as a peace broker if elected, Romney publicly states on 9/18 that he stands by his longtime support for the U.S. official position advocating a negotiated 2-state solution. (Mother Jones 9/18; NYT 9/19)

Also in the West Bank, a group of 100 armed Jewish settlers hiking nr. Khirbat Safa nr. Hebron is confronted by stone-throwing Palestinian youths, prompting 1 Jewish settler to open fire, killing 1 Palestinian teenager and wounding a 2d, marking the 2d such shooting in 2 days. Jewish settlers fr. Yonatan outpost in the East Jerusalem environs attack nearby Palestinian houses; accompanying IDF soldiers fire tear gas and stun grenades to keep Palestinians at a distance, sparking a fire that lightly damages 1 home. Across Egypt, 100,000s of protesters heed the call to observe a “Friday of rage” in Egypt, launching massive demonstrations after midday prayers. Protesters burn the ruling National Democratic Party (NDP) headquarters in Cairo’s Tahrir Square. Police stations and NDP offices are torched in several of Cairo’s middleclass neighborhoods and poorer quarters, as well as in Alexandria, Suez, Port Said, Damietta, Damanhour, and other areas of Upper Egypt and Sinai; prisoners in several jails are freed. With regular police already largely having withdrawn fr. the street, not wanting to confront protesters, Mubarak sends out security and plain-clothes police who violently clash with demonstrators and target journalists, killing as many as 300 and injuring as many as 2,000. Protesters in Cairo and Alexandria overwhelm the security police by dusk, forcing Mubarak to withdraw them to regroup and send the army and tanks into the cities to impose a curfew; but when protesters ignore the curfew, the army does not act. Later, Mubarak appears on state TV and, in effort to appease critics and quell protests, pledges to speed up his program of political and economic reforms, announcing that he has dissolved his cabinet, appointed a new PM to form a new government, and named military intelligence chief Gen. Omar Suleiman as his 1st ever VP, but protesters vow to remain in the streets until he steps down. The U.S. issues its first warnings that it will review its $1.56 b. in annual aid to Egypt depending on how events unfold in the coming days, pressing its contacts within the Egyptian army to avoid violence. Israel lifts the air blockade on Lebanon but continues to patrol off the Lebanese coast after its self-declared 6:00 P.M. deadline, stating that too few international vessels have taken up patrols to enforce an arms embargo.
