In the West Bank, Israeli settlers uprooted 17 olive trees and vandalized 1 agricultural structure in Kafr ad-Dik. Israeli settlers with military escort raided Joseph’s Tomb, leading to a confrontation with Palestinians; 1 Palestinian was shot with live ammunition and 13 with baton rounds; others suffered tear-gas related injuries. Israeli forces demolished 2 agricultural structures in al-Khader. Israeli forces also raided Burqa, opening fire near 2 schools and forcing them to evacuate. In East Jerusalem, Israeli forces demolished a 3-story building in Silwan, displacing 45 Palestinians; according to the families, they were not given prior notices or allowed to remove their possessions. 5 Palestinians were injured as Israeli police violently dispersed protesters during the demolition. Haaretz reported that Israel had revoked entry and work permits from 1,100 Palestinians who are relatives or friends of Palestinians accused of recent attacks against Israelis. In March, Israel expanded the list those subject to collective punishment measures to include 2d-degree relatives of suspected Palestinian attackers. The 2d-degree category includes cousins, grandparents, neighbors, and close friends. (HA 5/10)

Israel’s prime minister Naftali Bennett claimed that he had expelled 6 Waqf guards for supporting Hamas and said he had rejected Jordan’s request to increase Waqf staffing at the Haram al-Sharif compound. (HA, TOI 5/10)

EU high commissioner for foreign and security affairs Josep Borrell hosted a meeting of the Ad Hoc Liaison Committee at the EU commission’s building in Brussels. PA prime minister Mohammed Shtayyeh and finance minister Shukri Bishara participated in the meeting, as did Israeli regional affairs minister Issawi Frej. Prime Minister Shtayyeh called on High Commissioner Borrell to hold Israel responsible for its actions during a meeting between the 2 of them. (UNESCO, WAFA 5/10; ALM 5/11)

In the West Bank, Palestinians clashed with Israeli soldiers in Hebron, leading to tear-gas related injuries. Israeli forces also seized 4 trucks, claiming they were carrying stolen water from a water pipe near Hebron. Elsewhere, Israeli forces seized 2 excavators near Nablus. 7 Palestinians were arrested during late-night raids in and around Jenin, Tulkarm, al-Fawar refugee camp, and Hebron. In East Jerusalem, 2 Palestinian families demolished their own houses under construction in al-Tur to avoid exorbitant Israeli demolition fees. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles off the coast west of Bayt Lahiya; no injuries were reported. The secretary-general of the Fatah Central Committee Jibril Rajub and the head of the Hamas political bureau Salah al-Arouri held a joint press conference formulating a plan of action to counter Israeli plans to annex parts of the West Bank. The 2 confirmed that the factions have had conversations on the issue previously. The chairman of the Joint List in Israel Ayman Odeh also joined the virtual conference. (AJ, HA, TOI, WAFA 7/2)

The PA finance minister Shukri Bishara said that the PA would cut wages for some 132,000 public employees by 50 percent, but not to less than $507 a month. The PA is facing a financial crisis due to not receiving tax revenue collected by Israel and from the COVID-19 crisis. (REU 7/2)

A fire broke out at an Iranian nuclear facility in Natanz. Iran refused to disclose the reason for the fire, but 3 Iranian officials told Reuters that it was caused by cyber sabotage. Israel’s defense minister Benny Gantz neither denied nor confirmed Israel’s involvement, saying “[n]ot every incident that transpires in Iran necessarily has something to do with us.” (AJ 7/2; AJ 7/3; AJ, REU, REU 7/5; HA 7/11)

In the West Bank, Israeli soldiers shoot and kill a Palestinian man in Dura village nr. Hebron in response to stone-throwing at an IDF patrol. The IDF conducts house searches and arrest raids in 2 villages nr. Jenin, 1 village and al-‘Arub r.c. nr. Hebron at night; patrols in 1 village nr. Jenin at night. In the Gaza Strip, IDF troops conduct a limited incursion nr. Khan Yunis to level land alongside the border fence. (MNA, REU 7/2; PCHR 7/4)

Palestinian pres. Mahmud Abbas says he is “optimistic” about U.S. Secy. of State John Kerry’s shuttle diplomacy, in comments he makes to reporters at a Ramallah press conference with Italian PM Enrico Letta. Meanwhile, U.S. State Dept. spokesperson Jen Psaki says in a press conference that no details of the peace talks will be divulged for the time being. In another development, Israel and the PA agree to form a biweekly committee on economic matters, a decision made in a meeting between Palestinian FM Shukri Bishara and Israeli FM Yair Lapid. Egyptian pres. Mohamed Morsi rejects the military’s ultimatum to relinquish power, insisting on his democratic legitimacy and warning that any attempt to remove him and his govt. by force will plunge the country into chaos. Both Morsi and the military leadership say they will not back down from a violent confrontation. Violent clashes between supporters and opponents of Morsi in different neighborhoods of Cairo result in an estimated 7–11 deaths. Meanwhile, the Israeli army issues a statement revealing that the Egyptian military has moved several dozen armored vehicles into the border area nr. the Gaza Strip in coordination with Israel, part of efforts to combat security threats in the Sinai. U.S. Secy. of State John Kerry meets with Russian FM Sergey Lavrov on the sidelines of a security conference in Brunei and tells reporters afterward that a proposed peace conference on Syria will not happen until at least 9/2013. Lavrov also says that Kerry had recognized that “consolidating” the various Syrian opposition forces was the most important task ahead of any possible peace conference. (WP 7/2)

Israeli and Palestinian finance ministers Yair Lapid and Shukri Bishara agree on a series of economic cooperation projects during the 1st meeting of its kind since the Israeli election in 3/2013. The initial aim of the discussions is said to be relaunching regular meetings about issues such as crossing points, fuel, and water supplies. (JP 6/16; YA 6/17)

Israel’s security cabinet decides to classify the perpetrators of so-called price-tag attacks as an “illegal association,” thus strengthening the law enforcement capacity for tackling violence by Jewish extremists. (JP 6/16)

In Damascus, Iranian VP Habibi meets with Palestinian rejectionist leaders, incl. Hamas, Islamic Jihad officials. Habibi then heads to Beirut to meet with Lebanese Pres. Ilyas Hrawi, who tells him that Lebanon supports Hizballah, but Hizballah must conform to Lebanon's political stance. Emile Habibi receives prestigious Israel Prize for Literature from Pres. Herzog, PM Shamir [see 3/17]. Tehiya party leader Yuval Ne'em'an disrupts ceremony by rising from the audience and announcing he was returning the Israel Prize awarded to him 23 years ago to protest awarding of prize to Habibi, whom he described as anti-Israeli. [Habibi had been urged by many Palestinian writers in Israel, o.t., and abroad to refuse the award. He stated that he decided to accept it, however, to pay tribute to achievements made by Palestinian population of Israel]. (MM 5/8)

Undercover unit shoots, injures Palestinian youth in Sa'ir near Hebron. Second Palestinian tries to drive youth to a hospital but is chased by the troops, who open fire on his car, killing him. (MM 5/8)

Pres. Bush rejects Senate compromise plan on loan guarantees to Israel [see 3/13]. Bush continues to push for an outright freeze on settlement activity; plan did not require settlement freeze but merely called for a reduction in amount of guarantees annually dispersed to Israel corresponding to amount Israel spends on new settlement activity. Bush also threatens to veto any foreign aid legislation authorizing guarantees without calling for a settlement freeze. (NYT 3/18)

Powerful car bomb completely destroys Israeli embassy in Buenos Aires. 3 other buildings, including a church and a school, are also destroyed. At least 32 killed, over 240 wounded, including children from the school. Israeli officials call it the most serious attack ever mounted on an Israeli diplomatic facility. (NYT 3/18, 3/19)

Gazan wielding knives kills Jewish woman, wounds 19 other persons in Jaffa. Attacker also kills Palestinian citizen of Israel who tries to stop him, but is himself killed by a policeman. (NYT 3/18)

Announcement made that Emile Habibi, ex-communist writer and leading figure in the Palestinian community in Israel, will be awarded the Israel Prize for Literature, Israel's most prestigious civilian honor. Habibi, who received a similar literary prize from the PLO in Cairo in 1990, is the first Palestinian citizen of Israel to receive the award. (MM 3/19; NYT 5/7)
